The Shoreline-Lake Forest Park Arts Council Arts Camp: August a.m. - 3:30pm 2012 August Arts Camp is a week-long program where students explore the arts with accomplished artisteducators. Students choose one core class, a main area of interest and two elective classes to complete their day. Core classes include: Reed Sculpture, Textile Arts, Drawing & Painting, Theater Arts, Hip Hop Dance and Steel Drums. Elective classes include: Blacklight Batik, Needle & Wet Felting, Bookmaking, Theater Arts, Hip Hop Dance and Steel Drums. The program is open to students who have completed 3rd - 6th grade and want to learn more about the arts. Register early as each class is limited to 12 students and enrollment is on a first-come, first-served, space available basis. Tuition is $210 if paid by May 31, 2012 and $230 after. A limited number of scholarships are available. New this year: there will be no commission taken on art sales made at the Festival! The Shoreline Arts Festival provides two extraordinary days of music, dance, theater, visual arts, food and cultural rooms. This creative community event, sponsored by the Shoreline-Lake Forest Park Arts Council, will be held on the grounds of the Shoreline Center, st Ave NE. 3 (Continued from page 1) Holiday Party December 2 nd, Sunday Rummage Sale Wow! When we look at this event we can really see what a great community we have. Around 100 community members volunteered to make it a success. This is something to be proud and very happy of. Coming together in this way is part of what makes Innis Arden the place we all want to call home. The Annual Rummage Sale also brought in over $10,000 for the community! The proceeds will continue to fund neighborhood projects such as the basketball court and the social events planned for the year. The remaining unsold merchandise was donated to local charities. Additionally the Activities Committee will donate $1,000 to a local charity. 4 Innis Arden Board Meeting March 20, 2012 The meeting was called to order by President Mike Jacobs at 7:10 P.M. Board members present: Pat French, Harley O Neil, Dave Fosmire, Sue Cox, Brian Branagan, Bob Allen, Mike Jacobs and Rick Leary. Absent: Kathi Peterson The minutes of the February 14, 2012 Board meeting were approved as published. PRESIDENT Mike Jacobs: Mike spoke today with Josh Whited at EKW who indicated that his firm will soon be filing pleadings with Judge Rogers to set a date for the sheriff s sale of the Tronsen property. The sale will likely be scheduled for May or June of this year. VICE-PRESIDENT David Fosmire: There are no new compliance matters, but we were reminded of the compliance hearing on the Cook matter next Wednesday, March 28 th. TREASURER Pat French: The cash balance on 2/29/2012 was $196,971. Accounts payable was $17,720 comprising of general expenses of $2,890 and January legal fees of $14,830. The legal fees mainly relate to the City of Shoreline view preservation, Tronsen and general representation. Mandatory dues statements were mailed on February 6th for $ They will be past due after April 6 th. As a reminder, unpaid dues will be subject to late payment fees and interest. expressed regarding the project. ACTIVITIES Brian Branagan: Rummage: The Rummage Sale was held March 17 th and 18 th. A full report will appear in the April Innis Arden Newsletter, but preliminary revenue figures show receipts of about $10,200. Items discussed at the March Innis Arden Activities Committee meeting included: Overall, rummage donations were down this year. An e- mail announcement requesting more rummage to sell was sent to the community before the event. Moria Blair proposed a new concept for the Rummage Sale, an Innis Arden Consignment Boutique (items over $100, good condition and split 50/50). Moria Blair helped post flyers and Craig s List ads. Rummage signs for collections and for the event were posted two weeks before the event to help remind people to drop off rummage. Wine Tasting: Wine tasting event will be on March 23 rd. Wine tasting is $20 in advance $25 at the door or for guests. The event is being chaired by Jeri Jacobsen and Jan Holbrook. We will be inviting about a dozen newcomers to the event as guests of the Activities Committee for them to get to know others in the neighborhood. The amount of our required reserve fund will be determined at that time. Pat noted we need to move for judgment on any shareholder with outstanding dues exceeding $1,000. Mike will send the list to Josh Whited to follow