3 1. Introduction The theme of our statistical project is Development of Tourism in Hong Kong, a Statistical Perspective. Tourism refers to travelling and staying in places for leisure, business and other purposes not related to the exercise of an activity remunerated from within the place visited. Tourism development is very important in Hong Kong. It has benefitted Hong Kong s economy and employment throughout the years. Tourism currently rates second among the four key industries in Hong Kong. It contributes to the employment of other industries like retail trade, food and beverage, accommodation and transportation. Currently, Hong Kong Tourism Commission, which is a Government department, plays a part in supporting the development of new attractions and events. The Hong Kong Tourism Board, which is a Government-subverted body, aims to promote Hong Kong as a leading international city in Asia and a world-class tourist destination. These two tourism organizations in Hong Kong work hand in hand to boost tourism. Hong Kong has put a lot of effort in setting up policies and tourist attractions to support tourism development. In 23, SARS broke out in Hong Kong and tourism development was adversely affected. The individual visit scheme (IVS) was launched in late 23 in order to attract mainlanders to travel to Hong Kong. Other policies like Quality Tourism Scheme and multi-destination itinerary help to promote Hong Kong. Tourists attractions like Ocean Park and Disneyland have equipped with new facilities and events. With all these great improvements on tourism, Hong Kong has gained various awards and positive feedbacks from visitors all over the world. In January 27, Hong Kong won the Best Business City, and was ranked the third Best Tourism Destination in the Global Traveler Awards. She has even gained the reputation of being the Gourmet Paradise and Shopping Paradise. Although tourism development can bring lots of positive impacts on Hong Kong, some negative impacts are also associated with the tourism development of Hong Kong. For example, some tourists who joined the individual visit scheme committed crimes in Hong Kong. With easier access, some pregnant women from mainland china came to Hong Kong to give birth which occupies many hospital beds. Having the IVS carried out for about ten years, we believe that it is time to investigate the development of tourism. In this project, we would first present some major events related to the tourism development from 23 to 21. However due to limitation in availability of data, some analysis may only focus on particular years within this period. Characteristics of tourists will then be introduced in order to have better understanding on the tourists. Some supporting facilities including hotels and theme parks will be analyzed to see whether the development of current supporting facilities is enough to support the tourism development. Then, positive and negative impacts of tourism development on Hong Kong will be studied. Lastly, we would end our project with a brief summary and recommendation on how to improve tourism development. 211/12 Statistical Project Competition for Secondary School Students 3

Characteristics of tourists In this section, we are going to look at the characteristics of tourists in Hong Kong in the last decade, and analyse how the structure of tourism may be affected by the major events mentioned in section 2. There are basically 3 aspects included total number of tourists, origin of the tourists come from and length of stay of tourists. Through all these analysis, we aim to have a better understanding on the tourists and the possible influence of majoe events on tourism. 3.1 Total number of tourists Total Visitor Arrivals in Hong Kong in Figure 3.1 Source: Annual Reports of the Hong Kong Tourism Board (22-211) According to Figure 3.1, the total number of tourists in Hong Kong was significantly increasing throughout 21-21, by 162.5%. There was only a drop in 23 and a flattening in 29. We believe that the drop in 23 may be due to the outbreak of SARS that year, because the global tourism warning was issued by the World Health Organization and tourists were not encouraged to visit Hong Kong. On the other hand, the flattening in 29 might be due to the global economic tsunami, in which many people were facing financial problems and thus fewer tourists were found in Hong Kong. We believe that the general rise in tourist number these years was due to the high effectiveness of government schemes as well as the rise in number of scenic spots. The sudden rise in 24, which was recovered from the drop caused by SARS in 23, could be due to the IVS and the opening of Hong Kong Disneyland, the launching of Symphony of Lights and the opening of Avenue of Stars. These scenic spots are all famous spots where tourists nowadays consider as one of the must visits. 6 Although the incident of tour guide ah Zhen occurred in mid-21, the number of visitors still grew sharply from 29 to 21. It seems that the interest of visitors are not affected by this incident. 3.2 Origin of tourists Total number of visitors to Hong Kong from Mainland China in % Figure Source: Annual Reports of the Immigration Department (25-21) According to Figure 3.2.1, the number of visitors from Mainland China to Hong Kong increased drastically (+43.8%) between and It is believed that one of the reasons is the promotion of multi-destination itinerary in 27. The promotion mainly focused on Mainland regions, including the project with the Pan-PRD (Pearl River Delta), Shenzhen and Guangdong etc. Thus, Mainlanders were the target group. Although the representations of the years involved in Figure 3.1 and Figure are different, in general, it can be found that visitors from mainland have contributed to about 5% of the total number of visitors of Hong Kong. 211/12 Statistical Project Competition for Secondary School Students 6

