2 Brian Head Public Safety Council Update 10/01/14 Brian Head Marshal s Office: October is the month where deputies are able to change out there equipment and begin preparation for the upcoming winter season. During staff meetings and while on duty, we have reviewed policy and procedures on equipment maintenance and use, traffic operations, and patrol operations. We have been switching out our wildland fire equipment in our vehicles for our winter weather search and rescue equipment, and are gearing up for the winter season. In the area of training, we have been taking care of in-house needs required by BCI (Bureau of Criminal Identification) and have had to fingerprint each deputy on a live scan and submit it to BCI. Currently, SUU is the only place in our area that can do live scan so we are very appreciative of them allowing us to use this service. Sergeant Dan Guymon attended his BCI conference and will train the remainder of the department on the current policies and changes when using BCI. All of this keeps us current and certified with the State of Utah in using this resource. We are continuing our Dive Rescue training with Deputy Jeff Morgan instructing. This has been very insightful and we are feeling more and more confident that should the call for help arise, we will be able to respond properly and be able to render a rescue operation and aid to those involved. Even with the slowdown in calls, we have had a number of and variety of calls with people still coming to our town and reaching out to the Marshal s for assistance. A theft report was taken and is being resolved. This incident is probably more in line of a breach of trust issue and we are not investigating a trailer that was taken in the dark of the night. A domestic problem was resolved when deputies were able to quickly respond and separate parties and resolve the issue peacefully. Deputies were also able to assist with code enforcement issues and were noted and handed over to our code enforcement personnel. As we go into this winter, we are very excited for the coming winter recreation season. We are prepared and continuing our education and reviewing our current abilities and working to keep Brian Head Town a safe place for people to enjoy. We have recruited new firefighters over the past summer months and we have had a great time reviewing the basics. This has been a benefit not only to the new firefighters, but a huge benefit for us all to review and assist them in learning the new equipment and techniques. These basics are what we all need to keep each other safe and to mitigate fire related problems. We have been reviewing skills such as proper running of the equipment donning and doffing SCBA s, and advancing hose into a structural fire. We have also covered some firefighter safety issues and reviewed fire grounds first aid. We are happy to say that we have started our fuels project on Snowshoe Dr. and Toboggan. We are hoping to beat the weather and get everything cut, thinned and piled before the weather shuts us down. We will then be able to go in next spring or fall and burn these piles to finish this project. Our fuels crew is working great and making good progress. We have also been finishing up the purchases and spending the monies received from a state grant this summer. With this grant we are purchasing new pagers, new handheld radios, and personal protective equipment. The total of this grant will be $15,000. We are finishing the year up strong sticking to our training program and working hard to recruit and retain firefighters.

5 COUNCIL UPDATE PUBLIC WORKS DEPARTMENT STREETS We have had our first taste of winter and in the one day it snowed it highlighted a couple of things that we were not prepared to deal with. The major problem was the sander broke on its first pass through town. The crew immediately improvised and spread sand in the needed areas by hand and with the loader. Welcome to winter. WATER The new booster pump station is up and running perfectly. Chris and the crew did an excellent job in getting these new pumps on line and we were able to start pumping water to the snow making ponds ahead of schedule. (Mac and I were having a race to see who would be ready first. We won) We now can pump in excess of 600 gallons per minute which is substantially more than in the past and pump the water more economically. The rest of the water system seems to be working fine. The water rights class that we held in Brian Head, instructed by Matt Jensen was a great class and it was well attended. See what happens when you buy lunch. We had 4 attendees from Parowan as well as our own attendees. For the two days following, Wendy and I attended a class on Water Rights in Salt Lake. This class was put on by the Division of Water Rights and was certified by them as well. SEWER Nothing to report on. BUILDING INSPECTION Rob is staying busy with building inspections. The good weather that we are experiencing is giving contractors some much needed time to continue with their projects. POND The discharge gate at the pond was closed on and will not be opened again until after next Labor Day. We continue to monitor the banks of the pond and the roadway for any sign of damage. So far we have found nothing but some small cracks in the clay that do not appear to be anything. We will continue to monitor. AGEC was on sight two weeks ago measuring the inclinometers, I have not received a report back from them as of yet, but with this being their first measurements they may be setting a baseline for them to work off from PUMP HOUSE Wow, as of , we were at a depth of 1050 feet when I left the site Thursday afternoon. We are in the 8 inch casing and it is full of stuff. At our last council meeting I showed you some lava chips that we were cleaning out. Now we are into sand and we have found a lot of screen material. I will provide you a complete update for the week this weekend.

