1 Minutess-of-meeting from District Conference D2483 for District Conference of D2483 for was held in hotel TORNIK at Zlatibor mountain, between year. It was held in parallel with Rotaract District Conference D2483 for , as with Assembly of D2483 for , which facilitated arrival and acitve participation of large number of actuel Club presidetns, incomming Club presidents, Rotaraians and Rotaractors. Overal number of registered participants was 225, which is largest number in last several years. Host of DIstrict Conference was DG Bane Randjelović, host of District Assembly i co-host of conference was DGE Vladimir Matić, and host of Rotarct conference ad also co-host of District Conference was DRR Srdjan Barac. President of Organising Committee was Nenad Tutunović (RC Čačak), which was moderator of all sessions of District conference. Official representative of President of Rotary International Ian Riseley to this conference was PDG Bjarne Eilsøe-Jørgensen from Denmark with his spouse Su Yan. They were guests of our District, from thursday till monday and during this stay, they have had opportunity to meet large number of Rotarians, beside attending District Conference to attend final ceremony of one Global Grant, to attend regular meeting of one of our Rotary Clubs, and to see and remember beauties of Serbia and our capitol Belgrade. During this conference, we have had one more distinguished guest from abroad, PDG Jamil Mouawad, from Lebanon, who is now ARFC Zone 20B and DRFCC in District He was guest-lecturer, by invitation from DG Bane Randjelović and DGE Vladimir Matić. District Conference was attended by official representative from D1911 Hungary, Georgy Torok, with his spouse, representing DG Zoltan Mesaroš plenary session - First plenar session, which was common session with Rotaract District Conference and with District Assembly, was held on It started at 11,00h, by formal adresses of President of organising Committee Nenad Tutunović, followed by anthems (Serbia, Montenegro, Danmark, Lebanon, Hungary and Rotary International). After that, there were formal adresses of DGE Vladimir Matić, DRR Srdjan Barac, RIPR Bjarne Eilsøe-Jørgensen, president of host municipality Dr Branislav Randjelovic, District

2 Čajetina Mr.Milan Stamatović and owner of hotel-chain A-hoteli Mr. Miroljub Aleksić. After that, DG Bane Randjelović and DRR Srdjan Barac presented results of our District in , each in his own area, through common presentation WE MADE A DIFFERENCE (NAPRAVILI SMO RAZLIKU). At the end of this session, District Governor awarded best clubs and best Rotarians, and at the end he awarded with PHF recognitions, Rotarians who deserted it during april and may and Rotarians who served best during this Rotary Year. Decissions about rewards are in Appendices 1 and 2 of this document. Despite a little bit longer session that ended 25min after planned tiem, those session ended in very good mood at 13,25h plenary session - Second plenar session was held on , and it was common with District assembly and it started at 16,15h, with adresses of president of organising Committee Nenad Tutunović and DG Bane Randjelović. Then, our distinguished guest from Lebanon PDG Jamil Mouawad gave a lecture about Rotary foundatioon and results in this field from their District. Consecutive translation was implemented by DG Bane Randjelović, personaly. Lecture was very good acceped by attendees and it and aroused great interest in the Rotary Foundation topic, which was even more evident after many questions that followed our guest lecturer, after the session and tomorrow. The second session was also attended by RIPR Bjarne Eilsøe-Jørgensen, with his wife Su Yan. This session was closed at 17:10. The evening program of this great District meeting was held in a friendly atmosphere and a good mood, with the music of the group ABBA real tribute band. A large number of guests, a positive atmosphere, a joy for the successful work of our District and optimism have characterized this evening. The full evening program was attended by RIPR Bjarne Eilsøe-Jørgensen, and his wife Su Yan. Dr Branislav Randjelovic, District