8 According to Figure 3.3.1, the average length of stay of tourists dropped from 23 to 26, slightly decreased from 26 to 29, and rose back in 21 to 3.6 nights. It is possible that some tourists have visited Hong Kong for more than one time. They might tend to stay shorter for the next travel. This makes the length of stay lowered from 23 to 26. This effect might have become steady from 26 to 29 and so smaller decreases were found in that period. The rise in 21 could be due to rebounce after the influence of economic tsunami in 29. On the other hand, new attractions like the opening of Chinese Sturgeon Aquarium - Yangtze Exploration! in Hong Kong Ocean Park and the promotion of the Hong Kong Cultural Celebrations might also help raise the length of stay of tourists. However, the length of stay is still generally decreasing for a significant period of time. This shows that Hong Kong is not able to attract tourists to have a longer stay. We would like to raise a few questions whether visitors are satisfied with Hong Kong, and whether the supporting facilities are sufficient to cater for the tourists needs. We are going to discuss the frist issue below and the second issue in the section four of this project Satisfaction of overnight visitors in Hong Kong from Figure Source: Annual Reports of the Hong Kong Tourism Board (26-21) According to Figure 3.3.2, the satisfication of overnight visitors in Hong Kong increased steadily from 8 to 8.3 in (1 as maximum). Although it is mentioned that Hong Kong is not able to attract tourists to have a longer stay in the above, we can still see that the views of the overnight visitors are increasingly positively. 211/12 Statistical Project Competition for Secondary School Students 8

9 4. Supporting facilities for tourism As mentioned in section 3.3, although the satisfaction of overnight visitors has increased from 26 to 21, the length of stay of tourists gradually decreases. We have raised the question of whether the supporting facilities for tourism in Hong Kong are sufficient to support the rapid tourism development. Therefore, we are going to look into hotel industry and theme parks in the last decade to look at the accommodation and attraction aspects. Through all these analysis, we aim to have a better understanding on the provision of facilities which is important for the sustainability development of tourism in Hong Kong. 4.1 Hotels Number of hotels available in Hong Kong from % Figure Source: Facts sheets of the Hong Kong Tourism Board (23-211) From Figure 4.1.1, the total number of hotels in Hong Kong rose greatly from 94 to 184 over the 8 years (23-211), which has a percentage increase of 95.7%. This implied that the demand of hotels in Hong Kong is rising so the number of hotels in Hong Kong over these 8 years kept increasing. In fact, a better comparison can be made with the number of hotels rooms as this shows the real capacity for receiving the tourists. However, the data is not available for discussion. It should also be noted that other types of accommodation, other than hotels, also serve the tourists /12 Statistical Project Competition for Secondary School Students 9

