MEETING PROCEDURE: Comments from the Public are welcome at two different times during the course of the meeting: 1) Comments no longer than three (3) minutes on items not scheduled on the agenda will be heard under Public Comments; and 2) Comments no longer than three (3) minutes on all scheduled agenda items will be heard as part of the Public Hearing for that agenda item. 3 DRAFT1 STEAMBOAT SPRINGS HISTORIC PRESERVATION COMMISSION MINUTES October 10, 2018 The regularly scheduled meeting of the Steamboat Springs Historic Preservation Commission was called to order at approximately 5:05 p.m. on Wednesday, October 10, 2018 in Room , th Street, Steamboat Springs, Colorado. Historic Preservation Commission members in attendance were: co-chairs Arianthe Stettner and Sally TeStrake, Patrick Staib, Amy Bradley and alternate Wallie Morris. Absent: Adams. Staff members present were Historic Preservation consultant Erica Hewitt, Principal Planner Rebecca Bessey, Parks and Recreation Director Angela Cosby and Parks and Rec Open Space and Trails Supervisor Craig Robinson. August 8: Jon Sanders. Peal should be peel. Misspelled Deb s name. 2. APPROVAL OF Minutes, 2018 Commissioner TeStrake moved to approve the August 8 minutes as amended. Commissioner Staib seconded the motion. The motion carried unanimously. September 12: Commissioner Morris hadn t had a chance to look at the minutes; with Adams absent there were not enough other commissioners who attended the last meeting for the minutes to be considered. They will hopefully be approved in November. 3. PUBLIC COMMENT ON ITEMS NOT ON THE AGENDA Angela Cosby: The inconsistent naming of the Blackmere Trail was brought to staff and City Council s attention. It was originally named after Dr. Blackmer. We re starting the process of correcting this. City Council discussed it and thought we should ask the HPC about that. Craig Robinson: The mistake was in the vacation documents of 2004 when the county and city vacated the road. They included both spellings. We thought Blackmere seemed to fit; Blackmer

4 DRAFT2 seemed unusual, so we chose Blackmere and consistently went forward from there. We were putting it on signs with the E added. I m not aware of any signs that we had that actually had it named Blackmer. Now we have a lot of signs out there. We re about to order several new signs. We re about to hopefully finalize a Parks and Recreation Master Plan that references Blackmere. We just want to be consistent moving forward. If we do go with Blackmer, we would slowly over time retrofit all our signage out there. TeStrake: So which one is correct? Stettner: Rebecca gave me a heads-up that this discussion was going to happen. If Katie Adams from the Museum were here, she would be our point person to answer this instantly. They do a rigorous job of fact-checking these items. I offer the idea that we would support the museum offering their thoughts on this, and that would be the direction that you take. I think we would probably support keeping the Blackmer name. Commissioners agreed. Stettner pointed out that names tend to evolve over time. Staib: I m really interested in the evolution of the name. Bessey: If you drop the E, are people going to write the E on the sign thinking you spelled it wrong? TeStrake: Maybe it s an educable moment. Bradley: Or you could call it Dr. Blackmer Drive. Robinson: A local resident brought this to our attention. Bradley: Is there any way to put the DR above in that tiny little space. Robinson: We can do anything; we just have to run through the process to make sure everyone s onboard with that. Hewitt: How many signs are there? Robinson: There are a lot of signs. It will take us years to replace them all. Staib: Was it a land donation? Bessey: It was a road. Robinson: He was a doctor. TeStrake: When was he alive?

5 DRAFT3 Robinson: The early 1900 s. Hewitt: I found some info online. There s two Blackmer s; Dr. Loren and his brother Dr. Franklin were both physicians in Steamboat Springs in the early 1900 s. They were natives of Minnesota. They had a firm called Crannell-Blackmer, Physicians and Surgeons. They were in the Maxwell Block. There was a son named Franklin born in Steamboat in Robinson: Someone in our GIS Department did all the research; I don t have all those details. Based on your recommendation, it s very likely we re moving forward without the E, and we ll slowly change that signage over time. Stettner: And probably a press release to explain what s going on. Robinson: We ll put something in our kiosks as well. Commissioners agreed with the general direction. Bradley asked if the Dr. should be included; commissioners thought not. Stettner: I ve mentioned this to Rebecca and Brad Setter. The Yock Cabin, which sits in front of the Steamboat/Moore Barn, has the wrong kind of roof. When the cabin collapsed it had a metal roof. When Historic Routt County rebuilt the cabin with the help of the Rocky Mountain Youth Corps, a decision was made to not put the metal back on. The rationale was that it was that it was a rolled asphalt roof or something. Maybe that was there under the metal. It doesn t look right the way it is. I ve gotten feedback asking why the roof is not done. However, we have a roofing opportunity. The Arnold Barn is getting a new roof because the Steamboat Ski Resort insisted in going that direction. That means that the material from the old roof, a lot of which is very good, is not going to be used. So I m floating a trial balloon that we could salvage that tin and put it on the cabin so that it will have a metal roof. Robinson: The first rolled roof fell off, and our Facilities Maintenance Department put on the roof that s on there today. I can talk to Facilities about that. If there s an opportunity for donated steel, then it s just the labor; so we can have that discussion. Stettner showed the metal that will be used on the Arnold Barn. Robinson: I ll see if there s other opportunities with tin in general if the tin is not available. I ll mention the historical inaccuracies and see if there s something that can be done.

