2 Concord is Contra Costa County s largest City with over 127,000 residents and still growing. With its convenient location, skilled work force, and highly competitive development costs, Concord is now home to some of the nation s most prominent businesses, and is in fact becoming one of the Bay Area s leading commercial business centers. Concord has a large amount of light industrial development, a large share of retail business and the most affordable office space in the East Bay. It is served by BART (Bay Area Rapid Transit System), Buchanan Field airport and a network of freeways, making it attractive to businesses and commuters alike. A wide variety of recreational and cultural programs are available. Attractive homes, excellent educational opportunities, and easy access to all Bay Area Cities make Concord highly desirable to a diverse cross section of people and businesses. Guiding overall development, the City s Redevelopment Agency and Planning Commission work within a General Plan designed to create new jobs, adequate housing and a strong economic base for Concord s continued growth and prosperity. As a result of these activities, Concord has established itself as a city where residents can find a positive, relaxed suburban setting in which to live, work and do business. 1

3 Although the early settlers had a lot of fun together, they had problems which we do not face today. In the 1860 s and early 1870 s, county roads were graveled, but most farm roads were dirt roads. Creeks had wooden bridges without railings, and were frightfully dangerous on dark rainy nights in flood season. When illness struck a Concord family in the night, calling a doctor was no simple matter, a member of the family had to mount a horse and go out after the doctor. One problem that troubles us today did not bother people of old-time Concord, and that was high prices. In 1870, houses in Concord rented for $5.50 per month. The first lots averaged $1.00 per lot per year. The Concord Plaza has been the heart and center of the City from its very beginning as a town site donated by the Pachecos. In the early 1870 s, it was planted with trees of several varieties, eucalyptus predominating. As the trees grew and made shade, the plaza was used for community gatherings, such as school picnics and Fourth of July celebrations. In 1917 the old Concord Branch Library building was built in the Plaza and paid for by a donation made to the County Library by Andrew Carnage. When the first settlers came to Concord, there were no schools or churches, and this lack was felt keenly by the people. Early in the 1860 s a professor Gomes started a private Spanish school, and by 1865 there were thirty-six Spanish children in attendance. Salvio Pacheco and others petitioned the Board of Supervisors of Contra Costa County for a school to be established in Concord. In 1870, the request was granted and a school was erected at the corner of Bonifacio and Grant Street. The first teacher was Miss A. F. Carpenter. A believe it or not item in the history of the early Concord Schools is the fact that J.H. Bowles, later supposed to be Black Bart, the notorious holdup man, began teaching in 1874 and taught here for three years. 2

4 Churches had to be constructed to house their growing congregations. In 1876 a handsome Roman Catholic Church was completed. The first Protestant Church was the Presbyterian Church, completed in The first Christian Church followed in In Concord s early days, there was no regular fire department, and fires were fought by bucket brigades composed of the leading businessmen in town. The first fire hall was on Mt. Diablo Street near the site of the old Post Office. The building was later moved around the corner on Willow Pass Road, were it served for many years as the City Hall and Police Department Headquarters. Several years later, electric lights were installed for both streets and buildings; next came the water system and modern sewer system. With the advent of the Oakland, Antioch and Eastern Railway in 1912, Concord experienced quite a boom, during which many new buildings were erected. 3

5 Just as the great cattle-raising estates of the Spaniards gave way to the grain fields of the first American settlers, so did the fields of grain gradually give way to the growing orchards of pears, apricots and nuts, and the poultry and truck farms. In turn, these farms are giving way to the growing number of housing tracts providing homes for the families of people working in the East Bay Area and San Francisco. According to the United States Census figures, the population of Concord in 1910 was 730, as late as 1940 it was The special census taken in Concord in 1954 showed the population to be 18,977. In 1961 the population had doubled again to 86,087. The city limits have been expanded by several annexations. The area of Concord in July of 1961 was 6115 acres, compared with twenty acres when the City was founded in As thousands of people poured into Concord, civic development kept pace with the growing population. Public buildings, schools and churches were constructed, new residential subdivisions were added and new apartment houses were built. New roads were opened and old roads expanded, new construction continued at a rapid rate. The dedication of the City Hall at Parkside Avenue and Willow Pass Road on September 22, 1956 was a memorable occasion. This handsome structure was designed by F.A. Stewart the City Engineer. On October 17, 1959 the new library building, designed by architect Donald Powers Smith of San Francisco was dedicated. The Concord Library, one of the most outstanding in the State of California, is one of the show places of the City and attracts many out of town Visitors. The City Plaza has undergone extensive remodeling, which began in 1955 with removal of the historic wisteria pergola which was crumbling with age. In 1961 Plaza improvement continued with the addition of raised flower beds, and plans included later addition of a new pergola. The Concord Police Department has developed from a staff of eight in 1950 to well over one hundred sixty today. Concord has its own academy for training its Police Officers. 4

