ANDREWS TIMES Issue 3 Fall 2005 Visit our website at: Weather in and around the Municipality On behalf of the RM of St. Andrews and municipal partners, the RM of St. Clements and the City of Selkirk, I would like to request that the Province of Manitoba partner with us and the Government of Canada, in the purchase of an Amphibex from Normrock Industries of Quebec. Quote from Reeve Forfar in letter to Honourable Steve Ashton the Minister of Water Stewardship. Flooding has impacted the municipality in many different ways. Slowing everything from road gravelling, dust control, ditching and delaying the schedule on chip sealing. Some of the areas impacted the most were the Chalet Beach region and parts of River Road flood works and claims have been completed flood claims are expected to exceed the $3 million mark. Residential claims are being accepted by Manitoba EMO until October 31, 2005 This fall has seen the Municipality prepare for possible damages to properties by flooding or erosion from high lake Winnipeg levels. This preparation has included working with the Province of Manitoba to refurbish existing (1974) dikes and also provide some new earth diking and some sand bag dikes. 2 Page 2 St. Andrews Fire Department Once again it s that time of year when the evenings start to cool off. Our thoughts turn towards warming our houses with our wood burning appliances. Now is the time to think of having our fireplaces and woodstoves cleaned, maintained and inspected by a professional before we have our first fire. If we do not take care of them you may be getting a visit from your local fire department. Unfortunately as our evenings get cooler and cooler, the snow is eventually going to show up and start falling. The streets we have been driving on will become slippery with the first snowfall. Through the summer we are accustomed to driving in fairly good conditions and are not accustomed to driving on slippery roads. So please lets reduce our speeds and take our time so we can all arrive at our destinations safely. Please be advised that due to unsecured loads of garbage on vehicles in the R.M. of St. Andrews, a stepped up effort is being conducted by local authorities including the RCMP in enforcing the following sections of the Highway Traffic Act. Sec. 61(2) of the Highway Traffic Act states that any person operating a vehicle with an insecure load is subject to a fine of $ Also, Sec. 61(7) of the Highway Traffic Act states that operating a truck with the tailgate unfastened may be subject to a fine of $ Please ensure your loads are secured properly prior to leaving for the landfill sites. This action will help in keeping your municipality looking as it should and avoid any more serious consequences such as accidents attributed to garbage falling off vehicles. 3 Page 3 Selkirk & St. Andrews Regional Library The Selkirk and St Andrews Regional Library is hard at work to make your autumn and winter months more interesting. Along with our growing collection of books, tapes and CDs we have added a Senior's Library Program to our programming mix. This Program is a partnership between the Library and the Selkirk and District Handi-Bus. Seniors from the Rural Municipality of St Andrews, the Rural Municipality of St Clements and the City of Selkirk will be picked up free of charge and bused to the Library on Friday afternoons between 1:30 pm. and 3:00 pm. This exciting new program gives seniors a chance to explore all that the Library has to offer. Join us for refreshments, friendly conversation and an opportunity to borrow a wide variety of library materials. Some participants may want to learn to navigate the world wide web, as well as keep in touch by . We hope that this program will expand to reflect the interests of the group, with activities such as public speakers and an opportunity for participants to share their knowledge, skills and life journeys. We hope that the word will travel and seniors or those with physical disabilities who may find it difficult to visit the library will take part in this program. Volunteers are needed and welcomed so if you have some time or experience you would like to share please contact the library at BUILDING OR MOVING? Make sure to report any address changes to the RM office as soon as possible, for your lot grade refunds and to avoid arrears on returned tax bills. ST. ANDREWS HERITAGE COMMITTEE The St. Andrews Heritage Committee officially opened the Heritage Centre on Manitoba Day, May 12, 2005 at #6 Riverview Street in St. Andrews. During July & August, a student was present from 10:00am to 6:00pm Wednesday through Sunday to receive visitors. During June and September, the building will be open on weekends only. Many volunteers have converted and refurbished the old fire hall into a museum. Many donated artifacts from all over the municipality have been added to honor the development and perseverance of the residents of St. Andrews. It is hoped that the articles from the artisans in the community will be a drawing card for bus tours and visitors. The hope for the future is in the VOLUNTEERS. Ownership of the residents of St. Andrews is needed to help the Advisory Committee make this new facility meaningful to the R.M. of St. Andrews. Meeting old and new friends