1 LAKELAND VILLAGE COMMUNITY CLUB Board of Directors Monthly Board Meeting September 26, 2018 Richard Caron, Board President, called the meeting to order at 5:30 pm and this meeting is being recorded. Board Members present: Richard Caron, Leon Stevens, Cindy Ross, Marv Peterson, Vince Marbella, Maureen Allen and Mary Minnis. Also present Eileen Herder. Absent were Blair Humes and Diane Wilcox. A. MINUTES: It was moved, seconded and unanimously approved to accept the minutes from, August 22, 2018 Board meeting as written. B. CASH FLOW: Balance Sheet: Checking $ 2, Savings total $ 120, Contingency Fund $ 37, Litigation Fund $ 30, Accounts Receivable $ 19, Total Checking/Savings/Litigation/Contingency Fund $ 190, Total Liabilities & Equity $ 347, PUBLIC COMMENTS: - Present at the meeting were community members David Sutton, Mike Lillie, Lori Beth Lillie and Michael Breda. Michael Breda addressed the board, regarding the RV, Boat and Trailer as they are outlined on the Covenants. I think is great the fourteen days and out for three and back in for four but there are a few who abuse it. I am not going to bring any name or point any fingers, I know there are a portion of it that we do not address like the Mottinger, and they have a utility trailer and they use it, which is great, that isn t the issue. The issue is the in and out and the abuse. I will give you one example, it is regarding a boat. The boat had already been sitting, and Security knows this, seven days, and Laurie approved an additional sixteen days additional stay, so we are talking twenty three days, which is fine, for the purpose of maintenance. If I would has seen any maintenance going on it would have been great, but there was no maintenance going on. My point is the fourteen days and the four here and three absent, people abuse it. They will use fourteen days, pull it away for a couple, bring it back and have Laurie issue another three. My proposal is to put a cap on it. Basically forty days, any way you want to use it its forty days. Richard Caron asked, forty days a year? Michael Breda responded, forty days a year. Richard Caron stated, forty days a year no matter how they want to use it. Forty day in a row or tens day now, ten days later. Michael Breda responded, Richard I wouldn t manipulate the fourteen days because it confuses the issue and the four and three days. Use it as you wish just done abuse it. Richard Caron responded, you are allowed to use the fourteen day extended parking pass three times a year, which is forty two days. You are saying a total of forty days a year that is an exemption from the four days a week, you are talking about forty days a year period. Michael Breda responded, forty days total per household, because there are places with multiple, a boat and trailer. They go back and forth, the boat could be there fourteen, ten or five days then they wheel in a trailer and it s there another ten or twelve days. I can tell you on two incidents, sixty five days when you total it all together. What is going on as a group is done intentionally, I don t think that is the case. I hope it is not the case. I talked with a homeowner who has multiple trailers for his car collection and uses the fourteen day pass and he thought it was great. Richard Caron summarized, you are saying forty days a year, ignore the four days out of seven, ignore fourteen days three times a year, you can keep it for forty days a year not matter what the circumstances. Michael Breda responded, the things is if they want to bring it in and park it for forty days be my guest, but there has to be 1 P a g e

2 some way to control that. Security has been great by the way, they are on it all the time. This would simplify the task for them as well. Richard Caron responded, Security checks and logs RV, boats and trailer every day. The intent of Resolution 23, as you know, you can do fourteen day extensions for maintenance or whatever three times a year, you can keep it there four days out of any seven day period throughout the year. That includes, the way it was written, any combination. In other words if you can have the boat, trailer or RV it is still four day. You can have the boat for two and the trailer for two days. That is what the intent was, four days for one vehicle, four days for two vehicle or four days for three vehicle. The exception to that is utility trailer, we have decided between the Architectural Control Committee and the board, if a utility trailer is actually in use you can have it at the property, but you cannot store it there for more than four days without it being out of sight. Michael Breda responded, I do not have a problem with the utility trailers that homeowners are using. I did not move here to see trailers and RV to go in and out and at one time parked here for twenty three days. Richard Caron responded, I will have Laurie check the log when she returns. Laurie does not approve the fourteen day extended parking permits, the Architectural Control Committee does. We look at the date it starts and the date it ends and if it is over fourteen days it is denied. Michael Breda stated, it was sixteen on this particular one. Richard Caron responded, I am not going to say that does not happen. Michael Breda stated, there are only a couple of people who abuse it. Richard Caron stated, Resolution 23 since written, most people have read it and are following it. For the next board meeting, I will add the forty day proposal to the agenda. Michael Breda stated, one other thing, there has to be some sort of stipulation in regards to if you go over the forty day, that part I do not know. I have checked the rates around here for storing an RV and it is cheap. Richard Caron stated, the problem is some homeowners want the convenience of having their toys at their home. Michael Breda stated, a property on E. Soderberg that has been for sale