He was joined by Aldermen Michael Garren, James Brown, John Hammontree, and Betty Sparks. City Recorder Courtney Dalton-Viar and City Attorney Tyler Weiss were also present at the meeting. Before the town board met, the Vonore Beer Board looked after some business. 3 August 11, 2017 Cup Chromosomes Carla and Carrie... Raising extraordinary kids in an ordinary world! Carrie: of Back to School! Back to school has always been something that I personally look forward to. School means as a parent I get some time away from NooDy. NooDy and I spend 24- hours-a-day seven-days-aweek together over the summer vacation. That isn't a bad thing but it doesn't leave me any opportunity to miss him. Having a little time apart is good for both of us. Yesterday NooDy woke up at 5 a.m. I believe he was just as excited to go to school as I was for him to go. He picked out his outfit right down to his socks. This kid loves dressing up. NooDy was so proud of the way he looked. As we walked into school he proudly showed everyone his new shirt and tie and kept signing brother. He wanted everyone to know he was dressed like his brother. When we got into class I thought he would have some anxiety about me leaving but in true NooDy form he hugged everyone, looked at me and pushed FOOD & DRINK VENDOR CALL! North Korea on Wednesday responded to a new round of threats from U.S. President Donald Trump and Defense Secretary Jim Mad Dog Mattis, claiming it could launch four missiles in Guam s direction within a week when it completed a plan to attack the ocean waters near the island by mid-august. The plan, according to the North, would include simultaneous firing of four Hwasong-12 intermediate rockets that would cross over Shimane, Hiroshima, and Koichi, all Japanese cities, before landing in surrounding waters 18 to 24 miles away from the U.S. territory. However on Thursday, the new defense minister of Japan said his country s military could shoot down the missiles before they could reach Guam and other United States sites. During a session of the National Diet - Japan s parliament - Itsunori Onodera said Japan would activate its Aegis destroyer missile system as any attack on Guam would be considered an existential threat to Japan. Eclipse (Continued from pg 1) eclipse, where the shadow of the Earth covers the whole moon. Anyone and everyone who can see the moon will see a lunar eclipse. A total solar eclipse, on the other hand, can only be seen by a small region of the planet. In other words, you must be in just the right spot and just the right time in order to witness such totality! Our total solar eclipse As you might well know by now, the total solar eclipse will occur on Monday, August 21. SMAS notes it will travel across the United States, all the way from Oregon down to South Carolina. The prime location in East Tennessee to witness the total solar eclipse is Yup, you guessed it! Tellico Plains, Sweetwater, Madisonville, and Vonore will one and all boast excellent vantage points, as will Athens and Etowah in McMinn County. But let s focus on our hometowns, shall we? There will be approximately two and a half minutes of totality. Sharp-eyed viewers may also notice quite a bit more wonders dancing across the sky and horizon during the eclipse. One of those will be a fastmoving shadow some seventy-miles in diameter, said Erickson. Oh, and do not forget the Sun s corona, noted a SMAS handout, or the possibility of seeing the planets, stars, and streams of gas just above the surface of that same sunny star. During the eclipse Erickson advices firsttime viewers to plan on NOT taking any photographs of the total solar eclipse. Why is that? As previously mentioned, totality will last only two and a half minutes. Not very long at all, and there will be quite a lot to see during those precious few moments. 5 August 11, 2017 so caught up in trying to take pictures that you miss it. Which would be quite a shame. Unless you are willing to travel hundreds and hundreds of miles, said Erickson, you may not have another chance to watch a total solar eclipse. So no fumbling with those cameras and smart phones, guys and gals! Just sit back, slip on those protective shades of yours, and enjoy the show! Safety, Safety, Safety! As exciting as this event promises to be, caution must still be observed. First and foremost, says the SMAS, do not look at the surface of the sun. Doing so can cause blindness. This danger is very much present during the partial phases of the total solar eclipse, too. An hour and a half leading up to the eclipse and an hour and a half following its departure, there will be a partial eclipse. You must NOT LOOK at this partial eclipse without suitable protection. The normal blink reflex will not be kicking in during this time, which means there will be no protection from the sun s harsh light. Be aware! Permanent damage to the eyes can occur without feeling pain. Only special dark glasses allow you to safely peer up at the sun. Speaking of those glasses Erickson advices all would-be viewers to buy proper ISO eclipse glasses. You can purchase these glasses online. Several