1 Moore Township Board of Supervisors 2491 Community Drive Bath, Pa August 7, 2018 The Monthly Meeting for the Moore Township Board of Supervisors was called to order on Tuesday August 7, 2018 by Chairman Daniel Piorkowski at 7:00 PM. Members present were Chairman Daniel Piorkowski, Vice Chairman David Shaffer, Sec/Treasurer Richard Gable, Nicholas Steiner, Township Manager, Kevin Horvath, KCE and Solicitor David Backenstoe. SUB-DIVISIONS: REGULAR BUSINESS: MINUTES Mr. Piorkowski stated that we have one set of minutes from the July 9, 2018 meeting. Mr. Shaffer made a motion to accept the minutes as presented. Mr. Gable seconded the motion FINANCIAL REPORT Mr. Gable made a motion to approve the Financial Report PAY BILLS Mr. Shaffer made a motion to pay the bills Mr. Gable noted that the bills for the month from the General Checking Acct. $116,667.03, the Liquid Fuels Acct. $10, Mr. Gable seconded the motion APPROVE PAYROLL Mr. Gable made a motion to approve the payroll Page 1 of 6

2 Mr. Piorkowski stated that if you need copies of any reports, please see Mr. Gable after the meeting and he will make them available to you. POLICE DEPARTMENT Mr. Gable reported on the need for a full-time officer. James Cavallo has retired as of May 17, and we have a void that we hoped we could fill with part-time officers, but that has not worked. Since May 15 the Police Dept. has accrued 239 hours of OT. Which comes out to around $11,800.00, if we had another full time officer which would be Jonathan Micklich, the cost would have been around $ He would be a fill in at 40 hours a week whenever we need him. Mr. Gable made a motion to move Jonathan Micklich to full time from part time, his wages and benefits would be governed by the collective bargaining agreement. FIRE & AMBULANCE Jason Harhart, fire recorder was not present at the meeting. PUBLIC WORKS DEPARTMENT Mr. Gable reported that the road department has been busy with the recent rains storms that we have had. We lost the pipe crossing over on Kern Road, it took the black top out and the pipe is running at around half capacity. We closed the road on Saturday, we repaired it today and the road is now back open. We are going to make it a one lane road due to the fact that the one side is not suitable for dump trucks and large vehicles. I would like to recommend that we have the engineer look into replacement costa and permit costs so we can get this complete. Kevin said that he could look into an emergency permit. DEP has slowed down on granting them, but I could check. Mr. Gable made a motion to have KCE look into a permit for the Kern Road Pipe. Jeff Ayers asked if we would have any trouble with snow plowing in the winter. Mr. Gable said that it should not be a problem. Mr. Gable reported that we did some repairs on Beacon Road on the curve, we also did some scratch coating on Michaels Road and the edge of George and we will be paving that area as soon as it dries up. We did fix Kuter Road and Dogwood. We are going to start cutting shoulders on Glaze Road this week due to the fact that the paving project will be starting on August 20 th. The other thing I have is Dirt and Gravel Road training. In order to apply for grants we need to have someone trained and certified. We have registered Nick to go later this month. Page 2 of 6

3 FIRST REGIONAL COMPOST AUTHORITY Mr. Gable reported that things are slowing down a bit and we are waiting for the truck to come back from repairs, other than that we are okay. NAZARETH COG Mr. Piorkowski reported that there was a special meeting for the purpose of including Hanover Township in the Municipal Plan with the other 10. That will reduce the cost to each township. Our share would be around $11, They will not be COG members at this time, but will be associate members for the time being. We also talked about the animal control officer and told them that we as a township were not interested. It would cost us around $5,000 to $6,000 per year and we would hardly use the service. RECREATION COMMISSION They did not have a quorum at their last meeting. Mr. Piorkowski said the only thing were the items that needed to be repaired. Mr. Gable said the he already got prices and we have authorized the repairs to be made. The cost would be around $ HISTORICAL COMMISSION Mr. Gable reported that they has a meeting and are working toward Community Days and will have a short video on the township and also are getting some maps printed to show the business that were here many years ago. We did start looking at the school and we had Bob Fedio out to look at the old paint, and he will be giving us a price shortly. LAND & ENVIRONMENTAL PROTECTION BOARD Mr. Locke reported that we have an application for the Wilson property which was approved to be moved off to the conservancy. I had a meeting with Heritage on the Poser property and they are ready to move forward with that property. We talked with Brian Cope as to the availability of money and they are happy with the Poser property, but he has do deal with County on this item. Mr. Gable made a motion to move the Wilson property to the Heritage for conservation Mr. Romano said that the Preservation Board voted that we have the Public Works Dept. place no hunting signs on the Schavoine Property as soon as possible as a safety measure. Mr. Gable made a motion to have the Public Works Dept put up no hunting signs LeRoy Bealer asked why the farmer does not put them up, Mr. Gable said that as the land owners we should put them up. 4 Mr. Romano said the board voted to have the township engineer meet with PennDot representative to determine the site for a second drive way on the property since the existing drive way will be for the park only. The board voting to start getting bids for the both parks for parking lots. A question came un concerning Act 4. Mr. Gable said that as long as the township has their name on the easement and has an interest the taxes are frozen. Mr. Gable said that he talked with Maria Bentzoni and we talked about the Kleintop Farm, which is going to be preserved and we are looking at around the second week of September. They have one piece they would like to merge and with a letter to the township it should not be a problem. ZONING AND BUILDING OFFICER Jason Harhart was not present at the meeting TOWNSHIP ENGINEER Kevin had nothing on the property, but I can go over the Silfies property drainage problem. I looked at some possible solutions. I can look into it more seriously. Mr. Gable said that we are talking about running a pipe 200 feet through a neighbors property. Kevin said that maybe you can do something to reestablished the pipe which right now is an 18 inch pipe with the opening of a 15 inch pipe due to sagging. That would probably be the cheapest way to try and help the situation. Mr. Gable suggested putting a larger pipe across the road, Mr. Horvath thought that would not work by taking a larger pipe and trying to put it into a small opening. Mr. Horvath is going to look at it again and let us know which way to go. SOLICITOR Atty. Backenstoe said that he has a letter from the Atty. For Mr. and Mrs. Morgan regarding two parcels of land. They would like to merge the two parcels into one so they can sell one of them. There is no question that the lots are two separate lots, and they are simply asking for you to send a letter to the County mapping department allowing them to sell the second lot. Mr. Piorkowski made a motion to have Atty. Backenstoe send a letter allowing them to sell the lot RESOLUTIONS AND ORDINANCES TOWNSHIP MANAGER Mr. Steiner reported that one of the issues we have is the traffic signal at Rt. 512 and Rt 946. If we want I am going to have my friend from PennDot who is involved in traffic signals to see if the wires are there and working or not. There are a couple of programs, the Green Light Go program is happening by September1, which is a matching program, less competitive, the other program is ARLE, these were do in July. If we do want a new signal we can look at that later. A larger grant discussion there have been conversations about the local share grant. There will be a time period that we can submit a request, but there is only a certain amount of money for that program. There is maybe 40 thousand dollars there for us to use. Dick and I have talked about the possibility of a new police car of some items for the public works. Page 4 of 6

