1 Annual General Meeting (AGM) 29th Annual General Meeting and Annual Dinner 6 June 2013 It is our pleasure to have the CIHT President Mr. David Anderson, and the Chief Executive Ms. Sue Percy attending the AGM and Annual Dinner on 6 June The dinner was a formal occasion attended by branch members, distinguished guests and senior government officials including Ir C S Wai who received the award of Honorary Fellow of CIHT in the AGM. Member also elected the committee of year 2013/2014 and witnessed Ir CC Hau took over as the Chairman of the branch from Ir SC Wong. Photo Competition 2013 A photo competition was held with an objective to express, through photography, the characteristic and achievements of the Hong Kong Transport Infrastructures such as road, rail, bridge and tunnel. There are over 50 entries and the winners of the competition are: Winner: Tong Ka Kit - Triple Transport Convenience in Tin Shui Wai 1st runner-up: Emmanuel Duole - Next Station HKU Station 2nd runner-up: Ching Kam Shing - A Link to the World The winners were invited to attend the award presentation during the CIHT HK Branch Annual Dinner in June A special pane of stamps was made from the competition photos with the cooperation of Hong Kong Post Office. In addition to the cash award presented to the winners, all contestants were given a pane of special stamps as a souvenir. 1st runner-up Next Stop HKU Station Emmanuel Duole CIHT Professional Review 2013 November 2013 CIHT Professional Review We are pleased to announce that CIHT will continue having Professional Review Interviews in Hong Kong for Chartered Engineer (CEng) and Incorporated Engineer (IEng) qualifications. 2 Career Talks Career talks were conducted at Hong Kong University, Hong Kong University of Science and Technology and Hong Kong Polytechnic University for civil engineering students between November 2012 and January The aim of the talk was to provide an overview of the career path in the industry and the route to chartership. The students were also introduced to the CIHT and invited to join the institution as student member. 27 February 2013 In addition to having an enjoyable evening with fellow members and their family, Spring Dinner also provides an opportunity to express our gratitude to volunteers and helpers for their support on the Branch s activities throughout the year. The Dinner was held in Hong Kong Jockey Club in Happy Valley Racecourse. Spring Dinner Technical Seminars Best Student Paper Awards 2013 Highways and transportation related final year projects from Hong Kong University, Hong Kong Polytechnic University and Hong Kong University of Science and Technology are eligible to the best student paper awards. A paper will be chosen from each of the university each year and the authors of the best papers will be invited to present their winning paper. The best papers in 2013 were: Road space rationing and congestion pricing Miss Tin Yat CHOI and Mr. Sau Lai LAM, Hong Kong University of Science and Technology Taxi drivers responses in dilemma zone at signal control junctions Mr. Yin Jeh NGUI, Hong Kong Polytechnic University Development of incident management system from taxi GPS data Mr. Wai WONG, University of Hong Kong Half-day Seminar - Cross Boundary Transportation System 1 June 2013 Every year CIHT Hong Kong Branch organizes a half-day seminar to provide a platform for academics, professionals and other interested parties to exchange views on selected technical topics. This event was jointly organized with the University of Hong Kong and held on 1 Jun 2013, at Meng Wah Complex of the University of Hong Kong. Over 150 professionals and students from Universities, Consultants and Contractors, as well as those related to transport or highway industries attended be the seminar The seminar took a close look at the recent development of the cross boundary transportation facilities in Hong Kong covering vehicles, passenger and freight by land, air, rail and sea. It also took the audience through to the future on how the highway and railway networks and other infrastructures will continue to face further challenges in Hong Kong. 3 Keynote Address was presented by Ir Enoch T S LAM, Deputy Secretary (Works), Development Bureau. Once again the assistance of the Civil Engineering Society of Hong Kong University was much appreciated. Introduction on Raising Project for Nanhai One 15 November 2012 Nanhai One (South China Sea No.1), discovered in 1980s, is a Chinese merchant ship which sank off the South China coast during the Southern Song Dynasty between 1127 and This ancient