4 URBAN UPGRADE OF BAKURIANI AND PREPARATION OF TRAFFIC MOBILITY PLAN Implementation Period: Investment Budget: 25,000,000 GEL Brief Description Project will support local economy and foster locally based tourism economic development in the urban areas. Upgrading of public spaces, street networks and associated infrastructure such as sidewalks, street crossings, streetlights, bicycle paths, bus stations. Façade improvement of centrally located, selected buildings, rehabilitation of recreational areas and touristic sites enhancement (e.g. access roads, parking, signage, etc.) Municipal Development Fund Progress Report 4
5 REHABILITATION OF AN ACCESS ROAD TO MITARBI ROPEWAY AND DIDVELI PARKING EXTENSION Implementation Period: Investment Budget: 4,796, GEL Project will support improvement of infrastructure services and transportation of Borjomi municipality to promote the development of tourism-based economy and contribute to improvement of living conditions. The project will enable the tourists to explore vicinity and enjoy the resort outskirts. Rehabilitation of 3 km access road to Mitarbi and Kokhta ropeways. 6 DESIGN AND CONSTRUCTION OF 2.7 KM BAKURIANI BYPASS Implementation Period: Investment Budget: 6,354,211 GEL Project will have a long term positive social impact through improving living and transportation conditions of the local population and tourist. New bypass road around Bakuriani will connect Borjomi- Bakuriani-Akhaltsikhe and Bakuriani-Andeziti-Tsikhisdziri roads. Bypass road will ease traffic loads inside the borough and make newly developed southern most parts more easily accessible. Estimated length of proposed new road is 2.7 km. 7 REHABILITATION OF BAKURIANI-ANDEZITI-TSIKHISJVARI 7.5KM Implementation Period: Investment Budget: 2,691, GEL Project will support improvement of transportation of local population and thus contribute to enhancement of living conditions of the district and the economic development, through more efficient and timely movement of goods and services/access to markets. The project will enable the tourists to explore vicinity, enjoy the resort outskirts, and allow the locals to have a better access to municipal services and accessibility to the market. 8 REHABILITATION OF BAKURIANI CENTRAIL TRAIL Implementation Period: Investment Budget: 3,000,000 GEL Project will support the development of the tourism-based economy in Bakuriani and largely in Samtskhe-Javakheti region by creating infrastructure, which will contribute to improvement of living conditions of the town. The project envisages arrangement of walking lane with asphalt pavement and arrangement of poles along the sidewalk, which will make it hard to park on it. 11 KOBI-GUDAURI CABLE CAR CONSTRUCTION Implementation Period: Investment Budget: GEL The aim of the project is to significantly increase the accessibility and overall area of Gudauri ski resort and serve as an evacuation or general transportation mean from Kobi to Gudauri and vice versa. Project scope envisages design and construction of 7,1km long (cable length) cable car consisting of 3 lifts Potential The new ski lifts can host 4100 skiers simultaneously. Fully developed Kobi-Gudauri area can potentially increase tourists turnover by 76% for whole resort Municipal Development Fund Progress Report 11
12 CONSTRUCTION OF CAUCASIAN MOUNTAIN CENTER NAMED AFTER REINHOLD MESSNER Implementation Period: Investment Budget: TBC Population: 1,973 Project will create new tourism destination and enhance branding of Mestia City as a famous resort Project envisages construction of Caucasian mountain center that will be named after famous Italian mountaineer Reinhold Messner. After project completion visitors can enjoy a 360 degree panorama view of the surrounding mountains. 14 CONSTRUCTION OF MULTIFUNCTIONAL ICE FIELD IN BAKURIANI Implementation Period: Investment Budget: 15,000,000 USD IRR: 9.08% Population: 2,348 Location: Outside of Bakuriani Ring, at the territory which adjoins so called 25 meters slope (Otsdakhutmetriani), rather popular place for families, kid and beginners skiing. Potential: The envisioned facility products would act both as economic generators (through attracting tournaments, competitions, and meets with non-local participants and attendees) and public resources for local residents (by accommodating local sports and recreation activities). The Ice Filed in Bakuriani will be designed as the multifunctional sports complex with the total size of 20,000 square meters and will include: Ice rink Sports hall for choreography Ice arena will also have the possibility to be transformed into concert hall Municipal Development Fund Progress Report 14