6 Public Utilities had to expand to meet the demands of hundreds of new homes. In February 1961, the water system formerly operated by the private company, California Water Service, was purchased by the Contra Costa County Water District. In April 1961, the citizens of Concord voted a bond issue to finance enlargement of the sewage treatment plant. In December 1956, the Willow Pass Extension, a major highway link for Central Contra Costa County motorists, was opened, making the Park and Shop Center and other local business areas more accessible to residents of nearby communities. Concord entered a period of rapid progress in 1953, with the passage of the City Manager Ordinance and the hiring of an efficient, full-time City Manager. This enabled the City Council to carry out its plans for municipal development more effectively. In March of 1960, Farrel A. Stewart was appointed as the first City Manager. He retired in The 1970 s, especially the last half of the decade, will be known as Concord s maturing period. Retail shops, service centers, light industrial plants, office/commercial centers, hotels and cultural facilities have grown so rapidly that the City changed drastically in the decade of the seventies. The Redevelopment Agency, established in 1977, operates under the authority of the California Redevelopment Act. The tax increment form of financing allowed by the act to build public facilities such as parking lots and road improvements required as much high level private investment as the City can attract. The incentive exists for the City of Concord to actively promote quality development for they are within the Agency s jurisdiction. 5

7 Culturally, Concord has certainly come of age. The Sleep Train Pavilion at Concord is nationally recognized as the performing arts facility on the West Coast. By virtually any measurement, the 8,500 seat indoor/outdoor facility has been a success and will continue to be so. The 180 seat playhouse at the Willows, has a fine reputation for smaller audience presentations, as does the Parkside Playhouse operated by the City. Sleep Train Pavilion For the developments of the past few years, it is evident the City Government and the citizens of Concord have cooperated wholeheartedly in solving many of the pressing problems of this fast-growing City. Concord is advancing to a position of importance among California Cities. Above all, Concord in growing from a small town to a City has remained a wonderful place to live. 6

Whatever your destination, efficient modes of public transportation and well maintained roadways to take you there. To improve traffic flow within the city, a computer controlled traffic light system helps avoid rush-hour slowdowns along the thoroughfares of Concord s 375 miles of public roadway. To ease the cost of commuting to work outside the city, there are several options available to city residents. RIDES for Bay Area Commuters, Inc. provides free ridesharing information to persons interested in car-pooling, in locating an existing RIDES vanpool, or in starting a vanpool with one of RIDES comfortable 15-seat commuter vans. 9

11 The Bay Area Rapid Transit District s high speed commuter train service, commonly known as BART, provides public transportation to many Bay Area communities. Concord BART is a station along a network that extends to San Francisco, Oakland, Berkeley and other East Bay Cities. BART operates weekdays and Saturdays from 6 a.m. to midnight and Sundays from 6 a.m. to 9 p.m. Public Transit within the central county is provided by the Central Contra Costa County Transit Authority, also known as the County Connection. The County Connection operates a modern fleet of buses which are equipped for wheelchair access. The County Connection provides regularly scheduled transportation within Concord, and to and from its neighboring communities. For Contra Costa residents who prefer the convenience of a local metropolitan airport, Buchanan Field, operated by the county, offers commercial airline service from US Air. They have exceptional year-round flying weather, and an FAA control tower equipped with instrument Approach Landing. With over 350 private and business aircraft regularly using its facilities, the airport is rated as one of the nations busiest. Services include air taxi, and air charter, flight training (including helicopter training), aircraft sales and rental, car rentals and sightseeing tours. US Air services include four daily flights to Los Angeles International Airport, with connecting flights to Albuquerque, Las Vegas, Phoenix, San Diego and Tucson. 10

12 Concord residents traveling a little further can take advantage of the San Francisco and Oakland International Airports which offer daily flights with major airlines. Both are conveniently located and can be reached by car in less than an hour. 13 The City of Concord is organized under a council manager form of government. City Council members are elected to serve citizens at large through an election held every two years. Concord is a general law city and operates under the State Government Code of the State of California. The Council sets policy approves the budget and enacts local laws within the framework of the State Code. The City Council elects one of their members to serve as Mayor for two years. The mayor s primary function is to preside over all council meetings and to represent the City at public events. The City Council appoints the City Manager to carry out the policies of the council and to direct and coordinate the various City departments and municipal services through the departmental directors who are appointed by him/her. He/she may recommend programs and clarify procedure for the council for his/her own actions. The City Council also appoints a City Attorney who advises the Council and staff on all matters pertaining to law. He/she prepares ordinances, resolutions, contracts, deeds, leases, bond indentures and various other legal documents. He/she also represents the city in all actions of law. Two other elected officials in the city are the City Clerk and the City Treasurer, who serve four year terms. The City Clerk is secretary to the City Council and is responsible for preparing the official agenda for their meetings. The Clerk writes minutes of the proceedings at council meetings, is keeper of the City Seal and official record keeper for the City. The City Treasurer oversees the financial affairs of the City. Regular City Council meetings are open to the public and are held in the Council Chambers at the Civic Center on the first, second and fourth Tuesday of each month. The Council welcomes attendance by the public at these meetings. Council meetings are also broadcast live over local Cable Channel 28 and

