1 Volume 31, Issue 2 February 2019 Page 1 By Jim Westmoreland A few weeks ago, we had some friends visit us from North Ogden, Utah. As Lewis glanced around the ranch, he said with surprise, "Your lawn looks so green!" I never thought much about my lawn being green in February, but these Northern Utahans were quite impressed. They men oned that they hadn't seen their lawn in weeks and probably would not see it for several more due to the accumula on of snow. How blessed most of us are to live in this valley. To live in a place of temperate weather and s ll be able to go and enjoy the wonders and beau es of the seasons without leaving the state. We can ride our horses every day if we don't mind riding in the rain once in a while. Sure enough, when I looked up, the horse jumped the ditch. Focus on your vision and look up, not down, on where you want to go." I hope we can all serve together in unity, look up and have the vision of protec ng stock users' historic use of the wilderness and educa ng the public about gentle, "leave no trace" wilderness use with a posi ve and passionate effort. Thanks. Remember, horses and mules learn from the release of pressure. Yes, the land is ge ng green. My wife Chris and I have been riding in the foothills the last few weeks and have no ced this great change. Just last week we rode the Red Hills area near Chinese Camp and were also treated to lingering patches of snow from the last storm. In all my 20 years of riding in that area I don't ever remember snow there. Our state is truly a great place to ride horses. Having said that, we must do all that is in our power to keep our equestrian trails open and that is one, if not the most important, reason that I am a member and a volunteer of BCHC Mid Valley Unit. We need to feel the importance of keeping all trails open, especially those beau ful and breathtaking trails in the back country. I believe that without our con nual service and support, many of our public trails will be lost. It seems a never-ending struggle, but a struggle worth all of our best efforts. We must con nue this service so that future genera ons will be able to experience what we have been blessed with. May we be united in our focus and vision in this cause. There was a story told by Judy Wagner of Park City, Montana. She said, "Horses teach us so much about life. One me I was helping my brother gather ca le and was riding a challenging horse named Shine who refused to cross a 3-foot-wide ditch no ma er what I tried. My brother rode up and told me to look up. 2 Volume 31, Issue 2 February 2019 GET TO KNOW OUR NEW PRESIDENT By Carol Jo Hargreaves In an effort to get to know him be er, I spoke with Mid Valley Unit's newly elected president, Jim Westmoreland. Jim impressed me as being a so -spoken yet forthright fellow; a trus ng teacher/coach who believes in building people up to be their best selves. Jim was born and grew up in Fresno, where his father farmed co on, sugar beets and barley. He graduated from Hanford High School then a ended Fresno City College for one year before leaving on a two-year mission in England. Being from Central California, Jim had a hard me adjus ng to the cold, rainy weather and the more reserved English people but eventually grew to love them both. Mission completed, Jim entered Brigham Young University where he met and married Chris and graduated three years later with a business degree. Jim's dad had a restaurant service company by the me Jim finished college, so Jim went to work for him. At the peak of their business, the two were servicing up to 350 restaurants with a fleet of six service trucks. Not quite sa sfied, Jim le his dad's business for about a year to work for a beekeeper but quickly yearned to be self-employed. He was a hard worker and wanted to be treated fairly. He went back to working in his dad's business and the two eventually split the huge territory in half. In 1977, Jim took the northern sec on and moved to Manteca. He is s ll working in the restaurant service business but the number of restaurants for which he is responsible has decreased. Jim hopes one of his sons will take over the business; maybe this year. Jim and Chris raised their children (five boys and one girl) in Manteca and lived there un l Three of Jim and Chris's sons now live close by, the fourth lives in Boston, the fi h is in Idaho and their daughter resides in Utah. The Westmorelands have a large extended family including 10 grandsons and 10 granddaughters and frequently host par es at their house to celebrate birthdays, anniversaries and other special occasions. Jim is proud that his eldest granddaughter has served over a year on a mission in Italy and will return home in April. 