Other need intenive negotiation extending over week or month. The goal i to write "atifactorily completed" on each cae folder. All thi i demanding and time conuming. But it i alo a valuable and neceary public ervice. Occaionally, attention given to caework provide idea for legilation to improve exiting law. In thi way, caework which ha it tart a a ditrict iue pawn national benefit. I keep In direct touch with all caework handled in my office and meet peronally with high government official when uch action i neceary. Coping with home ditrict iue and concern may not be o glamorou a legilative work in Congre, But I conider it every bit a important. In fact, reponibility to the ditrict that elected me, and attention to concern of people in the ditrict, ha top priority in my book. It i undoubtedly becaue of uch an approach to contituency reponibilitie that the volume of mail in my office how a teady incraae. A few year ago it wa uggeted that each congreional ditrict hould have tvo full-time repreentative in Congre one to legilate and the other to handle contituency affair. That would eae the orkload. But I would oppoe uch a policy. Onerou though it may be, the reponibility of handling contituency affair provide a valuable link with the ditrict and with public entiment. Member of Congre need to keep in cloe touch with the people they repreent. They need to liten to the people at home and in turn to keep their contituent Informed about event in Wahington. 1 achieve tha firt by pending almot every ekand in the ditrict, meeting and talking with contituent; and the econd by providing regular nev report to navpaper and radio" tation and by mailing periodic report to all reident of tha ditrict. Thi Report From Wahington i part of my effort to keep contituent informed about what I am doing on their behalf in the Cong.-i, I have found congreional reponibility to be a two-way treet, involving a flov or information to and from contituent. Thi kind of reponibility certainly doen't end or diminih when Congre i in rece.

5 Plan Coure To Prepare Student For College What' an idea worth? If it' an idea that vill help a new college tudent "make it" through the firt difficult year, then it may be worth a half a million dollar. Thi i the opinion of Profeor R,F, Schwarz and H,D, Murdock of Purdue Univerity, Schwarz and Murdock indlcaw. _-...,. _ _ _ tatitic how that college graduate earn one half million dollar more in their lifetime than non-college graduate. Additionally, 50% of all the tudent who fail to make it in college, fall in the firt year,,. and thee failure include tudent who were top tudent in their high chool clae. "We found that chance for ucce in the firt year of college can be greatly improved if tudent know exactly what to expect and are prepared for it," To meet thi need, Schwarz and Murdock developed a one-week, four night ummer coure called ''How to Study In College," It will be offered again here in Fanwood-Scotch Plain under the ponorhip of Union County Vocational Technical School and the Fanwood-Scotch Plain YMCA, The "How to Study in college" coure i "o full of uable technique, idea, gimmick, and uggetion for quick adjutment to college and college tudy problem that even an honor tudent will gain from attending the coure," Schwarz added, "In fact, in a tudy made at Purdue, we found that the better the tudent, the more he gained from the coure," Jame R, Blackwell, a dean at Purdue Univerity and the individual reponible for adminitering the coure for author Schward and Murdock, emphaized how the coure ha contantly tayed abreat of th,- changing eollega cene, "Even though certain baic collage tudy kill remain about the ame, the content of the coure have been changed to include the new material that deal with the Increaed reponibilitie of the college tudent a he face greater and greater academic and ocial freedom on the campu," Blackwell aid. Murdock, a profeor of beginning chemitry for over 20 year, pointed out that it i wrong to force in-comtng frehmen to learn by trial and error the kill that college enior acquire during the four year. "Why not give it to them prior to college o that they can utilize the kill in the learning proce. The fact of the matter i, many tudent fall and drop out of chool only! ecaue they did not have thee kill available to them early when they needed them," Murdock added. The one-week, four evening erie of lecture announced today by the Fanwood-Scotch plain YMCA will deal vith both tudy kill and adjutment to college. Topic in the lecture include: how tudent learn, whytheyforget, tha art of litening, how to take uable lecture note, motivating for maximum performance in collage, how to plan a tudy chedule, baic tudytechnique, principle of review, preparing for and taking tet and examination, and peronal problem and adjutment to college living, including a dicuion of ome of the way in which tudent and their familie can face the riing financial burden of college. Since the coure wa Initiated in 1956 it ha baen the ubject of many pecial newpaper and magazine article a well a radio and TV program. The Chritian Science Monitor did a two part erie commending the coure a ona olution to the large college drop-out problem. The Aociated pre ued it a a ummer feature and recently. Exploring, the Boy Scout magazine, devoted a lengthy artirle to the coure. Schwarz and Murdock developed the coure originally for Purdue Univerity and tarted making It available through YMCA acro the nation in 1963, Since then, over 30,000 tudent have taken the coure at Purdue campue or through YMCA ponorhip. Conidering