1 LGBCE Review of Warwick District Council Ward Boundaries Warwick District Council Submission on Warding Arrangements 1.0 Introduction 1.1 This submission is made on behalf of Warwick District Council and is based upon the decision of the Council s Licensing & Regulatory Committee on 11 January This Council has a fundamental principle that wherever reasonably practicable the Electoral Boundaries should be coterminous, but in doing so they should meet the criteria for electoral equality, the interests and identities of local communities and should promote effective and convenient local government 1.3 Having considered this the Council believes that the proposal it has outlined in this submission meets the criteria for the review and would provide an approach that would best meet the needs of the local communities within Warwick District. 1.4 To achieve this outcome, the Council is proposing 20 Wards with a mixture of 1, 2 and 3 Councillors to represent each Ward to give electoral equality but also to recognise the individual communities within the District. 2.0 Delivering electoral equality for local voters 2.1 The Local Government Boundary Commission for England (LGBCE) has accepted the methodology for local elector growth within Warwick District from 109,855 in September 2017 to 123,333 in Following the decision by the LGBCE to set the Council size at 44, this provides an elector to councillor ratio in 2023 of 2803 to each Councillor. 2.2 The proposal from this Council works on a principle of coterminous boundaries across the District except for a few exceptions, to improve electoral equality within the towns of Leamington and Warwick. 2.3 Table 1, below, sets out the proposed Ward names, number of Councillors and the electorate from Also included is a reference number to link the Ward to the attached plan (Appendix 1 to this submission). 3 3.2 The Council was faced with the challenge of balancing these needs because of the significant development occurring across the District and the recognition that this level will continue up to and beyond Therefore, the Council has submitted a proposal which recognises the communities within the District as far as possible and at the same time provides a good level of electoral equality. Overall the proposal falls into two main categories Kenilworth, Whitnash and the rural areas; and, Warwick and Leamington. 3.4 In Kenilworth, Whitnash and the rural areas the Council has considered the best approach would be to retain the coterminous boundaries with the current County Council Divisions. 3.5 Within the proposed three Wards to represent Kenilworth, it broadly retains the areas of electoral boundaries within the town that have, by and large been in place, for a significant number of years. This in itself has fostered a sense of identity within the town and it is understood Kenilworth Town Council supports this approach. The main difference to the current Wards is the inclusion of the large rural area to the west of Kenilworth. The large rural area has been represented through a number of different Wards but there is an affiliation between the communities and local Councils, based on the infrastructure within the area. This proposal also reflects the County Council Division of Lapworth & West Kenilworth and it is considered time should be given to enable this community to foster and develop further. This proposal would support that intention. The three proposed Wards all follow clear boundaries identified by the LGBCE as part of the Boundary review of the County Council divisions. 3.6 The proposed Ward of Whitnash largely reflects the Boundary for Whitnash Town Council, with the exception of the Whitnash Town Council East Ward. While this is not ideal, in excluding this Ward, this is an accepted anomaly where the housing development has only started in earnest within the last three years and there is no direct relationship with the rest of Whitnash town, although it has strong significant historical value to the Town. This arises as the areas are separated by a railway line and the access to the East Ward from Whitnash is only through Leamington Spa, albeit there is a pedestrian bridge over the railway. Therefore, it is considered appropriate to follow the boundary as identified by the County Council Division. 3.7 The proposed rural Wards of Cubbington & Leek Wootton and Radford Semele together cover the County Council division of Cubbington & Stoneleigh. The Council has proposed the Radford Semele Ward as it covers the same area as the current District Ward of Radford Semele for which there is a strong community link along the Fosse Way. The retention of this Ward helps to maintain the identity of the community and enables the relationship of electoral representation to continue. With regard to the Cubbington & Leek Wootton Ward, this takes in the remainder of the County Division for this area. While the Council has looked to improve electoral equality within this area it is felt that their maintaining coterminous boundaries in this area will also foster relationships across the communities, which is discussed in section 4 of this submission. There is a strong link of shared issues within the area overall including air traffic and the impact from HS2. In both of these proposed Wards the Boundaries follow established Parish Council Boundaries. Page 3 of 9