through with filing of liens. BUILDING & REMODEL Bob Allen: Bob moved we approve the new front entry plans of the Keens, th Ave NW. The motion was seconded and passed. CLUBHOUSE Harley O Neil: In February the clubhouse had $1800 in rental fees and $725 in refunds. Dates are being reserved now for spring parties, summer weddings and company picnics. If you are interested in renting the clubhouse for your upcoming event contact Shannon Martsolf directly at or martsolfshannon@yahoo.com. Harley reported on receiving another proposal for playfield wall repair and sent it to Board members just before the meeting. We must decide on the type of wall design so the bids are comparable. 5 (Continued from page 4) and chili cook-off. Basketball Court and Playground: Moria Blair will follow up with Shelly Brodersen on the basketball court bid. Rebecca and Gage Wagoner ordered and installed a replacement swing on the Innis Arden playground. Tennis Program: This year, the Innis Arden Tennis Program will be run by Karen Sando, Shelley Brodersen, and Julie Saunders. Next Meeting: The next Innis Arden Activities Committee meeting will be April 2nd so we need a host or it will be at the clubhouse. GROUNDS Kathi Peterson: No report this month. and ask questions so that I can try to contact either John Level or Jake Hermann at Arbor Master for answers. Running Water Reserve is a heavily used reserve. I always see several people walking through whenever I work there. I think it is time for us to put some of our money which is budgeted for the Natural Reserve back into the reserve for the benefit of the residents. This will have a beneficial impact for any resident using Running Water. We are already benefiting the users of Bear Reserve with the repair of the trail. I strongly recommend these proposals to you. Mike suggested the Reeves mark 12 trees to be cut; all are in the two reserve parcels. The Board will consider their request at the April 10 th Board meeting and vote at the May Board meeting. RESERVES Rick Leary: (Rick had not arrived at the meeting at this point so his report was read by Sue Cox.) Grouse Reserve: The Grouse Neighborhood Group has approached me as spokesman for the Grouse Neighborhood Group asking to cut six trees in one parcel of Grouse Reserve. I am having problems getting an approved Geotechnical Engineer to come out and evaluate all of the trees. Geotechnical Engineer Ron Free has done an evaluation with a verbal report, but Ron is uncertain how long he will be in town and has provided several names. We can still vote on the issue of providing permission to remove the trees with the proviso that the City be notified. Once we have a complete Geotechnical report, Peter Eglick/Jane Kiker should review the application before we send the notice. Running Water Trail: I have obtained quotes on repairing the trail through Running Water Reserve. Arbor Master has quoted $5200 to put down a 4 feet wide 1 ¼ inch minus crushed rock as a base since the trail is quite muddy in the winter time. On top of this he will put a 4 feet wide layer of 5/8 inch minus crushed rock to provide a compact walking service. Arbor Master has done the repair at Bear Reserve, and we are getting many compliments on the repair by users who pass through the reserve. The trail has existed for over 60 years being in Innis Arden 1. No new trail will be created and will follow the existing muddy trail to provide a better walking surface in this heavily used reserve. I anticipate that we will need to approach the City about doing this since there is a class 4 stream in Running Water Reserve, but no grading is anticipated. Running Water Stairway: We also have a bid to replace/ repair the stairway at the east end of RW Reserve. The bid is from John Level who is doing the patio and stone work at Kristi Miller s home. These stairs are quite difficult to negotiate, particularly for anyone who has knee problems. The high end bid is for $3000 to put in a Blue Stone and concrete 13-step stairway. The other two are for concrete and gravel or preserved wood and gravel steps at $1500. I favor the preserved wood gravel as it is more in character with the natural reserves. Please be thinking about these It was agreed that Rick could go ahead with the restoration of Running Water Trail. Dave suggested getting another bid with regard to the Running Water stairway and its design. Reserve Plantings: We have been performing significant plantings in Running Water, Grouse and Blue Heron