and recently sold. They were having problems moving the property and people had asked them if RV s, trailer and boats were allowed and they did not know. Vince Marbella commented, they may not have known because they did not own one so they were not familiar with the Resolution. I would like to give kudos to Security, they are right on it. Richard Caron responded, a potential buyer of a home on E. Soderberg that wanted to put an RV garage on the property. The Architectural Control Committee met with them and gave them LakeLand Village parameters and Mason Counties. We educate people as best we can but we can only do what we know about. C. PRESIDENT S REPORT: - Richard Caron reported, I sent out the employee wage policy after to the board after last month s committee meeting, I am hoping everyone has had a chance to look at it. We are not going to decide on anything tonight but we need to make a decision before the November Budget Preparation meeting. The policy the committee put out was a recommendation it can be altered or changed. Are there any comments on the policy? No comments were presented. One of the things the committee talked about a two percent a year until we reached the cap. Also, two percent every two year to give the budget a chance to catch up. I would like to have a vote on this at next month s board meeting. D. VICE PRESIDENTS REPORT: - No Report. E. TREASURER REPORT: - No Report. COMMITTEE REPORTS: MAINTENANCE: - Vince Marbella reported, I do want to rent a piece of equipment so we can finish up the boat storage overflow area on Thursday. I should not need any help with the escalator. The boat launch side has been completed, we probably gained about four feet and it look good. I found old chains and locks that I left hanging on the sign for people to take. I will discard them if nobody uses them. The boat storage overflow side, we had about eight people out there helping to brush and clean up the lock. It went really quickly with all the 2 P a g e

3 volunteers that helped. I still have some stumps to remove and I will fill in the hole where the large tree fell. Richard Caron stated, we need to get the church down by the churn and remove the sign. Lori Beth Lillie stated, we have a canoe at the boat launch area and we take a vehicle down when we use our canoe. There are motor boats on the ramp side which does not leave room for parking. Vince Marbella responded, all the boats on trailers will be moved to the boat storage overflow parking across the street. Boats on trailers were allowed to park on the boat launch side because of the limited parking in the overflow area. As soon as the overflow area is finished all boat on trailer will have to be parked there which will open up parking on the boat launch side. SECURITY: - Leon Stevens reported, everything is going smoothly. I have had a couple of meetings with the Security Team and stressed the importance of covering the common area. All four Security Team members have said they are doing everything the board has instructed them to do. They are following through and doing everything they have been asked to do. Leon Stevens reported, in the last six months there have been reports of the Security Truck driving too fast. Last June I put out a notice to the board asking if you receive a complaint from the community regarding Security get times, dates and location so I can follow up on the complaint and do something about it. I have not received any complaints from the board, so I am assuming the board has not had any issues. Cindy Ross stated, I would like to give Security a compliment, when I am out walking the dogs I get a wave from the Security Team, when before I did not, I think they are really trying. ARCHITECTURAL CONTROL COMMITTEE (ACC): - Marv Peterson reported, things are starting to slow down. In the last month we had thirteen project permit applications, all were approved. A couple of weeks ago I received a call from a homeowner on E. LakeLand Drive with a complaint regarding a fence being built on E. Mountain View that would block her view. I spoke with the homeowner on E. Mountain View and he dropped the fence height to five feet. A week and a half ago I contacted workers pruning trees at the condos on E. Ranch Road. They did not have a permit to do the work. I contacted the property management company in charge of the condos and explained what is needed and this will not happen again. Richard Caron and I had met with Mason County Public Works regarding some precarious trees on E. LakeLand Drive on the county easement. We were told they would get to the trees later after summer when things slow down. Ground work for new construction has been on lots seven and eight on E. LakeLand Drive. The construction company is going to remove the trees in question. Mason County Public Works came out and met with me and they are on board with the tree removal. Richard Caron stated, one thing we have been working with lately is paint colors for the exterior of the house. If a color chip is submitted to the ACC for approval and the color is questionable, the ACC is requiring the homeowner to paint a small section of the house before approval. Some of the paint chips submitted look very differently when applied to the house. LAKE MANAGEMENT: - Richard Caron reported, I am assuming everyone has read the write up that Blair sent to the board, it was very comprehensive. I will say in Blair s favor out of all the lake management people we have had he is the most comprehensive and aggressive, so kudos to him. He also gave everyone this guide to shoreline living for the lake people. We are going to give these to homeowner s living on the lake. Mason County has changed their rules. It used to be anything done to the property within fifty feet of the lake had to receive county approval along with the ACC. Now it is within one hundred feet of the lake. That does not include properties that are grandfathered in. All new construction has to be one hundred feet from the shoreline. One 3 P a g e

