2 Dear IEEE-GRSS It is our pleasure to invite IGARSS 09 to Sendai, Japan. The Japanese group working on geoscience and remote sensing and members of IEEE-GRSS Japan Chapter, cordially made a proposal to host the prestigious annual event during the summer of As soon as a committing response is received, other Japanese and Asian Remote Sensing Societies will be invited to join in fully. The content is prepared in a presentation format so that key points can be recognized easily. The background essential point is "Japan is no longer so expensive." 7 Contributions of Japan to IEEE-GRSS IEEE - GRSS Japan chapter has over 160 members Active! SAR Workshop and PI-SAR Workshop have been held every year (00-03) for members. Special lectures have been organized in accordance with IEEE GRS Speaker's Program. IGARSS 93 was held in Tokyo Kogakuin University Campus at Downtown Tokyo IGARSS 09 invitation to Sendai, Japan where many international conferences are held : e.g. SPIE, ISAP-04, EMC-04, etc. 7

12 Sendai - international city for sightseeing Sendai has a myriad of fascinating attractions for visitors from abroad; the longer you stay in the city, the more you will love it. It is now the largest city in the area north of Tokyo with a vibrant population of about 1 million. Sendai, the green city, offers a wonderful relaxing urban experience for visitors. A mild climate, 400 years' tradition, a harmonious combination of beautiful nature and urban facilities, and a bountiful harvest from land and sea - all these blessings make Sendai attractive. A well-organized transportation network, an exceptionally low crime rate, and the graciousness of the residents all contribute to a pleasant visit. Unlike some of the older cities in Japan, you cannot expect to see 1,000-year old architecture in Sendai, but it has only 400 years' history as a town. The Sendai area is not associated with such prosperous industries as seen in the western part of the country since the city has been supported mainly by rather small industries based on agriculture, aquaculture and forestry. However, much of what the world thinks of as being "typically Japanese" can be seen and felt here in Sendai by getting around either on foot, by bike or bus and the elating experience will be something pleasant to look back on. 12

16 Appealing Sights of Sendai Located in the city's suburbs, Akiu and Sakunami hot springs are two of Japan's best, known both for their baths and beautiful surroundings. The Coastal town of Matsushima, near Sendai, has been designated by the government as one of Japan's three scenic viewpoints. Zao National Park and Yamadera both hold distinctive charm for visitors. Numerous sporting facilities, including skiing areas, are easily accessible. Festivals such as Tanabata in summer and the Light Pageant in winter attract many people to the city making it an appealing destination for Japanese and foreigners. 17 The Environs of the City Sendai - 1/3 Matsushima and Zuiganji Temple Matsushima is known as one of the "Three best scenic places of Japan", where more than 260 isles are seen in the bay. Visitors may ride an excursion boat and enjoy the view of uniquely shaped limestone isles which were formed as the result of erosive actions of water, ice and wind. Zuiganji temple, which was built in 828 A.D., is the family temple of the feudal lords Date. It still flourishes as the most famous Zen Buddhist temple in the Tohoku region. 17
18 The Environs of the City Sendai - 2/3 Yamadera/Risshakuji Temple Risshakuji temple is located west of Sendai, which takes approximately 40 min. by train. The temple is known popularly as Yamadera (meaning "Mountain Temple"). Founded in 860 A.D., it is a Zen temple of a grandeur scale, the sacred precincts of which cover the entire mountain from bottom to top. Akiu and Sakunami Hot Springs It takes 30 ~ 40 minutes to Akiu or Sakunami from central Sendai by car or train. These are traditional hot springs or spas with splendid natural surroundings. 18
19 Zao Mountain Range The Environs of the City Sendai - 3/3 The Zao mountain range, which has been treasured by people as the "Mountain of the Gods" since ancient times, lies 50 km southwest of Sendai. The volcanic lake at the mountain's peak is called "Okama". People say that the color of the lake's water changes several times each day. Hiraizumi, Chosonji temple, Motsuji temple The impressive Hiraizumi temples are located some 100 km north of Sendai. There you can see the remains of the site of the administrative capital of the Tohoku region, which was established in the late 11th century and flourished for approximately 100 years hence forth. Mummies of the feudal lords of the era lie in state in the Konjikido (Golden Hall) at Chusonji Temple. 19
20 Technical Tour (planned) Kakuda Propulsion Center, NASDA Center for Development of Rocket Propulsion Systems in Japan The Kakuda Propulsion Center, located at the northern edge of Kakuda-city in Miyagi Prefecture on a site of about 810,000 square meters, includes test facilities for rocket propulsion systems. After expanding and strengthening the structure of the Kakuda Propulsion Facility constructed in October 1978, the facility opened as the Kakuda Propulsion Center in July Courtesy of NASDA
21 Venue Sendai International Center - A center for all types of meetings on an INTERNATIONAL scale - The Sendai International Center is open to citizens from around the world. Its facilities can be used for cultural exchange activities, international conferences and conventions, and meetings related to regional development; and it houses an impressive international library. Close by are the famous Sendai City Museum, providing excellent introduction to the history of the region, and the impressive Miyagi Art Center, housing regional and international fine arts collections. 29 Budget Summary There are uncertainties in drafting a budget in 2009: however, the following budget was prepared on the currently available information and on that of the recent IGARSS 02 and IGARSS 03 events. The details are provided in the attached sheets following the format provided by IEEE, and prepared for two estimates. The early member fee for IGARSS 02:US$625, and for IGARSS 03 was 600 Euro (US$ 650) so that the estimate of US$ 720 for IGRASS 09 must be definitely considered to be reasonable and acceptable. 30 Appendix 1 : Brief description of satellites GPM/DPR GOSAT ALOS ADEOS II AMSR-E/Aqua ASTER/TERRA TRMM/PR ADEOS JERS-1 MOS-1 Global Precipitation Mission/Dual precipitation radar, is a follow-on mission of TRMM/PR for global precipitation measurement mission (2007). Global observation satellite, is a follow on mission of ADEOS-II to monitor the global earth environment and Earth climate system. Advanced Land Observing Satellite, will be launched in 2004 to carry three high resolution optical and SAR sensors for land monitoring. A joint multi-national mission among NASDA/CNES/NASA and NIES, was launched Dec carrying 6 sensors to observe the earth system. A joint NASDA-NASA mission(2002-) to observe the earth system by using the microwave radiometer. A joint METI-NASA mission(2001-) observing the earth surface by using the high resolution optical sensors. Tropical Rain Measurement Mission/Precipitation Radar (1995-), a joint NASDA/NASA mission, observes the rain distribution and water circulation on the earth. Advanced Earth Observing Satellite ( ), joint multi national mission, carried eight sensors for global earth monitoring for land, ocean, and atmosphere. Japanese Earth Resources Satellite( ), a joint NASDA-MITI mission, carried a L band SAR and optical sensor (OPS) for land monitoring. Marine Observation Satellite ( ), is the NASDA s first and historical observation satellite carrying three sensors, MSR, MESSR, and VTIR. 30
