This rental guide provides the essential information needed to make a park reservation: important contact information, park facilities and amenities, the reservation process, park use rules and regulations, renters rights and privileges, available rental equipment and park use fees. If you have any questions regarding park facility reservations, please feel free to contact Eagan Parks & Recreation at (651) RECYCLING Eagan Parks & Recreation is enhancing our recycling efforts for reservation holders recycle cans and plastic bottles. A uniquely colored recycling bag will be disseminated to pavilion renters at the time you stop by Parks & Recreation to finalize your reservation. Once used, please leave the bag(s) in the designated location at the pavilion. A supply of the recycling bags will also be available at the pavilions Park Use Guide 2

3 PARK FACILITIES CANOE STORAGE There are five locations to choose from: Blackhawk Park/Blackhawk Lake, 1629 Murphy Parkway (near the boat ramp), Bur Oaks Park, 3421 Rolling Hills Drive (southwest side of lake), Fish Lake Park, 3699 Denmark Avenue (near the boat ramp), Heine Pond, 4245 Heine Court (near boat ramp on west side of lake), and Thomas Lake Park/Thomas Lake, 4425 Pilot Knob Road (near the fishing dock). Your canoe must be registered and licensed in Minnesota. Storage is available for a small fee from May 1 October 31. HOLZ FARM BARN RENTAL, 4665 Manor Drive Reservations for use of the Holz Farm Barn for events such as graduation open house and family reunions are available. The barn will accommodate groups of up to 80 people. Events for the specific purpose of dancing are not permitted. Running water and toilets are not available. Portable toilets may be rented. Reservations will be accepted for weekends the months of June, July and August only. MOONSHINE PARK RETREAT CENTER, 1317 Jurdy Road This space offers picturesque views of LeMay Lake, mature trees, a fire ring, and a naturalistic appeal that will make you feel as if you are a long way from home. The Moonshine Retreat Center is a great place for community groups, corporate meetings, office retreats and more. This uniquely remodeled house has two levels to choose from, or utilize both. The upper level includes use of the exterior deck with 2-3 picnic tables, kitchenette, coffee pot (10-12 cup drip pot), approximately 20 chairs and 6 banquet size tables. Use of the lower level activity space does not include the kitchenette. The Moonshine Retreat Center can accommodate approximately 20 people in the upper level and an additional 20 people if the lower level/activity space is also rented. Restrooms are located on both levels. There is no direct access from upper level to the lower level. No internet access available. PAVILIONS Our five unique pavilions provide overhead shelter from sun or rain without obstructing panoramic views of surrounding parkland. Please note that your reservation covers only the sheltered area for your guests; the park amenities and restrooms are open for the general public s use. Choose a park with the amenities and atmosphere that fit the needs of your group. Pavilions are available to rent starting mid-april through early- October. Restrooms are only opened when there is a paid reservation beginning mid-april. Starting Memorial Day weekend restrooms are opened daily during park hours. After Labor Day restrooms are again closed unless there is a paid reservation. Blackhawk Park Pavilion, 1629 Murphy Parkway The pavilion will accommodate groups up to 150 people. Due to limited parking (97 regular parking stalls, 4 handicapped stalls), larger groups may want to carpool or arrange other transportation to the park. Restrooms are located inside the pavilion and are open to the public during park hours. Site amenities include water, electrical outlets, charcoal grill, charcoal bin for disposal of used charcoals, fire ring and approximately 25 picnic tables. The pavilion also boasts a kitchen with electric oven and stovetop, triple sink and full size refrigerator with ample counter space. The kitchen can be reserved for an additional fee. A picnic kit is available for group activities and includes a volleyball, horseshoes and bocce balls. Your guests can enjoy the nearby playground, sand volleyball court, walking paths and fishing in Blackhawk Lake. Central Park Pavilion, 1497 Central Parkway The pavilion will accommodate groups up to 130 people. Due to limited parking (49 regular parking stalls, 2 handicapped stalls), larger groups may want to carpool or arrange other transportation to the park. Restrooms are located inside the pavilion and are open to the public during park hours. Site amenities include water, electrical outlets, charcoal grill, charcoal bin for disposal of used charcoals, and approximately 20 picnic tables. The pavilion at Central Park also has a kitchen with electric oven and stovetop, sink, dorm-size refrigerator and counter space which can be reserved for an additional fee. The pavilion is located on a hill overlooking the wooded beauty of Central Park. Guests can find several trails throughout Central Park to explore along with a playground that is located near the community center. No picnic kit or fire ring is available at this site Park Use Guide 3

