1 3 rd December 2016 Dear Sirs, I am writing regarding the current Review of Electoral Arrangements in the Tendring District. I have only made proposals for Clacton-on-Sea, which are detailed below. I also attach a map of my proposals. Yours sincerely Robert Young
2 Clacton-on-Sea is projected to have an electorate of 46,124 by With a quota of 2417 electors per councillor it would have an allocation of 19 councillors. I propose a scheme of 10 wards, 9 with 2 councillors and 1 with 1 councillor. Proposed Ward Constituent Wards No. of Cllrs Total Electo rs Electors per Cllr Variance Bockings Elm Bockings Elm (part) and Peter Bruff % (part) Bluehouse Bockings Elm (part) and Rush Green % (part) Burrsville Park Bursville and St Johns (part) % Carnarvon Pier (part) % Coppins Alton Park (part), Peter Bruff (part) and % Rush Green (part) Golf Green Golf Green and St James (part) % Holland Haven Haven and St Bartholomews (part) % St James Alton park (part), Pier (part) and St % James (part) St Johns St Johns (part) and St Marys % Southcliff St Pauls and St Bartholomews (part) % BOCKINGS ELM WARD My proposal is for a 2 councillor ward that combines the Cann Hall Polling District of the current Bockings Elm Ward (2475 electors) and the current Peter Bruff Ward (3302 electors). This ward would have to many electors (5777), so I propose to exclude Douglas Road, Melbourne Road, Pathfields Road, Stambridge Road, Thomas Road and Tulip Way. These roads have only pedestrian access and no direct vehicular access to the rest of Peter Bruff Ward, and are largely isolated from it. I estimate these roads to have 700 electors. The proposed ward includes similar 1970s and 1980s housing, using the same schools (Cann Hall, Ravenscroft and St Clares Primaries) and relies on the small Bockings Elm Shopping area. This proposed ward has 5077 electors, giving a variation of +5%. BLUEHOUSE WARD - My proposal is for a 2 councillor ward that combines the Bluehouse Farm Polling District of current Bocking Elms Ward (2323 electors), the Coppins Hall Polling District of the current Rush Green Ward (2122 electors) and that part of the Tinkers Hall Polling District of the Rush Green Ward; namely Cattermole Close and Fairclough Avenue. I estimate these roads to have 123 electors. This proposed ward has the advantage of re-uniting the two halves of the Bluehouse Estate currently in two wards and the new developments around Legerton Drive. Little Clacton Road, St John s Road, Cloes Lane and Rush Green Road are good and clear boundaries. As Bluehouse Avenue lies at the centre of the area, I propose this name for the ward. This proposed ward has 4568 electors, giving a variation of -6%. BURRSVILLE PARK WARD My proposal is for a 2 councillor ward that combines the current Burrsville Ward (1975 electors) and that part of the current St Johns Ward north of Pickers Ditch (I estimate this to be 2660 electors). Pickers Ditch extends from Hartley Wood to the north west of Clacton around the northern edge of the town via Brook Retail Park, Bursville Cemetery, Valley Farm
3 Holiday Park and along the northern edge of Holland-on-Sea at it eastern end before feeding into Holland Brook. Pickers Ditch Walkway provides a green corridor for walking, cycling and horse riding that extends round the edge of the town mostly following the route of Pickers Ditch. I believe this is a good strong natural boundary. The name Burrsville Park is used on Ordinance Survey Maps to describe this area and propose this name. This proposed ward has a total of 4635 electors with a variation of -5%. CARNARVON WARD (1 COUNCILLOR) My proposal is for a 1 councillor ward, this consists of the current Town Hall Polling District of the Pier Ward (2265 electors). The ward is compact and contains a majority of the Town s shopping streets and public buildings (Town Hall, Public Library, Railway Station and Job Centre). I have named it after Carnarvon Road, the main thoroughfare. It has a variation of -6%. COPPINS (2 COUNCILLORS) My proposal is for a 2 councillor ward that combines most of the current Alton Park Ward (less Anchor Road, Castle Road, Herbert Road, Priory Road, Upper Park Road and Watson Road, I estimate this to have 274 electors), part of Peter Bruff Ward around Douglas Road, discussed under Bockings Elm ward (700 electors) and most of the Tinkers Hall Polling District of Rush Green Ward, except that part included in Bluehouse Ward. The proposed ward straddles St Osyth Road, which provides shopping and services to the adjacent areas. I have named it after Coppins Road. It has an electorate of 5223, with a variance of +8%. GOLF GREEN - My proposal is for a 2 councillor ward that combines the current Golf Green Ward (4072 electors) with part of St James Ward (I estimate this to have 500 electors). The current Golf Green Ward is isolated from the rest of Clacton-on-Sea by two golf course and an airfield. With an allocation of 1.65, it is too big for one councillor and too small for two councillors. The solution I have proposed is to include the housing estate built on the site of the former Butlins Holiday Camp. This is a relatively new estate and has a different character to the rest of the current St James Ward. I also propose to include the Millers Barn Golf Course in this ward. Since all areas are adjacent to golf courses, I think the current name is still appropriate. This proposed ward has a total of 4572 electors with a variation of -5%. HOLLAND HAVEN & SOUTHCLIFF WARDS I have considered these 2 wards together because the current Haven Ward, St Bartholomews Ward and St Pauls Ward have a combined electorate of This divides exactly into an allocation of 4 councillors. Holland Haven Ward with 2 councillors comprises the current Haven Ward, the Brook Farm Polling District of St Bartholomews Ward and part of the Gunfleet Polling District of St Barthomews Ward. My proposal is to divide Gunfleet Polling District north/south along Slade Road, Hillside Drive and Kings Avenue. The area to the east, which I estimate to be 1871 electors, joins the Holland Haven Ward giving an electorate of 4833 with a variance of 0%. Southcliff Ward with 2 councillors combines the current St Pauls Ward with the remainder of the Gunfleet Polling District (I estimate this to be 990 electors). I propose reviving the old name of Southcliff for this ward, it has an electorate of 4824 with a variance of 0%. ST JAMES - My proposal is for a 2 councillor ward that combines the current St James Ward, less the area included in the proposed Golf Green Ward, the West Cliff Polling District of the current Pier
4 Ward and part of the Alton Park Ward (Anchor Road, Castle Road, Herbert Road, Priory Road, Upper Park Road and Watson Road, I estimate this to have 274 electors). The proposed ward is similar to the current ward and I propose the same name, although i did consider Wash Lane Ward. This proposed ward has a total of 4832 electors with a variation of 0%. ST JOHNS My proposal is for a 2 councillor ward that combines the current St Marys Ward (3689 electors) and that part of St Johns Ward south of Pickers Ditch (I estimate this to be 1206 electors). For the reasons discussed under Burrsville Ward I believe Pickers Ditch to be a good strong natural boundary. The other boundaries are the railway and the A133 (except Lichfield Close). This forms a compact ward with well defined boundaries. Although St Marys Ward forms a substantial part of this proposed ward, St Johns Parish Church is at the geographical centre of the ward and I therefore believe St Johns to be the more appropriate name for the ward, Great Clacton Ward is also a good choice of name. This proposed ward has a total of 4895 electors with a variation of +1%.
