EXECUTIVE SUMMARY - HØVUÐSSAMANDRÁTTUR The Regional EIA for the planned exploration drilling in the Faroe-Shetland Channel is a result of the combined effort of GEMS / FOÍB partners. National environmental expertise has contributed to the preparation of the relevant knowledge base. The overall objective of the assessment is to provide the best available basis for environmental decision-making and management strategies in line with Faroese national regulations and international standards. Background The first licensing round in the Faroe Islands was launched February 2000 (cf. the Licence area in Figure 1.1). Prior to this event, Faroese authorities had prepared for the new industrial activity, both administrative and legislative measures have been implemented for prudent and appropriate exploration and exploitation of hydrocarbons for the benefit of Faroese economy. Due consideration would be given to fishing, environment, nature and other interests of society. Encouraged by the national petroleum administration, international oil companies interested in investigating the potential for hydrocarbons in the Faroese waters came together in 1997 to develop a regional overview. The primary purpose of this project, previously known as GEMS in 2001 reorganised and renamed FOÍB remains to gather regional data on the Faroese environment to enable companies to prepare to drill in a safe and environmentally acceptable manner. In this respect, GEMS has been a unique project because it is the first joint regional project that has been undertaken prior to the award of exploration licences. The Regional (EIA) for exploration drilling in the Faroe-Shetland Channel is the result of the co-operative effort of the GEMS and FOIG partners. Faroese environmental expertise has made significant contribution to the preparation of a substantial knowledge base encompassing the most relevant components of the natural environment and fishery. The overall objective of the Regional EIA is to provide the best available basis for environmental decision-making and management strategies in line with Faroese legislation and international standards. When the individual drilling plans are prepared and site-specific predictions of potential impact carried out, relevant information will be integrated in the operators applications for discharge permits. 7 However, the assessments and analyses are not only a question of pure, discipline-oriented impact estimations; the EIA is considered to be a process from screening and scoping, through baseline survey design and implementation, interpretation of possible impact, identification of mitigation measures, to communication of results and decision-making. This rationale has been applied to this Regional EIA. The screening and scoping phase was initiated in 1997 through regular meetings and workshops with participation from Faroese authority bodies, the GEMS Environmental Working Group and national, scientific experts. During the meetings, agreement was made on focal environmental issues and priority of in-depth baseline studies. In October 2000, the results of the co-operative effort were presented in the EIA Programme. The Regional EIA forms the concluding phase of the EIA process. However, communication of results to relevant stakeholders and integration of results in environmental management strategies still remain. Interpretation of environmental impact The individual companies drilling programmes are not yet decided, however, tentative plans for the drilling operations during the next three years are indicated in Table 1.1. This year s wells will be drilled during June-October. Exploration drilling activity encompasses a significant number of individual operations, of which some have the potential to interfere adversely with the environment. An outline of the relevant impact factors is shown in Table 1.2. Based on these factors, in combination with the inherent characteristics of the environment and fishery (cf. the detailed description of the priority environmental issues in Section 4), concluding remarks on potential impact are presented factor by factor in the following sections. Physical presence and disturbance Rig anchors provide disturbance to the benthic communities. The significance of the impact however, is limited to the area in the immediate vicinity of the anchors and the outer end of the anchor chain. The presence of rig and the safety zone, normally of 500 m diameter, forms a physical obstacle to the fisheries. In the licence area, such effect is most pronounced for the large trawlers. However, the influence area is small compared to the total fishing area. Such vessels (and fishery) are also considered highly flexible. Thus, the impact of the areal occupation by the rig and safety zone is considered insignificant. Sea-borne transportation by supply and stand-by vessels may interfere with the fishery or other maritime operations in the area. 8 Exploration Drilling in the Faroe-Shetland Channel considered to provide