On the 10th day of June, 1985, the Planning and Zoning Commission of the City of Lufkin, Texas, convened in regular meeting in the Council Chambers of City Hall with the following members thereof, ta wit: Velma Reese Jim Partridge Joe Floyd Drefus Thompson Nick Finan Tommy Deaton Ann Griffin Harvey Westerhoim Brian Boudreaux Ron Wesch Vice Chairman Member Member M em b er City Planner Asst. City ManaQer Public Works Director being present, and Saii Griffin Dr. Ned barrett, Jr. Ecomet Burley Chal rrnan Member M emher being absent when the follo4ing business was transacted. 1. Meeting opened with prayer by Joe Floyd. 2. APPROVAL OF MINUTES Motion was 9ade by Joe Floyd and seconded by Jim Partridge that minutes of May 27, 1985, meeting be approved as presented. A unanimous affir~ative vote was recorded. 3~.TE~PORARYM~8ILE HOME PERMIT RENEWAL APPROVED MRS. JOSE LOPEZ 2921 McKINNEY Vice Chairman Reese recognized Mrs. Jose Lopez appearing in representation of Temporary Mobile Home ~ermit located at 2921 McKinney. Irs. Lopez stated that there had been no problens or changes with the present location of the mobile home. There was no opposition present. DATC 6/IC/es?i~GE 1

2 Motion was aade by Jim Partridge and seconded by Drefus Thompson that Temporary Mobile Home Permit be renewed for a period of six months, 3b. TEMPORARY MIJBILfE HOME PERMIT RENEWAL TABLED WILLIAM HARRISON 2209 EAST DENMAN Vice Chairman Reese asked if there ~ere a representative present for the Temporary Mobile Home Permit located at 2209 E. Denman. Representative ~as not present and motion was made by Jim Partridge and seconded by Joe Floyd that item be tabled until the eni of the meeting to allo~ applicant time to appear. A unanimous affirmative vote was recordeb. Applicant did not appear before the end of the meeting. Motion was made by Joe Floyd and seconded by Jim artridge that i ~em be tabled until next i~eeting of this Commission and that applicant be renotified. 3c. TEMPORARY MOBILE HOME PERMIT RENEWAL APPROVED JAMES WADE 2000 E. LUFKIN AVENUE Vice Chairman Reese asked if there ~as a representative eresent for the Temporary Mobile Home Permit of James Wade located at 2000 E. Lufkin Avenue. ~pp1icant was not present. ~otion was made cy Drefus Thompson and seconded by Joe Floyd that item be tabled intil the end of the meeting to allow applicant to appear. A unanimous affirmative vote was recorded. Mrs. James ~ade aopeared before the end of the meeting and stated that there had been no changes or problems with the present location of the mobile nome. here was no oppositi on present. Motion was aade by Jim Partridge and seconded by Joe Floyd that Temporary Mobile Home Permit be renewed for a period of six months. 3d. TEMPORARY MOBILE HOME PERMIT RENEWAL - APPROVED - MOLLIE PURVIS ELLIS Vice Chairman Reese recognized F. ~. Spears apoearing in representa ti on of Mrs. Moll ic?urv is concerning Temporary Mobil e Home Permit located at 1510 Ellis St. Mr. Spears stated that there had been no problems or changes with the present location of the mobile home and that his daughter and son in law lived in the mobile home to take care of Mrs. 2 urv is. There was no opoosition present. DATE 6/lC/35

3 Motion was made by Jim Partridge and seconded ty Joe Floyd that Temporary Mobile Home Permit be renewed for a period of six months. A unanimous affirmative vote was recorded. 4. TEMPORARY MOBILE HOME PERMIT APPROVED FRED L. WALKER Vice Chairman Reese recognized Fred L. Walker appearing in representation of Temporary Mobile Home Permit covering property located at F lo /2 North First Street between Laurel and Second Streets. Mr. Walker stated that he needed the Temporary ~ iobilehome Permit to allow him to better care for his mother who would live in the mobile home. City Planner Nick cinan stated that originally ~r. Walker had applied for a Permanent ~ohile Home Permit but the area was not sufficient to grant a 7cr manent Permit. City Planner Finan stated that the Temporary Mobile Home Permit would allow ~r. balker to look after his mother and that it had ;oeen discussed that Mr. ~4alker might be able to write a letter to the Planning ~ Zoning Commission each ti;ne the Permit is up for renewal to a~,oidhaving to appear before this omriission ev ry six months. Motion was made by Jim Partridge and seconded by Joe Floyd that Temporary?Iobi I e Home Permit to Fred L Walker he approved as presented. 5. ZONE CHANGE RECOMMENDED TO CITY COMMISSION DONNA BASHAM ~ Vice Chairman Peese recognized George Sigier appearing in reoresenta ti on of Zone Change Reguest of Donna 3a sham covering prooerty located at 102 ~. Kerr Avenue between South First and South ~acjuet from Resi dential Large to Residential Large, Special Use (Professional Of lices) Mr. Sigier stated that he originally submitted an apolication to change the Zone to Commercial but because of opposition in the neighborhood he was now as ki n~ for a tone Change to Special Use (Professional Jffices). Mr. Sigier stated that he had the property under contract to purchase and at the present time he planned to use the building for a lawyer~s office. Mr. Sigier stated that the lot is large enough to allow sufficient traffic flow around the existing house that oe would remodel. There was no oppositi on present. City Planner Nick Finan stated that he would suggest toat an entrance be established on South First Street and on 1~ err Street with parking DATE 6/lc/d5 PAGE 3