4 homeowner that did not comply has had to hire a biologist to tell him what type of plants he had to replant along the shoreline at the homeowners expense. It also caused a three month delay in the project. It is something that needs to be known. If you own a house on the lake and need to cut down a tree that is within one hundred feet of the lake Mason County will have to approve the tree removal. Blair has done a fantastic job with lake management and should be congratulated. The weir board have been replaced and now they are tight. RECREATION: - Richard Caron reported, the picnic went great and the chicken was fantastic. There were a lot of yellow jackets at the picnic this year and in the future we need to hang yellow jacket traps during the picnic. Vince Marbella will check on the yellow jacket traps. PUBLIC RELATIONS: - Maureen Allen reported, Sheriff Salisbury opened the meeting with awarding the owner of Spencer Lake Restaurant with a plaque which is to represent the appreciation the Sheriff s Department is extending to him for all that he has done to support the Sheriff s Department. He also extended a show of appreciation to all of the volunteers who help to support the operations of the Department especially those who work at the North Office located in Belfair. Chief Spurling recognized Mrs. Goldsbe because she went to the Mason County Commissioners and convinced them that the Sheriff s Department must be allowed the same time frame to present their 2019 Budget Report as all other departments. All veterans were asked to stand and were recognized. Contributions are coming in to support the 501CM goal. Sheriff Casey is still asking the County Commissioners to support school officers. The amount of garbage that has been picked up by the inmate program has increased. Last year 100,083 thousand pounds of garbage was collected and this hear so far 244,085 thousand pounds of garbage has been collected. 405 pounds of aluminum was collected and the funds for that help to support the inmate program. The main subject of the meeting was regarding Mr. Swet and Maxine the Comfort Dog. He explained that these dogs can serve for only 8 years because of the stress they are exposed to. He talked about the training program, the cost of the program, and life with a comfort dog and the cost of this type of care and training which is approximately $60, from pup to out the door to serve. He did take Maxine to the Mason County Jail in Shelton to see how the inmates would respond to Maxine. The results were amazing. The atmosphere within the walls suddenly became quiet and peaceful. Both men and women sat on the floor petting the dog, shedding tears because of missing their own animals and hopeful thoughts that the dog could again return. The result was totally shocking to the authorities within the jail. Mr. Swet also told a tear jerking story of how a man who was in the hospital and was visited my Maxine on her hospital tour of duty. She visited him one day and even though he was very ill she brought a smile to his face and comforted him. A short time later he requested that the dog be brought back to visit him. Mr. Swet answered that request, Maxine went to his bed side, got her front paws up on the side of the bed, put her head on his torso, the man started to pet her and while he had his hand on her he took a deep breath and passed away peacefully. Not many dry eyes after that story. Sheriff Casey is going to stay steadfast in trying to acquire a comfort dog for Mason County. Chief Spurling again reported on the increase of crimes. He said that when departing premises that keeping a radio or television on could help fend off criminals as well as obtaining cameras, a large dog, however being an owner of SMALL yappy dogs, I think they are better, and nosey neighbors also help. Always call in an observed DWI to 911. Last month 240 individuals should have gone to jail, but could not because of space. Arrest and release seems to be the new way to enforce the law!!! HEARINGS: - Vince Marbella reported, I have been monitoring the E. Allynview Drive property, they are working on the landscaping. We also have a hearing coming up on a property on E. Old Ranch Road. 5 H. OLD BUSINESS: - No Report. G. NEW BUSINESS: - Richard Caron reported, in the next Newsletter we should have a questionnaire asking homeowner s what improvements they would like to see happen in the LakeLand Village common areas. Leon Stevens suggested, when the questionnaire is sent out a list of the common area is attached so people will know what the common areas are. One of the improvements we spoke about was playground equipment. Cindy Ross stated, we have seven thousand dollars in the budget we could use for playground equipment. Vince Marbella commented, I have been waiting to bring up new playground. I found some swing and nice things we could purchase for that price. I did get a jungle gym free from a school surplus sale. Vince Marbella reported, the basketball court are a common area and I will be cleaning up the perimeter outside of court. Richard Caron responded, when the court is being used a lot maintenance is required to blow off the court. Also, there is a Madonna tree outside the court on the neighbor s property at the back left corner. They have given us permission to take that tree down, because it drops leaves on the court all year long and we have that in writing. Vince Marbella responded, I am not an advocate of taking down a tree because it drops a leaf, I will keep the court clean. The next Board of Directors meeting is Wednesday, October 24, A motion was made to adjourn the meeting, seconded, and unanimously approved. The Board of Directors meeting was adjourned at 6:29pm.