significant hindrances to the fisheries or other maritime operations in the area. Emissions to air. The overall emissions to air from exploration drilling are generated by fuel combustion-power supply, and include CO 2 /CO, NO x, CH 4, nmvoc and SO 4. The effects of the emissions to air from petroleum activity are interrelated and make contributions to the overall as well as local climate conditions: CO 2 and CH 4 are greenhouse gases, SO 2 and NO X are included among the acidifying gases, while CH 4, CO, nmvoc and NO x contribute to the formation of tropospheric ozone. The national regulation of sea-borne transportation, i.e. that all goods and equipment shall be conducted via Faroese harbours and airports, may be considered energy consuming and less environmentally friendly. Exceptions should be considered to avoid increasing emissions to air. For some of the North Sea countries the contributions per exploration drilling operation compared to national emissions are about 0.01% for CO 2 and far less for the other gases. Measures should be implemented to keep the emissions to air at lowest possible level. Discharges to sea. Water based drilling fluids and associated cuttings form the main discharges to sea from exploration drilling. The use and discharge of oil based drilling fluids is regulated by OSPAR, and such fluid are not discharged but handled on board the rig or transported special waste reception facilities onshore. Synthetic drilling fluids are rarely used for exploration drilling. The main constituents in water based drilling fluids are benthonite clay and barite, in addition to salt (KCl), polymers (e.g. potato starch, corn starch) and glycol. These components are listed as not harmful substances according to OSPAR. Chemo-toxic effects are not assumed; the main effects on the benthic communities are provided by substrate modification, disturbance and burial, i.e. smothering effect. This is also the case for the cuttings, i.e. ground rock material removed from the well while drilling. Discharges of water based drilling fluids and cuttings have been modelled for near- and far-field spreading of particulate matter as well as deposition on the seabed. Within the nearfield, discharges were generally deposited over an area approximately 1,500 x 400 m, corresponding to the 0.05 mm thickness contour. The maximum near-field deposition, i.e. within the immediate vicinity of the discharge location, is less than 0.5 mm, while the material deposited directly on the seabed during drilling of the first two top hole sections is likely to lead to a larger pile immediately around the discharge location. Consequently, the smothering effects are limited to the immediate vicinity of the well location. In the far-field calculations, maximum far-field concentrations of suspended particles were never greater than 60 µg/ l, and these then generally reduced rapidly with distance from the discharge. The maximum concentration, 60 µg/l, is substantially below the measured range of naturally occurring suspended particulate material, µg/l, and is therefore likely to be indistinguishable from background concentrations. Discharges of other chemicals and oil/oil residuals are regularly reported for exploration drilling activities. The volumes however, are small, and such discharges are considered not to cause significant environmental impact. Syntetiskur boriløgur verður sjaldan nýttur í leitiboringum. Høvuðsinnihaldið í vatngrundaðum boriløgi er bentonitleirur og barit, umframt salt (KCL), fjølliðað evni (t.d. eplastívilsi og kornstívilsi) og glykol. Øll hesi evni eru á OSPAR-listanum yvir óskaðilig evni. Roknað verður ikki við eitrandi árinum. Høvuðsávirkanin á botndýrasløgini verður av broytingum á havbotninum, órógv, og at tey verða kvald undir tí tilfari, sum legst á botnin. 9 lated and waste is not assumed to pose harmful effects to the marine environment. However, there are no special waste reception facilities designed for used oil based drilling fluids, and such waste must be transported to other countries until relevant facilities are developed in the Faroe Islands. Noise. Drilling activity, shipping and helicopter flight generate noise. The significance of this noise is assumed to be most pronounced for seabirds. Thus, helicopter flights or regular routes should be changed (in direction or height) to avoid sensitive nesting colonies during the nesting period. Accidental events. Marine organisms are known to be subjected to oil in the event of large-scale accidental spills to sea. The probability of such events is considered low. As a mitigating measure an oil spill contingency analysis has been undertaken for the planned exploration drilling activity. The results of this analysis will form the basis for oil spill contingency plans, implemented by the individual operators. This is addressed in the last section of the summary. For pelagic species and life-stages, such as plankton and fish eggs and larvae, the potential effects of oil spills are