1 6 February 2018, Vol 34, No 1704 P: E: Lions dig for art P2 River site trashed P2 Chemical spill closes SH49 P6 Tug o war into 2018 P5 Pipiriki plans presented at Paraweka Plans for redevelopment of the Pipiriki hamlet were accepted by community representatives Judy Treanor and Richard Kingi at Paraweka Marae on Thursday. The document, Pipiriki Development Strategy Report is dated April 2014 and was in development for some time before that. It was prepared free of charge by GHD, one of the Ruapehu District Council s main contractors as part of belonging to our communities, said economic development manager Warren Furner. The document covers the future development of the Pipiriki community and township and is aimed at getting people involved in making decisions and taking responsibility for their township. It includes initial conceptual ideas for the community to comment on. The resulting Community Development Strategy is comprised of the community s vision, a conceptual framework a set of guiding principles for future development, and key strategic initiatives potential projects required to achieve the community s vision, states the document in its introduction. It is intended that the strategy will encourage initiatives supported by the community to be carried out in a co-ordinated manner. The strategy will become a collection of ideas for action. It contains a priority list of desired projects and works that have been identified by the community and stakeholders. Consistent themes throughout prior consultation were: the telling of the local story, connecting to the river, rehabilitating the river edge, improving local infrastructure, enhancing the local character, preserving history for future generations, increasing tourism sustainably and general enjoyment by the local community. From workshops, people said the things they like about Pipiriki were: the people, river, Marae, memories, history, local stories, tranquillity. They didn t like: the signage, roads, lack of street lighting, safety, river water quality, rubbish that tourists leave behind, visitors lack of respect for the place. People thought Pipiriki could be improved with better street and pedestrian lighting to provide safer roads, sight lines, gateways and signage, provision for parking, restoring the hotel and Colonial House as a museum and information centre, weed control, and planting. Projects proposed in the plan include: Create an enhanced entry experience to Pipiriki through new gateway treatments which signal a sense of arrival and communicate a sense of the Pipiriki story. A detailed maintenance plan to cover general upkeep and maintenance of existing facilities in Pipiriki. RAL CEO Ross Copland told the Bulletin that the company made application to the Government in July last year and that the economic development funding was cruicial to whether the project proceeds. New Zealand already has other gondolas, at Rotorua, Christchurch and Queenstown, plus a chondola half gondola, half chairlift at Cardrona Ski Area. Silhouettes of local children painted onto parking spaces in Seddon Street, Raetihi, is an idea put to the Waiouru Waimarino Community Board last Thursday, as a way of engagement for young people in the community. Te Pae Tata manager Rachel Hoskin put the idea to the Board during their public forum session, seeking support in principle to the idea. She said she has seen the idea successfully implemented elsewhere. The project would involve the children themselves and would use road marking paint for the silhouettes. Asked what it would cost, Ms Hoskin said she wanted to float the idea first before working up a detailed proposal. Board members supported the idea and suggested that she make contact with the Raetihi Town Revitalisation project. 3 Hottest Waimarino January ever Along with almost all of the rest of the country, Waimarino recorded its hottest-ever January this year. The mean air temperature, as measured at the Ohakune weather station, was 18.7 C, which was 3.3 C above normal. Waiouru and Taumarunui s mean air temperatures were even hotter than normal; 3.7 C and 3.6 C above normal respectively. Waiouru s mean was 17.6 C. Taumarunui s was 21.7 C, the highest since records began in Lower Retaruke also recorded its highest mean air temperature, at 20.9 C, 3.4 C above normal. The mean maximum temperature was also the highest-ever for Ohakune, at 24.2 C, which was 3.0 C above normal. Waiouru s was 26.9 C, 2.9 C above normal the town s thirdhighest mean maximum. Taumarunui s was 26.9 C, 2.8 C above normal the fourth-highest. The Ruapehu towns mean minimum temperature across the month also made the record books: Taumarunui 16.5 C, up 4.5 C on normal; Waiouru 12.8 C, up 4.4 C; Ohakune 13.3 C, up 3.6 C. Despite the warm temperatures, Waiouru also notched up the fourth-highest rainfall measure for January; 177mm of rain fell, which was 210% of normal. Waiouru also recorded its equal fourth-highest wind gust on 5 January: 96km/h. Key projects would include the existing playground, community gardens and orchards, picnic sites and lookouts, and walkways that could lead to picnic areas and lookout points overlooking the river and surrounding landscape. A strategy to identify existing parking areas and a range of enhancements to improve legibility and function. Develop planting programmes to enhance the river and township areas. Programmes should identify target areas suitable for public planting initiatives and include details of removal of exotic and invasive weed species, revegetation of riparian and other areas within the township with appropriate native species, and on-going maintenance requirements. Identify