3 LIJ ~aipa Reserves Committee Agenda 7 CONFIRMATION OF ORDER OF MEETING Recommendation That the order of the meeting be confirmed. 8 ARMISTICE IN CAMBRIDGE PROPOSED WWl TRENCH Pages Commemorations for the 100th anniversary of World War 1 begin in 2014 and will extend over the following 5 year period. Funding for activities relating to the anniversary is available via the Lottery Grants Board with more than $17 million being allocated for this purpose. Applications for lottery grant funding will be assessed against the priorities of the First World War Centenary (WW100) programme, which are to: recognise the sacrifice of New Zealanders during the First World War; increase understanding of the role of our military heritage in shaping New Zealand identity; increase understanding of the impact of the war on New Zealanders; develop a greater appreciation of New Zealand's long history of contributing to global peace and security; and strengthen New Zealand's ongoing relationships with Australia and all other participants of the First World War. The 'Armistice in Cambridge' event has been running for 12 years and is considered to be the only national Armistice event in New Zealand. In 2012 the event moved from the Cambridge Town Belt to the Mighty River Domain to enable the event to grow and cater for larger numbers of attendees. The Armistice Event Committee is keen to do something special to commemorate the centenary, so have decided to pursue the construction of a replica trench system similar to those in use during WWl. The Committee has had continuing discussions with Internal Affairs about this proposal and has received a very positive response to it. In addition, the Committee has received positive feedback from the Waikato Principals Association Chair, who is very confident that a large number of local schools would visit the replica as part of their military curriculum over the period. Given that the Armistice event is now based at the Mighty River Domain, the event committee proposes that the trench system be constructed on site there. An appropriate location has been settled upon and is marked on the aerial map below: Page 3 of

4 LLI Mighty River Domain & l<arapiro Reserves Committee Agenda The proposed location is largely unused and its contour means that the replica would be barely visible from any off-site property, especially given that a proposed 2m high bund close to Maungatautari Road will further shield the replica from the view of neighbours. The Armistice Event Committee propose that the trench system, once constructed, remain in place for a 5 year period and be the subject of school visits and 'open days'. The Committee understand that various approvals (e.g. from the Department of Conservation, local lwi, and Mighty River Power - given their naming right sponsorship of the Domain) and consents (i.e. land use and building) will need to be obtained prior to construction and that the safety of the public will need to be ensured (e.g. via the use of fencing and I or covers over the trenches). The plans were to be discussed with Council's Finance and Corporate Committee on 11th June. There is a possibility that the NZ Army may carry out construction of the trenches, a draft plan and artist's impression of which are attached for reference. At the present time Council has not received a request for funding for this project as the Armistice in Page 4 of

5 w ~aipa Reserves Committee Agenda Cambridge committee intend that it will be funded by money from the Lotteries Grant Fund described above, supplemented if necessary by fundraising efforts. Finn I Rimmington Late Item Te Awa Cycleway was held before item 8. 8 CAFE PROPOSAL The Committee discussed how to assist the Waikato Recreation Charitable Trust to progress their cafe proposal. The Trust's requirements to obtain resource consent and funding for the project were a particular focus. Property Advisor Jane Blackmore explained that the existing resource consent (obtained by Council in 2008} allows for cafe activity on site, but that this activity is consented to occur from either a new, purpose built site office I cafe building in the upper camp ground or from the foyer of the Don Rowlands Centre. Consent to operate a cafe from the proposed location near the existing manager's house would constitute a third consented cafe venue on site. Further planning advice should be obtained in this regard. The Trust thinks that they will probably call for expressions of interest from local caterers wishing to run the cafe and will require the successful caterer to produce a business plan to support funding applications for the cafe facility. 15 April 2013 Page 2 of

8 LLI Reserves Committee Minutes 8 Property Advisor Jane Blackmore explained that the $60,000 put aside by Council for the Domain playground project in the 2012/13 year had been deferred to the following financial year. RESOLVED 14/13/12 That the Committee continue to support the Waikato Recreation Charitable Trust's efforts to progress the cafe proposal for the Mighty River Domain. Rimmington I Raumati 9 SUBMISSION TO WAIKATO REGIONAL COUNCIL - LAKE WEED Waikato Regional Council has recently released a 'Proposed Waikato Region Pest Management Plan ' for public submissions. Submissions on the plan close 4:00pm Friday 3 May Council staff will be submitting on the lake weed issue. Site Manager Liz Stolwyk said the lake weed problem is getting worse, there is a lot of weed now and its presence is becoming a real problem for some lake users. In addition, rubbish is being caught up in the clumps of weed close to the eastern short of the lake (opposite the Mighty River Domain).. Manager Community Facilities Tony Roxburgh informed the Committee that District Council has lodged a submission to the Waikato Regional Council Annual Plan promoting the addition of hornwort as an aquatic plant to be targeted for control. Council Staff will attend the Hearing to speak to the submission. He said District Council may be able to provide some money towards addressing the weed problem but there is no real 'owner' of the weed problem as hornwort is currently a plant with no status. If hornwort is classified for targeting, then control of the plant becomes the Waikato Regional Council's responsibility. Cr Rimmington suggested a split of control costs between District Council and the other stakeholder agencies. Mr Roxburgh advised that this was attempted prior to the World Rowing Champs {2010) but it was difficult to gain a commitment from the other stakeholders at that time. He said that he would be happy to try again with District Council co-ordinating the effort. 10 WAIPUKE DEVELOPMENT Mr Roxburgh provided an update on the Waipuke development. He advised that Council is looking at providing pedestrian access to the lake (from the property) in the short term and a boat ramp later on. He said that Council is looking at adding passing 15 April 2013 Page 3 of

