2 Bay County ATMS - Background Bay County and the FDOT have been pursuing the implementation of the Bay County Regional ITS since completion of the Feasibility Study in Financed primarily by a series of Federal ITS earmarks and matching funds provided by stakeholders including Bay County, Bay District Schools, City of Panama City and FDOT. In addition to the transportation network, the ITS project will provide the communications backbone for Bay District Schools and Bay County Emergency Operations Center. Inclusion of Bay District Schools and other agencies is extremely important in times of natural disasters. Bay County ATMS Funding History Since fiscal year 2000, through the efforts of local government staff and their lobbyist, Bay County has received six federal grants. 8 Pensacola Bay Bridge Wrong Way Detection System (FP ID: ) Project Description: Existing system destroyed by Hurricane Ivan in September Project will design, build, integrate, and test the replacement system. 9 Pensacola Bay Bridge Wrong Way Detection System Problem: Disoriented motorists travel the wrong way on the Pensacola Bay Bridge which is a 3- mile, 4 lane, barrierseparated facility leading to potentially catastrophic head-on collisions. Solution: An intelligent transportation system using non-intrusive, radar detectors that activate flashing beacons on Wrong-way overhead signing. The warning signing provides the errant motorist with additional opportunities to correct. Pensacola Bay Bridge Wrong Way Detection System Sign visibility enhanced by flashing beacons and horizontal placement directly over travel lanes. Warns motorists approximately 1000 feet before bridge, or approximately 15 seconds of reaction/decision time 9

10 Pensacola Bay Bridge Wrong Way Detection System Vehicle detection sensor detects a wrong way vehicle from approximately 400 feet, mounted 20 feet above roadway grade. System detection zone includes both lanes and is located upstream of the sensor. Wrong way detection activates overhead warning sign flashers. Pensacola Bay Bridge Wrong Way Detection System Vehicle detection sensor technology is microwave radar. Technology is nonintrusive and low power. Technology is not affected by inclement weather (rain, fog, etc.). 10