18 Summer in Concord is blue skies and golden hills with warm and lengthy days to pursue the dreams of childhood. Residents are never far from a park for active play or just relaxing. Concord s park system is one of which Concord s residents can be justifiably proud. The system includes twenty parks for close-to-home enjoyment. New parks have been added in various ways since the first park. Todos Santos Plaza was granted to the people of the community in 1867 by Don Salvio Pacheco. The parks system experienced a growth spurt on 1965 when Concord voters approved a bond measure to acquire and develop an extensive network of community and neighborhood parks. Then, to protect a prominent and beautiful ridgeline, voters added the Lime Ridge Open Space in The latest additions to the system are Sierra Road Mini-Park and Brazil Quarry Park. In all, more than 686 acres of park land have been preserved for the enjoyment of everyone. Todos Santos Plaza John F. Baldwin Park 18 Acres North of Bonifacio Street and East of Port Chicago Highway with an entrance at Beach Street. This park includes Concord Senior Center, Preschool classrooms, childcare facility, dance studio, basketball court, softball field and children s play area. There is one reservable group picnic/barbecue area on a raised platform overlook, and several individual picnic tables with barbecue scattered throughout the park. 17

19 BART Linear Park 2.5 miles Port Chicago Highway between Salvio Street and the North Concord Bart Station at Panoramic Way. This Park provides a pleasant 2.5 miles landscaped path for walking, jogging or bicycling alongside the BART tracks and away from traffic. BART Park 5 Acres Under BART tracks between Mt. Diablo Street and Systron Drive. A meandering path, landscaped with trees, lawn and ground cover parallels Mesa Street and San Miguel Road. Boatwright Youth Sports Complex 9 Acres On Campus Drive at Alberta Way adjacent to the Cal State University Contra Costa Campus. This park was designed for organized youth sports league play with 5 soccer fields and one baseball field. Brazil Quarry Park 4 Acres End of Kent Way off Sutherland. Park includes an open, tufted play area, a natural creek, paved perimeter path and children s play equipment. An attractive feature of the park is a butterfly garden that was designed and built by students in an environmental education partnership between Lindsay Wildlife Museum, the Mount Diablo School district and the City of Concord. Cambridge Park 10 Acres On the east side of Victory Lane and adjacent to Cambridge Elementary School. There are picnic tables, shade trees, expansive tufted playfields for soccer and casual play and children s play area. Concord Boulevard Park 8 Acres North side of Concord Boulevard between Mendocino Drive and Denkinger Road, next to Concord High School. Gently mounded turf with shade trees that surround a large open meadow with a raised concrete stage. There are picnic tables and a children s play area. 18

20 Concord Community Park 30 Acres North side of Cowell Road between Hale Drive and Sheridan Road next to El Monte School. Concord Community Pool is an Olympic size swimming pool, with diving facilities, wading pool, heated change rooms with showers and lockers. Seven unlighted tennis courts, handball/tennis practice wall, ball field and backstop, large open turf area, and a children s play area, picnic tables and Barbecue areas. Concord Skate Park 14,000 square feet Corner of Cowell Road and San Miguel Road, near Monument Blvd., State of the art facility was designed by skaters for skaters. Various elements offer Challenges and tricks for all abilities. Skateboards, roller blades, in-line skates and manual scooters are welcome. Proper safety equipment is required at all times. El Dorado Middle School Park 10 Acres Concord Blvd. at Mendocino, Park includes two full size soccer fields, three baseball/ softball fields, walking/jogging paths and a play area for children. Ellis Lake Park 10 Acres South of Clayton Road and East of Ellis Street. Rolling turf and a paved path around the lake, this is home to many species of waterfowl and several turtles. There are two children s play areas. The historic Keller House, located at the park, serves as an office for community service agencies. Len Hester Park 4 Acres Corner of Hookston Road and Hampton Drive, gently rolling terrain with lawn and trees suitable for children s play. A path winds through the park to several picnic areas. 19