For most of the years, the average hotel occupancy rate remained at a high percentage of more than 8%. The two troughs in 23 and 29 are possibly due to SARS attach and economic tsunami respectively. It may be reasonable to assume the average hotel occupancy by Hong Kong citizens remained constant. From figure and 4.1.2, it is observed that the hotel number increased drastically by 95.7%, but the hotel occupancy only stayed at more than 8% from 24 to 28 and also 21. This implied that the increase in tourists has taken up the new capacity in hotel accommodation. In other words, the increase in hotels could just keep up with the increase in tourists. While the average hotel occupancy rate is as high as more than 8%, the hotels availability may be even more limited during peak seasons of tourism. Therefore, the government has been more actively working on the problem. For example, in Budget, the government provided 1 sites marked as restricted for hotel use for developers to build different types of hotels in order to provide adequate hotel facilities for tourists. Besides, hotel accommodation tax was also waived starting from July, 28. This reduced the administrative expenditures of hotels and encouraged the operation of hotels. 4.2 Theme parks Apart from the contribution of hotels, theme parks also facilitated the development of tourism in Hong Kong. In this section, the development of Ocean Park, which has been operating throughout the years discussed in this project, will be discussed with reference to the development of tourism in Hong Kong. 211/12 Statistical Project Competition for Secondary School Students 1

It can be observed that the number of tourists of Ocean Park in Hong Kong is increasing intermittently throughout the years. Ocean Park has achieved a net increase of 74% in number of visitors from 21 to 21. After the attack of SARS, the number of visitors recovered by increasing by 37% in 24. In 25, the number was about the same. The number increased again by 28% in 26. The number remained about the same in 27. After dropping by 8% in 28 possibly due to economic tsunami, the number remained about the same in 29 before it increased by 15% in 21. When compared with the 162.5% increase in total number of visitors in Hong Kong in figure 3.1, the 74% increase in visitors of Ocean Park is much smaller. As the visitors of Ocean Park include also Hong Kong citizens, the increase in number of visitors of Ocean Park due to tourists may be even smaller. Undoubtedly, theme parks are great attractions to tourists. The relative mild increase in number of visitors of Ocean Park could possibly be due to less attraction to revisiting tourists to Hong Kong. This poses a threat to the development of tourism in Hong Kong. Apart from the above, we are also interested to learn about the sufficiency of the theme parks in holding the visitors in terms of park capacity. The daily capacity of Ocean Park in 21 is 36,. In 21, there were 5,4, visitors as shown in figure It can be calculated that there were on average 45, visitors per month and 15, visitors per day in 21. 12 daily capacity of Ocean Park in 21 is 42%. However, in peak season, for instance, during the Chinese New Year, Ocean Park had an average of daily visitors and its average daily capacity is 96% according to the annual reports of Ocean Park. Figure showed Ocean Park has an increased of visitors by 15% from 29 to 21. Assuming visitors of Ocean Park increased continuously by 15% in the coming years and that the capacity of the park remains constant, how long can Ocean Park sustain in terms of average daily number of visitors? In 216, the average daily visitors of Ocean Park is ( /12/3=34696) and the capacity percentage is 96%. This shows that the capacity of Ocean Park is no longer available to meet the need of the tourism development in 216. The situation will be more alarming during peak seasons well before 216. It is clear that the capacity of Ocean Park is no longer enough to cope with the need of the tourism development. Therefore, extension and development of Ocean Park are urgently required to meet the need of future tourism development in Hong Kong. 211/12 Statistical Project Competition for Secondary School Students 12

13 5. Positive impacts of tourism The positive impacts of tourism development on Hong Kong would be based on the spendings of tourists, and the employment in tourism and related industries. In this section, we are going to analyse how the tourism development introduced in previous sections lead to positive impacts on Hong Kong. 5.1 Economy Total expenditure (billion) Total expenditure of tourists in Hong Kong from % Year Figure Source: Annual reports of the Hong Kong Tourism Board (22-211) Figure showed that there was an increase of tourists spending in Hong Kong. Their spending increased remarkably by 171% from 22 to 21. As their spending was more than a double, the contribution of tourists to Hong Kong economy is very obvious. While spending of tourists is related to a number of industries such as retail trade, food and beverages, accommodation and transportation, we have specifically chosen retail trade as the main focus in this project. 211/12 Statistical Project Competition for Secondary School Students 13

Although part of the retail sales are contributed by Hong Kong citizens, it is still reasonable to believe that retail trade is strongly benefited by the tourism development. 211/12 Statistical Project Competition for Secondary School Students 14

