1 Social Assistance and Rehabilitation for the Physically Vulnerable -SARPV Regional Office Vhoramuhuri - Chakaria - Cox sbazar Situational Report on Flash Flood Chakoria From 3 rd July to 7 th July suddenly the water level of Matamuhury cross the danger level from 23 cm to 150 cm.eighteen unions and one pouroshava are under water for seven days : Somewhere the water level is 01 feet high and some where the water level is feet high. Heavy down fall, rain water from hill area, continuous rain causes it: Villages were floating. Embankment of water development Board broke down partially.due to illegal fishing system in the river (. The barrier of the natural flow of flash flood water), Depthness of the river is the main causes of heavy sufferings Flash flood is a common phenomenon of Chakoria People for its geography identity, Sometimes it happens several time once a year. the poorest section of the society is the main victim of this natural calamities. Poor people spent their savings to face it in a certain limit and after that they become more vulnerable. Children are become irregular to the schools, repetition rate is not decreasing. Disable children are the most vulnerable group in this context like old person. As they did not move as the water is all around. People have to spend extra money for getting health service and medicine. This down them to more poor. Scope of work suddenly decreases at least for three months. People based on daily labor (Agro based, salt; shrimp labour, fishing in all sectors) and after flash flood the first three months is a hard time for the people of Chakoria. We need to provide support them for this three months for Chakoria upazilla has 81 Flood shelter,17500 people took flood shelter.these people are from the nearby distance from the flood shelter poin.major portion of the people didn t leave their house thinking of their Household assets;livestocks.they are waiting for the time when the water will start to getting down.510 hector crop land and 40 hector seed land are damaged km paka road completely and KM road partially damaged KM haringbom road complete and 18 KM road partially damaged KM Village road completely and KM road partially damaged KM roads are completely damaged and KM road partially. 26 Primary school, 24 Secondary; 03 college and four Madrasa

2 partially damaged.182 deep tubewell, 140 normal tube well are damaged.4255 latrine are complexly and are partially damaged Damage and losses in flash flood in Chakoria 01. Averarage height of water is six feet. In maximum place water level is 7 8 feet high 02. Sanitation system is totally damaged in all affected villages 03. No place to cook at house hold level 04. All roads are under water in an average the water height is 2-4 feet 05. Market/hat/Bazar is closed for maximum time. Partially it is open in somewhere for a few time due to simultaneous rain. 06. Primary schools been closed as the maximum schools compound are under water and the roads also. 07. Water born diseases are going to outbreak. 4 Food security and Livelihood: Affected major portion of the people are from poor and pro-poor community. All of them now have less scope to get some daily labor job. Usually where they use to do work, all points are closed for flash flood. They can run at least three days without doing work by their savings, but they face struggle in fourth day. Here is a demand to create work scope for the poorest for the next four months(cash for work-village road construction).it can creates a scope to daily earn which will be a great help for them on the context of food security and lively hood. People need support to restart the poultry and dairy activity, they need cash support WASH Scenario Sanitation system is the worst position especially for the poor. Six days water logging damaged the latrines but major portion have no ability to rebuild the safe latrine. In Damushia union 75% tubewell, 56% tube well is damaged. 5 Shelter In Damushia,Konakhali, BM Char, East boro bhaola and Laxmi Char are in the worst position on the context of shelter. Major portion of the poor people household are damaged. They need the cash support to repair the household construction. As the houses are made of bamboo and teen, so all the structures are damaged; broken, so many houses floor mud washes away with water tide. Damage Details Family / H:H Indicate Totally Damaged Partially Damaged Total Disable Children and the Child Protection status We have been working with disable beneficiaries in Boroitoly union where the number of beneficiaries is 75 and pouroshava with 57 beneficiaries within the project area under PHRPBD funded by CBM At present 712 disable children need shelter construction support in urgent basis. Here is a need is for emergency cash support for the repairment of household and WASH system. SARPV already supported 150 disable people from its own fund but need more support for the disable children and people. Disable children s family need help.10 Disable people who was successfully running with IGA support needed help. Still we are screening the actual number of all disable beneficiaries who are facing losses and damages. Average household re-construction cost is BDT Chakoria upazilla was under water for 5 days by flash flood water/ All the villages were floating. Now The water is getting down slowly. Almost every year people of Chakoria face this type of flood for one or two week. Some time they face it several times in a year. But it damages a lots of.specially the poor and the pro-poor people, children and the disable children was the most vulnerable group. It was very difficult for them to move freely as the water is every where. 6 Note : SARPV asses 309 disable children s need support for shelter repairmen and latrine repairment Upazilla Govt. Administration Initiatives/ UDMC initiatives Chakoria Upazilla Administration allocated BDT cash, 10 metric tone rice, and dry food 1000 packet for emergency response. Every union Parishad allocated BDT.Govt. Officials are observing the situation. It seems the allocation is not sufficient especially for the poorest community.uz admin verbally requested to all NGOs to provide support for the affected poor as their level best where needed in their project working area. Flood Shelter Roads are under water Some where the water height is 3 feet, some where the water hight is 4-5 feet and some where the water hight is 6-8 feet. Water level is decreasing and again increasing due to nonstop rainfall for monsoon air flow presense.way of water out is just blocked due to fishing project done by powerful and influential figures. People s house hold is under water. But they are not leaving their home due to their household furniture/cookeries/livestocks.still they are thinking and waiting that the water will be down in next 20 days. They are also observing the situation. Some people took shelter to flood shelter; especially who are live in the surrounding areas of the Flood Shelter. UP body requested the people if it is impossible to stay home then they can go to flood shelter. People are raising the height of the bed brick and staying home? And SARPV is communicating with all the donors to provide concentration on this regards: as follows Entering point s low lying land area is under water.heavy Water logging. Movement interrupted. Villages are floating: Every where water height 3-5 feet. Somewhere it is 08 feet. Safe water needed Cooking is very difficult. Main problem is no cooking materials and areas Limited Movement: Sanitation system heavily damaged Low areas road is under water Entry road partially damaged Shops, banks etc. are opened only at the Chakaria main town. Village wise small grocery shops are damaged particularly on affected areas. 15% people have been displaced in affected areas seeking shelter elsewhere.(relative house) 25 % of the people are badly affected by flood in some way. Everyone is helping each other in all efforts/are helping to cook/share kichuri GOB allocation has still not covered all.