opportunities to develop a heritage trail, incorporating Colonial House and other heritage 2017 records NIWA also released their summary of weather data for Waiouru recorded its 3 rd -highest annual average temperature in 2017, at 9.9 C, which was 0.9 C above normal. In contrast, Ohakune recorded its 2 nd -lowest m a x i m u m temperature: 1.6 C, recorded on 12 July. Lower Retaruke recorded its 3 rd -lowest maximum: 5.9 C on the same day. W a i o u r u recorded its 3 rd - highest annual rainfall total: 1281mm, which was 120% of normal. Lower Retaruke recorded its 4thhighest total: 1837mm, 118% or normal. Waiouru recorded highest 1-day rainfall total on 4 its or Māori sites in the area; and/or a river loop walk that incorporates areas of local bush, the adjacent river edge, and potential picnic sites. Development and implementation of a management plan to reduce the impact from flood waters along the River edge. This should include the removal and clearing of any sediment deposited on the jetty and boat ramp access roads, the removal April, when 64mm fell. Ohakune also recorded its highest 1-day rainfall total, on 11 May, with 62mm. The Board was asked to make a recommendation on the name for the new road, agreeing with the request from Ron Frew on behalf of the Ohakune Growers Association, who suggested Rochfort Road. The road name would commemorate John Rochfort who was an engineer and surveyor for the North Island Main Trunk during the late 1800 s. Board member Alan Whale supported the name, saying it was close to the site of the old Rochfort Railway Station on the now-gone Raetihi line. But member Vivienne Hoeta asked if local Iwi had been asked their views. I don t object to (the name) but want to be sure the proper process is followed, she explained. She said it was a matter of courtesy. The Board was advised that the council is not legally required to consult with iwi on road names. However, they resolved to recommend the name be Rochfort Road, subject to support from local iwi. McKelvie pushes for greater penalties for stock thieves A bill designed to deter livestock theft was to be introduced to Parliament last week by Ruapehu s MP Ian McKelvie. Mr McKelvie (National) says his Bill intends to introduce stricter measures for sentencing judges to draw on when sentencing thieves caught stock rustling. The current law offers no deterrent and the penalties don t reflect the gravity of the crime or the likely suffering of an animal being slaughtered by a rank amateur, claims McKelvie. These crimes are often committed at night in the more remote parts of New Zealand. Small-scale, opportunistic grabs of half a dozen sheep or cows are relatively common, but police and MPI say sophisticated gangs with links to organised crime are increasingly mounting well-planned raids on farms. This Bill will give more confidence to victims of livestock rustling that there is an additional deterrent in place to discourage this type of crime. It also aims to give the police a more vigorous tool to take more action. Stock rustling is a big issue for farmers. Federated Farmers estimates rustling costs farmers more than $120 million a year. A survey of more than 1000 farmers showed 26 per cent had stock stolen in the past five years but almost 60 per cent of thefts had not been reported to police. In one case in 2016 one Whanganui farmer lost 1400 lambs worth about $120,000 between October 25 and November 7, Mr McKelvie says. 4 Fuel stop funds Applications for community groups for funds from a Waiouru fuel station are now open. The national funding initiative, Good in the Hood, is available for groups doing good for people or the environment in the local neighbourhood. The local station will select the groups to participate at their site based on the needs of their community The service station will select four groups to share $4000. Customers then determine what percentage of the funding goes to each group by voting with an orange token every time they shop in the voting month. Each service station has an additional $1000 to give away outside of voting month. Groups can apply online at z.co.nz/goodinthehood until 28 February. As a parent I am very annoyed on how this was left to the last minute to let not just Kim at the College know, but also to communicate this to parents. Apparently it is pencilled in to start on the 7th and Go Bus been given the blame. So we have at least six students whose parents now have to make alternative arrangements to get the kids to the college. I would have offered the services of my Shuttle (Ruapehu Scenic Shuttles) free of charge but unfortunately due to previous requests I am milking cows instead. Not that I should have to because if I was not milking I would have been letting customers down instead. So the MOE has screwed up! And once again parents dropped into a disorganised mess created. Smear your mea Following kapa haka performer Talei Morrison s mission to get her fellow wahine/ women up to date with their cervical smears, Whanganui Regional Health Network (WRHN) is promoting cervical screening throughout February to encourage women s wellness. Incentives offered for all wahine who get their smear in February and fill in the WRHN survey include one of four $50 Pak n Save vouchers each week and a pamper basket at the end of the month. Ms Morrison was diagnosed with stage 4 cervical cancer last August, which woke her up to the reality of the disease. It was through kapa haka she decided to highlight her recent journey and encourage women throughout the country to have a smear test. She says many wahine Maori are scared of what is an intimate and intrusive process and, like her, they