determined by the size of the oil spill and the volume of water masses likely to be contaminated by a certain concentration of oil, and the corresponding distribution of the species. For species living in close connection to the sea surface, i.e. seabirds, whales and shoreline communities, the potential impact is also a question of volume of oil within the distribution area in combination with the toxicity of the oil. Computer models have been used for calculation of the fate of oil from accidental oil spill below the surface (3 scenarios) as well as for oil at the sea surface (2 scenarios). Given the causal connection between dose and response in terms of the modelled fate of oil and the distribution of resources, the following conclusions can be made: The impact on plankton communities is considered to be of less significance. The water volume contaminated by toxic levels of oil in contrast to the overall distribution of the species indicates that only a marginal number of organisms will be affected. This is also the case for fish eggs and larvae. The most important spawning areas are located at a distance from the licence area. Adult fish are more robust and tend to escape from oil contaminated waters. A large-scale oil spill may pose a threat to seabirds. In this regards, the guillemot is considered to be the most vulnerable seabird species with a distribution partly overlapping the influence area of oil. In the event of an oil spill some seabirds may be susceptible to injury. The seal population(s) in the Faroe Islands is low. This is also the case for shoreline habitats. Low volumes/ low probabilities of oil contamination indicate that significant impact on the shoreline habitat is not likely. Reliable case histories on oil-spill impact on whales are generally poor. Some whales were reported missing after the Exxon Valdez incident, but no clear cause-effect relationship could be documented. In the open waters of the licence area, significant impact on population level is not likely. Some of the concluding remarks above have been entered into a risk matrix and combined with the probability of accidental events (3 scenarios) for assessment and analysis of environmental risk on a limited number of focal environmental issues. The risk is ranked on a relative scale and considered dimensional for the planned exploration drilling in the licence area (cf. Table 1.3). The results of the tailored consequence assessments show that the overall risk level is low for the planned drilling operations. This conclusion is considered plausible due to several aspects of the drilling operations: The oil spill quantities would be small due to low rates and short durations The distance to shore and vulnerable resources is fairly long The relatively harsh weather conditions ensure a high rate of weathering of the oil. The resource with highest priority is the occurrence of Guillemots in the autumn season, when the immature birds and adult males conduct their swimming migration away from the Faroe Islands. In this period they are highly vulnerable to oil pollution on the sea surface. Both the Guillemot and Puffin populations are assigned a moderate priority in the spring and summer seasons, whilst in the wintertime the occurrence of seabirds are very low (particularly bird populations that breed in the Faroe Islands). The Blue Whiting is also assigned a moderate priority in the spring season, when the pelagic fisheries are conducted mainly in the Faroe-Shetland Channel. Interpretation of societal effects with emphasis on fishery Fishery. The Faroese economy is heavily dependent upon fisheries. Fishing, fish farming and associated processing industry account for almost 95% of all export from the islands. The three most commercially important demersal species in Faroese waters are cod, haddock and saithe, and in good years, annual catches of these species can total 90,000 tonnes. The cod and haddock stocks spend their entire life in Faroese waters. The main species of the pelagic fisheries are the blue whiting, herring and mackerel. Except for the local summerspawning herring, these stocks are widely distributed. Foreign catches account for about 80% of the total landings from pelagic fisheries in Faroese waters. Aquaculture has developed in the Faroese since the late 1970s. The dominant species are Atlantic salmon and trout. The production of the latter reached 40,000 tons in 2000, representing more than 20% of the total export value. 