3 2356 QUESTIONS UNDER PROCEDURE RULE 8.1 (i) - (a) Councillor Abraham asked whether the Leader agreed that the presence in January of Council staff equipped with sandbags at the predicted times of high tide and potential overtopping, provided huge reassurance to those residents of North Ferriby that were flooded in the tidal surge of Councillor Parnaby replied (b) Councillor Matthews asked whether, given that national media suggested a critical housing shortage, could the Leader give an update on what this Council was doing to address this issue for East Riding residents. Councillor Fraser replied. Council Matthews asked a supplementary question. Councillor Fraser replied. (c) Councillor Harold asked whether the Leader agreed that Central Government s decision to significantly reduce the Education Services Grant ahead of establishing the future role of local authorities in school improvement, was not helpful in the Council s continuing ambition of all East Riding schools being judged to be at good by Ofsted. Councillor Parnaby replied. (d) Councillor Medini asked whether the Leader agreed that it was excellent news that the Schools Music Service had been so successful at generating income and attracting external funding, thereby reducing its reliance on Council funding and ensuring its long term sustainability going forward. Councillor Abraham replied. (e) Councillor Boatman asked whether the Leader was concerned that Tom Pudding Way in Goole had been open 14 months freeing up large amounts of industrial land, but no planning applications for the site had been received, or if not, could he update him on any proposed plans. Councillor Parnaby replied. (f) Councillor Hall asked whether the Leader could, following negative comments made by the Liberal Democrat Group about the new integrated 0-19 years service being commissioned by the Council s Public Health team, provide Members with an update. Councillor Owen replied. (g) Councillor Billinger asked whether the Leader was able to give the Council an update on when the Council would receive its Surrey money to help fund Adult Social Care in the East Riding of Yorkshire. 4 2357 PORTFOLIO HOLDER REPORT - Councillor Abraham, the Portfolio Holder for Children, Young People and Education, submitted an oral report on matters within the remit of her Portfolio. At the conclusion of her report Members had the opportunity to ask questions relating to the content of her report COUNCIL TAX The Director of Corporate Resources submitted a report providing details of the formal Council Tax resolution inclusive of precepts set by the Police and Crime Commissioner, Humberside Fire and Rescue Service and parish and town councils. Moved by Councillor Parnaby, seconded by Councillor Owen, and Resolved - That the formal Council Tax resolution inclusive of precepts set by the Humberside Police and Crime Commissioner, Humberside Fire and Rescue Service and parish and town councils be approved as set out in Appendix 1 to these minutes. 5 The Council is recommended to resolve as follows: Proposed by Councillor.. Seconded by Councillor. 1. That it be noted that at its meeting on 11 January 2017 the Council calculated Appendix 1 (a) the Council Tax Base for the whole Council area as 113,265.6 [Item T in the formula in Section 31B(3) of the Local Government Finance Act 1992, as amended by the Localism Act 2011 (the Act)] and, (b) the Council Tax Base for dwellings in those parts of its area to which a Parish precept relates as in the attached Table That the Council Tax requirement for the Council s own purposes for (excluding Parish precepts) is 149,903, That the following amounts be calculated for the year in accordance with Sections 31 to 36 of the Act: (a) 733,183,988 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(2) of the Act taking into account all precepts issued to it by Parish Councils. (b) 577,405,000 being the aggregate of the amounts which the Council estimates for the items set out in Section 31A(3) of the Act. (c) 155,778,988 being the amount by which the aggregate at 3(a) above exceeds the aggregate at 3(b) above, calculated by the Council in accordance with Section 31A(4) of the Act as its Council Tax requirement for the year. (Item R in the formula in Section 31A(4) of the Act). (d) 1, (e) 5,875,365 being the amount at 3(c) above (Item R), all divided by Item T (2 above), calculated by the Council, in accordance with Section 31B(1) of the Act, as the basic amount of its Council Tax for the year (including Parish precepts). being the aggregate amount of all special items (Parish precepts) referred to in Section 34(1) of the Act (as per the attached Table 2). (f) 1, being the amount at 3(d) above less the result given by dividing the amount at 3(e) above by Item T (2 above), calculated by the Council, in accordance with Section 34(2) of the Act, as the basic amount of its Council Tax for the year for dwellings in those parts of its area to which no Parish precept relates.
6 (g) As shown in Table 1 being the basic amounts of the Council s council tax for the year for dwellings in those parts of its area to which one or more special items relate, given by adding the amount at 3(f) to the amounts of the special items relating to dwellings in those parts of the Council s area at 3(e) divided in each case by the amounts at 1(b), calculated by the Council in accordance with Section 34(3) of the Act. (h) As shown in Table 2 being the amounts to be taken into account for the year in respect of the categories of dwellings listed in the different valuation bands, given by multiplying the amount at 3(f) or where that is relevant the amount at 3(g) by the proportions set out in Section 5(1) of the Act, in accordance with Section 36(1) of the Act. 4.