4 Festival Grounds Pavilion, 1507 Central Parkway The pavilion will accommodate groups up to 100 people. This new pavilion is located on the festival grounds of Central Park. Your guests can find several trails throughout Central Park to explore, along with a playground nearby. Restrooms are located inside the pavilion and are open to the public during park hours. Site amenities include water, electrical outlets, charcoal grill and approximately 15 picnic tables. No picnic kit or fire ring is available at this site. Thomas Lake Park Pavilion, 4425 Pilot Knob Road The pavilion will comfortably accommodate groups up to 150 people. Due to limited parking (60 regular parking stalls, 2 handicapped stalls), larger groups may want to carpool or arrange other transportation to the park. Restrooms are connected to the pavilion and are open to the public during park hours. Site amenities include water, electrical outlets, counter space, charcoal grill, charcoal bin for disposal of used charcoals, fire ring, sand volleyball court and approximately 25 picnic tables. A picnic kit is available for group activities and includes a volleyball, horseshoes, and bocce balls. Thomas Lake Park has been recognized for the City s work in preserving and restoring the site s 59.5 acres to native prairie species of grasses, flowers and other vegetation. The pavilion is nestled at the highest point within this natural setting overlooking nearby Thomas Lake, giving the atmosphere and feel of being in the country right here in the city. Trails throughout the park offer the opportunity to explore. A fishing pier is located within a short walk from the pavilion. There is no playground at this site. Trapp Farm Park Pavilion, 841 Wilderness Run Road The pavilion is set in the woods near the shore of Schwanz Lake and will comfortably accommodate groups of approximately 150 people. Due to limited parking (113 regular parking stalls, 4 handicapped stalls), larger groups may want to carpool or arrange other transportation to the park. Restrooms are located at the nearby shelter building and are open to the public during park hours. Site amenities include water, electrical outlets, fire ring, counter space, charcoal grill, charcoal bin for disposal of used charcoals, sand volleyball court and approximately 25 picnic tables. A playground is connected to the pavilion by a trail system that runs through the park. A picnic kit is available for group activities and includes a volleyball, bocce balls, and horseshoes. SHELTER BUILDINGS The enclosed shelter buildings at Bridle Ridge, Goat Hill, Quarry, Rahn, Sky Hill, and Trapp Farm parks are also available for rental. These buildings will accommodate approximately people. Electricity, hot & cold running water and restrooms are features in all facilities. The shelter building at Trapp Farm Park also has a gas fireplace. Parks & Recreation conducts programs in the shelter buildings during various seasons of the year. Private reservations are not accepted during class or general public hours. SUN SHELTERS Sun shelters provide overhead shelter from sun or rain for small groups in a casual setting with approximately 2-3 picnic tables. Choose a park with the amenities and atmosphere that fit the needs of your group. *These sites are heavily used for youth athletic leagues/practices and may not be as readily available. George Ohmann Park, 4730 Pebble Beach Way * The shelter will accommodate groups of approximately people. A charcoal grill, playground, ballfield, soccer fields, hard court and horseshoe pit are nearby. The shelter is attached to the restroom building. Availability of fields is subject to the youth athletic association game and activity schedule. Lexington-Diffley Athletic Complex, 4201 Lexington Avenue * The shelter will accommodate groups of approximately people. A charcoal grill and a portable toilet are located nearby. Restrooms are located in the softball complex building. Availability of fields is subject to league and youth athletic association game and activity schedule. Northview Park, 980 Northview Park Road * This park has two sun shelters available for rental that can accommodate groups of approximately people. The east shelter is located near the tennis courts, playground, softball fields and includes a charcoal grill. Restrooms are located at a nearby shelter building; a portable toilet is also located nearby. The west shelter is located adjacent to ballfield #6 and attached to a small restroom building. Availability of fields and tennis courts is subject to league games and activity schedule Park Use Guide 4

5 O'Leary Park, 3501 Lexington Avenue This sun shelter is available for the public to use on a casual, first-come basis and can accommodate approximately people. Reservations are not taken, as we are not able to provide restroom facilities at this site. The park includes a charcoal grill, playground, hard court and walking path. Patrick Eagan Park, 3995 Lexington Avenue The shelter can accommodate groups of approximately people. This newly built sun shelter offers a serene setting amongst the trees with a scenic view of McCarthy Lake. This park includes a charcoal grill, walking paths with a portable toilet located nearby. Rahn Athletic Fields, 4440 Nicols Road * The shelter will accommodate groups of approximately people and includes a charcoal grill, ballfields and two sand volleyball courts, which may be reserved. The shelter is attached to the restroom building. The availability of fields is subject to the youth athletic association game and activity schedule. Thresher Fields Park, 3200 Borchert Lane * The shelter will accommodate groups of approximately