3 - 3. plenary session - The third plenary session of the District Conference, which included important decisions, is planned for , starting at 09.00h. Due to the delay in preparing and making a list of attendees, it started at 09.20h. There were 53 presidents or authorized representatives of clubs, out of 65. This makes 81.53% of clubs in the District. Rotary Club Novi Sad, more precisely its authorized representative, given the number of members exceeding 37, has 2 votes. Clubs that did not have the present president neither authorized representative are: Bačka Topola, Belgrade-Vracar, Jagodina, Kikinda, Nis-Centar, Novi Sad-Fruska Gora, Palic, Pljevlja, Pozarevac-Viminacium, Sabac, Užice and Veliko Gradište. A complete list of present club presidents or their representatives is given in Appendix 3 to this document. At the beginning, there were about 30, and at the end of the session, even more than 60 guests, incoming Presidents or interested Rotarians, who did not have right to vote. RIPR Bjarne Elisoe Jorgensen, with his wife Su Yan, was also present. The working presidency was chaired by Nenad Tutunović, DG Bane Randjelović, and ADG Nikola Božić, acting as AIDE of representative of president of the RI. The Plenary Session of the District Conference started at 09.20h. After determining the number of attendees, the number of club presidents, insight into all the authorizations of club representatives, whose presidents are not present, the total number of votes for the session, and distribution of ballots (YES-NO), we determined following AGENDA: 1) Review and adoption of the Financial Report for , 2) Selecting of method for election of Governor , 3) Miscellaneous. Agenda was adopted with all votes YES (in favor). Then, work on the agenda items begans. Dr Branislav Randjelovic, District

4 1) Review and adoption of the Financial report for DG Bane Randjelovic initially gave the word to IPDG Velibor Zolak. He shared an illlustrated narrative report on his activities, whit which, because of lack of time, attendees did not have time to read and discuss its content. After that, in a long and very interesting discussion, which had sharp tones for a moment, there participated: Ivica Savić (RC Leskovac), Miloš Petrović (RC Niš), Vladimir Bulatović (RC Budva), Tomislav Perić (RC Loznica), PDG Vigor Majic (RC Valjevo), Milena Durutovic (RC Podgorica), Daliborka Bradic (RC Belgrade- Sava), PDG Dragan Brajer (RC Belgrade) and at the end DG Bane Randjelovic. Most of the remarks were focused on the fact that the Financial Report was not encompassed the elements envisioned in the RI Bylaws of Item , whereby it was required that the RI rules should be strictly observed, while the IPDG Velibor Zolak and the chairman of the Committee on Finance, Zoran Ćirović, stated that they were not familiar with these provisions. The questions and critics were answered all the time by IPDG Velibor Zolak and Zoran Ćirović (RC Belgrade- Singidunum), Chairman of the District Finance Committee for As the discussion was very glowing for the moments, DG reminded speakers, at some moments, to tone down and to stay within the agenda. Since the session took place over the scheduled date and took unwanted tones, DG Bane Randjelović, after his discussion at 11,10h, stopped the work and ordered a break of 20 minutes for refreshment, but also to consult with IPDG Velibor Zolak and RIPR Bjarne Elisao Jorgensen on further work. The session was resumed at 11.30h and DG Bane Randjelovic presented two proposals. The first one, proposal of him as DG, and in order to avoid possible refusal of report (which never happened in to any Governor before, and what would be a great disgrace to District) is to postpone the adoption of the report and that IPDG Zolak be able to supplement, correct and correct the ambiguities, in accordance with the recommendations of the District Conference and in accordance with the rules of Rotary International. Another proposal, by IPDG Velibor Zolak, was to approach the voting on the report. DG Bane Randjelovic first announce voting for first proposal and that proposal received 31 votes YES (in favor), which was the majority of votes. Since the vote on the second proposal was irrelevant, the second voting was not even started. Dr Branislav Randjelovic, District

5 The district conference brought DECISION that the adoption of the Financial report for will be POSTPONED and that IPDG Velibor Zolak have opportunity to suplement it in accordance with the recommendations of the District Conference and in accordance with the rules ( ) of Rotary International. Pursuant to Rule , IPDG Velibor Zolak has a deadline of 90 days to submit to the clubs a supplemented report. Right after the end of the District Conference, DG Bane Randjelovic will sublimate all the remarks and suggestions made during discussion and deliver them to IPDG Velibor Zolak to facilitate his work on preparing the supplementary reports. The letter to IPDG Zolak, which was submitted after the District Conference, is given in Appendix 4 to this document. 