may feel it will never happen to them. The Smear Your Mea campaign is being promoted during the national kapa haka regional competitions, which run until June. Mea in Maori means thing. The thing that we are talking about is obviously female genitalia. So we re telling women to Smear Your Mea. And it s catchy. Ms Morrison says. I ve also had women tell me they re not part of a haka team but want to do their part. To this I say no one needs to be part of kapa haka to save a life get on board and do what you can. All women who have ever been sexually active should have regular cervical smear tests from the time they turn 20 until they turn 70. The Ministry of Health states that in New Zealand approximately 160 women develop cervical cancer each year and about 50 die from it. They say regular smears can reduce the risk of cervical cancer by 90 percent. WRHN is encouraging all women to get up to date with their smears and have promotional videos to spread the message online. There are also several clinics in Whanganui, Marton and Taihape offering the service. New staff at Ohakune Primary New to Ohakune, from left, Jessica Leary, Harriet Donald and Amy Hawira. Ohakune Primary School has welcomed three new staff for 2018, a first-year teacher, an experienced educator and a teachers aid. Jessica Leary hails from Hunterville and trained at Victoria University in Wellington. She taught at Hunterville for three years, then spent a year and a term in Northern Territory, Australia. She was based at Catherine and worked for the School of the Air, teaching a class of 15 pupils via internet video links. She would meet with the children face-to-face once each term. Ms Leary applied for the position at Ohakune as she has married local boy Andrew Bates. Harriet Donald has returned home to the Waimarino as a first year teacher, having graduated at Otago in She is teaching Year 3,4 and 5 pupils, supported by Bridget Heffernan. Miss Donald said it was great to be home and that she was looking forward to continuing her sport, including netball and possibly athletics. Amy Hawira takes on a role as teacher s aide for the new entrants class, following some of the pupils she has cared for at the Ohakune Kindergarten. As well as her kindergarten work, she has been a life guard at the Ohakune pools. Smaller publishers challenged, but confident in 2018 New Zealand s smaller newspaper publishers have started 2018 in a buoyant mood, unfazed by the push to go digital, according to an industry survey. The poll of publishers, editors and executives found most respondents did not see a negative being print focused and moving to a multi-platform environment was a low priority. However, their papers were experiencing revenue pressure. Also, managers wanted helped with strategic direction, sales, reducing costs and streamlining editorial production. The survey was conducted by Flame Tree Media, which consults to media in Australia and New Zealand and was distributed by the New Zealand Community Newspaper Association (NZCNA). Flame Tree executive director Stuart Howie said the data showed a tale of two countries when it came to newspapers. The big players, who hold most of the major newspaper properties in New Zealand, are branching off and aggressively transforming their business models, Howie said. But smaller publishers still see a future in serving communities with hyper-local content and advertising and doing it in print. Almost 80 per cent of respondents to the survey were very or extremely confident about the future of their businesses. He said publishers were challenged by how best to integrate newspapers with an online and social presence. But newspapers would remain important to the communities and markets they served. For advertisers, community newspapers cut through the media fragmentation and are delivered directly into most homes, Ellis said. This is proven to drive sales for advertisers in a cost effective manner. No other media offers this local connectivity and connection with buyers and sellers. Ms Leota said the refurbishment meant the Taumarunui team have a suite of tools and resources to manage offenders and keep the community safe. The refurbishment is part of Corrections five-year nation-wide renewal programme to make Community Corrections sites more secure for both staff and those who visit them. Guests at the unveiling also heard how staff and offenders managed by Taumarunui Community Corrections contribute to the community. Through staff initiatives and community work projects, Taumarunui Community Corrections really is part of the local community, said Ms Leota. Service manager Frank Mariu leads a team that is actively engaged in local events like Dinner at the Domain, the White Ribbon campaign, Children s Day, and the annual Food Bank drive. And that s in addition to the many community work projects community offenders are involved in. In 2017, offenders managed by Taumarunui Community Corrections contributed to nearly 9,000 hours on community work projects across the Taumarunui-Waimarino areas. Examples include the Taumarunui Domain clean up, Te Peka Walkway, clearing and maintaining tracks for Ruapehu District Council, work at the Ohakune Carrot Park and the new Makotuku Walkway in Raetihi. The 13 staff employed at the site manage offenders on 180 community-based sentences and orders including home detention and community work. More than 30,000 offenders are serving community-based sentences at any given time. 7 Refurbished Taumarunui Community Corrections unveiled Visitors and staff at Taumarunui Community Corrections will benefit from the building s recent refurbishment, Corrections national commissioner Rachel Leota said at the unveiling on Thursday. Ms Leota said the site s upgrades make it safer and more inviting for everyone who visits and works at the site. The site s had a big security upgrade. The changes are apparent before you enter the building. CCTV now lets staff know that visitors are approaching the site, the front entrance can be controlled electronically and the reception area has an anti-climb counter. Walls have come down and staff are in open-plan work area which encourages a more collaborative working environment. There s also a clear line of sight to the reception area and CCTV is throughout the building. 