people. This park includes a charcoal grill, charcoal bin for disposal of used charcoals, open green space and soccer fields. Restrooms are located in a nearby building. The availability of fields and shelter is subject to the youth athletic association game and activity schedule. Walnut Hill Park, 999 Wilderness Run Road * This shelter will accommodate groups of approximately people. This park includes a charcoal grill, charcoal bin for disposal of used charcoals, playground, hard court, archery range and a ballfield. A portable toilet is located nearby. Applications will be accepted on a first come, first served basis. You can reserve a Park facility up to two years prior to the rental date. Permits will only be issued to persons 21 and over. A reservation date can be tentatively held for 48 hours; you must fill out the application, ed back, and pay the fees or your reservation will be cancelled. Payment can be made by cash, check (payable to the City of Eagan), American Express, Discover, MasterCard and Visa. Call Eagan Parks & Recreation at (651) during office hours of Monday - Friday from 8 a.m. 4:30 p.m. to reserve a facility. A day before the reservation date a park attendant will contact you to set up a time when they can meet you and unlock the building/kitchen/restrooms. If you are unable to meet the attendant at the pre-arranged time, please call (651) , voice mail extension 5318 and leave a message. The hours of your reservation are stated on your permit. Staff will be available to unlock the facility when your reservation begins and will lock the facility at the end of your reservation. Please plan time for set-up and clean-up within your reserved time. A copy of your 2015 Park Use Guide 7

8 permit should be with you when you arrive at the park to assist the attendant in identifying your group. If you arrive prior to your reserved time, the restrooms/kitchen may not be open. If you have reserved the picnic kit, the attendant will have those items available for you. Please adhere to the hours of your reservation. Reservations are accepted in half day and full day increments. Half days are 10:00 a.m. 4:00 p.m. and 5:00 p.m. 10:00 p.m. Full days are 10:00 a.m. 10:00 p.m. Early arrivals or late extensions cannot be authorized by the park attendant. FEES The following facility rental fees are subject to 7.125% State sales tax payable at the time of registration. Sales tax is included in the fees. If your reservation is tax exempt, you must submit a fully completed ST-3 form in order to receive the tax exempt status. CERTIFICATE OF INSURANCE When reserving a park facility that includes an inflatable, dunk tank or serving beer/wine, a Certificate of Insurance is required naming the City of Eagan as an additional insured. Insurance requirements are: $1 million total liability coverage. Certificate must be provided 30 days prior to your reservation date. CANCELLATION POLICY No refunds will be issued for cancellations made less than 30 days prior to an event. No refunds will be made due to weather conditions (exceptions: severe thunderstorms, tornado watches or warnings). RESCHEDULING POLICY Be sure of your date and location before reserving your site. Once processed, reservation changes will only be permitted if given to Eagan Parks & Recreation no less than 48 hours before reservation date. Any reservation that needs to be rescheduled must be rescheduled at the time of the call and done within two calendar years. RIGHTS AND PRIVILEGES Groups with permits have the right to enjoy their site or facility for the time indicated on the permit; the park area does remain open to the public. Individuals or groups without permits must relinquish the area when proof of a valid permit is presented. If no permit for a site is presented, the facilities are available on a first-come first-serve basis. A permit does not provide for exclusive use of restrooms. If you experience problems during your reservation, contact the Park Attendant by calling (651) If necessary, during business hours, the Park Operations Supervisor can also be reached by calling (651) , leaving a message at voice mail extension In the event of an emergency or injury, contact the Police Department by calling 911. Do NOT call the Police Department regarding your reservation. RENTER S RESPONSIBILITY The applicant needs to be in attendance at the event during the time specified on the permit and have it in their possession. The renter assumes responsibility for all activities conducted, including, but not limited to: Supervision and control to prevent injury or damage. Maintenance of the premises during the scheduled use. Cleaning of refuse and debris and disposing in trash receptacles. Security to maintain order during and after the event. Persons using the outdoor park areas at any City park will be held responsible for observing Eagan Parks & Recreation s Park Ordinances. 