2) Selection of method for election of Governor DG Bane Randjelovic made an introduction and analysis of elections in our District since 2011 to He showed all the situations in which the decisions were attempted to be made by the Nomination Committee, as well as the situations in which the elections were successfully completed by the Ballot-by-Mail procedure. After that, he proposed that the District Conference vote for decision that selection of Governor will be done using Ballot-by-Mail method. After this proposal, and before voting, there were attempts to impose the topic of the election of the next Governor from Montenegro (IPDG Velibor Zolak, Almas Čekić) and compliance with the agreement, and then the document "Pismo o namjerama" (Letter of Intent, on Montenegrian language) is given to Governor. DG Bane Randjelovic did not allow discussion about next Governor, because it was not was the topic of the District Conference agenda. Also, DG Bane Randjelovic did not allow discussion neither about documents for which no one could confirm whether they were in accordance with the rules of the RI, neither were they ever adopted at any of our District meetings After that, a vote on the proposal by the DG Bane Randjelovic took place. This proposal received 42 votes YES (in favor), and on that basis The district conference brought DECISION that District Governor 2483 for will be selected using Ballot-by-Mail procedure. 6 3) Miscellaneous There was no discussion at this point. The third plenary session was closed at 11.55h plenary session - This session started immediately after the end of the previous session, without break. The session was led by DG Bane Randjelovic, and closing remarks and closing considerations were given by DGE Vladimir Matic, DGN Ljiljana Lainovic and DGND Danilo Ljevnajic. RIPR Bjarne Elisoe Jorgensen took the opportunity to once again thanks for hospitality and to give presents to DG Bane Randjelovic and AIDE Nikola Božić. Our guest Jamil Mouwaed, also took the opportunity to thanks for hospitality and to convey the greetings of their Governor DG Christine Covotsou-Patroclou and to exchange presents with DG Bane Randjelovic. At the end, each of the attendees could stand, greet all attendees and to announce invitation for the upcoming ceremonies of their clubs, which some of them did. The last session of the District Conference was closed at 13:10. Based on the video-record of the conference, the minutes-of-meeting were compiled by DG Bane Randjelovic. 7 ANNEX 1 (original, on Serbian): U svojstvu Guvernera Distrikta 2483 za godinu, a na osnovu predloga Komiteta za dodelu Distriknih priznanja i nagrada, donosim O D L U K U o dodeli Distriktnih nagrada i priznanja za klubove i pojedince. 1. Nagradom BEST CLUB IN DISTRICT, nagradjuje se klub sa najviše ostvarenih ciljeva (7+7+7), propisanih od strane predsednika RI i evidentiranih na sajtu RI, a to je RC Niš. Međutim, zbog zaista malih razlika u broju ostvarnih ciljeva, ovom nagradom se nagradjuju i svi ostali klubovi koji su do ovog trenutka ostvarili RI Citation: RC Beograd Centar, RC Beograd Dedinje, RC Beograd Sava, RC Beograd Skadarlija, RC Čačak, RC E-club of D2483, RC Leskovac, RC Niš-Konstantin Veliki, RC Niš-Medijana RC Novi Sad - Dunav RC Pirot RC Vranje RC Valjevo. 2. Nagradom BEST PROJECT FOR EDUCATION, nagradjuje se: RC Beograd-Čukarica i grupa partnerskih klubova za sprovodjenje projekta 100za Nagradom GREENEST CLUB IN DISTRICT nagradjuje se klub koji je u ovogodišnjoj treeplanting akciji pokazao najbolje rezultate, a to je: RC Bijelo Polje, Dr Branislav Randjelovic, District

8 koji je zasadio 2500 stabala. 4. Nagradom BIGGEST DONATION FOR ROTARY FOUNDATION nagradjuju se klubovi: RC Pančevo Mihajlo Pupin i RC Pančevo, sa uplatama od po 8700$ u Rotary fondaciju, delom kroz GG, delom kroz POLIO fond. 5. Nagradom SERVICE IN PROFESSION AND PROMOTION OF ROTARY THROUGH PROFESSION nagradjuje se Nikola Božić, RC E-club D2483 koji je svojim radom i profesionalnim delovanjem, kao programski direktor IS Petnica, na najbolji mogući način promovisao ideale Rotaryja, gledane kroz vizuru profesionalne delatnosti. 6. Nagradom FRIEND OF ROTARY FOUNDATION nagradjuje se Jovan Rokić, RC Kula Koji je tokom ove rot.godine imao najveću ličnu uplatu u POLIO plus fond od 2178$. 7. Nagradom NEW ENERGY FOR NEW ROTARY nagradjuje se Joan Duru Popić, RC Novi Sad Alma Mons. Zbog načina vodjenja kluba koji je u duhu motoa Nova energija za novi Rotary. 