10 ACTION DURING THE FLOODS: Republic Headquarter for emergency has declared an emergency on the entire territory of the Republic of Srpska and was in permanent session. Director of RHMS RS was present at the sessions, and if necessary, meteorologists and hydrologists. Each press and television releases was accompanied by information about the weather forecast, rainfall and water level Our forcasters several time during the day was on national television with report of weather conditions and forecasts
11 ACTION DURING THE FLOODS: meteorologists were present about weather and rivers at the briefing of the Crisis Staff Issuing Meteo alarm Regular and early special bulletins Early Announcements of heavy rainfall and water levels rise During floods every hour a new bulletin on the level of water levels Detailed weather forecasts for the next three hours Forecasts of precipitation during the day, two and three days in advance
12 METEOROLOGICAL AND CLIMATOLOGICAL ASPECTS OF FLOODS: STATEMENT: Causes for severe floods lie in the extremely rainy period of time, from mid April to the end of the second week of May, when the measured intensities big horary rain and overcome all the peaks daily and total monthly precipitation, from historical series of measurements.
13 It was shown that the causes of this catastrophic flood is in: 1. The first heavy rain in April, rainfall for April 2014, in the northern half of the country was 150 l / m² to 270 l / m², which significantly exceeds the long run average value for this part of the Republic of Serbian, (the average is around 90 l / m²).
14 2. In the May we had two series of heavy rainfall -The first period of heavy rain that brought flash flooding rivers in western part of Srpska took place on 3th and 4th May. During this period in the northern half of the country have received very big amounts of rain. For many places that was reached the average amount of precipitation for May. -Another, even more extreme period with heavy rain was from 13th to 17th May.In this period from Sarajevo region over the central parts to the the Krajina fell from l / m² in Banja Luka to l / m² in Zvornik. These amounts was increaseing of amount of precipitation additionaly 100 to 200% compared to the mean value for the May.
15 3. Third and perhaps most important cause extreme flooding is that the rain fell almost continuously from mid-april to 17th May. From the analysis of extremely heavy rainfall, it can be said that this rain-series of 3-8 days, at sites with moderate continental and continental precipitation regime, which includes the larger part of the Republic of Serbska, have a return period of 500 to 1000 years (the probability less than 0.2% ). This intense rainfall are more characteristic of regions with a Mediterranean precipitation regime and its modifications
16 HYDLOLOGICAL ASPECTS OF FLOODS: In May 2014, we have had two flood waves. First, significantly lower, came in early May and special hours hydrological reports were made from 1 to 8 May. The second flood wave that brought catastrophic flooding began on 14 May. Particularly strong growth was recorded in the Bosna and Vrbas river, where they recorded an increase in water level of more than 5 meters in less than 24 hours. At the hydrological station Doboj,the water level increased to ever recorded value of 721 cm, which is 143 cm higher than the previous highest recorded water level value of 578 cm from the 13 May 1965.
17 HYDLOLOGICAL ASPECTS OF FLOODS: A similar situation was also on the Vrbas River, the hydrological station Delibašino village, where from May, the water level incrised by 7 m to 16 May reached a record value of 837 cm, which is 150 cm higher than the biggest value of the water level which was recorded in September 1996 and was 687 cm. The huge amount of water into the Sava river arrived from Vrbas and Bosna caused by a strong growth of the Sava River downstream from Srbac to Brod, Samac and Raca. So the hydrological station Raca Sava River, also exceeded the historical maximum. At 17th May was 856 cm, and that day has reached the value of 950 cm *.

19 ACTIVITIES AFTER FLOODS: President of Republic of Srpska ordered the prosecutor's office of Republik of Srpska to investigate the responsibility of all those institution involved in the rescue of floods Survey Committee was formed in order to collect and process all relevant data concerning floods and about informing the National Assembly of RHMS RS 6th June submitted a detailed report to the Government of the Republic of Srpska about its activities before and during the flood with the recommendation of necessary measures in the future to further enhance the quality of work. The report was adopted by the government.
20 Lessons Learned from the Floods this May : can we improve the quality of forecast, which was already great? better cooperation with the Federal Hydrometeorological Institute of federation b & h further strengthen regional cooperation of meteorological services need to establish EWS more analysis and research of actual changes in weather and climate conditions meteorological, hydrological stations, radar and satellite meteorology in a single database and visualization of weather in real time
21 Lessons Learned from the Floods this May : Necessary to establish a system for monitoring water levels throughout the territory of the Republic of Srpska water levels to be read in real time and establishing a system of alarms on automatic hydrological stations. This approach will give us valuable time to announcements an increase in water level, which can significantly mitigate the damage and what is certainly the most important, prevent, or at least do reduce the number of casualties. Monitoring of water levels and flooding before floods was on poor level, and after a floods, where a number of damaged or completely destroyed, the situation is worse.
22 Lessons Learned from the Floods this May : Large water, as it is generally the case, significantly changing the morphology of the river bottom. In this regard, the current flow curve, i.e. functional of the stage / discharge, should be checked and corrected, especially in the area of small water. Carrying out hydrometric measurements on all hydrological stations and characteristic profiles. This is only possible way to obtain information on the income of water in river basin in Repulic of Srpska and B&H. it is necessary to renew infrastructure and restoring hydrological stations Gauge bars that floods destroyed as well as a significant increase in the number of stations.