9 PARK ORDINANCES (Section of City Code) Subd. 1. Unlawful acts (general rules). It is unlawful for any person, in any park or recreation area, to: A. Deface, destroy, tamper with, injure, or remove any city property, including, but not limited to, furniture, structures, vegetation, signs or soils. B. Scatter or litter the grounds or any lake, pond, or watercourse within or draining into a park with any form of trash, but shall place such material in the proper receptacles where these are provided; where receptacles are not provided, all such trash shall be carried away from the area by the person responsible for its presence. C. Start a fire, except a small fire for cooking purposes in a designated area, and then only in a fire ring, grill or portable stove, or fail to fully extinguish such a fire. D. Use any land or body of water for a launching or landing operation for flying apparatus except by permit from the council or park director. Power model aircraft may only be flown in areas which will not interfere with sport games or any other park activities. E. Solicit or conduct any commercial enterprise or sell or attempt to sell any goods or merchandise, unless the person (1) is a registered vendor with an organization or entity that was granted a transient merchant (vendor) permit from the city for sales occurring on city-owned property as regulated elsewhere in this Code; and (2) is granted a permit from the city s park director. F. Play games which interfere with appropriate use of the rinks, sledding or tobogganing areas or use hockey sticks or pucks in areas not designated for hockey play or loiter on the ice or in park buildings. G. Paste, affix or inscribe any handbill, poster or sign or distribute handbills, circulars or announcements of any kind for a commercial purpose. Subd. 2. Unlawful acts (hours and conduct). It is unlawful for any person, in any park or recreation area, to: A. Remain between 11:00 pm and 5:00 am without a written permit from the council or park director. No privately owned vehicle shall remain during these same hours without a written permit. Any vehicle remaining after 11:00 pm without authorization shall be towed at the owner s expense. B. Be under the influence of an alcoholic beverage or controlled substance. C. Bring wine or liquor, as those terms are defined in Chapter 5 of the City Code, or bring beer, as that term is defined in said chapter, in kegs, barrels or case lot quantities except where authorized by written permit from the council or park director. D. Use, possess or sell any controlled substance. E. Appear nude, seminude, commit any nuisance or use threatening, abusing, insulting, obscene or indecent language or act in an indecent, lascivious, or improper manner or do any act which constitutes a breach of the public peace. F. Harass any visitors or behave in a reckless manner which would endanger any visitor or visitor s property. G. Swim or wade except in designated areas. H. Park a bike, except at a bicycle rack if provided, and, if not provided, in such a manner as to create a hazard or interfere with other visitors or activities. I. Engage in any form of gambling. J. Strike or otherwise propel a regulation of golf ball. K. Disobey any reasonable order or direction of any city employee, law enforcement officer, or other person designated by the council or park director to give such orders or directions. Subd. 3. Unlawful acts (animals in the park). It is unlawful for any person, in any park or recreation area, to: A. Kill, trap, hunt, pursue or in any manner disturb or cause to be disturbed any wildlife, except that fishing is permitted. B. Bring any dog, cat or other creature unless caged or kept on a leash not more than six feet in length. C. Permit a creature to disturb, harass, or interfere with or endanger any visitor or visitor s property, or tether any creature to a tree, plant, building or park equipment. D. Ride, lead or permit a horse, except in designated riding areas. E. Permit a creature to enter unauthorized areas. Unauthorized areas are active play areas, picnic areas and park buildings. F. Release any insect, fish, animal or other wildlife or introduce any plant, chemical or other agent 2015 Park Use Guide 9

10 potentially harmful to the vegetation, water supply or wildlife of the area. Subd. 4. Unlawful acts (weapons and fireworks). It is unlawful for any person, in any park or recreation area, to: A. Possess, carry, fire or discharge any firearm within or into any park or recreation area from beyond its boundaries, except that authorized bows and arrows may be permitted in designated archery areas. B. Discharge any fireworks without a permit from the council or park director. Subd. 5. Unlawful acts (equipment). It is unlawful for any person, in any park or recreation area, to: A. Operate a motor boat or other self-propelled watercraft. Non-motorized watercraft are permitted. B. Drive or park any vehicle, except an authorized or emergency vehicle on any turf or other area not designated for parking or travel; wash, grease, dismantle, repair, change or deposit the oil of a vehicle anywhere in a park or recreation areas. C. Operate a motorized recreational vehicle, except on marked trails and at times designated by the council and/or park director. Subd. 6. Rules and regulations. The council, park and recreation board or park director shall have the right to issue additional administrative rules and regulations relative to but not conflicting with this section. No person shall violate such rules or regulations, and any such violation may be subject to penalties of this section. Subd. 7. City employees. Nothing in this section shall prevent city employees including law enforcement officers from performing their assigned duties. Subd. 8. Discrimination in parks. No person involved in any event or in any use of the parks or recreation areas, including, but not limited to, sponsors of teams, shall deny another person access to, admission to, utilization of, or benefit from any such