4 for each entrance. C ity Planner Finan stated that the hedges presently on the property or perhaps a sight bearing fence should oe required between this property and the residential property to the west. Motion ~as made by Jim Partridge and seconded by Drefus Thompson that Zone Change be recommended to City Commission for approval and that the hedges or fence be maintained to block the view of the residential property. ~ unanimous affirmative vote was recorded. 6. PERMANENT MOBILE HOME PERMIT APPROVED JOYCE A. FORD ~5O BROC( STREET Vice Chairman Reese recognized Kenneth Martin appearing in representation of Permanent Mobile Home Permit covering property located on Brock Street between Sellers and Calvary. Mr. Martin stated that he was the son of Joyce A. Ford who owned the property and he planned to place a 14 x 8fl~ mobile home behind the present house for ~ residence, City Planner Nick Finan stated that the mobile home would have to be situated differently on the ict but that he would meet with Mr. Martin and explain the angle that would be required. Motion was made by Joe Floyd and seconded by Drefus Thompson that Permanent Mobile Home Permit be approved as presented. A unani mous affirmative vote was recorded. 7. ZONE CHANGE REQUEST - DENIEO RECOMMENDATION TO CiTY COMMISSION - PATSY HINEMAN RL TO RM Vice Chairman Reese recognized Patsy Hineman appearing in reoresenta tion of Zone Change Request coverinç property located on Roger Street between Tom Temple and 3urton from Residential Larqe to Residential Mcdi u m. Mrs~ Hinema i stated that this was basically the same application she had presented before with it being amended to Residential Medium instead of Residential Small. The following property owners were present in opposition to the proposed Zone Change: Hollis Gassaway, Mike ~rennan, Sarah Fernandez, Delbert Williford, Roger Lewis The following points o~ opposition were voiced: DATE 5/10/35 AC~E~-

5 a. ~ent prooartv would deteriorate quickly. o. Lot too small for proposed construction. c. Would devalue property in the neighborhood. d. Lot has a drainage problem. Mrs. Hineman stated that the lot is too small for a 12?Cfl0 sq. ft. house but that she woul d be will inc to construct a new house on the property instead ~f moving the proposed house onto same if the Zone were reduced to a Res ident ial Med ium Zone. Joe Floyd stated that he woild be reluctant to change one lot in the middle of a Residential Large neighborhood to Residential Medium because the Planning and Zoning Commission had an obligation to property owners who have established Residential Large homes. Mrs. Hineman stated that she got the impression at the previous meeting that tne main concern ~f the neiqhhors ~as moving in a r~ouse and that she was willing to have a house constructed on the lot. Jim Partridge stated that if the Planning ~ Zoning Commission recommended that the Zone be changed, they would have no control over whether a house was moved in or a new house was built. Motion was made by Joe Floyd and seconded by Jim Partridge that Zone Chan ge be denied recommendati on to City Corn mission. A unani mous affirmative vote was recorded. ~. ANNEXATIi3N A~D PERMANENT ZONING - PUBLIC HEARI!~G DATE ESTABLISHED PLJO SABINE INVESTMENTS Vice Chairman Reese stated that the Commission now had for cons idera tion the establishment of a date for Public Hearing to consider an nexatiora and permanent zoning for PLJD of property located east of the City limits at Champions Drive west of FM 58 and south of Brent wood Drive as repuestecl by Sabine tnvestments. City Planner Nick Finan stated that Sabine Investments proposed to purcnase a lot on the east side of Champions Drive to construct a driveway leading to the proposed NiL which does not require a dedicated street. Mr. Finan further stated that all four of the houses to be constructed on the property would have Champion Street addresses. City Planner Fjnan stated that Da~id Hill of 0 & H investments purchased the property and Sabine Investments would allow him to connect their water and sewer and the proposed development would be a part of Crown Co~ony~developed and owned by David Hill. Motion was made by Jim Partridge and seconded by Joe Fio~d that Hearing date be established for June 24, 1985, meeting of this Commission. DATE 6/IC/CS
