Emergency procedures In the case of a struggling swimmer or boater, certified Lifeguard(s) will perform the rescue. All other adults are responsible for the supervision of the remaining campers. Any cases of suspected drowning must be reported immediately to the on-site council representative. If the emergency occurs at the lake, one adult will immediately contact the on-site council representative by using the Packer Lake Lodge phone (3901 Packer Lake Rd, Sierra City, CA 96125).