3 MIXED BERRY CRISP Servings: 6 to 8 Submi ed by Michael King BERRY MIXTURE: 1 (10-ounce) bag frozen raspberries, thawed 1 (10-ounce) bag frozen blueberries, thawed 1 (10-ounce) bag frozen boysenberries or blackberries, thawed ¾ cup sugar In a bowl, combine berries and sugar. Set aside while you prepare the topping mix. CRISP TOPPING MIX: 1 cup all-purpose flour 1 cup walnuts, finely chopped 1 cup brown sugar 1 cup oatmeal ½ cup (1 cube) bu er, melted In a medium bowl or 1-quart resealable plas c bag, mix all topping ingredients. Heat a 12-inch Dutch oven over 9 hot coals. Cover with Dutch oven lid and place 15 hot coals on the top. Preheat 10 minutes. Pour the berry mixture into the Dutch oven. Sprinkle crisp topping mix evenly onto berries. Bake covered for 30 to 35 minutes. Serve warm or cold. DUTCH OVEN FUN By Vicki Morales Collec ng and trying new recipes makes Dutch Oven cooking and Dutch Oven Gatherings fun. Carl Perry ate some of this berry crisp and had to have the recipe. He bugged Michael King for it but it was slow in coming, so Carl asked me about it. I had not received it yet. With a li le pressure, Michael got the recipe to both Carl and me. Michael had found the recipe in a Camp Cooking 100 Years cookbook. The book a ributed the recipe to Dian Thomas, from Recipes for Roughing It Easy. I can vouch for it being delicious. I have made it twice in the short me I have had it. P.S. You can find a 64 oz. bag of the three berries at Costco. The best thing is you can make a full batch two mes. Yum! DUTCH OVEN REPORT By Vicki Whisler Well, we got rain and snow and more snow and rain! The Valen ne's Ride was cancelled due to snow at the trailhead! The makeup ride for it is going to be at Red Hills on Saturday, March 9. Ride out at 10 a.m., bring a small can of chili or beans to add to the pot! See Jerrie's ar cle for more details. 4 NEW PRESIDENT, continued from page 2 Jim started riding horses at age 50. He and Chris purchased their first horses while living in Manteca but when they became empty nesters and bought their Escalon ranch, the two got more into horses for something to do. Once he got his horses, he wanted to join a horse-related organiza on, but Chris, a city girl from LA, felt uncomfortable and apprehensive about riding with others. Jim's neighbor down the road in Escalon, MVU member Bob Magee, paid a visit when the Westmorelands moved into their new home. Bob and Jim soon became riding buddies and Bob subsequently bought one of Jim's horses. Some me in 2012, Jim a ended his first MVU mee ng at Perko's in Modesto. He recalled coming away with concerns because people were upset about their newsle er ar cles being edited. He thought BCHC was a good organiza on overall but didn't join right away and it took him a while to start a ending mee ngs regularly. He went on a couple of rides, got to know a few people and pre y soon he was serving on the board then elected vice president. A er serving as vice president/membership chair for three years, Jim thought it was someone else's turn. He felt a li le uncertain about moving up to president but agreed to do so with David Rumsey as VP. Jim has experience holding leadership posi ons in a variety of service organiza ons, is op mis c and posi ve by nature, not easily offended and likes to get things done. You can obtain a CPR/AED/First- Aid cer ficate for a two-year period, online, that costs less than $20. In this CPR and First-Aid cer fica on course you will learn how to perform CPR, use First-Aid effec vely, and how to use an Automated External Defibrillator (AED). It takes about 30 minutes to complete the course and take a test. You only need to obtain a 70% grade on the test. You can keep taking the test un l you get a 70% score. It is not a very tough test. Jim's favorite way to generate volunteer help or donated funds is simply to ask someone, Will you do this? He prefers to go directly to a person, explain a project and ask for their help (for example, by dona ng a picnic table, a hitch rail or road base). That way the donor can take pride in feeling he helped pay for something he can actually see and know MVU is making good on the promise of keeping trails open for everyone. Jim would like to use the unit's money and resources for good and has lots of ideas about how to do that. He envisions conduc ng inclusive ac vi es where people of all skill levels enjoy each other and serve BCHC's purpose at the same me maybe a Dutch oven gathering, a leisurely ride, a working campout, a horse clinic or a packing seminar. He believes everyone has strengths and something valuable to offer. He encourages us to work together, be pa ent with and help each other because we can all become be er BCHC members, maybe even be er people. 