the high cot of. a college education and the low cot of the coure, attending the coure may turn out to be the bet inurance a family can buy. College authoritie now etimate that the cot of a four year college education will average approximately $12,000. Murdock recommend the coure for tudent who will live at home and go to college a well a thoe who have to adjut to being away from home. "Both the parent and the tudent face ome unuual problem when a tudent i living at home while going to college," he declared, Frederick C. Clock Indicated that graduating enior may reerve a place in the cla by phoning the YMCA, , Date for the cla are a follow; Monday through Thurday, Augut 4, Augut 7, 1975, Regitration form and additional literature concerning the coure will be made available through all high chool enior counelor within the next month. 6 Williain See Some Bai For Optimim In Houing For Elderly Dy SENATOR HARRISON A. WILLIAMS, JR. A recent urvey conducted by my Senate Subcommittee on Houing revealed that an elderly peron ha Co wait nearly two year to get into good houing in communitie throughout the nation. Yet the Adminitration ha thwarted and delayed implementing the houing program for ihe elderly and handicapped approved by Congre. Now thare are ome hopeful ign that Congre will recue it from the traitjacket impoed by the Adminitration. The "202" houing program, which wa firt etablihed in 1959, provide lov-cot government loan to non-profit ponor, uch a labor union and religiou group, to build houing unit for the elderly and handicappad. Depite the fact that the program enjoyed a record of ucce in the 1960' unparalleled in the Department of Houing and Urban Development, it wa phaed out by Adminitration deciion in 1969, For the pat four year, a Chairman of the Senate Subcommittee on Houing, I have introduced legilation to bring it back to life -- but thee effort have met with continued Adminitration reitance. Lat year, legilation \hich I authored wa enacted, reviing rha program to meet certain Adminitration objection. The re- %-ied verion wa then fundad by Congre at S215 million for fical yjar Even o, the Adminitration refued to pend the fund and tha Department of Houing and Urban Development refued to promulgate regulation to implement the program. Wore yet, the regulation thai finally have been iued, only doom the program to failure. Inexplicably, the Department of Houing and Urban Development ha choen to limit the ue of the loan money to hort-term contruction loan, depite the fart that nonprofit group require long-term, permanent financing to undertake building effort. Every witne to come before our Subcommittee, every houing expert vith whom we poke, and all All American Boy And Girl The Scotch Plain Recreation Commiion preent a trophyto an All American Girl and Boy from each playground, The award are made on Play Day which wa held thi pat week. The Director of the Park and Playground keep a record of point accumulated by each boy and girl and the one with the mot point i declared the winner. Point are given for contribution to the playground, cooperation, leaderhip qualitie, regular dally attendance, good manner, and participation in event. The following boy and girl received award: Kramer Manor - Kim McDonald and Dean Sim, Muir - Gary Jone and Tanya Nelon. Greentide - Lori PoliiQ and Michael Vuono. Brookide - Patty Celardo and Robbie VanBlarcom, Shackama-on - Richie Marini, Green Foret - Carl Kumpf and Elaine Melillo, Terrill - pat pretrldge and joy Wallace, Farley - Tara Finney and Billy Lake, Haven - Tyrone Barne and Clarice Rowland. The Time The Paper That Ha The READERS In Scotch Plain & Fanwood Comp/efB Local Hew Coverage of my mail, Indicate that uch a policy would render the program uele o far a nonprofit ponor are concerned. Only private developer would ba able to make ue of the loan money which twit the purpoe of the law and the intent of Congre, 1 repeatedly urged the Department of Houing and Urban Development to revie their regulation in view of the near univeral oppoition aroued. But no reviion followed; nor were there any indication that they would be forthcoming in the future. The program wa effectively tymied. Congre ha now moved to break the impae. In an appropriation bill paed recently, the Senate gave a clear ignal of it commitment to houingfor the elderly by more tlum doubling the amuunr previouly appropriated for the program and by pelling out how the loan money i to be ued. The bill pecifically ay that of the S300 million available for the "202" houing program In the current fical year, at leat $400million i toba made available to nonprofit ponor for permanent financing. No more than $100 million may be made available for contruction loan only. Hopefully, the Houe will agrae hortly to tha language in the Senate bill and the meaure will %vin final Congreional approval. Elderly American need houing that i convenient, comfortable, economical and free from crime. Many dedicated nonprofit group are eager to provide uch houing. Congre ha etablihed a program to help them do the job and ha appropriated the fund neceary. And though the Adminitration ha fought for the pat ix year to tymie the houing program for the elderly. Congre i taking firm action to get it rolling again. BLACK FOREST CAKE & SOURDOUGH BREAD ''Where Quality Come Firt." 387 PARK AVE.. 7 One Gal' View By ANN RINALDi I am getting very paranoid, (getting?) I am beginning to think 1 am the only peron in New jerey who ever get topped by the police. That I am the only one in the tate to have ix point againt their