49 47 STATE HIGHWAY COMMISSION State of Maine Augusta February 6, 1936 To Municipal Officers Gentlemen: Thinking that there possibly might be some misunderstanding concerning snow removal work on the State Highways, we are bringing to your attention the following portion of Sec. 9, Chap. 149, P. L "Sec. 9. Maintenance and snow removal on state highways. R. S. c. 25, s. 8, 1935, c Improved state highways shall be continually maintained, and the snow removed from such sections of designated state highways as the commission may determine, under the direction and control of the commission at the joint expense, as hereinafter provided, of the state and the town in which the same are located. The charge against such town for maintenance and snow removal work on its state highways shall be a fixed sum of $100 per mile per year, excepting on such sections from which the commission deems it inadvisable to remove the snow therefrom, the charge against the town shall be a fixed sum of $60 per mile per year for maintenance." You will note from the foregoing that the towns' share of 6now removal work on State Highways,, as provided in this section, is $40.00 per mile. This amount includes snow fence, plowing, and sanding charges. Realizing that warrants for town meetings will soon be posted, we thought that bringing this matter to your attention at this time would give you an opportunity to provide for this change in the law. 54 Report of Superintendent of Schools To the Superintending School Committee and Citizens of Jackman: I herewith submit my annual report as Superintendent o Schools. HIGH SCHOOL We are distinctly fortunate in having teachers so well qualified and efficient in all departments of secondary school work as Mr. Diehl and Miss Curtis. In addition to the excellent scholastic work they have accomplished, they have aroused a very definite feeling of responsibility on the part of the pupils as to their duty in helping to make their school a success. Student government has reached a standard of efficiency in Jackman High School that I have not seen equaled elsewhere, nor have' I seen better co-operation between teachers and pupils in all departments of work both regular and extra curricular. Forty-five different pupils have been enrolled this year, of these several have left school making the average attendance about forty. Seven are from Moose River, one is from Holeb, the remainder being residents of Jackman. Next year we may expect a considerable increase as we lose but five by graduation, while there are seventeen in our eighth grade and nine in eighth grade of the Lincoln school in Moose River, making a possible freshman class of twenty-six, and a net gain to the school of twenty-one. Such a number will emphasize our need for an additional teacher for part time at least. For a detailed account of the work I refer you to the report of the high school principal. GRAMMAR SCHOOL In this school we have Grades VI, VII and VIII, with a combined enrollment of forty. This is a large and difficult school in which the number of classes makes it impossible for the teacher to devote as much time to the slower pupils as they should have in order to make satisfactory progress. Mrs. Nichols, however, has her work well systematized and is making the most of the time at her disposal.

55 53' PRIMARY SCHOOL At the close of the spring term Mrs. Vesta R. Williams who has taught this school most efficiently for more than thirty years resigned. This vacancy was filled by the election of Miss Helen Rock. Most unfortunately, however, Miss Rock's work was interrupted by ill health which finally compelled her to leave her school for an indefinite period. Since then the school has been in charge of Miss Enola Young who has proved herself well qualified for the position and is working hard to make her school a success. At present there are five grades in the room with a total enrollment of thirty-six. As Grade I is in two divisions there are in effect six grades, making a larger number of separate classes than any teacher can find time to do justice by. The least expensive solution of the problem of too many classes per teacher is to engage a teacher capable of teaching both elementary and secondary subjects who can devote a third of her time to each group. In this way both the high school and grades would benefit materially, with a consequent increase ia standards. STATION SCHOOL The enrollment here has been sixteen which is much larger than was anticipated at the close of the school year. Several have left school so that the present attendance is somewhat less. Mrs. Johnston is doing good work here. Her discipline is kindly but firm and her instruction thorough and painstaking. It is most unfortunate that our school population is not more evenly distributed. We have at the Station an excellent building capable of accommodating sixty or more pupil6 with an average attendance of about twelve, while at the high school every room is crowded to overflowing. If the number at the high school continues to increase some action to relieve the situation will eventually become imperative. CONVEYANCE AND TUITION Our expense in these departments is relatively light. One conveyance is maintained from the Pepin Road at a cost of $7.00 a week. At present we are paying one half board and tuition at the Convent School on three pupils residing on the Long Pond Road, the cost to the town being $7.00 a month each.

56 -54 RECOMMENDATIONS In making our recommendations for appropriations we have tried to keep our expenses as low as are consistent with good schools. We believe that the people desire up-to-date, wellequipped schools where their children can be well prepared for institutions of higher learning in either the Commercial or academic field. This is necessarily a process demanding ample equipment and efficient instruction. 57 Report of Jackman High School To Superintendent Russell S. Taylor, the members of the Superintending School Committee, and the Citizens of Jackman. I submit my annual report as Principal of Jackman High School. The enrollment this year is the smallest that it has been in recent years because of the fact that several families have moved away. At present we have forty students. The registration by classes is as follows: Senior Junior Sophomore Freshman Junior Exhibition will be held on March 24 this year. Last spring it was held early in the spring term in order to allow us to enter a speaker in the semi-finals of the Spear Prize Speaking Contest at Gardiner. Jackman High School won fifth place in competition with fourteen much larger high schools. We intend to enter this contest again this year and ought to be able to send a very good representative. J.H.S. also defeated Greenville High in a Speaking Contest before going to Gardiner. The J.H.S. Fair was given in the fall and again proved a great success. In the annual one-act play contest, in which each class competed, the Sophomore Class was the winner by the vote of the audience. Basketball has been successful this winter. Because of our location we are handicapped in getting games with other schools, but we have played teams from Greenville, Dexter. Brownville Junction, and the Shirley C.C.C. The girls won one game and lost three. The boys had as fast a team as J.H.S. has had in recent years. They won four games and lost two. A Senior play will be presented in April and Commencement activities on May 28 and 29 will conclude the activities for the year. I wish to express my appreciation of the help received from the citizens of Jackman in all our activities and to Mr. Taylor and the members of the School Board for their interest in the school. 59 Report of Public Health Nurse To the Citizens of Jackman Plantation: I submit the report of the Maine Public Health Nursing Service. Association Routine physical inspections were made in all the schools, public and parochial. Two hundred and forty-five children were inspected and notices of the defects found were sent to the parents. Those were followed by home visits on the more serious cases besides calls on the doctors, hospitals and other interested individuals to try and get the defects corrected. 62 Warrant for Annual Plantation Meeting To Oscar M. Cooper, Constable lor the Plantation of Jackman: in the County of Somerset: Greetings:. In the name of the State of Maine you are hereby required to notify and warn the inhabitants of Jackman Plantation qualified by law to vote in plantation affairs to assemble at Jackman Town Hall, in said Jackman, on Monday, the 23rd day of March A. D. 1936, at nine o'clock in the forenoon, to act upon the following articles, Viz: Art. 1 To choose a moderator to preside at said meeting. Art. 2 To choose a plantation clerk, three assessors, three overseers of the poor, who shall also be known as mothers' aid and child guardianship, treasurer, auditor, one member of the school committee, fire warden, surveyor of wood and bark, and sealer of weights and measures. Art. 3 To elect a tax collector of town taxes, fix his compensation and it shall be understood that the person elected tax collector of town taxes will be required to make a full and complete settlement with Jackman Plantation not later then February 20, Art. 4 To elect an excise tax collector, fix his compensation, and it shall be understood that the person elected excise tar collector shall be required to deposit in the Guilford Trust Co., Jackman, Me., in the Jackman Plantation checking account monthly, all the excise tax money collected.