over a cup of tea or coffee and some baking is a strong possibility. There is hope that a social club will bring residents together and come and enjoy their day playing crib or cards. Our plan is to have the Grade 3 classes from all the schools in the St. Andrews Municipality visit the Heritage Centre in the upcoming school year and thereafter as the classes change. Plans are to have a celebration before the end of November, for all the War Veterans from our Municipality and area. Watch for further notice. The location is great as it is only one kilometer away from the historic Anglican Church St. Andrews on the Red and the Rectory. The MOST asked question is: Where is this Heritage Centre?. It is situated just off of #9 Hwy, turn east at the lights onto St. Andrews Road, and across from the school is Riverview Street. It is just a short distance to #6 Riverview Street. When volunteers are able to paint the outside of the building the name: Heritage Centre will be placed on it. The Bottom Line: WE NEED YOU to help maintain the heritage of this wonderful municipality. 4 Page 4 Committee Reports Finance This has been an exceedingly difficult year to stay on budget and I commend our staff for their hard work. The public works department has had two fiscal challenges: rising fuel prices and the effects of spring and summer rains. From a financial point of view, the rains had both a negative and a positive effect. Examples of this are: we spent an extra $83,000 on gravel, but saved $23,000 on dust control and road stabilization works. We keep close attention to our revenues and expenses, but especially so, in September and October. Our goal of a small yearend surplus is still obtainable, but two significant events could have a serious outcome. The positive event is the new deal gas tax money from the Federal government. When we did our budget, nine months ago, we budgeted this revenue very conservatively at $40,000, as we knew that a federal/provincial agreement might or might not happen this year. We are assured that this will happen and St. Andrews per capita monies will be significantly higher. However, this is countered by an unbelievably high level of flood damages this year. The federal and provincial governments pay ninety percent of this, but our share is going to be in the range of $350,000 to $500,000. Some of this flood related work won t start until next year, but that will create challenges for next year. Public Works On behalf of the Public Works Committee (Laurie Hunt & Elmer Keryluk), as Chairman of Public Works I Ralph Boch would like to thank all of the residents of St. Andrews for their patience with our gravelling and road stabilization/dust control program this year. It was a very challenging year for us. With the weather conditions in June and July (20 days of rain in June and 20 days of rain in July) the program required some adjustments in order for our chip-sealing program to work. I am pleased to say that with the adjustments made, the Municipality has competed the gravelling and road stabilization/dust control program as of September 8th and the chip sealing program is ahead of schedule. Once again, I THANK all of you. Sometimes we fail to realize how big our Municipality is and the services required for the 300 square miles we live in. Our Public Works department consists of seventeen people in the summer season and ten in the winter months. Some responsibilities include maintenance of over 800 kilometers of roads, drainage, leveling 3 garbage dumps weekly (summer season), glass recycling trailers, ditch cleaning/mowing and the maintenance/servicing of vehicles and equipment (34). With the forty days of rain in June and July alone, drainage works are ongoing and the R.M. is working with the Province to improve Provincial drains to better our Municipality for the future. Hopefully the above information will be beneficial, as I have touched on what we believe are the most important aspects of Public Works being roads, drainage and staff. In closing I believe that we should all give a big Thank You to our administration and Public Works staff for the work they do. Thank you. Recreation & Heritage The R.M. of St. Andrews is working along with many organizations in our community. Through the efforts of many volunteers the R.M. is helping in providing recreation opportunities at the Matlock Community Hall, Petersfield Curling Club, Petersfield Hall and Community Playground, Clandeboye Hall and Skating Rink, Little Britain Hall, and the St. Andrews Community Club. We are sharing a Recreation Director with the R.M. of West St. Paul. Her Name is Stephanie Foy. We have completed a random Recreation Needs Survey in the R.M. and our now reviewing our delivery of programs. If you have any further suggestions or questions, please contact Stephanie at The Recreation Committee of the R.M. of St. Andrews Council is currently working with the St. Andrews Community Club in planning alterations and operations at the St. Andrews Arena. We are also looking at establishing a recreational area on land alongside Liss Road on the St. Andrews Airport property. This would provide for ball diamonds, soccer fields, and other recreation areas. This is extremely necessary for our overburdened facilities.