6 DRAFT4 Stettner: I wanted to plant the seed here before I send the to the crew working on the Barn asking them to save that tin. TeStrake confirmed that the cabin is L-shaped. Robinson confirmed that the tin is in good shape as far as Stettner knows. TeStrake: There s more than enough to take care of the cabin. Stettner: The thing that I was cautioned about was that when that tin gets taken off, it has to be treated carefully. If it s just piled up outside, it will become unusable. That might be why the tin that was there originally was never reused. I understand that the sign for the Steamboat/Moore Barn is newly installed. I haven t seen it. Robinson: I didn t know that. None. 4. Public Hearing: 5. Subcommittee Reports Arnold Barn Staib wanted to share Commissioner Stettner s presentation with his students; she encouraged this. Stettner: The move across the parking lot should theoretically happen next Monday- Tuesday after 9:00 am it should move up Mount Werner Road. The recovered items have been taken to the museum. There will be a temporary exhibit that Katie is working on. When the barn is finally completed, it could be that there will be a home for them at the barn. We don t know the timing for Phase II. It s going to take 3-4 hours to move it. Stettner said there would be a video of the move available afterward. Building Workshop Recap Stettner: I went to the Building Workshop in Blackhawk. This is a great workshop. The presenter was speaking about historic buildings and the building code and how to navigate the Building Code; where there s some flexibility and resources as far as knowing how to deal with the ADA. I ll share those with Rebecca and Erica. There is a number you can call that s a federally-funded resource person who happens to be

7 DRAFT5 based in Colorado. He will give you a written evaluation of how you can approach the ADA requirements for your building, whether it s historic or not. Hewitt: It was a little messed up with th Street. They said we had to have a way to have ADA access from the 10 th Street side of the lobby, and there isn t. There are so many levels that to do it would be extremely challenging and expensive. If adding ADA to a building hinders the look of the building from the exterior, the historic façade and you can t make it work anywhere else, preservation does not want to alter the historic façade. One idea at th Street was to put the ramp outside in front of the old stone wall, which would change the look of the building; the building department said we didn t have to do that. We were trying to find a way to put little elevators in everywhere. However, if you go over one third of the cost of the total budget for the project, the building department won t require that much work to be done. As long as you show you are trying to update the historic building to ADA standards, you won t be required to go over the 1/3 cost. Bathrooms are a tough subject in preservation. For th Street, the lobby bathrooms did not need to be brought up to current standards, but at the time those involved with the project thought they had to. But per the existing building code, the bathrooms could remain. The Federal tax credit program agreed and were upset that the bathroom remodel altered the Lobby. So, they requested the owners update the Lobby back to a compromised design that left the bathrooms remodeled, but brought back the look of the original Lobby. This was done to keep the tax credit. Stettner: In the presentation at the workshop it was interesting to see how our building codes are so much more complex than they are in other parts of the world. Sometimes codes evolve because of necessity, but sometimes they evolved in the courts. The codes that evolve in the courts are sort of like designing a horse by committee and getting a camel. It was fascinating and insightful for me. Locally Eligible Properties Documentation Stettner: Thank you all for sending in your documentation. I ve looked through some of them but not all of them. Sometime in the next month I will assemble everything into one big document and see if I can do a summary report of our findings. We have to interview Jack Springle while he s still in town because he knows about so many of the buildings that we don t know about. 6. Staff Updates Downtown Plan Stettner: I want you to consider active participation in this new chapter of Steamboat Springs Downtown Plan. This is really our charge. It hasn t been defined that way, but this is really an appropriate role for us as the Preservation Commission. Bessey: So we have a draft of the Downtown Plan that s on the website. We re still working with the consultants to finalize some of the language and make sure everyone

