2 Legislative framework 1 CAFE Directive and 4 th Daughter Directive are transposed through the: The Law on the Air Protection Regulation on monitoring conditions and air quality requirements Rulebook on content of air quality plans Rulebook on short-term action plans High level of transposition achieved for both directives, with exemption of the provisions that set obligation of EU member states towards the European Commission (will be transposed by the date of accession). Implementing acts: Regulation on the air quality control programme in the national network; Regulation on determination of zones and agglomeration; Regulation on determination of the list of air quality categories in zones and agglomerations in the Republic of Serbia for 2011, 2012; Rulebook on conditions for issuing a permit for air quality measurement and a permit for measurement of emissions from stationary sources of pollution 2

7 Zones and agglomerations Zones and agglomerations are identified in accordance with Article 6 of Law on Air Protection, based on the air quality assessment. 8 Assessment regime Preliminary air quality assessment in the Republic of Serbia was done in 2010 * - administrative district selected as a unit for the spatial assessment - data from (manual measurements) were used for AQ assessment assessment regime has to be determined based on data from the Automatic Monitoring Stations and zones and agglomerations have to be classified in relation to the assessment thresholds (2016). * assisted by EU funded project 8

9 National AQM Network 1 National Automatic monitoring network (measurements with reference methods and non referent gravimetric method which is accredited).* Consists of 36 AQM stations of SEPA and additional four AQM stations established after adoption of the National Air Quality Control Programme. SEPA AQM system have support from calibration laboratory, analytical laboratory and IT department. Preparation for accreditation of AQ calibration laboratory/aq network is an activity that is ongoing and its finalization is expected in 2016/2017. Number of analyzers, by pollutants, is the following: SO 2-39, NO 2-36, CO - 32, O 3-14, PM 10 / 2.5 (automatic) 15, PM 10 / 2.5 sequential sampler - 15, BTX (automatic) 11, METEO- as a compacted sensor package (t, RH, vv, dd and P) 39. Some of equipments are not currently in operational status. Four AQMS of PHI Belgrade are also included in national AAQMN. In terms of assessment methods all equipment operates in the regime of fixed measurements. * assisted by EU funded project 9

11 National AQM Network 3 Manual monitoring network (18 laboratories PHI authorized for monitoring). Monitoring of air quality in the national sub-network of stations in urban areas, using manual methods at 32 measuring sites in 21 towns in Serbia. Equivalency testing and field tests for non-reference methods have been partially done. Evaluation of National Air Quality Monitoring Network performed in 2011/2012*. The system should be reassessed in a way that the minimum number of monitoring stations required per pollutant in each zone/agglomeration is set in accordance with Annex, V and IX of CAFE Directive and Annex of 4 th Daughter Directive (2016). * assisted by EU funded project 11

12 Measurements for specific purposes measurements for specific purposes using mobile AAQMS were conducted in Bečej, Pirot and Zaječar; measurements of As, Cd, Ni and Pb for specific purposes were conducted In Zajača, Veliko Gradište and Beočin.

13 AQ modeling AQ modeling has not been sufficiently used for AQ assessment and AQ planning. 1) Pilot study: Air quality modelling of SO 2 in Belgrade territory - USA EPA dispersion model AERMOD were used; 2) Project: Analysis of the traffic impact on the emissions of NO 2 and PM 10 in Novi Sad and staff training in the city administration - PROKAS dispersion model has been used. It is necessary to strengthen human capacities in the field of AQ modeling. * assisted by EU funded project 13

15 Air Quality Monitoring 2 In 2013 heavy metals in suspended particles has been meassured on 4 AMS within National Air Quality Monitoring Network: Belgrade-Vračar, Novi Sad- Spens, Valjevo and Užice. Insufficient measurement data to decide if the compliance with target values for As, Cd and Ni is achieved. 15

20 Air Quality plans 1 The Air Quality Plan for agglomeration Bor introduces measures to solve high SO 2 concentrations even cases of exceedances of alert treshold for SO 2 in Bor have been recorded. Operator of the Copper Smelter in Bor has separate access to part of the SEPA website with real-time minute and hourly values of SO 2 and meteorological parameters on Bor AQM stations. It is expected that new smelter will be put in operation by the end of the year and that this activity will have positive effects on the reduction of SO 2 concentration. Difficulties with securing funding in the LSG budgets for preparation of AQ plan and finalizing the process of selection of the company/ institution (public procurement procedure). Process of preparation of AQ plans takes 2-3 years. 20

21 Air Quality plans 2 Agglomeration Beograd* Activities Working group on AQ Plan in Belgrade, which includes relevant stakeholders (industry, traffic, university representatives) and which was constituted within the AQ Twinning project, continued its work in 2013 and In July 2013 Public Health Institute Belgrade was selected in the public tendering process as a lead institution for AQ Plan preparation. Final draft will be prepared by the end of the year and adoption is expected in Pančevo Preparation of AQ has started in 2014 and adoption is expected in Kosjerić Smederevo City Valjevo on teritory of zone Serbia * Assisted by EU funded project Preparation has not started yet due to difficulties with securing the funding. Activities on development of an AQ Plan in aggolomeration Smederevo have started in September Funding is secured in the local budget. Preparation of AQ Plan has not started yet but some of activities are finalized or ongoing and will have positive impact on air quality: - Strategy on local sustainable development (2010), - Study on traffic in the town for 5 years period (2013), - extension of network covered by district heating system with the aim to reduce the percentage of popullation with domestic heating. 21

22 Informing the public SEPA, autonomous province and local self-government units are responsible for providing information to the public and to the appropriate organizations. AQ data are available : Hourly values (real time) from National network are also available Hourly values are available and from following local automatic monitoring stations network - Autonomous province of Vojvodina - Belgrade (real time) - Pančevo (real time) SEPA also informs about exceedances of alert threshold 22

23 Reporting The Annual Report on the state of air quality in the Republic of Serbia is prepared and published by the SEPA ( ) This is the first year of e-reporting toward EIONET SEPA reports information for SO 2, NO 2, NO, NOx, CO, PM 10 and ozone for 2013 calendar year on: Assessment Methods metadata (D) Primary validated assessment data measurements (E1) SEPA is also involved in near real time ozone data exchange. 23

25 Conclusions Transposition: National AQ legislation almost fully transposes CAFE and 4th Daughter Directive - remaining provisions that set obligation of EU member states towards the European Commission will be transposed by the date of accession Institutional framework: Republic of Serbia designated the competent authorities for transposition and implementation of CAFE and 4th Daughter Directive Implementation: Re-designation of zones and agglomerations and determination of assessment regime (2016) Reassessment of AQ Monitoring System (2016) Development of the Air Protection Strategy * (2018) Development of the Implementation Plan for Air Framework Directive (revision of deadlines to achieve limit values)* (2018) * It will be assisted by EU funded project. 25