8 New year, new staff, new students for Ruapehu College Eye on Ruapehu College, contributed by staff and students School starts It was a busy time last week as Ruapehu College welcomed students and staff back to school in the annual powhiri. All the new Year 9 students and others, as well as new staff and other visitors were welcomed onto the school grounds on Wednesday morning. New staff This year Ruapehu College welcomes six new staff. Angie Bam, who was a student teacher at the College last year, will be teaching physical education and maths. Dr Simon Oakley who comes from Hamilton, will be teaching biology for two terms while Meredith Wilson is on study leave. Mike Clamp, who has been teaching in the Far North for a few years, has previous lived in France where he played rugby and ran his own business. Mr Clamp played for the All Blacks in the 1980 s and will teach English and history. Katie Shere has recently bought a house in Ohakune will be part of the administration staff. Hanlie Bam who worked at Balance Accounting who will be the College s new finance officer. Alix Chrisp, who arrived back in New Zealand after working in the ski fields of Australia, will be assisting with the College grounds. International student The College welcomes an international student from China Hailong Han comes from Shandong area, which is between Shanghai and Beijing. His brother, Jailong also went to Ruapehu College 12 years ago and still has many positive memories of his time here. Many people remember Jailong as a young person who loved to play golf. He is now married with two children and is a successful businessman in China. Hailong, who speaks English very well, said he is delighted to be at Ruapehu College. He is hoping that his whole family will visit Ohakune in the coming months. He is learning to play golf and loves it. He has also been swimming, once at the Ruatiti Domain and once in the Mangawhero River. Tug of war The start of year would not be complete without the inter-whanua tug of war. This was fiercely contested by all, so that the ropes had to work hard to take the strain. The Year 9s won against the Year 10s; the Year 11s won against the Year 12s and the staff won (for the first time in many years) against the Year 13 students. It was a fun way to complete the end of the first week back at school. International Chinese student Hailong Han settles into life at Ruapehu College. His brother attended the College 12 years ago. Pony club reports In early January Waimarino Pony Club riders held a two-night camp at the Waimarino A&P Showgrounds, which proved a very suitable venue with all equipment on site. Riders took part in a glow worm trip, trekking and swimming. Eleven young riders attended with parents and coaches. Peter Barke a New Zealand Pony Club national coach, gave lessons to all including a few visitors, while local coaches took horse management lessons. A special thanks goes to Angela McCoubrie who was Camp Mum and co-ordinated all meals. The last morning culminated in a recycled ribbon games time hotly contested in age groups, with ribbons from past events from all around the district. Nash Jordan competed in the combined Bay of Plenty/King Country Dressage team at the recent National Championships at Manfield with the team securing fifth place. Rallies and local competitions including the Waimarino A&P Show and Karioi Sports are events to look forward to and new riders are always welcome to the club. 12 Empowering families to make decisions Ruapehu s new care and protection family group conference co-ordinator says she is passionate about empowering families to be more involved in the decision-making around the children and young people in their lives. Aroha Rudkin has taken up the role for the Oranga Tamariki Ministry for Children Taumarunui site, and she sees the role as an extension on her past work as the strengthening families co-ordinator in the area. I am excited about helping families to take ownership and become responsible for the tamariki we work with, she says. If that was a common thread in all family group conferences we d be doing well. Family group conferences (FGCs) are formal meetings where the whānau comes together with professionals to talk about the concerns Oranga Tamariki has for a child or young person, and come up with a plan. Aroha believes hui-a-whānau facilitated before an FGC are essential in helping families to understand why it is happening. Then, the whānau hui organised by the family afterwards can help them to get their heads around the decisions made. She says it is essential that tamariki maintain connections with whānau and that this will happen naturally if families have more ownership of children who have come to the attention of Oranga Tamariki. As a child you want that; your family are your blood, your whakapapa. That s especially intrinsic in Māori families. Aroha is of Ngāti Kahungunu descent and has lived in the Oranga Tamariki Taumarunui rohe for many years including Whangamomona, Raetihi, National Park and Taumarunui.