8. Nagradom SERVICE ABOVE SELF nagradjuje se France Presetnik, RC Pančevo, zbog njegovog nesebičnog davanja u promociji Rotaryja u domaćoj javnosti i delovanja u Inter Country komitetima. 9 9. Nagradom MOST DEVOTED ROTARY PARTNER nagradjuje se Vesna Brajer, supruga PDG Dragana Brajera (RC Beograd), koja je na jednistven način pokazala kako partner prati svog Rotarijanca. 10. Nagradom MEMBERSHIP GROWTH nagradjuje se klub sa najvećim apsolutnim porastom članstva, od 8 članova, a to je RC Beograd Skadarlija, za apsolutni rast kluba za 8 članova, sa 26 na Nagradom MEMBERSHIP % GROWTH nagradjuju se tri kluba sa identičnim najvećim procentualnim porastom članstva, RC Beograd Skadarlija, RC Pančevo i RC Smederevo. 12. Nagradom ROTARACT 2 ROTARY nagradjuje se klub sa najvećim brojem primljenih Rotaraktovaca, a to su klubovi RC Beograd Centar, RC Beograd Skadarlija, RC Niš, RC Novi Sad Alma Mons, od kojih je svako primio po jednog bivšeg člana Rotarakta. 13. 15 ANNEX 4: Letter to PDG Zolak with requirements and proposals to supplement Annual Report Dear IPDG, Based on one of the decisions of the District Conference on June 2018, an opportunity was provided to supplement the Annual Report with the District Report on District Finance for For this reason, after a detailed listening of the footage of our conference, I submit a list of proposals and requests for supplementing it, which were presented during the discussion at the District Conference: 1. Rename the document not to call the financial report but to bear the name as given in the MoP (Annual Statement and Report of District Finance) - Ivica Savić, 2. To fill in a report detailing the Fundraising activities where money was collected in cash ("55 marathons", "National Rotary Day of Budva", "100 years RF"...) - Ivica Savić, 3. Update the report with a section dedicated to Global Grants during and all details related to Global Grants - Ivica Savić, 4. The Governor's narrative report (classified as "picture book") to be delivered earlier, and not immediately before voting, is best to add everything to the overall report - Ivica Savić, 5. To supplement the report with the report with the report on payments to District Committees - Ivica Savić, 6. To supplement the report with the report with the Report to the RI - Ivica Savić, 7. 18 Annual Statement and Report of District Finances. The governor must provide an annual statement and report of the district finances that has been independently reviewed to each club in the district within three months of the completion of the governor s year in office. It may be reviewed either by a qualified accountant or by a district audit committee as may be decided by the district conference. If an audit committee approach is selected, then it must: (a) be composed of at least three members; (b) have all the members be active Rotarians; (c) have at least one member who is a past governor or a person with audit experience; (d) not allow the following to serve on the audit committee for the year in which they serve in these positions: governor, treasurer, signatories of district bank accounts, and members of the finance committee; and (e) have the members selected by the district in accordance with the procedures established by the district. This annual statement and report shall include but not be limited to details of: (a) all sources of the district s funds (RI, The Rotary Foundation, district and club); (b) all funds received by or on behalf of the district from fundraising activities; (c) grants received from The Rotary Foundation or funds of The Rotary Foundation designated by the district for use; (d) all financial transactions of district committees; (e) all financial transactions of the governor by or on behalf of the district; (f) all expenditures of the district s funds; and (g) all funds received by the governor from RI. The annual statement and report shall be presented for discussion and adoption at the next district meeting to which all clubs are entitled to send a representative and for which 30 days notice has been given that the statement and report of district finances will be presented. If no such district meeting is held, the statement and report shall be presented for discussion and adoption at the next district conference. If the statement is not adopted after presentation, it shall be discussed and adopted within three months of the conclusion of the district conference at the next district meeting to which all clubs are entitled to send a representative and for which 30 days notice has been given that the statement and report of district finances will be presented.
