2 Greetings Develop Kansai into an Engine for Japan s Growth Kansai Economic Federation(Kankeiren) was established in October 1946 as a comprehensive economic organization, then comprising of 163 economic organizations, businesses and other entities, with the mission of representating the Kansai business community s views for economic revitalization, and thereby helping reconstruct Japan s economy which had been ravaged by the Second World War. Since then, Kankeiren has contributed greatly to the economic development not only of the Kansai region, but all of Japan, by engaging in a wide range of activities: for instance, forging ahead with major projects, such as establishing Kansai International Airport and Kansai Science City; promoting international exchange and interaction between entities based primarily in the Asia-Pacific region; and formulating policy proposals to strengthen economic infrastructures in Kansai and Japan at large and to encourage self-reliance and development of local communities. In 2016, we celebrated our 70th anniversary, with the number of our members growing to approximately 1,300. After a long-term downturn, the Japanese economy is currently continuing to recover. In the face of a wide variety of structural problems that will affect the future of the country, however, Japan has no time to lose in solving them. In addition, many factors that may cause a paradigm shift are found in the current trends of global politics, economics, and technologies. Within this time background, I feel that Kansai needs to revitalize and develop itself, thereby playing a significant role of serving as an engine for the revitalization and development of Japan as a whole. With the aim of achieving What we wish Kansai to be, and what Kansai should be in 2020, as specified in our policy statement, Kankeiren is now pushing two primary goals: ensuring that Kansai will lead Japan as one of the country s twin engines and ensuring that Kansai will become a major Asian hub. To achieve these goals, we are currently working on the following three pillars: 1. Rectify the excess concentration of important functions to Tokyo and establish a Kansai model that leads the way toward regional revitalization; 2. Make Kansai a world-class innovation hub; and 3. Make Kansai a vibrant and dynamic region by promoting people-to-people exchange/interaction and reinforcing economic ties between Kansai and the rest of Asia. This fiscal year is the final year of the current Medium-Term Goals period that began in fiscal 2015, and is the preparation time for the next Medium-Term Goals. We will prepare a new plan while striving to raise the completion level of each effort that we have carried out so far. In the new plan, we will dedicate ourselves wholeheartedly to forging the foundation toward the future development of Kansai through a number of big international events. For example, we will promote sports at opportunities like the coming 2019 Rugby World Cup, the Tokyo 2020 Olympic and Paralympic Games, and the World Masters Games 2021 Kansai; as well as reinforce and disseminate the KANSAI Brand. We will also aim to win the bid to host the 2025 World Exposition. To ensure that these activities are fruitful, I believe that while featuring a perspective distinctive of Kansai, we need to cooperate closely with other organizations to share wisdom and demonstrate our leadership when disseminating messages and taking action. 6 Toward Achieving What We Wish Kansai To Be, and What Kansai Should Be Specific approaches to achieving What we wish Kansai to be, and what Kansai should be How we wish to position Kansai, in Japan and in the world Action Policy for the Phase II Medium-Term Goals Kankeiren will serve as an engine of the Japanese economy by implementing practical and feasible policy proposals and facilitating specific projects that take full advantage of the foundations established through the Phase I Medium-Term Goals, so that Kansai will be a role model for diverse, region-wide revitalization and for the decentralization of functions by playing an important role as a hub of the Multi-polar Super Mega Region, which enables the integration and cooperation of the nation s three major metropolitan areas. 7 Major Activities Rectify the excess concentration of important functions in Tokyo and establish a Kansai model that leads the way toward regional revitalization Creation of a national land to aim for To rectify the excessive consentration of important functions to Tokyo, Kankeiren conducts research and makes policy proposals a Multi-polar Super Mega Region in which the Kansai and Chubu regions will serve as an engine of economic growth, in parallel with the Tokyo metropolitan area, and in which Kansai will function as a gateway to Asia. Approach to the government for early start of the Chuo-Shinkansen maglev line between Tokyo and Osaka and Hokuriku Shinkansen line between Kanazawa and Osaka In cooperation with the business community and local governments, Kankeiren promote the concurrent opening of the Chuo-Shinkansen maglev line between Tokyo and Osaka. We strenuously appeal to the national government as a whole of Kansai including both the public and private sectors. The Hokuriku Shinkansen is important especially to provide a backup for the Tokaido Shinkansen. In cooperation with Hokuriku s local governments, business community, and others, we are calling for the national government to take action to ensure that the entire line becomes available as soon as possible. The Multi-polar Super Mega Region will generate a large-scale convection current in Japan. Overseas Western Japan Kansai region Chubu region Tokyo metropolitan area Creating a Multi-polar Super Mega Region Symposium on new Japanese growth realized by the Super Mega Region Lobbying activity by the Hokuriku Shinkansen Construction Promotion Association Promoting elimination of missing links in the expressway network Kankeiren has established the Kansai Expressway Network Promotion Council, comprising members from the business community and local governments in Kansai, in order to eliminate missing links in the expressway network and to provide more robust support for economic growth both in the Kansai region and Japan at large. The council lobbies the national government. Striking the Best Balance between Japan s Economic Growth and Financial Soundness We lobby the national government by presenting recommendations regarding ideal policies and tax systems to achieve Japan s economic growth and financial soundness. We also hold meetings with agencies in charge of the country s economic and monetary policies, such as the Bank of Japan and the Ministry of Finance, and disseminate information so that the economic situation in Kansai is reflected in their policies based on feedback from our member companies. 