event or use because of race, age, sex, color, creed, religion or national origin. PARK POLICIES Requests for a pig roast must be made a minimum of 2 weeks prior to your reservation. Reasonable decorating of the pavilion for an event is allowed; however, all decorations including tape, string, tacks and signage must be removed at the conclusion of the event including clean-up of piñata s. The use of staples and nails is prohibited. Signage placed within a road right-of-way must be compliant with requirements of the City Code. No confetti or water balloons allowed at any of the facilities. No glassware, no glass bottles, or any other type of glass product is allowed at any of the facilities. Use of tents or canopies will require prior approval and can be placed only in areas pre-designated by staff prior to the reservation so as to avoid underground utilities. The use of spikes or stakes is not allowed without approval. Please use weighted buckets or bags. Volume of radios, music instruments or public address systems must be kept at a reasonable, low level. Dunk tanks are allowed only with prior notice and must be placed on a hard surface near the pavilion, the exact locations must be pre-approved by staff. The reserving party must make separate arrangements with Eagan Parks & Recreation at least one full week in advance for City staff to fill the tank the day of the event. The reserving party must be on-site from the time the tank is being filled until it is emptied at the end of the day (allow time for the water to warm up), tanks are not to be left unattended and shall be the responsibility of the reserving party. Air-filled jumpers will require prior approval and can be placed only in areas designated by staff. The City does not have generators available. The renter must provide one if remote power is needed. Will only be allowed if they are not in conflict with existing City programs/services. All groups wishing to use a City of Eagan park or open space in addition to a building or shelter for a large group event must apply for a permit, and pay permit fee in advance of their event. 11 ALCOHOL IN PARKS Per City Code, liquor is not allowed in any of Eagan s parks. Beer in kegs, case lot quantities, and glass containers are also prohibited. A special permit allowing beer and wine may be applied for. However, if a special permit is not issued, laws relating to alcoholic beverages will be enforced. A special permit may be obtained by having the reservation permit holder provide proof of host liquor liability coverage on his/her personal homeowner s insurance policy. Once proof of this coverage is provided, the Director of Parks & Recreation will review the request to determine if a beer or wine permit will be issued. The police department will be notified of each reservation where a beer or wine permit has been approved. In the event alcohol is brought to a park without a beer or wine permit having been obtained, the police department will be contacted. It is the responsibility of the reservation permit holder to notify all members of his/her party regarding these rules. HOST LIQUOR LIABILITY INSURANCE REQUIREMENTS When reserving a park facility that includes an inflatable, dunk tank or serving beer/wine, a Certificate of Insurance is required naming The City of Eagan as an additional insured. Insurance requirements are: $1 million in total liability coverage. Certificate must be provided 30 days prior to your reservation date. The Certificate of Insurance may be faxed to (651) or mailed attention Eagan Parks & Recreation, 3830 Pilot Knob Road, Eagan, MN WHY IS THIS REQUIRED There are significant increased risks associated with inflatable, dunk tanks, or serving beer/wine at an event. Liability Insurance helps protect renters, residents and the City from costly claims and lawsuits. OTHER INSURANCE OPTIONS For renters who are unable to procure liability insurance from your own insurance company (or if you don t have insurance), the League of Minnesota Cities has a program called Tenant User Liability Insurance Program (TULIP) to allow renters to purchase insurance through a third party vendor. Cost for coverage through the program varies depending on the size and type of event. To find out more about the program or purchase coverage please visit or call (978) The facility code is 0501 ARF. This insurance does meet the City of Eagan's requirements. ADDITIONAL FEES Additional fees may occur after reservation if there is any damage to the facility, missing or damaged equipment, and or excessive staff time is required for clean-up. To ensure no additional fees occur, please complete the following: Clear picnic tables of all trash, pop cans, food residue, and debris and return tables to original positions. Wipe off and clear kitchen counters, stove and refrigerator. Place all trash and debris in appropriate receptacles. Clean floor of any trash and adjacent grounds of trash, debris and grease/drippings from pig roast or other mobile grill use. Remove all pig roast debris from the park, including grease from the cooker, bones and scraps. The reservation holder is responsible for all clean up. Remove all banners, streamers, balloons and any signage. All tape, string, thumbtacks or other fasteners also should be completely removed. Ensure that no intentional damage or vandalism occurs at the pavilion or adjacent facilities during your reservation. Return of the picnic kit if applicable Park Use Guide 11