5 Page 5 Committee Reports Protection Services The Protection Committee has been working closely with our 3 Fire Departments as well as with our By-Law Enforcement Officer, and by the end of October, we will have met with the respective stations to help better project budget costs for the upcoming year. In the meantime, we await the arrival of a new Pumper Truck for the South station it is expected to arrive soon. An existing tanker from this station will then be transferred to the Matlock station. The three departments have ongoing challenges of trying to keep within budgets and at the same time carrying on with ongoing training, and dealing with ever increasing costs of regular maintenance and unexpected breakdowns. Hats off to the firefighters who often risk their lives while attending fires and are often the first to attend 911 calls more than one life has been saved in the last year as the result of this efficiency. Our committee has also been working with the Selkirk & District Planning Board and will be tabling a resolution at AMM in an effort to put in place a process whereby homes with the silent floors can be easily identified by firefighters as these floors burn and collapse much quicker than the traditional floor joists. Obviously, this presents a danger to our firefighters. One of our firefighters nearly lost his life as a result of one of these floors just a few months back. Our By-Law Enforcement Officer has been working in conjunction with the Province to develop plans and to help see that the necessary work is done to minimize the damages to St. Andrews residents property this from the expected high Lake Winnipeg waters this fall. Animal Control Animal Control is a service that the Municipality provides to the residents of St. Andrews. Our Animal Control Officer is Max Graham, who is under contract to the RM to provide this service. Max is located at 6495 Highway 8, and has stables and dog pound facilities on site. Every attempt is made to have Max, or his designate, available at all times. He can be contacted at All issues of animal control are governed by By-Law#4029. This By-Law is currently being reviewed to address things such as fine amounts, dangerous dogs, and right of entry. For the first 7 months of 2005, there have been 50 animals picked up. This has resulted with revenue of $2, and an expense of $16, Environment Control Canadians throw out more per person than the citizens of any other country in the world. Each of us discard 2.7 kg of waste each day-more than our own body weight in garbage every month! Waste Reduction Week- October 17-23rd is intended to raise awareness about waste and its environmental and social impacts, and about the countless easy ways for individuals, businesses, governments, schools and community groups to reduce waste every day. As you know, waste diverted from a landfill equals money saved by the Municipality. Visit our recycling depots at Harry s Foods, Petro Canada, Dawson Enterprises, Earl Grey & Clandeboye Landfill. 7 Page 7 Hamper Program Christmas hampers using a regional approach - at a recent meeting of Council, it was agreed that St. Andrews would join forces with St. Clements and Selkirk for the 2005 Christmas hamper drive. This will be done on a one year trial basis, and then we'll decide whether we continue in this manner or go back to our more traditional way of handling this responsibility. The decision was reached after a committee of Council met with a group of residents who normally spearhead this activity, and together they recommended to Council that we try this new approach. Hence, the decision was made. The old RCMP office in Selkirk will serve as the focal point for this service, as it was last year, and volunteers from the three Municipalities will be working together to help spearhead the drive. We fully understand that there may be some challenges and potential drawbacks to this new approach, but having said that, we are hoping that we can continue delivering the service in an efficient and effective manner so that all families in need receive a hamper. Residents who are interested in helping are asked to watch in the Selkirk Journal for pertinent information. WEST NILE VIRUS For information on the West Nile Virus, please contact Health Links at or or visit the website at The province of Manitoba had 3 monitored mosquito traps in the south end of the municipality, during this time we had 1 positive count of the West Nile Virus carrying mosquito. The Council and the citizens of the RM of St. Andrews have asked me to write to you and convey our West Nile concerns. I m sure that many Manitobans support your July 14 th announcement; declaring a West Nile emergency. Residents of Winnipeg and West St. Paul must be relieved that their communities now have a provincial order to fog for mosquitoes. However, that leaves the citizens of St. Andrews speculating why they were not included in that provincial order. Our Council believes that you should have either included St. Andrews in your West Nile order, or allayed everyone s concerns and reassured them that St. Andrews has nothing to fear. This means that your staff should share your information about St. Andrews mosquito trap counts, culex tarsalis counts and most importantly, the number of culex mosquitoes infected with West Nile if there are any. The RM of St. Andrews larvacided the communities of Petersfield, Clandeboye and Netley area five times, as well as the area from Liss Road North to Selkirk on the East side of PTH 9 to the river twice, while the City of Winnipeg lavicided from West St. Paul to Liss Road and under the health order fogged to Neltner Road six times. The City of Selkirk was also under the health order to fog in the city and a 2 kilometer buffer around the City. Manitoba Education Property Tax Credit To qualify for the MEPTC advance, the property must be your principal residence and you must have occupied it as of January 1, 2005, and you must not be receiving the credit for another residence. This credit must be reported on your 2005 Income Tax return when claiming this credit. DETACHMENT Calls for Service The following information serves to inform you of policing activities within your community covering the time period January 1, 2005 August 15, During this time period the Selkirk Rural members have been very busy. For an extended period of time the detachment was short staffed but recently additional members have been transferred into assist the unit. On the 8th of May 2005 this office received a complaint of a serious motor vehicle collision. This accident resulted in the death of one of the drivers. This investigation is presently before the courts with numerous charges having been laid. By-Laws 17 Indices Checks 240 On the 12th of May 2005 this office received a call of an industrial accident resulting in the death of a worker. This matter was investigated in conjunction with Work Place Health & Safety. On the 22nd of July 2005 this office executed a search warrant at a residence in the Municipality. After accumulating significant information a search warrant was obtained. The result of the search was 80 marijuana plants were seized with a considerable amount of equipment. On the 27th of July 2005 this office received a complaint of a sexual assault. Our investigation resulted in the arrest of one person. This subject is presently before the courts. On the 9th of August 2005 this office received a call of a body in the river just north of the Lockport Dam. An autopsy has shown the death is not suspicious and our investigation is continuing as we try to establish the identity of the victim. On the 12th and 13th of October our detachment has organized a 3 day seminar on The Menace of Crystal Meth in our Schools & Communities The facilitators are from British Columbia and are very experienced in dealing with this problem. Crystal Meth is becoming increasingly prominent in our community and is driving force behind the increased property crime, violence and it s use is feeding organized crime.