21 Highlands Park 9 Acres Next to Highlands School off north side of Pine Hollow Road between Pennsylvania Boulevard and Louisiana Drive. Rolling turf terrain with variety of trees and meandering paths. Two creative play areas for children, ball fields and several picnic spots. Hillcrest Community Park 26 Acres Grant Street and Olivera Road. Athletic fields for softball, baseball and soccer, a model airplane flying area, children s play area with a train motif. There are several picnic areas with one reservable group site. A creek runs through the park. A Korean War Memorial is located in a quiet corner of the park near a pond and redwood grove. Iron Horse Park.18 Acre Solano Way between Hilltop Road and Olivera Road. Amenities include bocce court, benches, one picnic table with barbeque pit and access to the Iron Horse Trail. Kruger Fields 4 Acres Cowell Road at Almar Court adjacent to the Loma Vista Adult Education Center. There are 3 baseball/softball fields, a sand volleyball court, and a large open turf area. Lime Ridge Open Space 175 Acres Northwest of Treat Boulevard in area between San Miguel and Cowell Roads. Primary access from parking lot off Treat Boulevard. Improvements completed in 1993 include trails linked to a regional network; benches view areas and a community building. Extensive plantings of native oaks, grasses and wildflowers will restore the natural oak/ savanna grassland, increasing the diversity and abundance of wildlife. 20

22 Greater Lime Ridge Open Space 1200 Acres Public Trailhead at 5108 Montecito Way 25 miles of trails are held jointly by the cities of Concord and Walnut Creek. The area is rich in history and supports a diversity of plants and wildlife in the chaparral, oak woodland and grassland habitats. Native American artifacts have been discovered in the fossil laden ridges and the area was the site of the historic quarries of the Cowell Lime and Cement Company. Markham Nature Park and Arboretum 16 Acres Off northeast side of Cowell Road near Babel Lane and at the south end of LaVista Avenue. Galindo Creek meanders through the park; Park includes a Nature Study Center used by Mt. Diablo School District and Concord s Backyard Explorers summer day camp, Community garden plots and the Garden Center headquarters of the Markham Arboretum Society. Whose members are working toward the creation of an international garden to showcase plants from around the world that can thrive in our local micro-climate. Center piece of the garden is the Bud Hansen Wisteria Arbor. Meadow Homes Park 12 Acres Northwest corner of Sunshine Drive and Detroit Avenue, next to Meadow Homes School, The park features a swimming pool, ball fields, basketball courts and climbing bars for active play. There is one reservable group picnic/barbeque area with a covered shade shelter. This park is popular for family gatherings and community events such as the annual Health Fair and Dia Del Nino celebration. 21

23 Newhall Community Park 126 acres Along Galindo Creek east of Treat Boulevard access is via Newhall Parkway south of Clayton Road or from Turtle Creek Road. Galindo Creek meanders through the park. Approximately 30 acres of the park is improved with ponds along the creek, picnic areas, bocce courts and turf athletics fields. The Paw Patch is a secure fenced area where dogs can exercise off leash. There is one reservable group picnic area in a secluded creek side setting with large oak trees. Most of the park is undeveloped open space. Over two miles of multi use trails, linked to the regional network, are available for walkers, hikers, joggers, bicyclists and horseback riders. Rick Seers Park ¾ acres Northeast side of Sierra Road between Fox Meadow and Fox Way neighborhood greenbelt with landscaped pathway amenities include a picnic area, play equipment and a half basketball court. Sun Terrace Park 2.6 Acres At the corner of Vancouver Way and Montreal Circle. Turf area for free play and children s play area with swings, slide and climbing apparatus. 22

24 Todos Santos Plaza 2.5 Acres Downtown between Salvio Street and Willow Pass Road, Grant Street and Mt. Diablo Street. Dedicated to the people of Concord by town founder Don Salvio Pacheco more than 125 years ago. There is a turf area with large trees, colorful flowers, picnic tables, benches and a small children s play area. A granite stage and fountain enhance the many community events held in this historic town square. Music at Noon, Farmer s Market, California Symphony, Kid Fest, Chamber of Commerce Fall Fest and Fourth of July parade are some of the annual events in downtown Concord. 25 Willow Pass Community Park 40 Acres North of Willow Pass Road at Olivera Road and Salvio Street, a large community center is located near the center of the park. Nearby are four lighted and four unlighted tennis courts. Willow Pass hosts numerous softball tournaments and league play on six softball fields, four of which are lighted for evening play. A batting cage concession operates year round Pixieland, an amusement area at the north end of the park features child size rides including a scale model train that runs around the lake and through a tunnel. Pixieland has a birthday party area that can be reserved Ygnacio Valley Park 9.5 Acres Northeast corner of Oak Grove Road and David Avenue. This park has ball fields, jogging path, picnic and barbeque facilities a popular children s play area and large turf area for free play. 24
