1 I. PETROLEUM PROJECTS MAJOR PROJECTS 1. Service Contract 38 Malampaya Gas-to-Power Project Offshore Palawan Shell Philippines Exploration BV Shell Philippines Exploration BV (Operator) 45% Chevron MalampayaLLC 45% 10% owns 10% stake in the upstream component of the Malampaya Deepwater Gas-to-Power Project, together with Shell Philippines Exploration B.V., the Operator (45%) and Chevron Malampaya LLC (45%). The Malampaya project, considered one of the biggest and most significant industrial projects in the country, provides a stream of benefits to the Philippines, most notably in elevating the country s energy self-sufficiency, thereby reducing the need for oil importation. The Malampaya Project supplies the gas fuel requirements of its three power plant customers in Batangas, namely Santa Rita, San Lorenzo and Ilijan (totaling 2,700 MW generating capacity), as well as the gas requirements of Pilipinas Shell Petroleum Corporation in Tabangao. As much as 55% of the electricity in the Luzon grid is powered by Malampaya gas. While the Malampaya project provides billions of dollars of revenue to the government, it is also the major source of income for. 2. Service Contract 57 Calamian Offshore Northwest Palawan China National Offshore Oil Company International Limited (CNOOC) - Operator 51% 28% Mitra Energy Limited (MITRA) 21% SC 57 was directly negotiated by PNOC Exploration Corporation () with the Department of Energy (DOE) and signed on 15 September It covers a total area of 7,120 sq. km. in offshore northwest Palawan and is situated around 50 kilometers northwest from the north-westernmost tip of Busuanga Island.

2 CNOOC farmed-in into SC 57 on 3 April 2006 acquiring 51% participating interest and operatorship while MITRA farmedin on 3 March 2006 getting 21%. The SC has a work commitment of three (3) exploration wells, 1,000 line km 2D data, reprocessing of 1,000 km vintage 2D data, and an option to either acquire seismic or drill one (1) well over seven (7) sub-phases in seven (7) years with a financial commitment of US$12.70 million. 3. Service Contract 59 West Balabac Offshore Southwest Palawan BHP Billiton Petroleum Philippines (Operator) 75% 25% SC 59 was awarded to by the DOE on 13 January It covers an area of 14,760 sq. km. in offshore southwest Palawan and is located north of recent deep-water petroleum discoveries in offshore Malaysia. BHP Billiton farmed-in into SC 59 in 2009 acquiring 75% working interest and Operatorship. The SC has a work commitment of three (3) exploratory wells, 3,000 line km 2D seismic data, an option to reprocess and/or acquire another 1,000 line km seismic data, and acquisition of 800 sq. km. 3D seismic data over four (4) subphases in seven (7) years with a financial commitment of US$9.90 million.

Domestic Petroleum areas in the Philippines outside of s existing SC blocks None PNOC Exploration Corporation () participated in the Philippine Energy Contracting Round 4 launched by DOE in Along with Philex Petroleum and PetroEnergy,, with 35% participating interest, bidded for Area 4 in offshore Palawan. If DOE grants the area to the consortium, it will be a new exploration block for. In addition, Pitkin Petroleum and Philodrill Corp. bidded for Area 5 in offshore NW Palawan with getting 10% participating interest from Philodrill. If DOE grants the area to the consortium, it will also be a new exploration block for.

4 II. COAL PROJECTS 1. COC 41 Zamboanga Sibugay Coal Project Zamboanga Sibugay Coal Mining (Development and Production) A Blackstone Energy Corporation (ABEC) is currently operating three (3) large-scale coal mines: Integrated Little Baguio (ILB) Mines 1 and 2, and the Lumbog Coal Mine. The ILB Mines are within two (2) COC 41 coal blocks, namely, CBS 41-H-399 and CBS 41-H-400. Said area has a total remaining mineable reserve of 1,000,000 MT with a life of mine of eight (8) years. Located south of the ILB mines, the Lumbog Coal Mine is within coal blocks CBS 42-H-39 and CBS 42-H-40. Development of the shafts is ongoing. Aside from ILB and Lumbog, 44 small scale coal mining permittees are being supervised within the concession area. Coal block CBS 41-H-397, or the Lalat Coal Project, is under a Joint Venture Agreement with A Blackstone Energy Corporation (ABEC). 2. New Domestic Projects Coal areas in the Philippines outside of s existing COC blocks Coal Exploration None Through the Philippine Energy Contracting Round 4 (PECR4) for coal, the Department of Energy (DOE), on February 15, 2013, granted the rights to explore in Coal Operating Contract (COC) nos. 184, 185, and 186 for a period of two (2) years. COC 184 is located in the municipality of Trento in Agusan del Sur, and at the municipality of Lingig in Surigao del Sur. The COC covers an area of 3,000 hectares spread over 3 coal blocks (CBS- 40-L-332, 333, & 334). Two blocks (332 & 334) are former blocks of PNOC Coal Corp. which were

5 relinquished in the mid-1980 s. No exploration holes have been drilled in the area, though exploration and production in the block north of the area merits that the coal potential of the area be investigated further. COC 185 is located on the northeastern end of the Malangas Coal District, Sibuguey Peninsula where underground coal mines are extensively worked. Adjacent to its location are two development and production COCs, COC 41 () and COC 130 (Brixton Energy & Mining Corp.). COC 185 covers two blocks (CBS 41-I-322 & -362) with an area of about 2,000 hectares and spans across southwestern Buug and northeastern Malangas, in the province of Zamboanga Sibugay. COC 186, located in the southwestern part of the Malangas Coal District, is composed of five coal blocks (CBS 42-H-38, - 78, -79, -80, and CBS-42-I-41) with a total area of slightly more than 5,000 hectares. It is situated directly south of Coal Operating Contract 41. It encompasses 24 barangays across central Imelda and central Malangas, in the province of Zamboanga Sibugay. No exploration holes have yet been drilled in the area, but geologic data suggest that the coal basin in the adjacent Malangas Coal District extends southwest to the western part of COC 186.