However, the increase was more significant between 25 and 27. From 27 to 29, there was only a mild increase. In general, due to the development of tourism in Hong Kong, there are more people employed under the inbound tourism. In order to have a clearer comparison of employments of the main aspects under inbound tourism, and learn more about the mild increase in 27 to 29, reference has be made with respect to figure below. 211/12 Statistical Project Competition for Secondary School Students 15

It showed that there was a huge increase of 52.8% of employments of retail trade in Hong Kong from 25 to 29. This is consistent with previous discussion about increased spending and increased retail sales. The increased business opportunities possibly led to opening of more shops and recruitment of more employees. However, tourism development has a more significant impact on retail trades than food and beverage services. The employment of food and beverage service has decreased by 23.8% from 369 in 25 to 281 in 29, but it still contributes 17% of the total employment of inbound tourism. There might be a few reasons to explain this observation. Firstly, it is possible that many tourists focus on shopping rather than food and beverage during their travel in Hong Kong. In order to keep up with the tourists need, Hong Kong companies have to employ more people to work in retail trades. However, the food and beverage services are sufficient to keep up with the tourists need. Therefore, less people are employed in food and beverage services than retail trades. 211/12 Statistical Project Competition for Secondary School Students 16

Figure has showed that there are year-on-year percentage increases in labour wages of Hong Kong in nominal terms from 25 to 211, except for 29 probably due to economic tsunami. The increase is most significant in 211 probably because of the minimum wage policy enforced in November 21 and a relatively smaller reference value in 21. The high salary might have led to discourage companies to employ people. It could be the fact that without the flourishing development in tourism, the employment in food and beverage industry could be made even worse. Finally, we will look into the relationship between employment on accommodation services of Hong Kong and tourism development. Figure showed the employment on accommodation services of Hong Kong has increased by 16% from 235 in 25 to 273 in 29. It has contributed to 16.6% of the total employment of inbound tourism. Refer back to figure and from the previous section 4.1 of hotel occupancy. As mentioned, the total number of hotels in Hong Kong rose from 94 to 184 over the eight years (23-211), which has a percentage increase of 95.7%. Moreover, the average hotel occupancy in Hong Kong increased 11.4% over the ten years (21-211). More hotels were built to serve the tourists. With the increase in number of hotels, more people are needed to be employed in the accommodation services. though the effect was not as significant as that on retail trades. 211/12 Statistical Project Competition for Secondary School Students 17

18 The employment of inbound tourism of Hong Kong includes accommodation service, retail trades, food and beverage services, and cross-boundary passenger transport services. The majority of the employees belong to the service workers and shop sales workers occupation. How important the influence of tourism may be on the entire working population? Figure Source: Hong Kong Fact Sheets of GovHK - Population Figure showed that service workers and shop sales workers contribute to 16% (which is the fourth largest aspect) of total employment population in 21. This helped to show the importance of tourism development in Hong Kong as it afects the living of many Hong Kong citizens. In order to verify contribution of inbound tourism on employment, the unemployment rates are studied. 211/12 Statistical Project Competition for Secondary School Students 18

19 Figure 5.4 Sources: Web site of Census and Statistic Department - Seasonally adjusted unemployment rate and underemployment rate from 28 to 211 Figure 5.4 showed that the unemployment rate (seasonally adjusted) in Hong Kong has decreased gradually from 5.5% to lower than 3.5% from mid-29 to late 211. This implies the unemployment is gradually improved. This agrees with the above discussion on the increased number of employees in inbound tourism and the majority of the employees in tourism industry constitute a great proportion of working population. Due to limitation of availability of data, more obvious trend may be found if data of earlier years can be obtained. 211/12 Statistical Project Competition for Secondary School Students 19

