3 Political structure of Bosnia and Herzegovina Bosnia and Herzegovina is composed from two entities - the Federation of Bosnia and Herzegovina and the Republic of Srpska and the Brcko District of Bosnia and Herzegovina; The political organization of Bosnia and Herzegovina: State level; Entity level-entities have a number of competencies that enable their independent decision-making in a number of institutional functions; Cantonal level (Federation of BH)-All the cantons have their own cantonal government, under the laws of the Federation; Municipal level. 3

5 112 System in Bosnia and Herzegovina Establishment of 112 System in Bosnia and Herzegovina is based on the following legislation: Framework law on the protection and rescue of people and property in the event of natural or other disasters in Bosnia and Herzegovina (OG 50/08) Regulations on the organization and functioning conditions Operational Communications Centre Bosnia and Herzegovina (2009) Law on Implementation of Tampere Convention about ensuring telecommunication resources for activities to mitigate disaster effects from (ratified 2004); Communications Law on Bosnia and Herzegovina (OG 31/03) Rule 38/2008-Numbering Plan for telephone services in BH; Rule 39/ Numbering Plan management for telephone services in BH; Rescue and Protection System 5

6 112 System in Bosnia and Herzegovina OPERATIONAL COMMUNICATION CENTER BH -112 OCC BH -112 was established within the Ministry of Security of Bosnia and Herzegovina, OCC BH 112 acts as a operational and communications point for international communication in the protection and rescue system, and for internal coordination and communication; OCC BH -112 daily collects and exchanges information with the other protection and rescue institutions, implement and coordinate detection and monitoring of all types of hazards and their consequence, OCC BH -112 operate continuously, 0-24 hours, seven days a week (24/7). 8 112 System in Bosnia and Herzegovina Emergency numbers in Bosnia and Herzegovina: 121 Center for the notification concerning the protection of people and material goods, 122 Police (BH), 123 Firefighters (BH), 124 Ambulance (BH). 112 number is not in use in B&H, but it is reserved as a number for emergency situations. Emergencies numbers in BH operates within entities monitoring and reporting centres (future 112 centers) and so far they are not yet sufficiently developted technicaly and organizationaly Protection and Rescue Sector 8

12 112 System in Bosnia and Herzegovina According to Feasibility Study, project of establishing 112 System in BH will be implemented in 3 phases: Phase I - the legal basis and conceptual design OCC BH 112-finished; Phase II - Preparation - legal regulations, technical preparation and operations, modeling ways of processing information, training of staff of OC BH-112 and OC in the entities and Brcko District-ongoing; Pilot project in Brcko District (BD Center-112) Pilot project in Tuzla Canton (Redundant Center and Cantonal OC -112) ARGOS project at OC BH-112 Phase III - Implementation work of OC BH-112 and OC in the entities and Brcko District at full capacity. 12

13 112 System in Bosnia and Herzegovina Ministry of Security of BH is in the process of creating the political, organizational, technical and technological conditions for development 112 System in Bosnia and Herzegovina So far within OCC BH 112 is installed Decision Support System CoordCom GIS integrated in CoordCom The plan is to form GIS Center for all country within OCC BH -112 Protection and Rescue Sector 13

14 OCC BH 112 The basic idea of establishing of this system goes from the assumption that OC BH -112 plans, recommend and coordinate the implementation of modern technology at all OC in Bosnia and Herzegovina. 14

15 OCC BH 112 TASKS To improve the operational readiness and coordination and to increase the level of competency of operational centers at the lower levels of organization, The technological foundation of this center should provide the technological basis for the development of communication and information and computer technology necessary for the efficient performance of prescribed tasks, OC BH 112 BiH will not receive calls from citizens except at the explicit request of the entities and Brcko District. 15