6 RECYCLING We are currently sending only paper and cardboard to St. George for recycling. MISC. - Tom Gurr tore a tendon in his shoulder while at work last week. The doctor is not recommending surgery but does need to be on weight lifting limitations at work. RJ is back helping and it has come at a great time. Arron is leaving on to work at the resort and we need the help..

16 Town Council Staff Report Subject: Preservation of the Meadow Author: Bret Howser Department: Administration Date: Type of Item: Information/Discussion SUMMARY: Council will discuss the degree to which they intend to preserve publicly owned parcels in the meadow area between Hwy 143 and Village Way south of Town Hall. TOPIC/DISCUSSION: Meadow Preservation PREVIOUS COUNCIL ACTION: Council has adopted a General Plan which contemplates the preservation of the Meadow as a goal for the Town of Brian Head. BACKGROUND: On , the Council held a discussion regarding the preservation of publicly owned parcels in the meadow area between Hwy 143 and Village Way. The Council expressed support for the concept, but wanted to hold more specific discussion on two topics: 1) The degree to which the meadow should be preserved (ie: what should and shouldn t be allowed under the terms of the preservation), and 2) the appropriate mechanism for preservation with the primary concern here being the permanency of preservation mechanism. To be clear, there are two parcels at the very south end of the Meadow that are privately owned and zoned as General Commercial. This discussion does not apply to those parcels and there is not a policy decision being made here that would negatively impact the value of these properties. The only way that the Town would limit development of these properties would be by acquiring them for fair market value and then including them in whatever preservation mechanism the Town may choose. ANALYSIS: Currently, the parcels in question are zoned as Conservation Open Space. This zone allows for very limited recreation-related development, including trails, ski lifts, and bodies of water (waterways, streams, lakes). Bridges and public restrooms are allowed

17 by conditional use permit. The language in the LMC for this zone explicitly prohibits any other structures other than the aforementioned. Council should consider if these restrictions are too stringent or not stringent enough for purposes of a more permanent open space preservation mechanism, such as a 3 rd party preservation easement or a voter-approved overlay zone. If the Council believes it is too lax, they should specify what is allowed in the zone that they would want to prohibit from the following list: Trails (Council may wish to specify non-motorized) Ski lifts Water features (manmade or enhanced) Bridges Restrooms Alternatively, if the Council feels this is too strict, they should specify what further structure or enhancement they intend to allow. They may consider from the following list (which are allowed in Recreation Open Space zones): Outdoor recreation (such as golf, swimming facilities, riding paths, tennis/pickleball courts, etc.) Parks improvements (playgrounds, picnic areas, pavilion, etc.) Multi-use trails, including motorized Unpaved maintenance roads Utility infrastructure DEPARTMENT REVIEW: Administration FINANCIAL IMPLICATIONS: Considering that preservation of this land is the current policy, there is no financial implication related to the value of publicly owned land in the Meadow. However, depending on what option the Council ultimately selects, there may be some minimal one-time expenses involved in setting up the preservation model. BOARD/COMMISSION RECOMMENDATION: The Planning Commission has already recommended to zone this property as Conservation Open Space.

18 Town Council Staff Report Subject: Brian Head Radio Show Author: Bret Howser Department: Administration Date: Type of Item: Discussion SUMMARY: Council will discuss the merits of the bi-weekly Brian Head Radio Program on KSUB 590, and whether the Town intends to continue with this radio program or seek another means for advertising regionally and better integrating into the County. TOPIC/DISCUSSION: Brian Head Radio Show PREVIOUS COUNCIL ACTION: Council has adopted a $3,800 budget for the radio program in FY 2015 BACKGROUND: For a handful of years, Brian Head has participated in a radio program on KSUB 590 emphasizing tourism in the area. The program was originally spearheaded by the Tourism Bureau, and both Parowan Chamber of Commerce and Brian Head Chamber of Commerce participated. When the Brian Head Chamber dissolved, the Town continued its financial involvement in the show. Events in Cedar, Parowan and Brian Head were all presented on the show. Town resident Julie Saemisch was kind enough to volunteer at the behest of Town Manager Bryce Haderlie to represent the Town as a co-host on the show along with Diane Bixman of Parowan and Maria Twitchell of the Tourism Bureau. Last year, without the knowledge of the Town, Parowan s Chamber of Commerce elected to withdraw participation in the show, pointing to Brian Head backing out of the program as one of the reasons. They had been misinformed as the Town had no plans withdrawing support. Julie Saemisch addressed the Town Council during public comment at a Council meeting and expressed displeasure that the Town was not continuing the show. The Council assured her the Town had no plans to end the show, and directed me to continue the Town s participation. Prior to that time, I had never heard of the radio program, much less made a decision to end it.

