Marine Transportation - The Port of Chiba The port of Chiba is located in the northeastern portion of Tokyo Bay and is the largest seaport in all of Japan. The combined area of the port and harbor is approximately 61,280 acres with a coastline of 133 kilometers (82.6 miles). In the year 2007, the amount of cargo handled by Chiba Port exceeded 169 million tonnes, which was the second largest amount in the nation. 2

5 Chiba Prefecture is located in the eastern portion of the Greater Tokyo Area and has convenient access to the center of Tokyo, Narita International Airport and Haneda Airport. Chiba boasts a well developed network of public transportation and expressways, facilitating efficient industrial and economic activities and enriching people s daily lives. Connections to and around Tokyo Trains Main railways run from Tokyo to the northern and eastern parts of Chiba in a radial pattern. Convenient limited express, express and rapid trains connect Chiba and Tokyo in a short time. Narita Rapid Railway This new express line is scheduled to enter service in 2010 and will connect Narita International Airport with Tokyo in 36 minutes. The Tsukuba Express Line This high-speed train connects Akihabara station in Tokyo to the northern portion of Chiba, and goes as far as Tsukuba Science City in Ibaraki Prefecture. Expressways Expressways extend to North, South and East of Chiba Prefecture and include Tokyo Bay Aqualine, which crosses over Tokyo Bay, forming a large circle of expressways surrounding the bay. Limousine Buses Convenient limousine buses connect Chiba not only to Narita airport, but also to Haneda airport, with easy connections all over Japan. It takes about 30 minutes from Makuhari to Narita airport and about 40 minutes to Haneda airport. Tokyo Bay Aqualine Tokyo Bay Aqualine connects Kisarazu city in Chiba Prefecture to Kawasaki city in Kanagawa Prefecture, with a one way journey taking approximately 15 minutes. The middle of the expressway features a large rest area, car park and junction named Umi-Hotaru from where people can enjoy the view over the bay. 4
6 Wide Variety of Industries Due to its proximity to Tokyo, its population (the 6th largest in Japan) and Narita International Airport and Chiba Port, Chiba Prefecture has a variety of industries such as manufacturing, logistics, retailing and services. In addition, the Keiyo Industrial Zone one of the major industrial zones in Japan is located in the coastal areas of Tokyo Bay. Furthermore, Chiba is blessed with a temperate climate and is surrounded by water on both sides, resulting in rich agricultural, fishery and livestock production. Beginning in the 1970s, a large number of steel, petrochemical and other industrial companies were built in and around this area, forming one of the pillars of Japan s economic growth. These companies have utilized cutting-edge technologies to develop research and development facilities, factories and plants in the area. As a result, the Keiyo Industrial Zone has become one of the most advanced heavy industrial zones in all of Japan. 5
7 Center for Highly Advanced Logistics Many domestic and international logistics companies have chosen to locate their hubs in Chiba Prefecture due to its proximity to Tokyo, and the fact that it contains Narita International Airport and Chiba Port. There are groups of highly advanced logistic centers located around Narita and in the northern part of the coastal areas of Tokyo Bay. Hub for the Food Industry Chiba has a long history in the food industry, especially in the area of brewing soy source utilizing the latest advances in biotechnology. Throughout the ages, food companies and research institutes in Chiba have collaborated and researched food technologies, resulting in the production of innovative products such as functional foods. In addition, Chiba features two large food industrial parks: Keiyo Food Industrial Park and Chiba Food Industrial park. These parks were developed alongside Tokyo Bay and contain a number of companies and factories which form a huge network of food processing and foodrelated companies. Supply Center of Agricultural Products In addition to its highly developed heavy industries and logistics, Chiba also boasts a rich production of vegetables, fruits, fish and dairy products. Agriculture in Chiba is aided by its mild climate and proximity to Tokyo, Japan s biggest consumer market. As of 2007, Chiba Prefecture is ranked 2nd nationally in terms of agricultural output and vegetable production, 3rd in terms of dairy production and 7th in terms of fishing and aquaculture. 6

