1 Cedar Mountain Fire Protection District Minutes January 12, Mammoth Creek Road, Duck Creek Village, UT Board Members Present: Brad Robbins, Chairman Diane M. Adams, District Clerk Charlie Duvall, Treasurer, absent Bob Shackleford, Member Charles Hightower, Member It is January 12, 2019 at 10:02 am. This is the Cedar Mountain Fire Protection District monthly meeting and we are now in session. We have a quorum. Chairman Comments Chairman Robbins stated he did not really have any comments but one, reimbursement for mileage, Board Members going off the mountain to do things board related. We do have a policy for that, but as everyone knows the board is not paid. Treasure Adams said that the rate has gone up in 2019 and whatever it is we will pay that amount. This is for board business only not traveling up or down the mountain for meetings. Approval of Minutes: Motion to approve the minutes by Charles Hightower Motion was seconded by Diane Adams Motion Carries. Treasurers Report: Chairman Robbins gave the report in Member Duvall absent. Mountain America $457, Snow Emergency Fund $246, Snow Removal Funds $251, Zions Fire Checking $818, Zions $256, Total Checking/Savings $2,030, Two checks were just received from the county are not reflected on this repost. Fire approximately $250, and Snow approximately $99, They will be on next month s statement. District Clerk Adams has asked Kane County for a record of who has paid and who paid their delinquent taxes. She has even offered to pay for the report.

2 District Clerks Report: District Clerk Adams is happy to say we received most of our expenditures for the year. We have received 95.5% of our expected income for the year. We are well under budget for the year. Communications were over due to having to upgrade our pagers. This should not have to be done for several years now. Our payroll has been a challenging time with volunteer payroll. We had a firefighter go out on leave and we needed to utilize volunteer firefighters to cover that shift. When that firefighter did not return we had to continue using the volunteers. All and all the accounts look real good. The snow checks are written for the month of January. Any questions on the clerks report she will be happy to explain. District Clerk Adams was just handed a check for the Harris Rims check $ and another check for grant reimbursement in the amount of $ Chiefs Report: Chief Tuttle: Response: Since our last Board Meeting we have responded to 4 calls for service 2 Medical calls 2 Public Assist call Vehicle accident involving Station 1 and Engine 77. We are still dealing with the repairs on the station and Engine 77 from the November 18, 2018 accident. The venders that are getting us quotes for the body repair on Engine 77 have been experiencing a difficult time getting information from the KME factory that built the fire engine. Little s in Kanab has given us a repair bid for $3, Evie s in Cedar City is working on getting us a bid Baird Diesel in Orderville is working on getting us a bid The station has been repaired as far as it is able to be repaired due to weather. The remainder of the repair will be completed in the spring. Brandon Harris Construction was able to facilitate the immediate repairs for the station and will continue the project to its completion in the spring. The garage door and all its components will be replaced and the entire front of the station will be re-stuccoed and painted. Chief Tuttle is still working with the insurance adjusters on the claims. The adjuster for the building has settled the claim and issued a check for the amount of $ with the understanding that if repair costs exceed the amount of the payout, the claim will be reopened. This amount already has the $2,500 deductible for the building claim taken out of it. Also, the insurance company has informed us that we will not be required to pay the $2,000 deductible for the vehicle damage since both damage claims were from the same incident. They took the higher of the two deductibles. The adjuster for the vehicle is still waiting for the repair bids to all be submitted before moving forward with the claim. Fleet: Vehicle Maintenance: Weekly rig and equipment checks were performed. Tender-71 is still out of service due to a fuel pump issue, it is at Baird Diesel in Orderville for repair. The fuel pump has been removed and sent out for refurbishing.