4 3.8 The current County Council Division of Budbrooke & Bishop s Tachbrook does not have a strong community link and this was evidenced during the Warwickshire County Council election in 2016 with complaints being made by local electors. This arose from the distance between the Parishes of Shrewley and Bishop s Tachbrook and there being no clear connection or transport link between them without going through Warwick. Therefore the Council has taken the opportunity to provide a proposal to split this area, as closely as possible, to electoral equality, but in a way that reflects the strong community bonds within the Parish areas. The proposed Ward for Bishop s Tachbrook would also cover the same area as the Bishop s Tachbrook Neighbourhood Plan. The Council recognises the electoral equality could be improved by moving Wasperton into the Bishop s Tachbrook Ward however there is no direct relationship between these two areas, as access to the village of Wasperton is via a road running north-south from Barford. 3.9 The District Council is proposing four Wards within the County Town of Warwick. There is a strong level of electoral equality within each of them and also the opportunity for further growth The proposed Ward of Warwick Aylesford, while large in area, is centred around West Street, Stratford Road as well as Henley Road. It includes the Forbes and Chase Meadow estates. The new development of Chase Meadow has its own community centre and small shopping centre including a public house. The area has a number of schools including Aylesford (Secondary), Newburgh and Westgate. The Ward would include the significant public open space of St Mary s Lands and the community sports clubs of Racing Club Warwick and Warwick Cricket Club. This also reflects the entire current Aylesford District Ward which came into effect in A continuation will enable this to continue to develop as a community. The proposed Ward would also clearly put Warwick Castle Park within a District Ward representing Warwick The proposed Warwick Woodloes Ward covers all of the County Division with the same name, primarily made up of the Woodloes and Percy estates along with an additional area to the south of the Birmingham Road. The Woodloes estate itself has natural defined boundaries of the A46 to the north, the Grand Union Canal and Birmingham Road to the south. The boundary between it and Percy estate is the Coventry Road that provides a clear separation between two defined communities. The Woodloes estate centres around the Woodloes School, shops and pub. The Percy estate shares the boundary of the Grand Union Canal to the south but to the north and east shares the town boundary of the River Avon. There are strong community links within this area of All Saints and Emscote schools; the All Saints Church; and, the Gap community centre and local shopping facilities. Outside of these two main areas there are a small number of residential properties south of Birmingham Road at the western end of the Ward but this area is clearly defined as its own special community with St Mary s Lands to the south and A46 to the west. There are also a small number of properties to the east of the Ward south of Emscote Road that form their own small community The proposed Ward of Saltisford covers the heart of Warwick and in doing so recognises a number of small communities. It has clearly defined boundaries provided by the other three Wards using main roads, the Grand Union Canal and the River Avon. Page 4 of 9

5 3.13 The final Ward of Myton & Heathcote covers a significantly large area and covers three clearly definable areas. The north of the Ward would represent the Coten End area of the Warwick Town. The middle area would cover Myton Road and its surrounding properties. This large linear community includes Warwick School and Myton School but due to its natural boundary of the River Avon and open farmland (currently) to the south is a naturally defined community. The third area would at present be recognised as the Heathcote estate. There is a large area within this proposed Ward of agricultural land where it is recognised that most of this will be developed over the coming years, as outlined within the methodology previously submitted by this Council. The Heathcote is a relatively new estate that has developed in recent years and includes a large commercial and business area with the residential properties in one area The proposals for Leamington are for eight Wards, six of which remain within the recognised town boundary of Royal Leamington Spa. The two Wards which do not entirely cover Leamington Spa are Manor which also covers part of Cubbington Parish and Sydenham which covers part of Whitnash, as detailed earlier in this submission Leamington, as a town is a diverse community with both affluent areas and areas of deprivation, but also has a rich and diverse social and cultural series of communities The proposed Ward for Leamington Manor covers the same area as the current District Council Ward of the same name, less the part Ward of Old Milverton & Blackdown Parish. This proposal also includes the housing development to the north of the Town (within the town boundary) on the former North Leamington School site as this area forms part of the Town physically rather than the rural community falls within and functionally as all access and services are from the Leamington Manor Ward. The overlap with the Parish of Cubbington New Cubbington Parish Ward is a long standing issue with a challenging boundary, however the local community has been recently consulted (2014/15) on this and the majority view was this area should be retained with the Parish of Cubbington. This situation will no doubt be reviewed in a subsequent Community Governance Review. The proposal, otherwise has clearly defined boundaries of main roads, and established Parish Boundaries The Leamington Sydenham Ward covers a similar area to the current District Ward of Sydenham and therefore the proposal seeks to maintain the area with which this community identifies. It has a boundary to the east of a main railway line and to the west and south of Whitnash Brook. The northern boundary would use established polling district boundary which is along principle roads within the community. The area would also include both the Sydenham School and Campion School (Secondary) and also incorporates the Sydenham Community Centre. The proposal includes The Whitnash Town Council East Ward on the basis that the access for this Ward is through the Leamington and the rest of Sydenham Ward and although a site of historical importance for Whitnash; the community has, at this time, no direct engagement with Whitnash town itself The proposed Leamington Brunswick Ward would represent exactly the same area as identified by the County Council Division and therefore has clearly defined boundaries. This Ward has seen an increase in registered electors in Page 5 of 9