8 Major Activities Promoting energy and environmental policy Kankeiren conducts research studies and issues policy proposals with the aim of ensuring an inexpensive and stable supply of electric power, which forms the basis of economic growth, achieving a realistic energy mix, and promoting energy and environmental policies. To address environmental issues, we provide support to businesses making energy saving efforts and disseminate information on environmental and energy-related technologies being transferred to developing coutries by Kansai-based businesses. Addressing work-style reform and other issues in the employment and labor field Kankeiren conducts research studies, issues policy proposals, holds seminars, and more, on a wide variety of matters, such as work-style reforms, the promotion of women s empowerment, and support for international students to work and settle in Japan. In doing so, we disseminate information on recent trends of related laws and regulations, as well as important points to note in practical business terms. We also provide support for companies to realize diverse and flexible work styles, thereby aiming to establish an environment in which a diverse workforce can demonstrate their capabilities to the fullest extent possible, with the involvement of all of the local government, labor, and management sectors. To realize this vision, Kankeiren is engaged in specific actions under the leadership of the business community, such as carrying out PR activities and promoting the use of big data. In addition, together with universities, research institutes, and the Union of Kansai Governments, we have established the Kansai Health and Medical Care Innovation Council in order to address problems to be solved through cooperation between industry-academia-government and the private sector. By implementing these activities, and by taking advantage of the central government s framework of special strategic zones, we seek to realize a health-oriented society and promote the health and medical industry in the Kansai region. 9 Promoting the Phase II development of the Umekita district Kankeiren, along with both the public and private sectors, promotes the long-term development of Umekita (Osaka Station North District) by participating in district development planning to create a hub for fusion of greenery and innovation and to pursue the harmonious combination of urban functions and a natural landscape. Creating a hub for the monozukuri industry With the aim of creating a global hub for the monozukuri (manufacturing) industry with an eye toward the global market, Kankeiren has established a network of support organizations to reinforce the function of matching technology ideas and needs. We also provide programs for developing human resources for monozukuri. Revitalizing Kansai Science City (Keihanna) Based on the New City Development Plan, Kankeiren provides support for the generation of innovation in Keihanna Science City through the use of leading-edge technologies possessed by research institutes. 10 Major Activities Creating business opportunities by increasing people who feel close to Kansai and contributing to solutions to Asian problems Kankeiren organizes industrial tours for political and economic VIPs from various countries, and engages in dialogues with representatives from companies and local governments. In doing so, we strive to contribute to Asia s sustainable development and, at the same time, create business opportunities in the environmental, natural disaster risk reduction, manufacturing, and other fields where necessary technologies and know-how have accumulated in Kansai. In addition, we hold the Kankeiren ASEAN Management Seminar in order to increase the number of people who feel close to Kansai and can serve as mediators between the region and Asia. Moreover, in cooperation with human resource development organizations in Kansai, we accept many more government officials and business people from Asia, and work on establishing human networks. Addressing changes in the environment of international society As indicated by the U.K. s decision to leave the E.U. and the establishment of the new administration in the U.S., the world is now witnessing considerable changes in the global business environment. With this background, Kankeiren considers how companies should react to the global trend. We also offer our opinions in terms of diplomatic and trade policies to the national government, related agencies, foreign governments, and economic VIPs. ASEAN Management Seminor Japan-China Assembly for Business persons Dialogue between H.E.Mr.Nguyen Xuan Phuc, Prime Minister of the Socialist Republic of Viet Nam Bid to host the 2025 World Exposition in Osaka, Kansai To win the bid to host the 2025 World Exposition, the 2025 Japan World Expo Committee has been established to promote bidding through a public-private partnership. In cooperation with the committee, Kankeiren is carrying out overseas promotional activities, and increasing national momentum to host the event. Inaugural meeting and opening ceremony of the 2025 Japan World Expo Committee Logo for campaign to win the bid to host the 2025 World Exposition The 2025 Japan World Expo Committee has selected the above logo to use in all its promotional activities both at home and abroad until November 2018, when the host city will be selected at the general assembly of the International Exhibitions Bureau (BIE). The logo was created based on the motif of a circle of emoji of smiles of people fully enjoying their lives. Hanayaka Kansai : The Flower of Japan-Kansai Logo Kankeiren, with the cooperation of the Union of Kansai Governments and the Foundation for Kansai Region Promotin, has created a logo to promote the attractiveness of the entire Kansai region* as a unified body in order to raise the level of recognition of Kansai among tourists both inside and outside of Japan. (*The Kansai region includes the prefectures of Shiga, Kyoto, Osaka, Hyogo, Nara, Wakayama, Tottori, Tokushima, Fukui and Mie.)
