2 Overview and Events In January, the community guides and the cleaning guides continued to build off of the momentum that was established in December. Many community members have reported that they have noticed an immediate, immense, and positive difference in cleanliness since the Guides have been on the streets in mid-december. The cleaning guides and community guides have been receiving praise directly, and some have complimented the guides via the dispatch contact center and management. In December, we brought on strong, experienced Community Guides and Clean Team members into the Community and Cleaning Guide roles; they were brought over into the CMCBD from other San Francisco Community Benefit Districts and Business Improvement Districts including Union Square, Yerba Buena and Civic Center. Cross Trained Guides and Social Service Specialist All twelve Community and Cleaning Guides were crossed trained on social service outreach, safety and cleaning (see training outline below). The benefit of having a crossed trained team allows each person to handle the basic situations at hand; when the Cleaning Guides are sweeping, removing graffiti, stains and other debris and they come across sleeper/campers and aggressive panhandlers, they are capable of handling these general situations. If certain situations become escalated or too time consuming, such as a person who is requesting social service outreach, they will contact the Social Service Specialist Nick Hitchko, who has been with the Central Market CBD since He directs and escorts, if needed, the individual to the available various resources. When Nick is off duty, the CMCBD Team Leader Titus Tolliver is the one contacted by the staff to deal with time consuming or escalated issues. This frees up the guides to continue to patrol their area and address other issues. Community Guide Titus Tolliver was the Lead Sixth Street Community Guide before the Redevelopment agency folded, and he is excited to be back in the Sixth Street neighborhood. The New CMCBD Begins The Community Guides started training in the district on 12/16/2014 to prepare for the January 1 start date. Tajiri walked and toured the entire district with the staff, giving them a visual with maps of the previous and expanded area. He informed them of the predetermined hotspot areas. During the walkthrough, the Guides also took pictures of the blight in the various areas, knowing that the district is about to change for the better. The Community Guides and Cleaning Guides both rolled up their sleeves and started painting all of the green city trashcans, light poles, utility boxes and mailboxes in the

3 district to spruce up the area. They removed graffiti and stickers from the public property and from private property if they were able to obtain the graffiti removal disclaimer form. In December and January, the new Community Guides and Clean Team: Removed 309 Stickers in January 2014 and 228 Removed Stickers in Dec Removed 585 Graffiti in January 2014 and 414 Removed Graffiti in Dec Repainted 14 Green Utility Boxes Repainted 39 Garbage Cans Repainted 158 Light Poles Repainted 6 Mailboxes Merchant and Property Owner Meet and Greets In December, the Community Guides began going door to door in the expanded district and the current district and continued in January to accomplish the following: Obtain and update merchant and property owners contact info Distribute No Trespassing signs Ask district merchant and building owners to sign a graffiti removal disclaimer form Graffiti Removal Getting the property owners to sign a graffiti disclaimer is important and allows the Cleaning Guides to remove graffiti from the property. Getting in contact with some property owners has been a challenge which is why some graffiti is still on some of the buildings in the district. We have created a database and spreadsheet for the guides so they know which buildings we do and do not remove graffiti from. No Trespassing Form The Guides also gave the merchants an updated yellow No Trespassing sign and the signed copies are filed with the SFPD Southern Station. This posted sign notifies police and guides that the property or store owner does not give permission for anyone to sleep in the doorway at any time. This sign is a great tool for the Guides and police to use because many times the individuals who camp out in doorways claim that the property owner gave them permission to sleep in the doorway. The majority of the time this is not true, but when a sign is posted, there is no question that the property owner does not give anyone permission to trespass in the alcove of a building.