6 recent years mainly as a result of improved electoral registration rather than through increased development. The area is largely split into two halves by Tachbrook Road, with the older development to the east and the more recent Council housing development to the west. It is recognised that this area includes a large student population so the elector numbers can change depending on the time of year. This said there is a strong community value in this area with Eagle Recreation Ground, the Westbury Centre, Brunswick Healthy Living Centre and Kingsway, Shrubland Street and St Patrick s Schools The Council recognises that the proposed Leamington Clarendon Ward is significantly away from achieving electoral equality. It will represent part of the County Division of Leamington Clarendon. This is because the Council has tried to ensure this retains its identity as a community within Leamington, covering the majority of the current Leamington Newbold Ward, and provide clear boundaries for the Ward without isolating areas. It includes the main shopping area for the Town as well as key recreation areas such as Pump Room Gardens and Jephson Gardens The proposed Ward of Leamington Newbold covers the other part of the County Division of Leamington Clarendon which has been divided to provide an identifiable community away from the Town Centre using existing established boundaries. This would include facilities such as Leamington Cricket Club, St Paul s School and Newbold Comyn The Leamington Crown Ward, although not providing electoral equality, to a substantial level recognises a clear identifiable community within Leamington focussing around Crown Way, Lillington Nursery & Primary School, recreation grounds and Community Centre. In addition to this, it provides clearly defined boundaries that are established to all sides with the final part of the northern boundary being along Cubbington Road as a continuation of the boundary between the Milverton Division and Leamington North Division Ward and the proposed Milverton and Crown Wards The Leamington Milverton Ward returns perfect electoral equality by using the same boundaries as the County Division of the same name but stops at the Kenilworth Road, as a more clearly defined boundary of this community. This community includes Brookhurst School and Trinity School (Secondary) as well as small local shopping facilities The final Ward for Leamington is Leamington Willes which provides a strong level of electoral equality and replaces the current Leam District Ward and covers part of the current Sydenham District Ward. It focuses around the Willes Road and the community identifies itself as Willes. It incorporates St Anthony s school and local shopping facilities. 4.0 Promoting effective and convenient local government 4.1 As set out in the introduction the Council has a principle value of having coterminous electoral boundaries wherever it is reasonably practicable. Providing this at all levels of government helps communities to identify more easily as a community and who their electoral representatives are. This is also true for electors at times when elections for more than one Council are held at the same time as is the case in the District for District and Town/Parish Council elections which are held every 4 years at the same time. 7 4.2 It is for this reason that the Council has sought coterminous boundaries with Warwickshire County Council Divisions and as it recognises that this will enable new Town Council Wards to be drawn within Kenilworth, Leamington and Warwick, thus removing the challenges that would have been faced with elections to Warwick District and all Parish & Town Council in This is because due to the revisions to the County Divisional Boundaries some disproportionally small Town Council Wards were created which also did not reflect recognised communities. 4.3 The Council recognises that by having its elections and the Parish elections on the same day every four years helps promote these proposed Wards as communities and in doing so, engagement with the community. It is for this reason that the Council supports having coterminous boundaries, wherever practicable, because it enables easier electoral understanding. 4.4 The Council is proposing the Ward names, as set out in Table 1 above, because the inclusion of the Town name, where appropriate, will help identify the electors of that Ward with that area more easily. 4.5 The Council s proposal for a mixture of 1, 2 and 3 member Wards to enable the best match with, not only electoral equality but also potential demands within the areas that the Councillor could represent. For example the Council has, within its proposals sought to minimise the number of Parish Councils a Councillor has to represent because of the expectation from the Parish Councils in the District that the District (and County Councillor) would attend all of their Council meetings. 4.6 Furthering the principle of coterminous boundaries, the Council recognises that there could be improved electoral equality within the Wards covering the Stoneleigh & Cubbington County Council Division, by allocating the Parishes into different Wards. However the Council took the view that Radford Semele, Eathorpe, Offchurch & Hunningham should remain as a single District Ward. This is because this is an established Ward within the District and reflects the proposed area within Warwick District to move to the new Parliamentary constituency of Rugby & Southam. The Council recognises that there is no direct relationship between this review and the Parliamentary Boundary Review and that its elections are unlikely to fall on the same day as Parliamentary Election for several years after this review has concluded. However because the Parliamentary review has to follow District Council boundaries and they are required to use the current District Wards it would be appropriate to retain this Ward to avoid elector confusion. 4.7 Similar to the above, the proposed Wards of Budbrooke and Bishop s Tachbrook could have improved electoral equality by dividing the Joint Parish Council of Barford Sherbourne and Wasperton between them. The Council was of the opinion that due to the strong community links within the Joint Parish Council and the infrastructure links within it i.e. there is no direct link between parts of the Joint Parish and Bishop s Tachbrook (other than they are neighbours), that effective local government would be better served by maintaining the current Joint Council. This would also avoid the position where the Joint Parish Council could be represented by four District Councillors. Page 7 of 9

