1 HSEMATTERS A Keppel Group Health, Safety & Environment publication Issue Exchange of ideas The third Keppel Land China Contractors Safety Convention saw a lively exchange of practices and ideas To strive for an incident-free workplace, over 200 employees, customers and contractors exchanged experiences and ideas at Keppel Land China s Contractors Safety Convention held on the morning of 14 March 2014 at Shanghai Marriott Hotel. Keppel Land s CEO, Mr Ang Wee Gee, started the convention by commending the close partnership among the various stakeholders who had contributed to the company s good safety record to-date. He said, In 2013, Keppel Land China accumulated 9.5 million man-hours worked without any reportable incident, and we have consistently achieved zero for our Accident Frequency and Accident Severity Rates since This achievement is possible only with all your support and determination to walk the safety talk. Given that Keppel Land China has 14 ongoing projects in eight cities across China, he stressed the importance of having high standards and looking out for one another s well-being to ensure that everyone who goes to work comes home safely at the end of each day. He also congratulated the teams who had received special mention from the Urban-Rural Development Bureau. Drawing on the topic of innovation, Mr Ang reminded the audience to constantly innovate in the area of safety as well. Project teams from Serenity Cove Phase 3, Stamford City Plot A3A and Park Avenue Heights shared with the audience their innovation projects. The convention was also attended by members of Keppel Land s Board Safety Committee Chairman Mr Tan Yam Pin, Mrs Koh-Lim Wen Jin, Mr Heng Chiang Meng, Keppel Group Safety Coordinator and Director of Keppel Land Workplace Safety and Health Mr John Birchall and President of Keppel Land China Mr Ho Cheok Kong. 2 Editorial Learning from each other John Birchall 2014 started off on a sombre note for Singapore. The local media recorded nine fatal workplace injuries around the nation in January, with the majority of the incidents related to falling from height. I urge Keppelites to raise awareness of this High Impact Risk Activity amongst your workforce and contractors. We believe that such incidents can and must be prevented. We need to work together management, employees, clients and contractors and strive for better safety performance in 2014 and beyond. We are fortunate to be part of a multi-business group, because we have the privilege of consulting each other on best practices and sharing safety ideas. The diversity of our businesses, in fact, becomes our strength as we are able to look out of the box beyond our traditional work confines to find innovative solutions to apply to our own work areas. By thinking creatively, we can find ways to overcome safety challenges, and to do things better. The first step towards improvement is to adopt the right mindset and take full responsibility for our acts or omissions as well as for those working around us. We should continue to encourage our workers to report near misses and high potential incidents. These cases make valuable lessons and help us put preventive measures in place before accidents with disastrous consequences become a reality. We will, from time to time, share stories of near misses on HSE Matters. We hope that this will encourage more of such frank exchanges to happen within and across all our business units. As humans, we all make errors, but the biggest mistake would be to not learn from them. 3 Safety celebrations Senior management from Keppel Infrastructure, together with the team at Keppel Seghers Ulu Pandan NEWater plant, celebrated seven years without lost-time incidents Reinforcing the importance of safety and lauding staff contributions, Keppel Infrastructure s (KI) management celebrated milestones with facility visits in February At both Keppel Merlimau Cogen plant and Keppel Seghers Ulu Pandan NEWater plant, the staff affirmed their perfect record of zero lost-time incidents (LTI) for close to seven years since April Over at Keppel Seghers Tuas Waste-to-Energy (WTE) plant and the district cooling systems plants of Keppel DHCS, staff celebrated the achievement of a LTI-free year in At Keppel Seghers Tuas WTE plant, Engineer Aye Kway Htwe and Technician Arockiasamy Thangsamay were given the Best Employee Safety Awards. As the visits were conducted around the Chinese New Year period, KI s HSE red packets signifying good luck were also distributed. These contained bag tags, post-it pads and flash pay cards with the KI group s safety tagline and logo, Gear Up for Safety, to remind workers to be constantly vigilant. The visits reached out to more than 1,000 employees in 35 facilities. Drive for excellence Providing integrated port logistics services in Guangdong Province, China, Keppel Logistics (Foshan) (KLF) helped their drivers perform their jobs more safely. On 12 February 2014, the safety and human resource teams at KLF partnered Guangzhou Jia Shi Da Management Consultancy to conduct defensive driving training for its drivers. The training provided theory lessons and practical tips for defensive driving so that drivers have a greater situational awareness on the roads and can use strategies to actively prevent accidents. On 19 February 2014, a safety forum was also conducted by KLF to bring together its transport contractors. Issues such as safe driving, regular inspection and maintenance of vehicles, and lessons learnt from past accidents were shared. Mr Kenny Pan, GM of KLF, said, The well-being of the people working with us is our priority. These platforms help us to engage our people and our partners so that together, we can improve the safety of our operations. 3

