Ongoing Program Projects and Monthly Accomplishments Hazard Tree Removal Chugachmiut Type IIA fire crew continued fuel mitigation projects around public facilities in Kenai and Soldotna under SBB direction. Aurora Fuel Reduction Project - ''thin & pile" project area - was opened for public frrewood gathering. This project is in the Kasilof area. To date over 1,000 KPB Firewood Permits have been issued by the SBB Office to KPB residents and approximately 100 acres offrrewood have been removed by the public from 4 "thin & pile" project areas. Forest engineering (project area surveying, road access and log landing layout) was completed on the planned Greer Road #1 fuel mitigation - ''thin & pile" project area east of Homer. An Invitation To Bid has been advertised for this project for 11/4/2009. It is anticipated this project will open for public firewood collection by 11/31/2009. A survey was completed for the Tom Cat #2 fuel mitigation - ''thin & pile" project which is expected to be operational December This project is in the Fritz Creek area. A survey was completed for the Wagon Road fuel mitigation - ''thin & pile" project which is expected to be operational December This project is in the Nikolaevsk area Cleanup was completed on the Tom Cat #1 fuel mitigation - ''thin & pile" project. Skid trail erosion control measures on this site were constructed. The project treatment area is ready for reforestation operations next summer. Slash debris and cull material was piled at the log landing area and ready for burning this early winter season. Administered ongoing Rights-of-Way projects in the Soldotna and Kenai areas and conducted field inspections/landowner follow up for ongoing/upcoming rights-of-way projects in Soldotna, Kenai, Nikiski, Funny River, Homer, and Fritz Creek areas Administered slash disposal sites in Kenai and Funny River for landowners practicing FireWise mitigation strategies Administered harvesting operations on KPB Nikiski Poolside Timber Sale. SBB staff is working with North Peninsula Recreation Service Area staff on developing plans for long-term public use of developed skid trails. Approximately 20 of95 acres have been harvested to date Administered 2 Land Use Permits for commercial firewood cutting on KPB parcels Continued development of "Homeowner FireWise Assistance Program" in collaboration with ADOF to develop hazardous fuel removal program in 2010 for KPB residents to reduce fuels in home-ignition zone Continued to coordinate with the Alaska DOF to facilitate the transfer of stimulus funding from ADOF to KPB ($1,795, minus 7.50/0) to treat action projects prioritized within Community Wildfire Protection Plans developed by Kenai Peninsula Borough communities. Attended meetings with federal and state partners to review stimulus funding reporting requirements. KPB ordinance appropriating these funds was introduced 10/13/09 and a public hearing is scheduled for 11/10/09 Supported KPB FireWise Team through an existing Cooperative Agreement with ADOF to conduct home assessments for KPB residents. FireWise Team accomplishments are listed separately below Reforestation Completed re-measurement of 12,000 spruce seedlings planted in 2003 as part ofthe KPB Spruce Provenance Field Trials. These spruce seedlings are from boreal forests around the globe and were planted in an effort to determine superior tree types for planting on the Kenai Peninsula. These field trials are the largest organized seedling provenance trials in the state ofalaska Follow-up meetings were conducted with NRCS to develop a new multiagency reforestation program for 2010/2011. This reforestation effort will target small Peninsula landowners that removed dead trees in response to the bark beetle epidemic but have not been able to achieve forest regeneration oftheir lands. This program will reduce long term fuel hazards associated with grass vegetation Kenai Peninsula Borough: Spruce Bark Beetle Mitigation Program, 253 Wilson Lane, Soldotna, AK: 99669:

10 Presented action plan that will focus on two major paths to address the grass fuel bed problems to the All Lands All Hands membership for approval to proceed. This approved action plan includes a sampling/inventory effort to accurately identify grass/vegetative fuel complexes on the Kenai Peninsula along with the development of field trials to test control options for mitigating grass fuel abundance Technical Assistance Developed a contract and a scope ofwork for a "SEMS" fife modeling researcher to develop new Kenai Peninsula vegetative fuel model designations that are compatible with "FSPRO". This next generation fife modeling program uses historical climatic weather information from local weather observation stations to predict seasonal probability of wildland fife spread. This tool will assist peninsula land managers and fire suppression personnel with making decisions on individual fife events. Produced map of 2009 All Lands/All Hands accomplishments for distribution at 11120/2009 All Lands/All Hands meeting Provided maps ofkpb natural resources and infrastructure for the Economic Development Department Continued collaboration with KPB G.I.S. department to set up web-based mapping service specific to SBB Program, dramatically increasing public/agency access to SBB Program data base. This site can be visited at: Provided mapping assistance for the 3 CWPP meetings held for Soldotna, Ridgeway, Sterling, and Funny River LandNegetation Mapping Developed databases for the vegetative datasets requiring updates and ground truthing spring 2010 Developed databases for the grass-dominated areas for requiring updates and ground truthing spring 2010 Developed databases for previously-harvested private parcels for potential stimulus funded reforestation projects 2010/2011 Seasonal Fire Personnel The 2009 Chugachmiut Type II Crew is under contract with KPB and has been working on hazardous fuel treatments in accordance with CWPP requests. The crew is currently working on a fuel reduction projects in Kenai and Soldotna Education Provided technical/educational material for KPB residents for the 3 CWPP meetings held for Soldotna, Ridgeway, Sterling, and Funny River FireWise Team Accomplishments Participated in the Funny River and Sterling CWPP meetings. Continued home assessments for defensible space Arranged for FireWise to be represented at the Central Peninsula and Seward Health Fairs through educational materials displayed at the Office of Emergency Management booth.