driver' licene, State police, townhip police, boro police. And it make no difference if I'm moving or tanding till, 1 can be the only car in ix that get picked up for making a wrong turn. Everybody ele get vaming for having their now tud on after deadline, 1 get $35 fine, I do not have a van with curtain in the window and "Jeu Save" or "love" written on the outide, I have a very ordinary looking four-door edan, I have never gone over 70 and eldom, if ever, that, I have never picked up a hitch-hiker, moked marijuana or run contraband cigarette or booze up from Maryland, For the firt 20 year of my driving experience 1 never got tagged once. In the lat year I've picked up ix point againt my licene, (thre while tanding till, three while going under ten mile an hour) and paid out about $100 worth of traffic violation. Of coure, l"m on the road two hour a day and unle you do it you don't know what that mean. It mean eight hour a week (I work four day). It mean that ince lat January 1, I have pent 240 hour or ten full day of my life, on the road, not counting weekend. It mean that on my way to work in the morning I mut deal with 4 top ign and 17 traffic light. Not counting the "yield" and the one-way and the inanity of route 206 and the cement truck and the choolbue and the crazie who travel at 20 and zoom it up to 60 when you want to pa. Defenive driving? Since my notice came through that 1 have cored 6 point with Motor Vehicle I can mell the radar trap ix mile away, I can ene the police car hiding in the foliage I alo looked into the point-ytem here in New jerey, I found out that 253,516 poor oul lot their driver' licene here In New jerey in 1974, Two-hundred, twenty-five thouand, five hundred and eighty-four people lot their licene through the Motor Vehicle Department, Motor Vehicle ha about 20 different reaon why they can revoke a licene, uch a refuing to ubmit to a breath tet if a policeman init upon It and falling to anwer a ummon. They do not revoke a licene for age, omething I've alway thought they hould conider. A peron can drive if he i 99, More than that, they do not bring thee people in and tet them unle a particular cae i brought to their attention by a reliable ource. They do,,. and 1 do not conider thi right.,. revoke a licene if you abandon your car for 48 hour. And it can be for up to two year, Twenty-even thouand, nine hundred and thirty two licene were revoked by the court. One thing 1 found out which i reauring i that If you accumulate the 12 point it take to loe your licene, you have three option. You can go to driver-improvement chool and thereby retain it. Eighteen thouand people did thi lat year. You can end the licene in and accept the upenion, Or you can requet a hearing. No action I taken to make you turn In your licene, pending the outcome of the hearing. And the nature of the violation i taken into account In thi hearing, Which mean, probably that if you explained to the judge that you were ticketed for refuing to get outof ft ga line back in January of 1974, when everybody' temper were running high and the policeman gave you a ummon for making an illegal turn (becaue he had to get you for omething)... you would probably not have that three point go againt you. Three thouand peopla requeted a point-ytem hearing lat year and 334 of them retained their licene with only warning a a reult of it. Lot of time the Iuing of a ummon boll down to a battle of egoe between the driver and the police. Lot of time it depend on what kind of a day they've had. Lot of time they'll be nice and let you off. If they're decent. And you're decent and you realize they are only doing a job and the job i neceary for your afety and you know about all the crazie who are out on the road, ready to kill you and them. So there i hope, if you're accumulating point. But watch out. You ee that bunch of tree over there? They lurk there. They wait for you. Even if it' only in your imagination. Jutice Dougla Not Fully Effective On High Court WASHINGTON, D.C, There' a groving chance preident Ford will oon have the chance to make hi firt Supreme Court nomination. Jutice William Dougla i determined to return to the court in October but hi left arm i till uele and he can only take a tep or two vithout a wheel chair. The famed liberal. i laced vlth an apparent deciion by the other eight Jutice to count Dougla' vote in the future only when it i not deciive unle he ha fully participated in hearing the cae. Thi may account for ome of the potponement ordered by the court in June ome of which will be reargued. Traditionally, Jutice reign when incapacitated. There' no way to remove them other than impeachment if they do not do o. Thu the high court may find itel; utilizing Dougla' vote only when it doen't affect the outcome of a cae. That would mean, in effect, that Dougla no longer had any influence on deciion. Thi may or may not be enough participation to keep Dougla on the high court, Dougla, 76, uffered a eriou troke; he alo ue an internal heart aid. Thu chance eem trong that ooner or later the ailing Jutice will realize the afet coure I that he reign to reduce hi activitie. Eight Jutice i an awkward number ince the likelihood of tie vote i coniderably enhanced, epecially with the preent court which i evenly plit on o many fundamental iue, (the 5-4 plit deciion of recent year are ometime liberal and ometime conervative, depending on the philoophy o: everal pivotal jutice). preident Ford ha not yet made a election for the high court, preident Nixon named four of it preent member. Two Southerner Mr, Nixon nominated were rejected.