locations around Monroe County are also selling eclipse glasses. However, Erickson notes it might be smart to do so as quickly as possible. Otherwise, the glasses will not ship in time. You should view the eclipse with the naked eye only during totality. Wear your eclipse glasses during the time leading up to and after totality, when the sun is in a partial eclipse. You can also use an indirect method to observe the sun during a partial eclipse, by using a solar projection telescope or a pin-hole camera. Children are especially vulnerable during the partial phases. Erickson advices parents to keep their kids indoors in the time leading up to and after totality. Bring them out to witness the total solar eclipse, then return inside once it has finished. And for all those viewers with telescopes DO NOT use a telescope with a filter in the eye piece. The SMAS advices to destroy unsafe eye pieces that may have come with telescopes in the past. Safety during an eclipse does not all revolve around the sun and moon and sky, though. Do not forget that the total solar eclipse is going to happen on August 21. It is summertime, and the temperatures will no doubt reflect it. It will be hot, hot, hot, so plan for your trips and viewings accordingly. Stay hydrated, insisted Erickson. Have plenty of water, he added, and be sure to have sunscreen, a lawn chair, and bug spray. The SMAS suggests having plenty of snacks as well, and perhaps even a ground blanket. Radios should not be too loud, either. They just need to be patient. Bring a good attitude, writes the SMAS. After the Eclipse? The adventure need not end after the total solar eclipse. As big as this [the eclipse] is, said Erickson, there are more beautiful things to see. And how! As Erickson pointed out, the Cherohala Skyway is a great asset to Monroe County. Its dark skies offer a first-class ticket to a realm of heavenly marvels and wonders. Most every night, there is an opportunity for anyone to gaze upon a natural painting of epic, astronomical splendor. No surprise, then, to know the Cherohala Skyway has played host to the Smoky Mountain Astronomical Society. The SMAS has hosted several Star Parties in the past, gatherings at which members come together to enjoy what the horizon and beyond! has to offer. Grand and incredible though the total eclipse may be, said Erickson, members of the Smoky Mountain Astronomical Society see wonderful things all year round. And its doors are open to all those hoping and willing to join their ranks. We want everyone with telescopes to join our club, said Erickson. Or start their own. He expressed a fervent wish for Monroe County (or perhaps even its individual towns) to become motivated by the eclipse and the promises of the Cherohala Skyway to begin their very own astronomy clubs. Erickson hoped the eclipse inspires the youth of the community to look further into astronomy, too. These are cool things to learn about, he pointed out. And now? Now that you have a bit more information in hand about the total solar eclipse, there is just one thing left to do. Suit up, adventurer! The Vonore Beer Board thus only had to review the minutes from the previous beer board meeting. City Recorder Dalton- Viar read those minutes before those gathered. Following the reading, Alderman Sparks motioned to accept the minutes as read. Alderman Hammontree seconded the motion, and it passed with all ayes. Alderman Garren then motioned to adjourn as the Vonore Beer Board. Hammontree seconded this motion as well. The measure passed with all in favor, and the meeting came to a close. Its members quickly reconvened as the Vonore Town Board. They first reviewed the minutes from the previous board meeting, held on July 11, City Recorder Dalton- Viar read the minutes before the board. Alderman Garren made a motion to accept the minutes as read, and three of the remaining aldermen seconded. The measure passed with all ayes. It was now time for committee reports. Brenda Tipton took to the floor. She first requested the board s permission to replace Mayor Lovingood with Alderman Hammontree on the Library Board. The mayor, said Tipton, is already quite busy with several other placements and duties. Tipton also asked for the board s approval to name Wayne Bodie to the Library Board. The Vonore Town Board gave her approval for both appointments. Tipton next announced the Second Annual Duck Drop. The Vonore Historical Society and Heritage Museum will hold this event on September 16. Tipton stated they would need all the help they could get, adding she would appreciate any assistance the city council might give. The Duck Drop will feature around 1,500 ducks, all of which will be dropped into the lake across from City Hall. Tipton said the event will also have an early morning fishing tournament, a 5K where you can waddle, walk, or run, and a beauty BACK TO SCHOOL CASH! There were even hopes for a cornhole tournament. A flyer provided by Tipton noted there will also be craft and food vendors on site, as well as bouncy houses and children s games. The proceeds from the Second Annual Duck Drop will benefit