4 Constant vigilance With thousands of workers going through the doors of Keppel FELS yards every day, the threat of a flu pandemic is taken seriously. Keppel FELS conducted a flu pandemic exercise on 1 March 2014 at Keppel FELS Pioneer Yard as well as the Acacia Lodge workers dormitory, to prepare itself for such scenarios. Over 1,900 employees and subcontractors workers participated in the exercise, with observers from senior management and Keppel FELS Employees Union (KFEU). Staff set up three screening points at the yard and dormitory entrances from 5.30am onwards to conduct temperature screening for anyone entering the yard or dormitory. Flu pandemic exercises carried out by Keppel FELS help to safeguard worker s health and well-being, and prepare the company for such scenarios To test the robustness of its response procedures, the exercise included a simulated scenario of workers detected with high body temperatures. The suspected cases were marked clearly and escorted to another area to be isolated. Contact tracing was also initiated for each case. The exercise allowed protocols to be tested and reviewed, contributing towards the safeguarding of staff s health and well-being, as well as improvements in the effectiveness of Keppel O&M s business continuity plans. Promoting awareness To cultivate a common mindset with Keppel Land s partners and increase awareness amongst its contractors employees, the company set up Safety Awareness Centres (SAC) for its Riviera Point and Taman Sutera worksites in Ho Chi Minh City, Vietnam and Johor Bahru, Malaysia respectively. The SACs allow workers to go through a series of safety courses, including working at height, lifting, working in confined spaces, handling of electrical equipment, risk assessment, and scaffold management. Demonstrations and exhibits at the SACs help the workers to better understand the risks and precautions involved in each operation. As at end-2013, over 11,000 personnel have been trained at the SACs. Safety Awareness Centres set up at Riviera Point in Vietnam and Taman Sutera in Malaysia have helped to increase awareness among workers of Keppel Land s contractors and partners 4

5 Lessons for life Wearing the correct equipment for the job saved the lives of two workers from Nakilat-Keppel Offshore & Marine (N-KOM). During the docking of a vessel, shipwright worker Ramiz Uddin was removing fenders with a crane on 29 November While removing the sling on the fender, Ramiz accidentally slipped and fell into the sea. Fortunately for him, he had his life jacket properly put on and it kept him afloat, enabling him to swim towards the jetty where there was a ladder for him to climb back up on land safely. Grateful that he had survived without injury, Ramiz said, I am thankful that I followed what my supervisor said. He emphasised that we must always follow and observe safety. I am glad that I had listened to him and worn my life jacket as Donning life jackets where there is a risk of falling into the water is crucial and can save lives. In addition, personnel working near water should be protected by a personal fall arrest system with a properly anchored lifeline. I was working near the sea. I would not want to think about what would have happened if I had not worn it. Ramiz s colleague, dock sailor Pitchaipandi, had also slipped from the fender and fell into the sea. Also wearing a life jacket, he was able to stay afloat and get back on land quickly. Pitchaipandi said, Luckily, we are required to wear life jackets when working near water or I would not have found it that easy to reach the jetty. While I wore my Personal Protective Equipment (PPE) correctly, I didn t use it correctly. I should not have removed my belt to retrieve the rope. That shortcut nearly cost me my life. Reflecting on his experience, Ramiz shared what he would do differently to prevent a recurrence, In future, we must use a longer life line and be hooked up to the ladder or bollard before starting work so that it will be safer. Following the incidents, their Supervisor briefed the team about the incidents and emphasised the necessary measures and precautions. 6 Strong record Known for its excellent delivery record, Keppel Offshore & Marine (Keppel O&M) also sets itself apart with its high safety standards. In January 2014, the company was recognised by its partners for achieving several safety milestones. KEPPEL FELS To mark Keppel FELS achievement of two million man-hours without lost-time incidents (LTI) for B342 Project Dukhan, returning customer Gulf Drilling International (GDI) presented Keppel FELS with a bonus of US$10,000 on 15 January Keppel FELS project team with a plaque on 21 January ENSCO 5005 is an extensive repair and upgrading project. As with all projects, it saw its fair share of challenges but is proceeding soundly and steadily. The shared focus of Keppel and Ensco on safe and prompt work activities, open communication and good teamwork underpins the good progress of this project, said Jansen Chua, Assistant Project Manager at Keppel FELS, who is in charge of the project. Reflecting on the achievement, Timothy Ow, Project Manager at Keppel FELS, said, Safety is everyone s responsibility so it is important to acknowledge the efforts of all stakeholders, including our client and subcontractors. Separately, for its six million manhours and four million man-hours without LTI for Maersk Projects B332 and B347 respectively, Keppel FELS was presented with a plaque together with a cheque of US$30,000 for each project on 20 February KEPPEL SUBIC SHIPYARD Over in the Philippines, the Depletion Compression Platform for Malampaya Phase 3 Project continues in full gear at Keppel Subic Shipyard. Constant monitoring, implementation and improvement of yard-wide programmes have contributed towards a safe environment for all. This commitment to safety earned recognition from Malampaya s operator, Shell Philippines Exploration, B.V. (SPEX) as the yard achieved more than three million man-hours without lost time injury and reaching its 100th zeroincident day in January The achievement of these milestones underscores the importance of safety as we progress towards the completion of the project, said Mr Graham Henley, Shell s Vice President- Projects Operated. Our safety culture is a product of the collective action and shared ownership of the management and project teams of SPEX and Keppel Subic. As we acknowledge everyone s contribution in this achievement, we shall continue to be vigilant and avoid complacency in order to ensure that everyone goes home safely to their families after a day s work at the yard, said Mr Leong Kok Weng, Keppel Subic s President. He added, This project is very important to the Philippines and its people. We shall press on and work safely towards its completion and successful delivery. 7

Do not drive when tired or sleepy. Have enough rest. Do not overload. Load within weight and height limits. Do not use your handphone while driving. Stay alert and focus while driving.