shipwreck is the largest and the least damaged merchant ship of its kind to be found. Mr. Zhang, Head of Technical Division in Guangzhou Salvage Company was the speaker of the day giving us an insight in the planning of the salvage operation and the difficulties encountered. Guangzhou Salvage Company has spent 4 year for designing, construction of and accurately sinking a huge stainless steel container. The container was lowered to 30 metres below water, and collected the shipwreck, fragile antique and the surrounding soils. The raising process was carried out by a vessel having 4000 tons lifting capacity. The container and its salvage was then delivered into the museum for Marine Silk Road in Guangdong for research and preservation. Traffic Improvements to Tuen Mun Road Town Centre Section 27 March 2013 Mr. Heung Wai Kin and Mr. Simon Cheung were the guest speakers for the improvement works to Tuen Mun Road Town Centre Section which was originally built in early 1970s. The main objectives of traffic improvements works are to alleviate traffic congestion and to meet the anticipated traffic growth by widening a 1.5km long road section between Kam Fai Garden and Yan Oi Town Square from the existing dual two-lane carriageway to a dual three-lane carriageway. Members also learned about the construction of noise barriers and enclosures with vertical green panels (approx 4150m2) and green roof (approx 15000m2) which is the highlight of the project and is the largest highway greening project in Hong Kong. Briefing on the Chartered Professional Review for CIHT 5 November 2012 This briefing was conducted by Mr. Mike Sharpe, former President of CIHT and one of the Chartered Professional Reviewers conducting Chartered Professional Review in Hog Kong. Mike described the Route to Chartership to the potential candidates, the requirements and the procedures for chartered professional review application. This was followed by a question and answer session on the format of the Chartered Professional Review, the expected standard in submissions and presentation. 3
4 Widening of Tolo Highway between Island House Interchange and Fanling Bridge Design in Stage 1 30 October 2012 The technical talk was presented by Ir K.Y. Leung of Ove Arup, the company being one of the partners of HABVJV, who was responsible for the design and construction supervision of all vehicular bridges and associated works of the whole project. The bridge works comprises of 14 new bridges, demolition of 3 existing bridges, modifications of 7 existing bridges, 2 temporary bridges and Noise barriers on bridges. Analysis of Passenger Demand and Rail Station Capacity under Flexible Work Hours HK Polytechnic University Transportation Management Strategies for Emissions Reduction HK University of Science and Technology Presentation on Best Paper Awards September 2012 Authors of the best papers presented their papers in this evening seminar. The best papers in 2012 are: Transit Network Design Ms. SUN Sujun of University of Hong Kong. Transportation Management Strategies for Emissions Reduction - Mr. NG Ka Fai, Mr. TSE Tsz Chun and Mr. LI Pak To of Hong Kong University of Science and Technology. Analysis of Passenger Demand and Rail Station Capacity under Flexible Work Hours Miss NG Mei Kwan of Hong Kong Polytechnic University. Transit Network Design University of Hong Kong Consultation on Environmentally Friendly Linkage System (EFLS) 9 August 2012 Civil Engineering and Development Department/Kowloon Development Office and their Consultant AECOM provided the background, the objectives and the initial findings of the feasibility study. Members were invited to express their views on the findings including the envisaged provision of an EFLS to enhance connectivity between the Kai Tak Development, Kowloon Bay and Kwun Tong. 4
5 Site Visits Guangzhou High Speed Railway Station 13 April 2013 It was a full day affair arranged for this technical site visit. We assembled at Kowloon Tong MTR Station for the train to Lok Ma Chau 落馬洲 which took about 40 minutes. Having walked across the border to Futian 福田口岸, it took another 20 minutes for the Shenzhen Metro travelling from Futian to Shenzhen North Station. Riding the High Speed Train from Shenzhen North Station 深圳北 to Guangzhou South Station 广州南 was a breeze. About 20 minutes later we have arrived Guangzhou South Station and were ready for lunch. The site visit took place at Guangzhou South Station in the afternoon after a briefing from the authority. The return journey completed in the evening. Western Kowloon Terminus Approach Tunnel (South), Contract 811B 19 January 2013 XRL Contract 811B is one of the projects for Guangzhou-Shenzhen-Hong Kong Express Rail Link in Hong Kong sector. The construction works includes cut and cover reinforced concrete piled tunnel; diaphragm walls; ventilation building and associated ABWF and building services; temporary and permanent traffic diversions; and temporary diversion of four underground drainage box culverts. The visit began with a presentation providing an overview of the project and the construction sequence, excavation methodology, foundation types and diversion of existing utilities and facilities. Members were allowed to take a site tour close to the operations. West Island Line, Contract March 2013 Contract 704 is the largest contract of the West Island Line (WIL) which comprises two underground cavern stations at Sai Ying Pun and Hong Kong University and the associated running tunnels pedestrian adits and three link bridges The underground WIL connects densely populated areas which are further complicated by different ground conditions. To overcome such difficulties, Gammon-Nishimatsu WIL Joint Venture employed three construction methods including drill and blast, tunnel boring machine with ground freezing and cut and cover method. Members experienced the stringent health and safety procedures before allowed to access the tunnel. One in the tunnel, members were able to observe site operations such as installation of tunnel lining and waterproofing. 5
6 Cathay Pacific Cargo Terminal 1 December 2012 The Cathay Pacific Cargo Terminal will be the fourth air cargo facility at the Hong Kong International Airport. It will play a significant role in Hong Kong s air cargo infrastructure as it is designed to handle 2.6 million tons of cargo per year with the potential for increased capacity at a later phase. The material handling system design and technology will make this facility the most efficient in the world. Construction commenced in April 2010, with the eight storeys high warehouse cargo structure and a five storey s of office building now significantly complete. We also visited the warehouse material handling system are undergoing operational trials. The scheduled date for the facility to be fully operational is in the final quarter of 2013, when Hong Kong s air cargo annual capacity will be boosted by 50 % and will consolidate Hong Kong as an international airfreight hub. Central-Wan Chai Bypass Tunnel (Causeway Bay Typhoon Shelter Section), Contract No.: HY/2009/15 22 September 2012 The Central - Wan Chai Bypass and Island Eastern Corridor Link under construction forms part of an east-west strategic route along the north shore of Hong Kong Island, which serves to alleviate the traffic congestion along the existing Gloucester Road - Harcourt Road - Connaught Road Central corridor. The visit began with an introduction on the works and objectives of the contracts. This was followed by a presentation of the project background, scope of works, health and safety procedures. One of the site constraints was the heavy traffic surrounding the site. To demonstrate how this constraint can be overcome, members were taken by a boat to the site similar to the delivery of construction materials. While on site members were able to observe the scale of the lateral support system and diaphragm walls. Their role in the construction of the tunnel box and the construction sequence were also explained. Widening of Tolo Highway / Fanling Highway between Island House Interchange and Fanling, Stage 1 (Between Ma Wo and Tai Hang), Contract No.: HY/2009/08 25 August 2012 The site visit begun with an introduction by Ir Paul Appleton on the scope of works, breakdown of construction contracts, current progress and construction sequence. The construction of bridges by balanced cantilever method using modular form traveller captured our members attention most. To understand more about this method, members were taken to the site where constraints and difficulties experienced were explained in detail. 6
7 Reconstruction and Improvement of Tuen Mun Road - Eastern Section 18 August 2012 Tuen Mun Road has been in service for more than twenty five years and is now in a condition beyond economical repair. Aecom s resident site staff hosted a site tour for our members to witness the reconstruction of the road to the current expressway standards and to provide adequacy capacity. Reconstruction works includes the widening of traffic lanes and bridge structures, provision of hard shoulders and modification and stabilization of associated slopes.