11 esised the potential conflicts between petroleum activities and fisheries in terms of three main issues: Interference; in terms of temporal and spatial overlap between oil-related operations, including accidental oil pollution, and fishery Tainting; in terms of uptake and accumulation of oil that in turn provide tainting of the fish Toxicity; i.e. that oil can kill or cause adverse effects on marine species of commercial importance. The second and the third point are considered of less importance to the exploration drilling activity in the Faroe-Shetland Channel; several studies have shown that tainting is evident only in cases of chronic discharges of oil in semi-enclosed and enclosed waters, and for resident organisms in the immediate vicinity of the discharge location, whilst the toxicity of a blowout is considered insignificant to generate impact on population level. However, the physical interference of fishing and reputation effects posed by large-scale accidental oil spills may become relevant. Fishery and large scale oil pollution. Large-scale oil spills have proven to interfere with fisheries, primarily in terms of restrictions laid down following the spill. Such restrictions may be derived from safety or political reasons, and have shown to cause significant impact on the fisheries. The Faroese waters are considered to be clean and pristine. This perception also applies to fish from the area; both fresh fish, fish products and fish prices are ranked high. Largescale oil spills in Faroese waters may change that perception both among the public and in the commercial market. The prices may drop, the seafood could be unmarketable, and indeed even the perception that fish came from an area near spilled oil could generate market resistance. The conflict scheme may be relevant for the aquaculture as well. Mitigating measures, such as slaughtering of the entire standing stock, have shown to be politically motivated and the significance of the reputation effects on the fisheries cannot be estimated precisely at the current stage. Recreation and tourism. Several studies in the wake of largescale oil spills have shown negative effects on tourism, particularly to the interests relying on natural aesthetics and a pristine environment. Corresponding impact mechanisms are considered likely for the Faroe Islands in the event of a large-scale accidental oil spill in the Faroese water. The significance of the effects can not be interpreted before the event. Socio-economic effects. The social benefit of petroleum activity is evident; however, the importance on a local, regional and national basis is realised only when projects proceed to field development stage. The effects of exploration drilling are basically modest. However, some domestic characteristics remain an advantage that can be exploited if integrated in longerterm strategic planning. Measures to improve the mutual benefit to the Faroe Islands include inter alia: Regulation of tax and compensation Development of support bases Regulation of transport of goods and personnel Regulation of services Capacity and capability building. 12 Exploration Drilling in the Faroe-Shetland Channel In this respect, the Faroe Islands have prepared for the petroleum activity; -relevant measures are laid down in the current legislation and thus provide important instruments to initiate, implement and maintain sustainable development of the national petroleum resources. The regulations are met by the oil companies plans for exploration drilling in the Faroe-Shetland Channel, and there is a call for certain manpower, expertise etc. Additional contributions from the international oil companies should also be considered. The companies hold significant expertise that may be beneficial for the national economical development. In this regards, communication in terms of open and transparent processes have shown to be of vital importance. Mitigating measures For planned operations, there are two main groups of mitigating measures. The first group includes the selection of lowemission power generators. The second group includes the selection of the most environmentally friendly alternatives for chemicals. As regards accidental events, focus should be placed on good operational practices, to avoid events that may escalate and lead to serious consequences, to personnel safety, the installation and/or the environment. As accidental oil spills are identified as the accidental event with the highest potential impact, effective oil spill combat based on an operational oil spill contingency plan is important. An oil spill contingency analysis has been undertaken for the planned exploration drilling activity, and the results from this analysis will form the basis for oil spill contingency plans, implemented by the individual operators. The recommendations from the oil spill contingency analysis include location of heavy offshore oil spill combat equipment in the field during drilling through layers of potential hydrocarbon content. Environmental monitoring Whilst not strictly a part of the monitoring programme, establishing an environmental baseline is important for interpretation of the subsequent results from potential future environmental monitoring. Extensive baseline surveys in the area were carried out in GEMS/FOÍB will also undertake an environmental baseline survey of seabed communities in the licence areas The scope of the baseline programme is to: Extend the background information on benthic biology within the licence area Measure