15 CONSTRUCTION OF PUBLIC INFRASTRUCTURE IN NEW GUDAURI Implementation Period: Investment Budget: 8,000,000 GEL Project will support reduction of traffic jams, increase the accessibility of resort and improve living conditions for locals and tourists The 2 level car parking in New Gudauri will be designed as the multifunctional public infrastructure with the total size of 14,000 square meters. The main scope is to construct parking space for approximately 400 cars and 2 buses Proposed land plot is located about 100 meters away from the gondola lift station and Hotel Carpe Diem. Due to high demand on parking space and service spaces (ski depots, ski rentals and etc) proposed SP has great potential to be invested by private sector 2018 Municipal Development Fund Progress Report 15
16 TRUSO-KOBI GATEWAY DEVELOPMENT Implementation Period: Investment Budget: TBC The aim of the project is development of public space and infrastructure in Kobi Gateway settlement and sustainable preservation, facilities development and upgrading of Truso Protected Landscape. Project scope is rehabilitation and arrangement of: Utility infrastructure (water network; sewage network, WWTPs, etc.); Roads; 2 Parking lots for up to 1160 cars; Pedestrian roads; Green Public Space; Ongoing development of Gudauri ski resort and new facilities (ski lifts and slopes) further north, descending down till Kobi village, and anticipated consequential development of the village as location for hotel and other tourism related services, puts more value to Kobi area for private investments (Hotels, Parking Lots and etc) 2018 Municipal Development Fund Progress Report 16
17 CONSTRUCTION OF PARKING SPACE IN GUDAURI (SETUREBI) Implementation Period: Estimated Investment Budget: 5,000,000 GEL Project will support reduction of traffic jams and improve living conditions for locals and tourists. Project scope is to construct parking space in Gudauri for approximately cars The parking space is planned to be constructed in the vicinity of Gudauri cable car. 18 ADAPATION OF CHILASHVILEBI PALACE Investment Potential Dusheti is a remarkable town and represents the administrative center of the district. It is located 50 km north from Tbilisi, on an altitude of 800 meters. It represents one of the ancient Georgian towns of significant urban and architectural heritage. Among the referenced heritage of special significance is the Chilashvilebi Castle-Palace. The architectural complex is one of the best examples of preserved feudal residences of Georgia dated XVIII-XX centuries. Historical significance, location and potential of Chilashvilebi Castle-Palace, as well as the absence of the museum complying with modern standards in Dusheti, are key factors for proposing the idea to transform Chilashvilebi Palace into great hotel MDF is financing several project in Dusheti. Total cost of the investment is up 10 mln Gel. Upcoming investments in Dusheti can contribute to improvement of regional image, increase of visitors leading to boost in tourist spending and renting incomes, real estate value appreciation, attraction of private sector investment in tourism infrastructure (hotels, bars, restaurants, shopping, entertainment, etc.) incremental employment of local citizens in tourism enterprises, etc 2018 Municipal Development Fund Progress Report 18
19 BUSINESS SRART-UP / EXPENSION ADVISORY SERVICE TO THE TOURIMS SMEs Aim: To support local economies in Samtskhe-Javakheti and Mtskheta-Mtianeti regions by carrying out an integrated approach of tourism and agriculture development TA envisages following: Situational analysis of touristic sector in target region (overview of touristic enterprises, major touristic attractions, visiting statistics, relevant donor activity, perception of needs by Micro and Small, actual needs for increasing tourism potential, etc.); Selection of potential beneficiaries for LEPL Enterprise Georgia program (Grant); Capacity building strategy and activity plan for shortlisted micro and small entrepreneurs in target regions based on data from applications and findings of situational analysis; Training content to be used for groups of beneficiaries having similar capacity needs and level of skills; Group training sessions; Individual consultations; Coaching hours allocated to each beneficiary; Networking and knowledge sharing events Municipal Development Fund Progress Report 19