the Flag Memorial. The Vonore Town Board then moved on to the reports from the individual departments. Alderman Garren updated the board on the recent-goings on of the public works department. He stated the department had installed several sewer taps, chipped brush, and worked on the children s playground. Future plans include ongoing work at the ball fields. The Vonore Fire Department was represented by Alderman Brown. During the month of July 2017, he reported the following calls: 32 medical calls, two public assists, seven wrecks with injury, one landing zone assist, one car fire, one structure fire, one brush fire, one fire alarm, and one smoke investigation. The fire department answered a total of 54 calls. Alderman Brown reported that 43 of these calls came from within the city. It was a busy month, said Alderman Brown. Alderman Sparks gave the report for the parks and recreation department. She was proud to announce the fencing at the parks is at long last completed. The grass is also growing, stated Sparks, and it was looking nice and green. She then invited all those who had not dropped by the boat dock to check it out. There is a picnic area being built in that location. More tables are also being added to the beach area. Sparks also spoke about the work being done at the children s playground. Tape is now out, she said. This is due to improvements being made at the playground. The old equipment will be taken out, the ground leveled, and new equipment will be brought in. It is going to be beautiful, said Sparks. She thanked Alderman Garren and the public works department for all its help on the parks and playground. The playground will be insurance compliant, stated Sparks. Alderman Hammontree gave a report for the Vonore Police Department. The department had remained busy, said Hammontree. He especially wished to speak about the upcoming total solar eclipse. All emergency personnel, both in town and the county, will be working that day, reported Alderman Hammontree. 7 August 11, 2017 have already made reservations at Fort Loudon Park and the Sequouah Birthplace Museum. The town has an operational plan for the event, said Hammontree, and it will be shared with the county. Only emergency calls will be answered on that date (August 21), and all the police officers will be working. Alderman Hammontree stated the town did not know what to expect on August 21. The weather may play a huge role. However, he said the area may become quite congested. He asked for the public s help and patience in this matter. Mayor Lovingood echoed Alderman Hammontree s thoughts on the matter. There were a lot of unknowns, he said, but patience is the key word. Lovingood stated it will probably be a very busy day for everyone. However, he was also excited, especially so for the children. Mayor Lovingood saw the total solar eclipse as something they could be proud to say they have seen. It will also be educational. There will be a lot of traffic on the road, he added, but Vonore will do its part. There was no old business to come before the board, so it immediately turned its attention to a few matters of new business. Alderman Sparks seconded the motion, and it passed with all ayes. Sparks brought forward the next order of new business. She stated the town and Parks and ONE CALL DOES IT ALL FREE (3733) Recreation Board have been working steadily towards getting the ball park up and running. However, there is one area in which it is lacking. This would be bathroom facilities. Sparks reported Hiwassee Realtors have drawn up plans and offered estimates for these facilities. The plan/estimates include the cost of materials but not labor. However, Alderman Sparks hoped to get volunteer labor, inmate labor, and in-house labor to complete the project. The materials would cost approximately $51,000. Sparks noted there were some carry-over funds from last year (meant for the park) that could be used. She stated there have been promises of donations. Sparks asked for the Vonore Town Board s permission to allow the Parks and Recreation Board to get this action started. If the board waited on another grant cycle, she said, it would be some two to three years before the bathroom facilities were installed. Alderman Sparks had a copy of the proposal, and requested her fellow board members to take a look at it. Alderman Garren stated he liked the work that has been going into the park, and was pleased the community could see that work was being done. It was noted some budget amendments would be required in order to move forward with this plan. The applications can be picked up at the Madisonville City Hall, 400 College Street N, Madisonville, Tennessee. The Parks and Recreation Board could showcase their plans at the upcoming workshop. Alderman Sparks stated a ceiling could also be set up. Mayor Lovingood believed this project would happen. His only concern was that the town not go too far overboard. Alderman Garren then motioned to ask the Parks and Recreation Board to present its plans at the new workshop, as well as place the budget amendment on the agenda for the next meeting.