3 Engine-71 is still out of service due to a transfer case issue, it has been moved to Station 2 until AMEN Diesel is able to give us estimates for the repair. Steve from AMEN Diesel has requested that the engine be moved to his location for a better repair estimate. He has located the proper transfer case at a cost of $10, plus labor but he has to see what is damaged before he can say if the entire transfer case needs to be replaced. The estimated cost of having the engine towed to his shop in Cedar City is $1, That plus approximately 3 to 4 hours of labor at $95.00 per hour will allow us to have a better estimate on the actual repair costs. They have to come up Highway 20 and not Highway 14. This brings the costs of repair somewhere between $1, and $11, plus the labor and miscellaneous supplies such as oil and gaskets. The Dozer is in service and ready for next summer s burn/slash pit season. Engine 74 is in service and located in the Strawberry Community Center for winter storage. Engine 72, Tender 72 and Tender-73 are in-service and currently assigned to Station 2 Rescue-70 is in service and currently assigned to Station 1. Engine 77 is still in limited service and currently stored in the Strawberry Community Center for winter storage. The new engines are on their way up the mountain. They will not be put in service immediately as the radio s need to be programmed, out fitted and training needs to be done on the trucks as all our trucks are side mounts for the hoses and the new ones are rear mounts. The two new engines will be housed here at Station1. Chairman Robbins asked if the Chief was going to do the training. The Chief responded that the training will be done in Cedar City. Cedar City Fire Department is loaning us the use of their training center. Kent Graham knows all the ins and outs of these engines and will do training with our guys on the engines. Chief Tuttle knows the basics, but in February our firefighters will go to Cedar City for in depth training. Combination Fire Department We hired William Garrett Winder on January 2 nd to fill the vacant position on A-Shift. Garrett comes fully certified in structural firefighting and EMS. He holds the license of Paramedic and will be able to work as an AEMT while on duty with CMFPD. He is in the process of obtaining his Wildland certification. District Clerk Adams asked if Garrett needs to be in the retirement system. Chief Tuttle answered yes. Patrick Mahler and Mason Packwood are current volunteers that have been moved to temporary part time positions for a 90 day period. They started on their respective shifts in January and will remain on those shifts until the end of March. Patrick has been assigned to B-Shift and Mason has been assigned to C-Shift. Chief Tuttle is advertising on our website and we are getting a lot of application request. Unfortunately only about 10% are qualified, so we have to weed out the ones that are not qualified. We are fully covered now. Firefighter Adam Scott was promoted to Deputy Fire Chief on January 2, He will be working 10 hour days Friday Monday. He is driving up on Mondays and is staying until Monday evenings. He is staying at Station 2 at night.

We have 14 students in the class with five being from our fire department, five being from Alton Fire Department and four being from Panguitch Lake Fire Department. Cedar Mountain members taking the class include Frank Gagliardi, Brett Barsness, Tyler Beaulieu, Patrick and Amber Mahler. Winter Fire School is this January 25 th and 26 th. Several of our Firefighters and EMS personnel are attending classes at this annual conference. One of our new Timberwolf pumpers will be on display in the convention show room. Rosenbauer Timberwolf Pumpers Both Timberwolf Fire Engines are on their way and should be arriving today. They made it to the Salt Lake area yesterday late afternoon. Member Hightower would like to put a piece in the paper regarding the Rosenbauer engines and on Adam Scott. The Chief stated he would put something together and Member Hightower said he already had. Member Hightower asked about coverage down at Station 2. Chief Tuttle explained that Adam Scott comes up on Friday morning and leaves on Monday evening and will spend evenings at Station 2. They turned the office into sleeping quarters. The rest of his time is spent here at Station 1. If we repair 71 we will not need Engine 72. The Chief has a couple of suggestions as what to do with Engine 72. Donate or selling it to Mammoth Creek Fire department as they do not have an engine at the moment. This structure engine would work well for them as they are operational in the summer months only. What to do with Engine 72 will be put on the agenda for next month. Discussion between Jerry Triebold and the Chief went on about Engine 71 s transfer case. Snow Liaison Report: Member Shackleford stated we have gotten approximately 3 feet of snow so far this year. He has received only two calls since his last report. The first was from one of the snow removal contractors who reported vehicles parked in the dumpster area in the village. Member Shackleford called the Kane County Special Service District to request that they post some sort of no parking signage. He also contacted the Kane County Sheriff who assisted in the effort to get the vehicles removed, even though this area is private property. The second call was also from one of the snow removal contractors to report a construction trailer parked in the roadway in the Lost Creek subdivision. He contracted the construction company twice and left messages. When