4 CMCBD 10B Program in January The San Francisco Police Department (SFPD) provided officers to the CMCBD under City Administrative Code Section 10B. The officers who worked in January were funded by MJM to help get the new CMCBD off on the right foot and to assist with the hotspots in the district. The 10B officer primarily addressed quality of life issues within the district and within the scope of the SFPD, such as issuing citations for drinking, trespassing, permit violations, littering, and pedestrian safety infractions. The SFPD 10B Officer in January, in addition to the SFPD Market Street Foot Beat Officers, made a huge impact in the existing and new district. The 10B walked the district and dealt with quality of life issues; the 10Bs respond quickly when a Community Guide or Cleaning Guide needed assistance or backup. The prompt response by the 10B helped the guides gain respect in the new district and helped speed the process of cleaning up many of the hotspots. 5 Hotspots The Community and Cleaning Guides have been focusing heavily on the hotspots in the entire district. In December, Executive Director Tracy Everwine and Community Services Manager Tajiri Winesberry walked the expanded district and identified quality of life and cleaning hotspot areas. The Guides have already made a huge impact on the following Quality of Life and/or cleaning hotspots: 8 th and Market Street (all three corners) Towards the end of January, the illegal vendors were at these corners at a bare minimum. The SFPD has hit these areas hard and advised and cited many of the illegal vendors. One illegal vendor said he was cited 27 times since January 1. There have been about three illegal vendors who try to play cat and mouse with the community guides and the police; but when the 10B catches them, they get cited. The illegal vendors understand that selling items illegally on the sidewalk in the district will not be tolerated. 400 and 500 Block of Stevenson Streets - Management worked with SFPD Footbeat officers and DPW to clear out encampments early in the morning and to remove a Recology three foot dumpster that someone brought to the 400 Block of Stevenson. 400 Block of Minna This area was filled with busted trash bags spread all over the sidewalk, encampments and litter. The dispatch center received plenty of calls about this alley from property owners in the beginning of January. Now the calls are very minimal, and the former callers are very grateful to see that the guides have been successful in keeping the area clean and the campers away. Laskie Alley The Community Guides and Cleaning Guides have been hitting this area every morning and calling for the 10B officer when needed. One of the Guides met with Operations Manager at Holiday Inn Civic Center and he notified the manager that the homeless individuals had gained access to the hotel s rear door of the property and advised him on changing the code to the door. Mission Street at 6 th Street There has been many sit and lie violators on the 900 block of Mission Street. The guides and the social service outreach specialist have been focusing on this area. The 10B officer and the UCSF campus police have also been assisting with the issue. There has been a significant decrease in the amount of sit and lie violators since January 1. Julia Alley The Community and Cleaning Guides, with the help of the 10B officers, have done a tremendous job in keeping Julia Alley clear of debris and encampments.

6 CMCBD and DPW Collaboration Stevenson Alley (Before) Stevenson Alley (After) The Community Guides encountered a fifteen foot long pile of debris/busted garbage bags on the 500 block of Stevenson alley in back of Kaplan's at 8:30 a.m. Evidently, the night before, an individual rummaged through a pile of ten black bags belonging to a merchant on that street. Lead Community Guide Nick attempted to reach a DPW truck driver whom he collaborates with constantly, but he was off duty. He then called the superintendent of DPW Dariush Kayhan and left a voice message. The cleaning guides began removing the debris, and shortly after in response to Nick s call, an arsenal of DPW trucks (van, truck, pressure washing vehicle) arrived to assist. DPW helped the guides load garbage bags, cardboard, and litter into their trucks. The guides also disposed of needles that were buried in the pile of trash. The DPW crew pressure washed the area afterward. What a great partnership the CBD has with DPW. Thank you Dariush! The Process and Teamwork of the CMCBD and DPW

7 New Uniforms in February Tajiri Winesberry and Executive Director Tracy Everwine worked together to come up with new bright and vibrant uniforms for the new district. The staff is set to be outfitted and the new uniforms to be unveiled in February. Currently, the staff is wearing the same style of brown and orange branded uniform they have worn since The new staff is excited about the new style and brightly colored uniforms. Community Guide Puts Out Fire Twice (Literally) On two occasions in January the Community and Cleaning Guides put out a fire in a city garbage can. On , when the Cleaning Guide saw the garbage can on fire he used the jug of water he had on his cart that he uses to scrub stains. Then on , when Community Guide Ariana and Tajiri were walking on Market street they noticed a garbage can starting to smoke. Community Guide Ariana immediately called 911 and Tajiri ran into Marinello School of Beauty at 1035 Market Street and asked for a bucket of water. With the flames starting to rise, they gave him water and put the fire out before the fire department arrived. They were able to also put the fire out before it completely destroyed the liner and the garbage can. The Smoking Can Gang Fight Stopped by CMCBD 10B Officer SFPD 10-B Officer Jarome Winesberry and Community Services Manager Tajiri Winesberry were dealing with an aggressive sit and lie violator at 7 th and Market Street when a pedestrian approached them and said there is a fight happening around the corner. Officer Winesberry spotted a gang fight in progress involving about individuals. They were swinging scooters, belts and other weapons were being thrown. Officer Winesberry immediately called for backup. About 15 police officers showed up within a minute and the majority of the gang members ran down the BART Station and

8 into the Tenderloin. Four of the gang members from South San Francisco were detained and also given medical attention. Officers Pursued and Detained Gang Members Community Guide and 10B Officer Team Up to Recover Stolen Goods A man ran out Huckleberry Bicycles right past Community Guide Niema when she saw an employee of the Bicycle shop run out of the store after him. The employee let Niema know that the man had stolen from his store. Niema called the SFPD 10B officer and kept an eye on the suspect. She later saw the same man trying to sell the stolen goods on the North side of Market and 8 th Street. The 10B officer questioned and detained the suspect and found the stolen goods on his person. The officer took the suspect back to the store where the employee identified the individual and his merchandise. The stolen merchandise was returned to the store. This shows the great teamwork between the community guides and the 10B officers. Illegal Vendors on 6 th Street When the former Sixth Street Community Guides were on Sixth Street, the illegal vendors would quickly pack up their things and leave. The illegal vendors were shocked to find out that the Guides are back. They now pack up their things quickly and leave the area when they see the guides.