Kazusa - Leading Biotechnology Research & Industry Hub Kazusa Kazusa Akademia Park 7 The Kazusa area of Chiba Prefecture was developed as a research hub for an academic-industrial alliance in the field of biotechnology. The Kazusa area features rich greenery and is an easily accessible 50-minute ride away from Tokyo via expressways and Tokyo Bay Aqualine. Kazusa Akademia Park is a complex of R&D facilities, factories, incubators, an international conference hall and a hotel (Okura Akademia Park Hotel). The park also contains several key facilities, including the National Institute of Technology and Evaluation s (NITE) Biological Resource Center, whose purpose is to exploit the power of microorganisms for the development of bioindustries. Another key facility is the Kazusa DNA Research Institute, which is one of the top facilities in the world in the field of large-scale sequencing and analysis of plant and bacteria genomes. 9 II. Kashiwanoha Hub for Top Research Institutes Kashiwanoha Kashiwanoha is an international academic town which contains various research facilities, universities and the National Cancer Center. One of the core facilities in the area is the Kashiwa Campus of Graduate School of Frontier Sciences, the University of Tokyo whose mission is to solve the challenging problems facing humankind through the pursuit of education and research on the frontiers of established disciplines. Also, Kashiwanoha is surrounded by beautiful scenery filled with lush green space, hospitals catering to foreign residents, conference halls, hotels and comfortable accommodations for researchers. FASuC is conveniently situated across the street from Kaihin Makuhari Station on the JR Keiyo line, a mere 28 minutes train ride away from Tokyo or 30 minutes bus ride from Narita International Airport. FASuC consists of 20 small to mid-sized offices, with capacities ranging from 1 to 10 people. Offices can be rented for a period of 3 years. 11 Chiba is an Affordable Choice for Setting up Businesses in Japan Despite its proximity to Tokyo, Chiba remains an affordable location to base a business. While companies may be hard pressed to find spacious and affordable real estate in most of the Tokyo Metropolitan Area, this is not the case with Chiba Prefecture. (January 2009) Subsidies Subsidies for Office and Facility Leases Chiba Prefecture subsidizes one-third of leasing costs for a one-year period,up to a maximum of 2 million Yen. The program is available to foreign-affiliated companies that choose to lease offices and research and development facilities in Chiba Prefecture. Note: Companies must consult with CISC and Chiba Prefectural Government prior to finalizing the lease agreement. Subsidies for Establishing Factories Chiba Prefecture also has a number of subsidy programs targeting companies such as those planning to establish a factory in Chiba that will employ at least 300 workers and be accompanied by investments of 50 billion Yen or more. In such a case, a subsidy is available for up to 3% of the investment on fixed property, up to a maximum of 7 billion Yen. 10

14 High Quality International Education Environment Makuhari International School Makuhari International School, which opened in April 2009, is the first international school in Chiba Prefecture. The school is aimed at children of foreign residents, Japanese returnees from abroad and children with dual nationality. The school is comprised of a Kindergarten and Elementary section and is located in an academic district in Makuhari. The school is also the first international school in Japan to be granted a special status (according to Article One of the School Education Law) which allows children to more easily transfer to other schools within Japan. All academic subjects, with the exception of Japanese, are taught entirely in English. Makuhari International School features spacious open grounds for children to play in, and includes various playgrounds, a nature area, a vegetable garden, large grass fields and a hard court. The school aims to offer an education within a stimulating, caring, fun and secure environment in order to provide all students with the skills needed to make them global lifelong learners. Furthermore, Chiba University is a national university well known for its work in the fields of medical science and engineering. 15 Comfortable Living Environment A Mixture of Stimulating Modern Living and Laidback Suburban Life Over 110,000 foreigners choose to make Chiba Prefecture their home. Within Chiba, people can easily find larger houses and apartments at lower prices than are available in Tokyo. Chiba has plenty of entertainment options as well, with professional baseball and soccer teams, large shopping malls, cinema complexes, enjoyable international cuisine and amusement parks. Chiba itself is surrounded by the sea on three sides and is blessed with a warm climate and vast stretches of beautiful flowers and greenery.
