10 SOIL DATA Main consistent source of soil data was produced trough Soil map of SFRJ 1: BiH was covered with 71 sheet (whole) and 45 sheets combined with other Republic. Methodology was agreed in 1964, and preparation (printing) of the maps was completed until Density of profiles was aprox 1/100 ha, and data were printed as annex.

13 GIS DATA REPUBLIC OF SRPSKA In 2009, the PI Agricultural Institute of RS prepared a strategic document for the Ministry of Agriculture, Forestry and Water Management of Republic of Srpska: "Groundwork for Agricultural Land Protection,Use and Restructuring for RS as the Component Land Use Planning Process R 1:

15 For the territory of RS, for 336 profiles were entered data of the main field observations and laboratory investigations basic data (numerical and descriptive in Serbian language) in GIS layer: 1. Profile code, 2. Year and month of opening profile, 3. Altitude, 4. Assessment of erosion, 5. Drainage; 6. Texture code; 7. Acidity (ph/h 2 О, ph 1M KCl), 8. Humus (%), 9. The degree of base saturation (V %), 10. Physiologically active phosphorus and potassium; 11. Soil type according to FAO Classification and the National Classification used on the original Soil Map (1:50000). For 1338 semi profiles, the same data were entered, except the data on the humus content and the degree of base saturation, because these parameters were not made for semi profiles during the drafting of the Basic Soil Map (there are no such data).
16 NEW SOIL DATA In the period from 2008 to 2015, the most important data in the entire territory of Republic of Srpska were obtained by the soil fertility control. Soil fertility control was performed by the PI Agricultural Institute of Republic of Srpska in the period from 2014 to 2015 for the Ministry of Republic of Srpska. On that occasion, soil fertility control was performed at 2586 plots Basic chemical analysis were performed in the samples: reaction (ph in H2O, ph 1M KCl), humus, physiologically active phosphorus and potassium. From humus can be calculated organic C. The samples are stored so that they can be a source of new data as the need arises.

23 Data gaps, problems, and solutions Main issues are connected with fact that there is still a lot of data that are not digitised. It will be necessary to digitise profile data from soil maps 1:50000 where data from aprox profiles should be entered with georeferencing. Also, there are also data from different recent scientific and operational researches that are not in any database and can be used for ANC modelling.
24 Data gaps, problems, and solutions Provision of recommendations for improved data management in the context of the Areas with the Natural Constraints All countries should include all scientific and technical resources and human resources to strengthen the institutions responsible for data management. Analyses of the national capacities for data management and provision of recommendations for improved institutional setup in regards to the ANC Institutional setup in regards to the ANC is closely connected with general spatial (land) data management that is underdeveloped in RS, even this is legally defined. Spatial data management based on GIS relevant and reliable facts, still doesent have sufficient understanding in decision making context.
25 Data gaps, problems, and solutions National policy assessments and policy recommendations relevant to the characterization and mapping of areas with natural constraints Regarding the characterization and mapping of areas with natural constraints, it can be concluded that Republika Srpska has developed institutions in the administrative terms of dealing with this issue.
26 Data gaps, problems, and solutions Characterization and mapping of areas with natural constrains has recognized as need and priority in the Republic of Srpska and one of its political objectives adopted by the its Parliament in current Strategic plan of agricultural and rural development in Republic of Srpska is indentifying (mapping) and particular support areas with natural constrains. In regard with that it will be necessary to adopt policy and certain rules which will officially establish criteria (preferably identical or largely compatible with those applied in the EU) for delimitation of areas with natural constrains. It will be followed by the work of collecting and processing data and mapping the ANC in order to introduce differentiated payments and other measures of specific support these areas.
27 Data gaps, problems, and solutions Laws and rulebooks that define establishing data base for agriculture, forest and water data are adopted and under jurisdiction of Ministry of agriculture, forestry and water management, but the system is still not established and operational. WEB GIS data exchange protocols, based on official rooleboks (data models ect) can be defined as light motive.
