The topic was discussed at Monday s meeting of the Athens-Hocking Solid Waste District Board, which is made up of the six county commissioners from the two counties. Also discussed was a change in bylaws that allowed Athens County to have control of the nonprofit organization that actually operates recycling programs in the two counties. Athens County Commissioner Chris Chmiel told his Hocking County counterparts that a look is being taken at providing curbside recycling pickup without also providing garbage collection, since that is one of your big issues. The Hocking County Commissioners have in the past voiced opposition to garbage also being collected with recyclables because it provides competition with private trash haulers. Roger Bail, operations coordinator for the recycling program, is looking at the feasibility of doing just curbside recycling. Roger is trying to run some numbers on how we can do that, Chmiel said. that is intended to provide an incentive to recycle. Athens has curbside recycling, but it is tied to garbage collection, with garbage rates set in a way Hocking County Commissioners Clark Sheets and Sandra Ogle asked what is being considered. Bail said the idea is to provide curbside pickup every two weeks. People would have to sign up for it, and there would be a quarterly fee. We just have to get a density for the route.... It takes a number of customers, Chmiel said. Bail said it would take a minimum of customers to make it financially feasible, clarifying after the meeting that the estimate is for the district, not each county. He also said the number of customers required is also impacted by the amount of the fee.

At Monday s meeting, there was discussion about a change that was made last month in the bylaws of Athens- Hocking County Recycling Centers Inc., the nonprofit organization that provides recycling services to the district. The nonprofit s board had been made up of the six county commissioners and Bail, but by a 4-3 vote the bylaws were changed to make it a three-member board consisting of an Athens County commissioner, plus one appointee each from the two counties effectively giving control to Athens County. The Hocking County Commissioners voted against the change, and at last week s commissioners meeting voted to withdraw from the nonprofit. We as a board, our commissioners board, felt that we had no say in the way the new nonprofit was set up, Sheets said at Monday s meeting. Since Hocking County is no longer participating in the nonprofit, Sheets wanted to know how the assets of the recycling program are going to be divided between the two counties. However, Athens County Commissioner Lenny Eliason said the equipment is in Athens County s name. But, Sheets asked, isn t it part of the district? We ll have to let the attorney debate that one, Eliason responded. I think it s more than fair, since we re not going to be a part of the Athens-Hocking Recycling Inc. nonprofit, that we re not going to give the equipment to a nonprofit, all the assets, Sheets said. Eliason pointed out that currently the nonprofit is under contract to provide services to the district. Until you change that contract, you can t do anything, Eliason said. Sheets asked that the Hocking County Commissioners be provided with a copy of the contract. Would you have a problem if we decide to appoint him, Chmiel asked the Hocking County Commissioners. Hocking Commissioner John Walker questioned how such an appointment could me made, since the new bylaws call for the Hocking County appointment to be made by the Hocking County Commissioners. Eliason said the bylaws would have to be changed to allow it, pointing out that Chmiel and Ed Newman, who have been appointed to the nonprofit s new board by the Athens County Commissioners, constitute a quorum of the threemember board and can vote to change the bylaws.
