Osoyoos Secondary School Students Inquiry Presentation to Council - Presentation from Seth Kriese, Faith Stark, and Rheanna Harfman - Students from Osoyoos Secondary made a presentation to Council asking them to consider putting more cigarette butt receptacles near parks and beaches in the community and recycle through Terracycle. - Council thanked the students for their innovative ideas and look forward to hearing from the youth in the community on new ideas. 2. Osoyoos Secondary School Students Inquiry Presentation to Council - Presentation from Holly Duguid and Patty Bratton - A copy of the PowerPoint presentation is attached to and forms part of these minutes. - Students from Osoyoos Secondary made a presentation to Council asking them to ban plastic straws in Osoyoos. - Council thanked the students for their leadership on these important environmental issues. - Councillor Campol inquired if there is something on the Schools Website that have links to these changes presented to Council. - Ms. Gilchrist, teacher at Osoyoos Secondary School said yes there will be links on the Schools website. 3. Update on Emergency Management - Verbal report from Director of Corporate Services - The Osoyoos Lake was at feet. - Homeowners and businesses are encouraged to keep their sandbags in place. - There are currently 54 properties on evacuation order, as well as, 47 properties in Paradise Park and 81 properties on evacuation alert. Bylaw Enforcement Report for the month of April Report from Bylaw Enforcement Officer MOTION 178/18 Moved by Councillor King Seconded by Councillor Campol That the Bylaw Enforcement Report for the month of April 2018 be received. ACTION: That Bylaw Enforcement be contacted to find out the discrepancy between 34 hours spent on Traffic with 8 files in 2018 and 30 hours spent with 15 files in 2017 and what does that entail. 3. Councillors Reports Councillor Rhodes: TOWN OF OSOYOOS REGULAR OPEN MEETING OF COUNCIL MAY 22, 2018 Amazed in the community spirit and thanked everyone involved in helping those who needed it during the flooding. Waterfront Steering Committee met and are on the final design stages of the Gyro Park dock. Councillor Campol: Attended the Make Water Pledge in Kelowna. Thanked all the volunteers who helped out during the flooding in the community. Councillor King: Thanked all the businesses and volunteers who pulled together during the flooding. Attended the Big Bike event that was held in support of the Heart and Stroke foundation. Attended the Open House to explore the potential Medical Centre in the community. Councillor Youngberg: Thanked the community for the support of the Medieval Fair at Desert Park. Announced that the Okanagan Regional Library has a new CAO. 6. Mayor McKortoff s Report Mayor McKortoff thanked the community volunteers who make Osoyoos a great place to live. Attended the Town meeting with the RCMP, Town Staff, Fire Department and other agencies who listened to concerns of the residents in Osoyoos regarding the flooding. 9 Cigarette Butt Script Good afternoon Mayor McKortoff. My name is Seth Kriese. I m a grade 11 student at Osoyoos Secondary School. We are here today to propose that town council put extra cigarette butt receptacles at beaches and parks in town, and that the cigarette butt waste that is collected in them be recycled instead of thrown in the landfill. Cigarettes? What is the Problem? Cigarette butts are a massive problem as they pollute our air and are littered on our streets. The littered cigarette butts cause problems as wildlife and small children can sometimes mistake them for food. Consumption of littered butts can lead to tremors, vomiting, respiratory failure and even death. Did you know that one cigarette contains 7000 chemicals when lit, and the plastic filter stays within our environment and takes up to 10 years to biodegrade? Did you know that as part of the biodegradation process, filters leach toxic chemicals into the soil and groundwater, which affects the health of our ecosystem? Environment Our town attracts thousands of tourists every summer. Many people come to the beaches each day and find littered cigarette butts. Even though it is illegal to smoke in parks and on the beaches, it still happens. We know the town has cigarette butt receptacles along Main Street, however, we think it would be best to put a few more of them close to beaches and parks. That way we can reduce the cigarette butts scattered in the sand and water. One cigarette butt soaked in a litre of water for 96 hours leaches out enough toxins to kill half of the fresh or saltwater fish exposed to them, according to a study by Thomas Novotny. 65 % percent of cigarette butts are littered on the ground making them the most littered item. Of those littered butts 85% end up on the ground, 37% in bushes, 25% on the ground near trash, and 15% in planters. Landfill Cigarette butts are the most littered item, plus they take up to 10 years to biodegrade due to their plastic filters. When placed in the landfill, toxins in the butts leach into the soil and ground water, and even though it doesn t seem like much, added all together, they make a big impact. Every little action that reduces the amount of cigarette butts littered, makes a difference. Not only do we need to do this to protect human health, it s our environment, and we need to take care of it. Cigarette Butt Pollution Right now, our world is plagued with plastic pollution. About 18 billion pounds of plastic ends up in the ocean every year. Cigarette butts are part of the problem. They contain a plastic filter that takes a long time to decompose, and stays in our environment for up to 10 years. And, as we ve already mentioned, these plastic filters contain many harmful chemicals that leak into the soil and our waterways. These chemicals harm the plants and animals that come into contact with the filters. The butts that lay on the streets get washed into the storm drains which go straight into our lake, which eventually get washed into our oceans.