Reserves. Approximately 300 plants were purchased at the King County Conservation District Sale and the Snohomish County Conservation District Sale. So far we have planted 57 Shore Pine, 28 Osier Dogwood, 5 Cascara, 20 Hooker Willow, 30 Pacific Crabapple, 13 Vine Maple, 5 Beaked Hazelnuts, and 10 Red Flowering Currant for 168 plants. Steve Johnston and his son, Alan Wagar, and Maggie Taber have contributed to getting the planting done. The large woodchip pile near the entrance of Boeing Creek had composted into mulch that was spread on the ground at the south side of the trail. We will probably use this as a nursery bed for Snowberry and Red Flowering Currants before we plant them in the natural reserves. Restoration Ecology: Alan Wagar has approached the UW -Restoration Ecology Network to see if they would work with Innis Arden on potential restoration projects in the Innis Arden Natural Reserves. UW-REN is a program to integrate student, faculty, and community interests in ecological restoration and conservation projects. Students of different academic backgrounds work together on a local restoration project. Students learn how to plan, design, solve regulatory issues, install, and monitor a restoration project while working in teams. The first stage of this project will be for one or more faculty members to do reconnaissance to see if there are potential projects appropriate for students this spring. If so, then students would start the process of planning, etc. next winter quarter. Our commitment in the project would be to cover the cost of any materials, such as replacement plants, or equipment, such as dumpsters to haul away any debris. This has the potential to be a great benefit to both the students and Innis Arden residents. Average Tree Numbers in Innis Arden Neighborhood: Innis (Continued on page 6) 5

6 (Continued from page 5) Arden has seven natural reserves which occupy an area of approximately 52 acres and have more than 5400 significant trees using the City of Shoreline definition. Many of the natural reserves have steep sloping ravines with ephemeral and continuously flowing streams. A major portion of these natural reserves also fall under the critical area ordinances of the State of Washington. Based upon these numbers, average density of trees in the natural reserves is trees per acre with Boeing Creek Reserve, Coyote Reserve, Eagle Reserve, and Blue Heron Reserve having the highest density. There are more than 1050 additional significant trees on property of private residences. Innis Arden neighborhood has approximately 420 Acres according to King Count imap. Thus, the total number of trees in the Innis Arden neighborhood, including the Natural Reserves, is at least 6450 with an average density of tree of 15.3 trees per acre or 12.0 trees per residential lot. These counts are conservative and were accomplished by counting detailed maps of several reserves and through field counts of certain properties. The tree count in the residential area could be significantly higher since all wooded private properties were observed from the street only; the counts only included observed trees up to 15 per residence and not trees on sections of property not visible from the street boundary. Bear Reserve Update: Dave Fosmire arranged for a professional crew from a King County Conservation District who work on environmental projects to come to Bear Reserve to remove English Ivy, Himalayan Blackberry, and cut down as much of the remaining English Laurel as is practical. The Ivy and Blackberry were hauled away. The very large piles of English Laurel were chipped up and the chips left in the reserve for use in planting trees and shrubs. Olympic Nursery has completed the planting of 142 trees in Bear Reserve as required by the permit. All trees have been staked and held in place using a heavy gauge wire with a protective tubing cover around the trunk of the tree. I made the following counts (all are double counts): 20 Shore Pine, 60 Excelsa Cedar, 15 Frasier Fir, and 47 deciduous trees, including Cascara, Dogwoods, Vine Maple, Ginnala Maple, and Indian Plum. We received three bids from GoNatives Nursery, Kruckeberg Botanic Garden, and Olympic Nursery (Tom Quigley) for Shrubs and Groundcover phase of the replanting. Dave Fosmire also has been comparing bids with prices available from 4 Corners Nursery and planning to use the professional crew used for clean up to do the planting. The bids for plants ran from $6000 to $9000. The planting crew