1 Situation Analysis Report of District Rajanpur
2 Rapid Assessment of flood in Rajan Pur by Sangtani Women Rural Development Organization (SWRDO) Assessment Team Just in the wake of flash floods in the hills of Rajan Pur on 10 September SWRDO immediately organized and constituted an emergency assessment team for carrying out the flood assessment. Team comprised Emergency Coordinator, two Social mobilizers and the M & E officer.. The assessment team visited the affected areas including Union councils Fatehpur, Jahanpur, Haji pur, Noorpur Manjoowala, Wah Lashari, Harand, Rojhan sharki, Rojhan Sabbi, Shah wali, Meerain pur, Umerkot, Sabzani Ozman with the following objectives: Objectives of the Assessment To assess flood damages and the emergency needs of affected population To develop a Rapid Assessment Report for the humanitarian agencies for possible response Assessment Tools and Techniques Due to the panic situation in the affected areas of district Rajan Pur team was not able to conduct the structured interviews though it used some of the quick assessment tools including physical verification, evidence recording through photographs of the damages along with meetings with the communities and on the spot interviews. Assessment Finding There was no any Early Warning by the Government and people were not informed of the hazard to evacuate the area; 20% people are still in need of rescue to the safer areas Continuous heavy Rain were the main causes of extensive flash flood The water level in the flooded area reached as high as -7 to 10 ft. Floods have affected a total of 13 Union Councils in PACHAD areas of District Rajanpur. A total of 2341 Houses have been completely destroyed and 908 houses have been partially damaged in the above mentioned Union councils Number of people including children, women and men have been displaced by the flood and are in need of temporary settlements/emergency shelters People were not prepared for the disaster and therefore could not carry Food item, non food items along with them The standing crops of acres of the cultivated land have been destroyed. There are reports of livestock deaths (Goats / shapes 350 cows 15 Poultry 95% died through 60% of the affected population managed to rescue their animal The infrastructure has been badly damaged in the area The means of communication have been disrupted in the affected area and there is no easy access for protecting the flood affectees except through boats or helicopters None of the affectees have been so far attended by the humanitarian agencies
3 No government, NGOs, INGO representative has reached for the protection of the flood affected population therefore, none of the affected people have been provided any assistance including tents, cocked food and NFIs -are just living under the open sky and are in a dire need of emergency shelters people desperately require food, water, immediate health services including NFI, and sanitation services Rajanpur Administration declared emergency on 10 Sep 2012-and the military has been called to control the situation that surfaced after torrential rains and flooding hit District Rajanpur. According to military sources, the district administration of Rajanpur has handed over the security arrangements to the military. The military will be responsible to rehabilitate the breach in Dera Rajanpur. The military would also be on high alert for emergency relief work and rescue operations in different areas due to possible heavy downpour that can cause further flooding. Meanwhile, floodwater has also started entering in Rajanpur causing problems for the residents. According to the DCO Rajanpur, rescue teams are busy in shifting the affected people to safer places. The District Government has claimed that the level of water is decreasing while thousands of people have been relocated to safer areas. The Rajanpur city is situated on the right bank of River Indus however District itself is situated on both sides of River Indus. Rajanpur District is bounded on the North by DG Khan on the East by Muzafar Garh & Rahim Year Khan Districts lying across the River Indus on the south liess District Jaccobabad of Sindh province while on the West is the District Dera Bughti & Barkhan of Balochistan province. It comprises 12,318 squares Km Area. Population density of the district is 90 persons per sqr Km.. There are 44 union councils in the district The flood affects district Rajanpur almost every year. It is caused by two main factors i.e. Hill torrents. Every year 05% households are affected. However, this year monsoon season starting Sep 2012 with torrential rains gave rise to heavy flash floods in the affected areas of the Suleman Mountain range. (Naalas) namely, Darra Kah Sultan, Darra Chachar, Darra Potokh and Darra Surri (streams) over flooded with heavy rains also aggravated the situation in the hill torrent side of District Rajanpur. According to the finding of the assessment team following areas was badly damaged. The table also shows the total population verses affected population.

The current monsoon spell is intensifying in the Mention union council of district Rajanpur. Losses: Human death ( Children 12, Women 03, Men 03) Agriculture (Cotton crops, vegetables) 80% ( acres) destroyed of mentions areas. Animal died (Goats / shapes 275, Cow 05, Poultry 90%) mostly animal died due to non arability of fodder Destroyed Stored Wheat Flour 70% Houses 60% complete destroyed and 20% partially DETAIL OF LOSSES/DAMAGES DUE TO RAINS/FLOOD 2012 ( ) All these Information are collected from District Government Rajanpur. Stakeholders Food and dry energy food for 44,605 families Establishment of flood relief camps for distribution of medicines for livestock.( more than 30 camps are requierd) Emergency shelters for more than 44,605 families and NFIs Medicines and health treatment especially for children, and pregnant mothers Resources for transportation and establishment of relief and health camps The interventions are required in the entire WASH sector including safe drinking water, toilets and hygiene kits for people Fodder and Wheat Straw (Toori) for livestock Shelter for housing and animals Temporary learning education center District Government (DCO, DDMA) Local community Local CBO s of SWRDO
10 Local NGO s Recommendations The humanitarian agencies including UN and international organizations are requested for immediate emergency response for safeguarding the protection of these IDPs from various aspects SWRDO institutional infrastructure can be used for delivery, distribution as well as for the overall management of the IDPs.
