Towards this end, the development of Banding Island shall be undertaken in a manner which is sustainable; wherein there is a need to:- Establish effective alliances among the key players in the field of eco tourism and property development which includes the Perak State Government, all related Ministries and Non-Govermental Organizations (NGOs) with the purpose of soliciting their full commitment and support. The conservation, protection and appreciation of nature requires the cooperation, commitment and active involvement of all parties, public and private: underpinnned by a deep sense of mutual respect and understanding at local, national, regional and international levels. Promote effective management and enforcement by the Perak State Park Corporation for the Royal Belum State Park and Forestry department for Temengor Forest Reserve and Belum Forest Reserve. Promote the development of an Integrated Management Plan for the development of Banding Island. Incorporate the relevant guidelines and policies stipulated in the National Physical Plan. Promote the protection and conservation of Royal Belum State Park as a national heritage. Adopt a development practice in a manner that is not detrimental to the environment of Banding Island and its surroundings. Take into consideration not only the social and physical structure but also the interest of the local population particularly the Orang Asli community. Promote the setting up of a fully-equipped and effectively-run One-Stop Centre in Banding Island to facilitate the speedy processing of entry permits with the firm support of all relevant authorities to respective restricted areas. Develop, manage and mantain a Research Centre in Banding Island for the comprehensive study of tropical rainforest ecosystem, both terrestrial and aquatic. Provide a mixed range of accommodation and public amenities to cater for various levels of visitors and tourists.

They include the followings:- The development shall be sustainable, i.e. it must be economically viable and ecologically manageable in the longterm, conducted in an ethical manner and be socially equitable for the local community. The development process shall envisage and practice comprehensive management of resources in order to ensure its viability, thus enabling the environment and its surroundings particularly the protected areas to be preserved. The development shall take into consideration the conservation of the natural landscape of Banding Island and its surroundings. The development shall recognise the importance of balancing the need for the preservation of nature vis-a-vis the need to promote eco-tourism. The development shall endeavour to integrate the natural, cultural and human environment. The development practices shall comply with the requirements of the Environmental Impact Assessment (EIA) Report. The development shall ensure an acceptable evolution on natural resources, biodiversity and the capacity for assimilation of any impact and residues produced. The development shall ensure the reasonable involvement and shall take into consideration the interests of the local community, in particular, the Orang Asli community. The development shall adhere to all relevant statutory requirements regulations, terms and conditions. The investors shall contribute a portion of profits from the development for the continuous funding of the research centre. The introduction of premium pricing on various types of accomodation provided shall be justified by having elements of product differrentiation. After WWII, the entire Banding Island and its surrounding areas lay in a state of emergency, shut off from access due to communist terrorists threat.

15 Belum-Temengor Rainforest plays a significant strategic role throughout Malaysian modern history. During WWII, the Japanese soldiers made their way into the rest of Malaysia from Kota Bharu, Kelantan, via the rainforest. After WWII, the entire Banding Island and its surrounding areas lay in a state of emergency, shut off from access due to communist terrorists threat. In 1974, then Prime Minister, the late Tun Abdul Razak, ingeniously flushed them out by flooding the Temengor catchment area for the construction of the Temengor Dam, simultaneously forming the Temengor Lake, along with the majestic Banding Island. To this date, the Temengor Dam holds a special place in the history of Malaysia, as the third largest hydroelectric dam in Malaysia. Throughout this historical journey, the area continued to remain home to two of the 18 Orang Asli tribes in Malaysia, namely the Temiar and the Jahai, who to this day inhibit the Belum-Temengor Rainforest.