runs about $9000 on average. Dave Fosmire has completed the planting of 1300 shrub and groundcover using a King County conservation district crew. Many of the shrubs are tagged with green plastic tape and groups of ground cover are marked with red flags. The shrubs and groundcover are not required as part of the permit requirements; they are required by the Bear Reserve VMP. The cost of the shrubs, groundcover, and the crew to plant cost approximately $5000. The following is a list of shrub and groundcover planted: 6 Low Oregon Grape (Mahonia nervosa) 100 Coastal Strawberry (Fragaria chiloensis) 200 Salal (Gaultheria shallon 200 Evergreen Huckleberry (Vaccinium ovatum) 100 Red Flowering Currant (Ribes sanguineum) 200 Serviceberry (Amelanchier alnifolia) 100 Pacific Ninebark (Physocarpus capitatus) 100 Kinnikinnick (Arctostaphylos uvaursi) 200 Tall Oregon Grape (Mahonia aquifolium) 100 Mock Orange (Philadelphus lewisii) 100 The damage to the trail at the north end of Bear Reserve was repaired by Arbor Master by placing a 2 inch layer of 2 inch washed rock in the lowest section of the trail to provide a base that will not accumulate water. Approximately 150 ft of the trail was then covered with 1¼ inch minus crushed rock to provide a smooth surface that will drain. A rubber tracked LID qualified pay loader that has a delivered weight of 1.5 pound per square inch (less than the average human foot) was used to place the gravel. The remainder of the trail to the south end will be covered with 1¼ inch minus crushed rock. Many of the people walking and running on the repaired path have complimented the improved surface. Two cement bollards will be placed approximately 5 feet apart at each end of the trail to allow foot traffic but prevent cars or trucks from accessing the trail or reserve. The current wet weather will help settle the gravel into a compact surface that can be easily walked and that bikes can easily cross. I contacted Brian Lee, planner at the City of Shoreline, about grinding down some stumps that were close to the trail. While paragraph 7 of the permit said that stumps must be left in place, he agreed that paragraph 3 on page 2 of permit allowed the recommendations of Ron Free s January 3, 2011 report be followed. Arbor Master is using a chain saw to lower the stumps to within 2 to 3 inches of the ground from the current 12 inches. Wood chips are being used to cover many of the lowered stumps. A stump grinder was used on three stumps that were on the trail. In all cases the stump is lowered to ground level. A bid has been received to create a 4 to 6 zoned watering system that will provide general sprinkling for groundcover and shrubs and drip irrigation to the 142 trees planted. The controllers will be powered with 9 volt batteries. The quote has been forwarded to Ron Salvino and John Cox. The Council will be having an Open House and Study Session on April 16 on the comprehensive Plan. The Plan will be presented for approval on May 14. She also spoke about the station area planning for the Sound Transit Light Rail which will be going through Shoreline along the freeway from Northgate to Lynnwood in just a few years. Unfortunately, the representatives for the Farmer s Market were unable to attend, but it was announced that the Farmer s Market will be held from June 16 to October 6 on Saturdays from 11:00 to 3:00 p.m. in the area north of Walgreens. June noted the City s website has more information on the Speakers Series and that the next one, on April 12 from 6:30 to 8:30 PM, will be on permaculture. The presentation is held in Council chambers at City Hall. COMMUNITY COMMENTS: Maggie Tabor reminded us to be vigilant with regards to our mailboxes as mail is routinely being stolen. Mail was recently found on the playground during rummage sale collection. Information regarding locking, stainless steel boxes may be found on the Innis Arden website. Sandra Cribbs inquired about right-of-way trees which are view blocking and Mike responded we d be following through with the Foster/Erickson and Ledbetter trees to get the property owners to file for tree removal permission from the City. Harley moved that the Club pay for the removal and replanting of the Foster/Erickson and Ledbetter trees in the City right-of-way. The motion was seconded and carried. The action is contingent upon an agreement of the property owners with the City. The estimated cost to the IA Club is estimated to be around $4,000. The meeting adjourned at 9:03 PM.