5 Volume 31, Issue 2 February 2019 PARADE NEWS By Parade Chairman John Marshall Gree ngs, Mid Valley Unit will ride in the Ripon Almond Blossom Fes val Parade on Saturday, February 23. Please see our post on the Backcountry Horsemen of California Mid Valley Unit Facebook page for all the details. Some of us will also be riding in the Cowboy Honor Ride for Officer Natalie Corona on Saturday, March 2, in Arbuckle, California. This is not a Mid Valley Unit or BCHC event so everyone is welcome to ride in this parade. Some of us rode in the Cowboy Honor Ride for Officer Singh in Newman on th January 19. Gail Jamieson, Jennifer Marshall, John Marshall, Vicki Morales, Jennifer Marshall rode in the Cowboy Honor Ride for Officer Singh in Newman Susie Q., and Karen Lopes joined over 200 other horsemen riding in this parade. There were also wagons, buggies and carts. This was a great way for us to honor and support those who bravely serve and protect us. Lee made the unit three canvas sleeves in which to store and protect our U.S., California, BCHC and BCHA flags. Thank you, Lee! Hos ng the 2019 BCHC Rendezvous in Norco is the Santa Ana River Unit whose president is Mike Williams. Mike and Rebekah Wan will ride from Norco to Bishop in me for Bishop Mule Days. 6 Volume 31, Issue 2 February 2019 Dear Supporters, We are pleased to announce Cowboy's Honor Ride for Natalie Corona on March 2, 2019 in her home town of Arbuckle, California. Please join us! A ached below is our new flyer. All riders must "Check In" and receive their event wrist band, before parking their trucks and trailers. Parking spots will be assigned, and further instruc ons will be given at Check In! Parking in this small town will be complicated so please be pa ent and respec ul. Follow the "Horse Trailer Parking" signs to the "Check In" sta on on Willow Wood Court. Colusa County Permit insurance requires every rider to Check In. The insurance process has been simplified, thanks to the San Joaquin Valley Rangers who have also sponsored our event and picked up the insurance costs. Check In requires only your name, an address and what town you are coming from. Arbuckle is about 130 miles (2 hours) north of Modesto. Here are direc ons from Interstate 5: Exit #566 Arbuckle/College City exit. Head west on Hillgate Road, turn le on S. Eighth Street. Drive one block. Turn le onto Smoky Hollow Drive. Check In will be a half block on your le at the beginning of Willow Wood Court. Check In will open at 10 a.m. Be saddled and assembled by noon! PAGE 6

7 TRAIL RIDERS' UPDATE By Jerrie Ann Thomas and Chris ne Kaplan Saturday, March 9 Makeup ride for the Valen ne's Ride is NOW going to be a St. Patrick's Day Ride, at Red Hills. Wear green. Donuts and coffee from 9:30 to 10 a.m. Ride out me is 10 a.m. Lunch will be at 12:30 p.m. (don't forget your small can of chili beans). This ride is RAIN OR SHINE --- ride or visit and eat lunch. Saturday, April 13 Easter Ride at Del Valle Regional Park. There is a Day Use Fee of $10. Overnight camping is available if anyone is interested. And we welcome any input you have to make our unit a great one. What is also very important is keeping all your informa on up-to-date in order to help us communicate with you. One of the important parts of communica on is our newsle er, the Mid Valley Monthly, which comes out every month, usually the third week of the month. This helps our members find out what has been going on the previous month and what events are coming up in the coming months. Most of our membership receives the newsle er via , but some s ll receive a paper copy by mail. By Vicki Morales This month our own Sunshine girl could use a li le sunshine. Katherine Reeves had back surgery and is on her way to recovery. As always, she is anxious to get back in the saddle. Cards were sent to: Kathy Zumbrunn who had cataract surgery; Mike Kohlbaker who had shoulder surgery, and Karen Barindelli who recently lost her mother. We send our deepest condolences, Karen. Donna Meier, Wilderness Rider and LNT Master Educator, has had major health problems and we wish her a quick recovery. PAGE 7

8 GENERAL FINDINGS: One outstanding check wri en in 2018 (check #3488 wri en 12/11/2018). No outstanding deposits. The majority of deposits were made mely (ranging from 2 to 12 business days and averaging 4.75 business days.) The unit treasurer regularly reconciled her records, upon receipt of bank statements, the first week of each month in order to prepare the Treasurer's Report presented at each monthly unit mee ng. The unit treasurer does not discard any fiscal records or documents. FINDINGS BY ACCOUNT: 2018 INTERNAL AUDIT COMMITTEE REPORT SUMMARY Prepared by Carol Jo Hargreaves For the past eight years, a commi ee of four members has met annually to conduct an internal audit of the unit treasurer's books. This year's audit was conducted January 29, 2019, and covered calendar year Commi ee members included: Carol Jo Hargreaves, Michael King, Vicki Morales and Vicki Whisler. In 2011, Barbara