8 DRAFT6 is happy with it. Tomorrow it will be going to Planning Commission for a work session. On the 25 th Planning Commission will hopefully be making a recommendation to City Council; then there will be a couple of Council meetings to get some additional public input. We re hoping for adoption before the end of the year. One of the main recommendations that comes out of the plan will likely be that the Historic Preservation guidelines become standards, so they are mandatory rather than voluntary. That would probably require us updating our guidelines and making sure they work how we want them to work, then changing the CDC to establish that mandatory compliance process for the downtown area. I will send you a link to the draft; it s not a final draft. TeStrake: Kathy Cline, who used to be the HRC president, wrote a very good letter to the editor about the Downtown Plan. Stettner: I will not be able to attend the meeting tomorrow, but perhaps one of us would be available so we have a presence. I know someone from HRC will be there. Stettner asked Bessey to send a schedule of meetings. TeStrake said she would try to go. Stettner confirmed that the Downtown Plan area is roughly the Old Town Hot Springs to the Arts Depot and Oak Street to Yampa Street. Bessey: Where the mandatory standards take effect would probably need to be detailed later. The Plan recommendation is laying the groundwork to move forward with that; that would be at Council s direction. Those are all things that we would work with you and Planning Commission on. Hewitt: There s not a lot of education out there; I know Todd Carr is trying to work on that a little bit, too. It would be helpful to get some PR out there. Staib: This could be where we start being more visible. Stettner: There are communities that have far more restrictive standards than we do. Because we don t have anything mandatory, it makes it hard for our recommendations to materialize. Tree Protection Staib: I have the green light at CMC; folks in the Sustainability program are really interested in this. It would just be when do we want to sit down and get that endorsement to make it a program-level project or an emphasis. Do we want to work through HRC or HPC? But the will/interest is there; we just need to define the objectives.

9 DRAFT7 Stettner: That could be someone from the Parks and Rec Commission. It s Parks and Rec that looks at the street trees. If there s someone in the city who already looks at what s in the right-of-way, that s huge. Then we have a foundation to work with. Bessey asked what the survey would be. Staib: It would just be an inventory of centenarian trees to potentially promote some sort of an ordinance to protect them. On the flipside of things, our water district is looking to reforest a section of what has been deforested along the river. The conversation around trees and green space I think is tiny. Do we want to try to get something on the books with CMC before the end of the calendar year? Do we want to have an objective, vision and method; give students really clear objectives: What area of the city do they want to cover? Would it be an aerial overview and they just mark maybe Parks and Rec to go back and confirm. Stettner: I think more time spent planning will result in a better program. Staib: The resources would be there, and I think there s a lot of enthusiasm. Being able to partner with Parks and Rec and the local government is a part of our vision. Structures at Risk of Demolition/Moving Bessey: Jon Sanders was looking at how he could put that white house in his back yard. Moving Historic/Eligible Buildings Stettner: The wheels are turning slowly to move the Crawford Barn. James Crawford who founded Steamboat Springs, his son built the barn. It s behind somebody s house. Jim, the grandson of the son, would like to move it closer to the Crawford historic house. How that will happen and when, we don t know. Routt County Building Department No update. 7. Other Business Hot Spring Protection Stettner: Candice did a call to action on how do we protect our various springs. We had one meeting, then it sort of morphed into the buildings, too. I don t know what we can do with a natural resource and how we as a city can protect it. Maybe that is in the Downtown Plan. Bessey: It s not. The tricky thing about the Springs is that we don t know the hydrology. Hewitt: I think you talked previously about putting the ones that aren t on the register on the register to protect them.

10 DRAFT8 Stettner: Some of them are on the register. Bessey: That s the location at the surface. I think what Candice was trying to get to is how do we make sure that nearby development doesn t impact the hydrology of that. Bradley suggested basing any hot spring protection language on that of another town. She said she would take on the task. Hewitt said that the Old Town Hot Springs knows where not to develop to keep the hydrology intact. Stettner said that Manitou Springs has a great program. Memorial Bench TeStrake: If you want to have a brick at the Old Town Hot Springs personalized, they re $1,055 or something. I asked my friend Sheri Steiner, who is involved with the OTHS capital campaign, if she knew of anyone who wanted to share in the cost of a brick. She said that not taking the $400 for the paver bothered her. She proposed that they would do a memorial for D.J. for $400. She said she would battle for it. She wanted to know if D.J. used the pool a lot. Perhaps OTHS would consider a section of pavers for pioneer leaders for $500. She s working on that slant. Stettner: If they were $500, maybe some of us could pitch in and make up the shortfall. HPC Term TeStrake: My term expires on March, 2020, but I am probably going to become an Arizona resident next year. Just keep in mind that I m probably not going to fulfill my entire term; I ll probably go off in March next year. Next Meeting Because of quorum issues, the next meeting will be Monday, November 5. Adjournment Commissioner TeStrake moved to adjourn the meeting at 6:18 p.m. Commissioner Staib seconded the motion. The motion carried unanimously.