9 9 LIJ Reserves Committee Minutes bays to the access of Maungatautari Road as it is not currently wide enough to enable two way traffic. The road will have to be widened in the future. He confirmed that the road from the top of the bank down to the lower terrace has been futureproofed. A development plan and budgets for future work are in process. Mr Roxburgh said Council is considering lease options for the upper 30ha of property as mixing farming and recreational use has its challenges. 11 MIGHTY RIVER DOMAIN OFFICE EXTENSION Architectural advice has been received in respect of this project and, as a result, it is planned that the exterior of the site office extension will be clad in cedar to match the Don Rowlands Centre. Building Consent is being sought in respect of the project and physical work will commence once consent has been obtained. Architectural assistance will be obtained at the start of the 2013/14 financial year in order to plan the future linking ofthe existing site office and adjacent stafftea room to ensure that a quality structure results. 12 SUMMER SEASON EVENT UPDATE Site Manager Mighty River Domain Liz Stolwyk advised that the summer event season is now complete and was largely successful with several new events being held on the Domain for the first time. 13 TE AWA CYCLE/WALKWAY The section of Te Awa cycle/walkway between the Mighty River Domain and the rowing start was officially opened on Sunday 7 April The event was well attended by both neighbours and other members of the public. Negotiations are continuing with Brooklyn Water Ski Club in regard to access between Maungatautari Road and the boardwalk on the lake edge. Although the path itself is complete between Judd Lane and the Domain's Gate 3, relocation of the roadside fence onto the lake side of the path is a work-in-progress. 14 MANAGEMENT OF NOISE GENERATED ON THE LAKE Staff are in the process of clarifying Council's responsibilities in regard to the monitoring and management of noise produced on the surface of Lake l<arapiro. 15 April 2013 Page 4 of

10 w Reserves Committee Minutes 10 Site Manager Mighty River Domain Liz Stolwyk advised that the hydroplane group has asked for 5 days on the lake next summer. Cr Rimmington commented that the hydroplanes had operated on the lake for many years and that there needs to be a balance between being good neighbours and looking after the interests of the lake users. 15 DRAFT EVENT CALENDAR FOR 2013/14 SEASON The draft event calendar for the 2013/14 summer season was circulated with the Agenda for reference and discussion. Site Manager Mighty River Domain Liz Stolwyk advised that there have been a few changes since the calendar was produced. She will have an updated calendar ready for the Lake Users meeting on Tuesday 7 May 2013 and will also it to Committee Members. 16 MEMORIAL SEATS ON DOMAIN There are currently two park benches on the Mighty River Domain that have plaques remembering deceased community members who have had an affiliation with the Domain. A further request has been received in this regard. Council Staff believe that there is ample opportunity for enabling this type of request provided that Council retain control of the quality of seat being used and ensure consistency of seating design across the reserve. It is recommended that benches be located on a first come, first served basis, provided that any proposed location is considered appropriate. The Committee considered the request and it was noted there is no policy in place at present covering the criteria and placement of memorial seats on the Domain. It was acknowledged that it could become an issue over time with regard to maintenance. Further information to be obtained by researching the Memorials and Antiquities Act and consulting with other councils. 18 NEXT MEETING The next meeting is scheduled for 4:00pm on Monday, 17 June April2013 Page 5 of

11 1 1 Lll Reserves Committee Minutes 19 LATE ITEMS This item was taken before Item 8 Te Awa Cycleway/Walkway Committee Member Leroy Leach commended that the width of footpath between Hydro Road and Judd Lane is less than the 3m cycleway width. He advised the Committee that Mighty River Power has no problem with the footpath being widened and sees no reason why this work cannot be done under the same terms and conditions as those already in place in respect of the original footpath. District Council and Mighty River Power staff to discuss further. Liquor Licensing- Don Rowlands Centre Site Manager Mighty River Domain Liz Stolwyk explained that currently a special licence must be applied for in respect of each individual function held at the Don Rowlands Centre at a cost of $64.40 per licence. She said last minute functions are difficult to accommodate given the time taken to obtain a special licence. It would be simpler, from a management perspective, for the Don Rowlands Centre to have an on-licence certificate. Mrs Stolwyk said she is happy to apply for the on-licence certificate as she holds a bar manager's licence. She noted the requirement to consult with neighbours and said they can be assured that if an on-licence certificate is granted for the Don Rowlands Centre there would be no change to its current manag~ment. The Committee acknowledged there was no need to be involved and indicated that Mrs Stolwyk should continue with the licence application process.