Newsome, a professional accoun ng manager and member of Mid Valley Unit at the me, provided wri en Audit Procedures for the first internal audit. Each year, following those procedures, commi ee members review the unit's General Fund and Educa on Fund. Each account review includes comparison of the source document (e.g., invoice, receipt, a esta on statement) with a copy of the check wri en or the deposit slip, the bank statement, the unit check register and summary reports. Commi ee members examine to whom the check was wri en, the check amount, the 2018 MVU Budget or authorizing mee ng minutes, signatures, and mely bank clearance. The meliness of bank deposits is also inves gated. LEGAL FUND (was LUCKY CALENDAR FUND) This is a special fund earmarked to receive dona ons in support of future legal ac ons. The account was not reviewed as there were no transac ons in There is sufficient money in the account to avoid bank charges. GENERAL FUND The majority of unit expenses are paid from the General Fund. The commi ee reviewed 19 percent of the checks wri en in 2018, including all checks for $250 or more and all unusual checks. Four checks were voided in Signatures were obliterated and VOID was wri en across the check. All expenses paid/reimbursed were included in the 2018 MVU Budget or approved by board member vote and documented in unit mee ng minutes. All checks reviewed contained the two unit-required signatures. Members deposited reimbursement checks in a range from 1 to 13 days, averaging 5.4 days each, cu ng in half the me to deposit in 2017 (1 to 37 days, averaging 10.5 days each). All transac ons were accompanied by back-up documenta on in the form of an invoice, receipt or a esta on statement or were board-approved dona ons. The commi ee commends unit members for con nuing to submit receipts/invoices shortly a er the expense was incurred. Only one a esta on (reimbursement request) form was submi ed in lieu of an original receipt/invoice in this review period. In regard to the commi ee's 2016 concern about new and renewing memberships, the treasurer stated things went much be er in 2017 and there were no instances in 2018 of being asked to mail membership forms or money to BCHC on someone else's behalf. This wonderful group of quilters keeps making beau ful quilts to sell at their annual Christmas Bazaar. But they are also very generous and donate at least two lovely quilts to our unit each year in thanks for our old, worn out jeans. They can be old or new, torn or ta ered and any color. 13 INTERNAL AUDIT, con nued from page 8 EDUCATION FUND The Mid Valley Unit Educa on Fund supports Volunteer Service Projects, Youth Horse Camp, the Wilderness Intern posi on, pack clinics, educa onal pack trips and addi onal youth ac vi es. The commi ee reviewed 63 percent of the checks issued, including all checks wri en for more than $250 and any unusual checks. There were no problems with any reviewed checks. All checks reviewed contained the two unit-required signatures. Members deposited their reimbursement checks in a range from 1 to 5 days, averaging 3.4 days each. Concern: Established procedure was not followed for pping the Youth Horse Camp lead wrangler one lump sum (obtained from the treasurer in advance then distributed equitably among all wranglers). COMMITTEE RECOMMENDATIONS: The commi ee suggests the unit treasurer: 1. Write down start and end dates of each Volunteer Service Project/work party to correctly determine the number of days for which the unit pays for food at $125/day. Wri ng down the number of people who par cipated in each work party is op onal. The commi ee reminds members to: 1. Write on each receipt/invoice submi ed for reimbursement the name of the unit member to be reimbursed and the purpose of the expense. 2. Con nue to cash/deposit unit checks as quickly as possible. 3. Remember to inform those responsible for purchasing groceries for Volunteer Service Projects in advance there is a $125/day aggregated limit authorized by the 2019 Unit Budget. 4. Keep unit procedures in mind and plan in advance for events where cash will be needed from the treasurer (to make change, to issue ps, etc.) CONCLUSIONS: The overall opinion of the Internal Audit Commi ee is that the Mid Valley Unit treasurer competently followed fiscal recordkeeping procedures. Her records were well organized and up-to-date. She is familiar with procedures and sought guidance when ques ons arose. She is dedicated to doing a thorough and accurate job. It is the unanimous opinion of Internal Audit Commi ee members that this annual process has had an overall posi ve effect and should be con nued. Problems iden fied in annual audits have been resolved, unit members have applied correct procedures in almost all cases and, as a result, the unit treasurer's job has been made easier.