10 Terracycle With all the negative effects of cigarette butt pollution, there is a simple and cost-effective solution that we have come up with. Simply collecting the butts isn t enough because they just end up in the landfill, and are still polluting our environment. We are recommending that the town starts recycling the cigarette butt waste that it collects. The town can do this through the Terracycle program. It is a free cigarette butt recycling program where the cigarette waste is collected and packaged and then shipped to Toronto where the plastic is reclaimed and reused. Shipping labels are free, so the cost to the town would be minimal. The only responsibilities our town needs to tackle, is the extra time for workers to package and ship off the waste. This would allow our cigarette butts to finally be recycled. With every pound of cigarette butts recycled a dollar is donated to a non-profit organization. Ultimate Goals We urge town council to take this simple and effective extra step to recycle cigarette butts in order to create a greener community. We also hope the town will consider putting in a few more cigarette butt receptacles at our beaches and parks such as Gyro Beach and Park, Cottonwood Beach in front of the sage pub, and Safari Beach. With that being said, we have created posters we would like to post down at the beaches to create more awareness. If there is an opportunity to move current waste receptacles that are in an area that is not very effective, then we encourage the town move them to an area such as the beach. This is an opportunity as well for our town to create more awareness around the harmful effects and toxic pollution that comes from cigarette butts that are littered or left in the landfill. Keep non-biodegradable cigarettes out of our landfill, off our grounds, and out of our waterways, and show the people who visit here, as well as the people who live here that we care about keeping our environment clean for generations to come. ALTERNATIVES Paper straws. Sip your drink. Reusable steel or glass straws. We are joining the fight against plastic pollution. This means no more plastic straws at our restaurant. *If you have a disability and need a straw please ask your server.*
18 REPORT Chief Administrative Officer MEETING DATE: TO: Mayor and Council CC: FROM: SUBJECT: Barry Romanko, Chief Administrative Officer CAO Report CAO Follow up to contract legal work for needed agreements for the temporary workers camp has been completed with June 1 as a target date for the needed agreements. Attended a Rapid Assessment course in Grand Forks with 3 others to assist with getting people back into their homes. Work continues with the Community Health Services Center project with consultations completed and report summarizes are to be completed. Continue to work on flood related issues. COMMUNITY SERVICES The pay parking machine is installed at the boat trailer parking lot. The boat trailer parking lot will be opened at a later time. Outdoor pickle ball courts are completed. We will host an official opening in the coming weeks. The marina was fitted with pile extensions to prevent the structure from floating away. The pile extensions will provide another 4 feet of height so high water issues will not affect the marina. The extensions are also removable. The free little libraries have been installed at Lions Park and at the Splash Park in Jack Shaw Gardens. This was a project in conjunction with Communities for Kids and Success by 6. Patrons are encouraged to read the books and share with family and friends.
