3 3 CC Background in Cambodia Cambodia ratified UNFCCC in 1995 and Kyoto Protocol in 2002 Initial National Communication submitted to UNFCCC in 2002 NAPA endorsed and the National Climate Change Committee (NCCC) established in 2006 Second National Communication to be finalized in 2010 Climate Change Office ungraded to Department in late 2009

4 4 Sources of Climate Finance in Cambodia Over USD 200 million mobilized in support of Climate Change programmes (mostly adaptation) over the past 3-4 years Around 86% of climate-relevant expenditure is externally funded Main multilateral donors: CIF (PPCR/SPCR), GEF, Adaptation Fund, UNDP Main bilateral donors: USAID, Sida, Japan, EU Climate Finance modalities: Pooled funding in support of national priorities: the Cambodia Climate Change Alliance (CCCA) EU, Sida, Danida, UNDP Project support to government agencies (majority of cases) CIF, GEF, Adaptation Fund, UNDP, Japan Project support outside Government USAID, Sida/UNDP Community Based Adaptation Programme, NGO funds

5 5 The CCCA Overview The Cambodian Climate Change (CCCA): Programme period: 15 February June 2014 Funding received: December 2009 CCCA officially launched: 26 February 2010 anchored to the NCCC A Multi-donor Trust Fund (USD 11 million) Sponsored by EU, Sida, Danida and UNDP Managed by the MoE on behalf of NCCC Interim management by UNDP The CCCA Trust Fund: A Good starting point for considering in developing a national CC Trust Fund Promotes partnerships between Govt NGOs universities to build capacity

6 ReRe 6 The CCCA Objective and Expected Results Objective: Climate Change activities in Cambodia are nationally owned, led and aligned with Cambodia s development priorities, and are effectively coordinated and implemented. Expected Results: Policy and Institutional Capacity Development Knowledge and Learning Platform Access to Technical & Financial Resources Programme and Trust Fund Management

10 10 CC Mitigation Related Policies/Strategies in Cambodia Rectangular Strategy II National Strategic Development Plan (NSDP) National and sectoral strategies, policies and plans National Policy on Green Growth (11 March 2013) National Strategic Plan on Green Growth (01 March 2013) Cambodia Climate Change Strategic Plan (CCCSP) The development of CCCSP is prioritized in NSDP(update ); 9 lines ministries Scopes: Mitigation strategies concerning energy and nonenergy sectors to support green growth; Strategies to address CC impacts on, and CC opportunities for cross cutting issues; CC financing strategies and proposed financing mechanisms Sectoral Climate Change Strategic Plan (SCCSP)

11 11 Moving forward Promotion of a programmatic approach: development of National Climate Change Strategic Plan, sectoral climate change action plans, and Climate Change Fiscal Framework Given current context, need to accommodate various modalities with the requirements: Alignment with government strategic plans Coordinated planning and budgeting mechanisms Coordinated M&E, knowledge management mechanisms Key role for the NCCC and its Secretariat: identify priority actions; promote climate change mainstreaming into NSDP, relevant ministries action plan; capacity development and awareness raising, advise and support alignment of climate finance with the strategy; monitor progress and provide capacity development services to ministries