20 6. Negative impacts and social impacts of tourism to society In this section, we are going to analyze the negative impacts of tourism development on Hong Kong in the last decade. It is long claimed that the launching of the IVS has enabled easier access of mainlanders to Hong Kong. There is widespread worry of crimes committed by mainland visitors and shortage of hospital beds due to pregnant minlanders coming to give birth. Through the below analysis, we aim to clarify the claim. 6.1 Numbers of crimes committed by Mainland visitors Total number of persons arrested for crimes who are Mainland visitors in Hong Kong for respective years from People Figure 6.1 Source: Hong Kong Police Force, Crime Statistics Comparison Figure 6.1 showed the highest and the second highest total number of persons arrested for crimes committed by mainland visitors in Hong Kong as 2263 and 2123 persons in 24 and 23, shortly after the launching of IVS, respectively. There was a general remarkable decrease by 46% from 24 to 21. The fear of mainland visitors committed crime was correct as evidenced by the increase in the number above in 23 and 24. However, the situation has been controlled as evidenced by the subsequent decrease in the number from 24 onwards. Year 211/12 Statistical Project Competition for Secondary School Students 2

21 6.2 Numbers of pregnant Mainlanders coming to Hong Kong to give birth Total number of pregnant Mainlanders given birth in Hong Kong from People Year Figure 6.2 Source: Census and Statistic Department The Fertility Trend of Hong Kong, 1981 to 26 According to figure 6.2, the total number of pregnant Mainlanders giving birth in Hong Kong has drastically increased by 2487% from year 21 to 26. The huge increase is possibly partly due to easier access for mainlanders to visit Hong Kong under the IVS and partly due to the right of abode of the children born. This increasing trend showed the negative impact of tourism development on Hong Kong as these pregnant Mainlanders occupied a lot of hospital beds in Hong Kong and resulted in inadequate hospital hospital beds for Hong Kong permanent residents. Rounding up 7.1 Summary On the whole, Hong Kong tourism has a positive development thanks to the development of theme parks and launching of government policies like individual visit scheme, multi-destination itinerary. As a result, there has been significant increase in the number of visitors to Hong Kong. The length of stay of tourists is increasing making a greater potential of increased spending in Hong Kong. However, among the visitors, about 5% are mainlanders. This imbalance may later cause problem if the number of mainland visitors starts to decline due to factors like economic downturn in mainland. As tourism is so important to our society, the sustainable development of tourism should be ensured. It is found that development of hotels can just cope with the growth of tourists. There is a continuous demand in accommodations like hotels. One of the theme parks in Hong Kong Ocean Park is found to be close to its daily capacity. To be attractive to foreigners, limited capacity of attractions such as theme parks can hamper the development of tourism. The development of Hong Kong tourism brings along with positive impacts like increasing spending of tourists, particularly in retail trade industry in Hong Kong leading to better economy. It also improves the employment rate in the inbound tourism industry. However, negative impacts are also observed though the tourism is developing positively. Due to the individual visit scheme implemented in late 23, people from many regions in the mainland can come to Hong Kong more easily. The number of mainland visitors arrested for committing crimes was once increased. The situation has been enhanced to a great extent in later years. Nonetheless, the number of pregnant mainlanders who give birth in Hong Kong has drastically increased. This raises concerns over distribution of medical welfare between locals and mainland tourists. This problem is yet to be solved. 7.2 Recommendations We recommend the government to tackle the problems brought by the development of tourism first, as to prevent worsening of the problem due to the continuous development of tourism. The government could co-operate with the Hong Kong Police Force to have more frequent regulatory patrol at scenic spots and places with high crime rate like Mong Kok. The government could also co-operate with the Hong Kong Customs and Excise Department to keep an eye on the pregnant tourists, especially from Mainland, to see whether they should be rejected if they are about to give birth. Moreover, civic education is very important. In addition, we strongly encourage the tourism related departments and organizations like the Hong Kong Tourism Board to keep on the continuous launching of new campaigns particularly to countries other than China to maintain a diversified composition of tourists. Also, the supporting facilities for tourism like hotels or scenic spots like theme parks should be improved, extended or further developed to maintain the sustainability of tourism.