8 4.8 The proposed Lapworth & West Kenilworth is proposed to retain the coterminous boundary with the County Council Division of the same name. Consideration was given to try and improve electoral equality by sub dividing this area into two or three smaller Wards. A practicable solution was not found for this due to Kenilworth Town boundary bordering the District boundary and there being no direct relationship between Burton Green Parish and the other Parishes within this Ward. There was no strong justification for considering having some parishes and Kenilworth together as a two member Ward and the remainder being a single member Ward. 4.9 The proposed Wards of Kenilworth St Johns and Kenilworth Park Hill will represent the majority of Kenilworth and would be wholly coterminous with the County Council Divisions which will enable a greater level of community understanding of the boundaries and provide clarity for all parties The proposed Ward of Whitnash provides coterminous boundaries with the County Council Division which again provides a level of clarity and understanding in terms of electoral representation The Warwick Aylesford Ward would reflect the current Ward of Aylesford within Warwick but would step away from the coterminous principle of this Council. This is because the Council believes effective and convenient local government would be best served in retaining the current Ward boundary as far as possible in this area because of the strong community identities in this area based around the local amenities and resources The Warwick Myton & Heathcote Ward would cover the majority of the County Division of Warwick South. However it does not cover the entire area as the proposed boundaries would provide more effective governance through representing the communities in these areas as set on in paragraph 3.13 above The Warwick Saltisford Ward would provide a core to the Town and while this crosses two County Council Divisions (and would therefore require two Town Council Wards) it is intended to provide a strong identity for the town centre and clear leadership from a District perspective. It is considered that the resultant Town Council Wards that relate to already identifiable and existing communities The proposed Ward of Warwick Woodloes covers the current Woodloes District Ward but covers a larger area to reflect all of the County Council Division of the same name, therefore providing a largely coterminous boundary. However it also takes in a small residential and industrial area to the south of the proposed Ward, which identifies as its own community being bordered by St Mary s Lands and the main Birmingham Road out of Warwick. This enables strong community leadership from the elected representatives The proposed Wards for Crown, Milverton and Manor, would cover the same ground as the two County Council Divisions of Leamington Milverton and Leamington North. However, the crossing of County/District Ward boundaries is unfortunate but the submission is made with a view to recognising the local communities within this area. The sub-division of the County Council Division of Milverton with part moving to the proposed Manor District Ward would result in a relatively small but identifiable, as a viable and recognisable community, Town Council Ward. This would see the proposed District Leamington Manor Page 8 of 9

9 Ward covering two Town Wards and a Parish Council Ward. This does create concern due to the different number of elected representatives and Councils covering this area, but in practice this arrangement has been in place for a number of years. For example the current Manor Ward covers a Leamington Town Council Ward, Cubbington New Cubbington Ward and Old Milverton and Blackdown Ward. Therefore, the Council is of the opinion makes it no worse than the current arrangement The Leamington Brunswick Ward would be completely coterminous with the County Division of the same name and therefore strongly supports effective and convenient local government at all levels of elected representation The proposed Wards of Leamington Clarendon and Newbold would represent the same area as the County Division of Leamington Newbold. In taking this approach the communities would have fair representation at District level and would also retain the clear identity at all levels of representation without the need for creating extra wards at Town Council level The proposed Wards of Leamington Sydenham and Willes sub-divide the area of the County Council Division of Willes and in doing so provide a coterminous boundary around their perimeter which is clearly defined and recognisable. This enables the community to have clarity with regard to representation at County Council and also enables a fair level of representation for the Community at both District and Town Council Level. 5.0 Conclusion 5.1 The Council recognises there is fine balance in this submission with regard to maintaining electoral equality, recognising the communities within the District and ensuring effective local government. 5.2 The Council has tried to balance these competing needs whilst appreciating the challenge presented by the County Council divisions within the District in the need to avoid creating a significant number of small Town Council Wards. It was this specific issue, amongst others, which had led the Council to request a review of its Wards in order to support the towns within its District to ensure they could have reasonable warding arrangements ahead of their elections, at the same time as the District elections in May The Council recognises that overall there are some proposed Wards in 2023 that are significantly away from electoral equality and that alternative solutions could be provided. However in these situations the Council has taken the view that the community would be better identified and represented through these proposals. Page 9 of 9