19 I later met with Julie and Maria to discuss how to keep the show going. We contacted Parowan Chamber, and while they represented that they would reconsider their withdrawal, they never got back involved. Staff cleared budget space from the events budget to pay for the calendar year 2014 program. With the Tourism Bureau agreeing to contribute $1000, the Town s cost was $3800. The Council affirmed this decision by budgeting $3800 for FY 2015, which would cover calendar year 2015 s program. During 2014, staff has worked closely with Julie to find content for the program and enhance the show in general. With Parowan having backed out, and the Tourism Bureau reducing their participation to just a commercial in the middle of the show, Brian Head now had to supply all the content. This became a pretty hefty task for Julie, and a considerable amount of unanticipated staff time was spent lining up guests for the show and pre-recording short stories highlighting aspects of Brian Head. The Town s involvement in the show has expanded in the current year. We adjusted slightly the goal of the program from informing people in Iron County about events to using the program as a way to re-integrate the Town into our County reminding people that we are part of Iron County and they have excellent recreational opportunities right here in their back yard, which isn t just for tourists. The show schedule was also changed to Fridays at 4:30, which we thought was more advantageous for catching people who were trying to decide what to do with their weekend. In October, Julie again addressed the Council during public input and informed the Council she would no longer be able to dedicate the time to hosting the program next year. The Town is indebted to her for the many hours of volunteer time she dedicated to the Town on this program. She recommended that the Council consider whether the show is worth the time and money required to put it on in the future. The Town is now faced with the decision of whether to move forward with the show, and if so, how. ANALYSIS: Bryan Komarek, the station manager for KSUB 590, was gracious enough to offer the attached information regarding the coverage area. While we don t have precise data showing who is listening to the show and what audience we re reaching, we do know that the coverage area is substantial. I can tell you from personal experience that most days 590 is the only station that comes in clear from Beaver to Nephi. Staff believes that the station is a good vehicle for reaching the region. Some people will point to the fact that it is AM, and nobody listens to AM. While this may be true for some demographics, we think that Brian Head s target market (uppermiddle income families) are more likely to listen to the conservative political show lineup featured on 590. As an example, I m exactly the target market for Brian Head, and I

20 listen to 590. My wife and kids don t, but I do and the pocketbook resides with me. I don t know how generalizable that example is, but it s at least true some of the time. But even if 590 is a good vehicle for reaching the local market, is a radio program the proper format, or are we better off spending our money in another fashion? The following lists some options we might consider for getting our message to the local region: 1) Continue with the radio program in a modified format a. Rely on the provided host (Chris Holmes) to extract content from set guests (such as Krista from the Resort, myself, somebody from Cedar Breaks, etc.) b. Reduce to once a month c. Try to bring Parowan back in, or expand Tourism Bureau participation 2) Use the money for straight advertising, on both 590 and other Cherry Creek stations 3) Arrange to be on the Southern Utah Forum show occasionally for particular events 4) Mix of advertising and buying out the Southern Utah Forum occasionally Staff thinks that continuing the show as-is would be next to impossible. For starters, finding a capable host to volunteer is unlikely, and nobody on staff has the skill set or the time to dedicate to preparing for a radio show every other week. Staff recommends that the Council consider modifying to an occasional show on 590 (maybe 3 or 4 times a year around big events, like July 4 or start of the ski season) and use the balance of the budget for seasonal advertisements on 590, Kickin Country, and B98. These advertisements would run toward the beginning of summer, fall, and winter reminding Iron and Washington County residents of the myriad of activities there are in Brian Head for that season. Should the Council opt to go with staff s recommendation, the radio show would continue for the remainder of the calendar year, and staff would work with Cherry Creek to come up with a new advertising schedule and budget. A new budget would be submitted in the spring with the budget process. DEPARTMENT REVIEW: Administration FINANCIAL IMPLICATIONS: There is a $3,800 budget for the radio show BOARD/COMMISSION RECOMMENDATION: N/A