9 Steam Cleaning In December, the entire existing district s sidewalks were steam cleaned by hot high pressured water. The new district s sidewalks were steam cleaned in January. Steam Cleaning removes grime, gum, stains and other filth. Most of the new district hasn t been steam cleaned in years that is if they have ever been steam cleaned. The majority of the sidewalks were riddled with gum. An abundance of Gum slows the steam cleaning process down because the steam clean member must pressure wash that sidewalk multiple times. (Please see pictures of steam cleaning work below) Community Guide and Cleaning Guide Service Hours Effective January 1, the Community and Cleaning Guides hours of operations are from 8:00 a.m. to 8:00 p.m., seven days per week. The Central Market CBD dispatch call center can be contacted 24 hours/day seven days per week. If it is an outstanding issue within the scope of the CMCBD and it is outside of the service hours, the dispatch team will log the information into the system, and assign it to the community guide, cleaning guide, management, or the appropriate city department. Social Service Outreach Report Solution to the Exposed Hypodermic Needle Issue 1/29/2014 Tajiri Winesberry and the Lead CMCBD Social Service Specialist Nick Hitchko attended the CMCBD Social Service Committee meeting. Part of the discussion was about the many used syringes that are found on the street and sidewalk. Through the discussion, the group came up with the idea for the Guides to give distribute sharps containers to any campers they come across when they wake them up in the morning. Nick Hitchko distributed extra personal sharps container to the Community and Cleaning Guides to distribute to homeless individuals when they come across an encampment. They also educate the campers that they can drop off their full sharps containers at the Needle Exchange on Sixth Street for free and get another sharps container at no charge. Through education, this should help to decrease the amount of needles the guides find on the streets. This month the guides found 170 syringes on the sidewalks, tree wells and curbs. 10 Man Gets on the Road to Recovery in 2014 On 12/30/13 Community Services Manager Tajiri came across an individual sitting on the sidewalk in Grace Alley at Mission Street. Tajiri called the Social Service Outreach Specialist who spoke with him and gave him some options. The individual is now enrolled at Father Alfred Center. This is a rehab center requiring participants to work at St Anthony's during their road to recovery. The grateful man and Nick reunited as he was completing one of his duties for the program. This man graduated from UC Davis with a degree in Criminal Justice and he also played junior college football as well. When he engaged with Nick in December, he was battling an addiction and was trying to produce fake heroin to sell. I recommended some guidance counselors to Matt, and also provided him a BART ticket to visit a longtime friend. He stated, "that BART ticket set the ball in motion." What a difference a CBD Social Service Specialist can make in someone s life. Before (12/30/2013) After (1/30/2014) Social Service Specialist - Lead Panelist at SF Leadership Forum Nick Hitchko, the CMCBD Social Service Specialist was selected as a lead panelist to participate in San Francisco Leadership s forum on homelessness. Other panelists included leaders in the field of behavioral health, HOT Team Supervisors, and SFPD representatives. Audience members included nation-wide journalists and a variety of Health and Human Services professionals. The panelists discussed best practices for ending homeless, and a continuum of care model. The audience valued Nick s handson experience with the homeless populations. 4

14 Management 1/10/ Community Services Manager and Nick Hitchko, the Lead CMCBD Social Service Specialist attended the Sixth Street Neighborhood Consortium Meeting on 1/10/2014. Tajiri Winesberry gave an update to the committee on the services that is being provided by the CMCBD including the cleaning, steam cleaning, safety, hospitality and social service outreach by the Community and Cleaning Guides. 1/15/2014 Tajiri attended the Monthly SFPD Captain s Community Meeting at the Yerba Buena Center for the Arts and gave an overview of the CMCBD services and a brief update to the community about our accomplishments and encouraged them to call our dispatch center regarding issues in the CMCBD boundaries. 1/22/2014 Met with Joyce Diloy to set up trainings for the Mental Health First Aid Training for the CMCBD Staff. We can now get the 12 hour training course in 8 hours over two days. The dates set up are 2/19/2014 and 3/5/2014 between the hours of 9 a.m. and 1 p.m. 1/22/ Community Services Manager attended the San Francisco SAFE s (Safety Awareness For Everyone) Block Captains and Community Leaders meeting. The meeting helps to strengthen collaboration between SF SAFE and Neighborhood Watch Groups. 1/24/2014 Management and the CMCBD staff leads attended the Coffee with the Foot Beats at the 6th Street Safety Hub and gave a brief update on the services and answered questions regarding our services from community members. Tajiri also mentioned how successful the SFPD 10B program has been in January and how the CMCBD works very closely with the effective Market Street Foot Beat Officers.