5 he did not get a response, Member Shackleford called Kane County Sheriff who was able to then make contact and the trailer was removed. End of report. Old Business: Funds on Deposit- Treasurer will be continued in February. Service Improvement Project (SIP) Committee Report- Charles Hightower and Chief Tuttle. Moved to new business. New Business Burn Pit fee increases. District Clerk Adams stated at last month s meeting there was a question on whether to raise fee for the burn pit. The dozer at the burn pit is costing more in repairs than we collect. Treasurer Adams did research and the burn pit is only opened from May till September. Total income from the burn tickets was $ and the expenses to fix the loader were $ leaving a profit of $ She suggested we leave the burn pit tickets as they are. Chairman Robbins asked if we ought to build up a little reserve for the loader repairs. District Clerk Adams stated it is federal land and we may have to dance a dance with them in order to raise our fees. Further discussion was held from the public and the board. District Clerk Adams made to motion to increase the $20.00 fee to $25.00 fee. Motion was carried. Statement of Qualifications and Sip committee report Member Hightower. Member Hightower presented a presentation on what is going on. The expansion of Station1, the building of station three and the security system at Station 2 Elk Ridge. Member Hightower will talk about in his presentation about the funding, building options for here and the new station and contractors. Paper work is attached to the minutes in the office for review. Also in the minute book is the qualification of three contractors. The Chief and Member Hightower went to Elk Meadows at Eagle Point near Beaver, UT. to look at their new station. Pictures were also attached to his presentation and he went over the station s floor plan at depth. This was a very informative presentation. It was decided that on February 7 from 1p.m. till 5p.m. time will be allowed to have the three contractors come and the board will interview them as to their qualifications. Expenditure for Security System. This was moved to February meeting. Deputy Chief s Cell Phone- Diane/Chief Chief Tuttle stated his cell phone is a work phone. The Chief would like for CMFPD to cover another phone for the Deputy Chief. It would be $20.00 for another phone and $25.00 more for the service. The Chief has a 5g plan and uses about 4g a month. To move to a 9g plan would be another $30.00 per month, so it would be another $50.00 a month with the Deputy Chief using his own phone. Deputy Chief is an ATT member and his cell number has been printed on his business cards. District Clerk Adams checked the budget and monies would have to be moved. Getting him a cell phone was never discussed. Discussion was continued. The Chief will do a policy regarding the cell phones.

6 Name of Station 1 Member Hightower stated there are two fire stations here on Mammoth Creek Road and they both tend to be called Mammoth Creek Fire Station. Member Hightower stated previous Board Member Chuck Brechler had said this has caused confusion in the past. People have a tendency to call the wrong place. Member Hightower said we need to decide who is going to be called Mammoth Creek Fire Station. District Clerk Adams stated the town is Mammoth Creek. Member Hightower stated we should be called Duck Creek Village Fire Station. He stated most fire stations are named after the town they are in. He was informed that this is Cedar Mountain Fire Protection District Station1. He asked about renaming this station to Duck Creek Village Fire Station for the town of Duck Creek. Duck Creek is not incorporated and in the Charter created 24 years ago this is Cedar Mountain Fire Protection District. Dispatch gives the correct name of CMFPD when being dispatched so if people call 911 they do not have to worry about the name of the station, just their street address. Chief Tuttle said if they put in 10 Mammoth Creek Road, our old address, it will show our Station 1. GPS just needs to be updated. End of discussion. This spring we will work with the state and hopefully get new signs made with Cedar Mountain Fire or CMFPD on them. Engine 71 Diane/ Chief Chief Tuttle said it would be about $ to get the truck to Amen Diesel in Cedar City and get it inspected, then up to $13, if they have to replace the transfer case. We received a check for $2, from the Harris Rim Fire. If we can get one of the new engines on the board we have the potential of earning a lot of money during fire season and this would pay for the repairs on Engine 71. Cedar City made over a half of million during the last forest fire season. Granted they have more engines, but the potential is there. Chairman Robbins made the motion to spend up to $13, in regard to this agenda item but gives Chief Tuttle the discretion if in fact it gets to that first initial assessment and it s going to be way beyond that amount as to what to do. Motion was seconded by Charles Hightower. Motion carried. Closed Session: No reason to go into a closed session today. Comments from the Public: Sallie Shackleford said the engine housed in the barn is leaking oil. Is there something the Chief can do about that? The Chief responded that he meant to put something under the truck, but forgot. It will be taken care of and cleaned up. Jerry Triebold said that Andy Osterhout is doing a great job on the roads, but it was brought up that in the snow contract the roads are to be plowed from bar ditch to bar ditch. When you have the crown in the middle of the road and a bar ditch on either side it puts him at a liability with the underground utilities, there should be a fine line drawn as to how far he has to go across. When they go bar ditch to bar ditch they run the risk of tearing up culverts and underground utilities, hitting rocks and tearing up their equipment. Member Shackleford said he had the some conversation and they will go to the within the nearest space of the bar ditch.

7 Brian from Elk Ridge was asking who the big solar sign belongs to at the end of Mammoth Creek Road and Highway 14. Chief Tuttle responded that it belongs to UDOT. Brian asked why that could not be used to educate the people on different things as to CMFPD and an arrow. He also questioned why they sometimes would refer Mammoth Creek Road to 70. That is the route number for the bicycle races held every year. Adjournment: District Clerk Adams made the motion to adjourn. Member Shackleford seconded the motion. Motion Carries.