hydrocarbons and heavy metal concentrations in sediments Describe sediment characteristics (organic content, particle size distribution etc.). The sampling of the stations will be performed prior to any major activity in the area, and is planned to take place in early May The results from modelling of drilling fluids and cuttings deposition do not indicate a need for environmental monitoring during or after completion of the planned exploration drilling. In the case of an accidental event of potential impact, e.g. an oil spill, monitoring is an important issue, and should be Føroyskir myndugleikar hava fyrireikað seg til henda partin. Detailed information is given in the guidelines, which could be implemented in the case of an event. In the event of an oil spill, identification of the potential impact area and collection of baseline (pre-impact) data should be given priority. Lack of such data has severely restricted interpretation and assessment of impact as well as recovery after previous oil spill incidents. verður, um illa vil til. INTRODUCTION - INNGANGUR The Regional EIA for exploration drilling in the Faroe-Shetland Channel is a results of the combined effort of GEMS / FOÍB partners. National environmental expertise has contributed to the preparation of the relevant knowledge base. The overall objective of the assessment is to provide the best available basis for environmental decision-making and management strategies in line with Faroese national regulations and international standards. This section forms a brief outline of the background of the study, the relevant legislative framework, basic principles and the conceptual approach to the EIA. Frágreiðingin er skipað eftir hesum reglum og háttaløgum. 2.1 Background The waters of the Faroe Islands form a new geographical area for petroleum exploration and developments; in February 2000 the first licensing round in the Faroe Islands was launched. The license area and the licences awarded August 2000 are shown in Figure 2.1. Prior to this event, the Faroese authorities had prepared intensively for the new activity. After agreement in principle was reached in September 1992 on the transfer of legislative and administrative competence concerning mineral resources in the subsoil to the Faroese Home Rule Authorities, the Government appointed a Hydrocarbon Planning Commission. The Commission began work in January 1993, and delivered its first report to the Government in The Commission put forward a draft Parliamental Bill on preliminary surveys, explained the geological prerequisites for oil exploration, and summarised the aspects of oil activities and possible consequences thereof for the Faroe Islands. After the Preliminary Survey Act came into force in October 1993, the Government appointed a Petroleum Administration, and requested that the administration, together with the Hydrocarbon Planning Commission, should organise preliminary surveys of the Faroese subsoil. In 1994, seismic companies were invited to carry out surveys in the Faroese waters, and since then, the geological knowledge has been gradually improved by several large scale seismic surveys. In the mid 1990s, the Commission prepared for the next phase, active hydrocarbon exploration, focusing on the preparation of a draft Parliamentary Bill on Hydrocarbon Activities. This draft was published in 1997, together with a comprehensive report on the national, Faroese hydrocarbon policy (HPCFG 1997). The Parliamentary Act on Hydrocarbon Activities came into force in 1998, and from this date, the legal basis for prospecting, exploration, production and pipeline transportation of hydrocarbons in the territorial sea of the Faroese Islands was permanently formed. Henda nevnd fór til verka í januar 1993 og læt landsstýrinum fyrstu frágreiðing sína í Hon legði fram uppskot til løgtingslóg um forkanningar av undirgrundini, greiddi frá um jarðfrøðiligar fortreytir fyri oljuleiting og tók saman um oljuvirksemi yvirhøvur og tær avleiðingar, tað kann fáa fyri Føroyar. Tá ið løgtingslóg um forkanningar varð sett í gildi í oktober 1993, setti landsstýrið á stovn eitt oljumálastýri og álegði umsitingini at fyrireika forkanningar av føroysku undirgrundini saman við oljuráðleggingarnevndini. Í 1994 vórðu loyvi latin seismiskum feløgum at gera kanningar á føroyskum sjóøki, og jarðfrøðiligi kunnleikin er síðani nógv øktur eftir fleiri slíkar kanningar víða um. Miðskeiðis í nítiárunum fór oljuráðleggingarnevndin at fyrireika næsta stig - veruliga oljuleiting, og høvuðsdentur varð lagdur á at fyrireika lógaruppskot um oljuvirksemi. Í 1997 varð hetta uppskot lagt fyri almenningin saman við stórari frágreiðing um kolvetnisætlanir Føroya, (HPCFG 1997). Kolvetnislógin varð sett í gildi í 1998, og frá hesum degi var lógarligt festi lagt undir oljuforkanning, oljuleiting, oljuframleiðslu og oljuflutning í føroyskum sjóøki. Seinni eru settar í gildi aðrar lógir og fyriskipanir, sum samanumtikið hava lagt eitt gott lógargrundarlag undir alt oljuvirksemi.