5 OLD BUSINESS/NEW BUSINESS Official Map for Mr. Gable said that we received a grant from the Appalachian Trail Conservancy and we need to have a public meeting for public comment on the new Official Map. What is going to happen is the map is going to show all of the ag-security areas, the preserved farmland and the Appalachian Trail Corridor along with all the lands that are along the trail including the state game lands and private lands. Brooks Mountcastle has asked that this be advertised, which it was for this meeting. If anyone has any comment now is the time. Keystone Consulting is going to do the map for us. There will be a lot of overlays done with the GIS program that they have. Peter Locke mentioned that there is an inventory map for Pennsylvania that can be accessed through LVPC which has at least 4 or 5 areas of Moore Township that are listed as natural features. Kevin Horvath said that he is familiar with that map which we can download the state files and bring in with the GIS. Peter said that the one that he was most interested in was the Benders Drive Vernal Pool, which covers a large area around West End Road and Benders Drive. There is also Ridge Road wet lands area around the Bushkill Creek. There is also a section of the Blue Mountain mentioned in there. Mrs. Hader said that she remembered an area called the Potato Patch near the ski area. LeRoy Bealer said that is called The Devils Potato Patch and is still there. It is located in Lehigh Township. Peter mentioned the area along Smith Gap Road called the Lehigh and Northampton Natural Heritage (could not make out what he said). Mr. Gable said that it is a $ grant and we have to put in $ as a match. Bob Romano asked if we are doing anything on the map as far as the greenways areas and areas that are considered a little more valuable environmentally? Kevin said that he has a laundry list of items for the map, a number of them include areas that are habitat for species of animals and plants others were specific to the Appalachian Trail with respect to the trail heads, steep slopes. We are going to try to identify some of the most important features. Bob asked about the streams and Kevin said that we have already identified streams as well as flood plains on the map. He was encouraging the township to do more than the list entailed. He was interested in having any property of interest for preservation identified. I was not clear and that was not really discussed in the proposal. Bob Romano said that I think what you are doing with the map is a great first step in identifying features. This is more than I thought we were going to do on this map. I think the streams with the head waters are a good thing to note. Mr. Gable thanked everyone for their input and we will now proceed with getting this completed. CORRESPONDENCE/MEMOS Mr. Gable reported that each year we can apply for a grant from the Susquehanna Municipal Trust, who does our workers comp. The grant is a matching grant of up to $ They want you to purchase items for worker safety. We are looking at pistol lock boxes for the vestibule and in the police department while they are doing interviews. We would like to get 4 lock boxes at a cost of $ Mr. Shaffer asked if there is anything we need in pubic works we should ask Leon if there is anything they might need. Mr. Gable reported that we have a new application for the opening on the Planning Commission, since we moved Freddy Lutz Jr. to the Zoning Hearing Board as an alternate. We received a resume from Michael Kachavick, who lives at Tomic Place in the township. Mr. Gable made a motion to appoint Michael Kachavik to the Planning Commission Page 5 of 6

6 OPEN TO THE FLOOR Mike Terrel from the Moore Township Parents Association presented us with a check for the split of the profits for this year in the amount of $6, They did very well this year. Jeff Ayers mentioned that he received a lot of compliments on the newsletter that we sent out this year. Mr. Gable said that we need to sign the letter of intent for our property on Dannersville Road so it can be put into preservation for this year. Gordon Derhammer talked about Glaze Road and the amount of work that is needed to get it ready for the paving project this month.
