1 Combined Bulletins Airport Bulletins EGLF FAB FARNBOROUGH Bulletin Type Start End Operating Restrictions Jan Dec Jun The UK's only dedicated business aviation hub - TAG Farnborough airport - has banned all jet aircraft which do not meet ICAO Chapter 4 noise standards. The abatement measure - introduced on 1 January - was agreed by TAG Farnborough in 2011 in exchange for a phased increase in the number of permitted aircraft movements at the airport, from 28,000 to 50,000 a year through to It is hoped this action will help placate the small, yet outspoken minority of local residents who have opposed any upward adjustment in the movement ceiling. "Chapter 4 is ICAO's most stringent and quietest classification for jet aircraft," says TAG. "By enforcing the highest existing standard, we have taken an industry-leading approach to phasing out all but the most modern and quietest categories of jet aircraft. "As outlined in our 2009 master plan, we are committed to minimizing noise in and around the airport and will continue to work with our neighbors and experts to identify ways of making further improvements." To ensure Chapter 4 compliance, TAG Farnborough says it will "require approved noise certificates before permission can be granted to land or take-off". It adds that about 300 flights that occurred in 2012 would not meet the new standard. TAG Farnbourgh Airport has developed an information sheet for passengers requiring special assistance when they arrive at Farnborough. Please fill in this form in advance and return it to them when you send your passenger details, so that they can ensure a smooth and swift process on arrival. In the future and as soon as you advise them of a mobility impaired passenger they will send you a reminder to fill in this form. See attached form. New Passenger Entrance - A new Passenger entrance that comes into effect at TAG Farborough Airport on Monday June 1st, The entrance will be located next to the Meadow Gate Building which now the administative centre for teh TAG group. Designed specifically for departing passengers or crew and drivers with an aircraft PPR number, the new entrance will allow fast-track access to the airport. The new entrance is signposted Airport Departures Only. Sat Nav users should input GU14 6FG which will give directions to the main roundabout by the new entrance. The Meadow Gate entrance will be manned and open from 0600 to 2200hrs Monday to Friday 0700 to 2000hrs Saturday and Sunday Closed Dec 25th & 26th The existing entrance at Ively Gate will continue to be used by staff, visitors & delivery vehicles for entrance and exit. Arriving aircraft passengers can use either gate to leave the airport. You can locate more details about the Meadow Gate Entrance in the documents.

London, United Kingdom Bulletin Type Start End No Bulletins Country Bulletins United Kingdom Bulletin Type Start End Permit Oct Before operating to, from or within the United Kingdom, all foreign registered aircraft must be in possession of an operating permit issued by the Department for Transport s International Aviation, Safety & Environment Division (IASE) under the 2009 Air Navigation Order. This requirement extends to all scheduled and non-scheduled passenger and cargo charters that are not covered by the provisions of the European market access regulations, and to flights carrying out aerial work (e.g. photography, parachuting, flight training). Foreign aircraft require also permits under the appropriate air navigation orders before operating to the Isle of Man, Channel Islands and the UK overseas territories. Before granting any operating permits for scheduled flights, IASE ensures that the services are operating in conformity with the traffic rights and conditions provided under the UK s bilateral air services arrangements negotiated with the airlines states. In the case of non-scheduled flights we seek reciprocity to ensure that UK airlines are allowed similar opportunities from the respective foreign authorities. IASE also ensures that a number of administrative arrangements are completed before an operating permit is granted. These require airlines to provide valid certificates that are recognised by the International Civil Aviation Organisation (ICAO) on competency (ie air operators certificate), insurance, registration, aircraft airworthiness and noise and that aircraft are fitted with a recognised enhanced ground proximity warning system, airborne collision avoidance system and crews are aware of the UK Approach Ban requirements and comply with aerodrome operating minima requirements. In addition, any airline operating aircraft with a maximum take-off weight of 10,000kgs or more in the United Kingdom must also have a security direction (known as the Single Consolidated Direction (Aviation) 2010) served on them and so applicants applying for a permit that involves such an operation should also contact surefaxupdate@dft.gsi.gov.uk <mailto:surefaxupdate@dft.gsi.gov.uk> for further information.

3 EU Safety Authorizations Permit May Mar EU Safety Authorizations for Foreign Air Operators - PART TCO: Europe has centralized the process to authorize third-country (non-eu) operators performing commercial air transport operations into the EU, thereby replacing various schemes of the 32 EASA member States currently in place. Instead, a single safety authorization will be issued centrally by the European Aviation Safey Agency (EASA) under the new Implementing Rule (Part-TCO) as of 26 May For more information on this, including application forms please go to the following site: U.K. Charter Permits are now processed by CAA directly, the DfT is no longer involved. There is a new application form that must be used (link below) < Also the entire schedule must be included on both the form and the permit request , not just the portions of the trip going into/out of the U.K. Send the applications/aircraft and client documents to the following: - foreigncarrierpermits@caa.co.uk <mailto:foreigncarrierpermits@caa.co.uk> - security.aviationhouse@caa.co.uk <mailto:security.aviationhouse@caa.co.uk> If after hours - the security folks will get in touch with the on-duty person at CAA so they can process the permit. It is therefore important that all airlines holding a permit provide 24 hour contact information to enable quick and effective communications to be established. In most cases this will be through the provision of telephone numbers for an airline s Operational Control Centre or, alternatively, for an appropriate senior manager with ready access to systems allowing direct contact with an aircraft in flight. 7 Permit Public Health Security Mar Dec Dec Third Country Operators (TCO) In order for a charter flight to be granted landing permits in Europe, they much have an approved TCO. The following link contains a download labeled TCO Status Report that shows which operators currently have TCO Authorization. This is a good tool to use to see if an operator is authorized prior to taking charter trips to Europe. The EASA website also provides guidance for starting the process of obtaining TCO Authorization for those who have not done so yet. < < Also see attached TCO documents: 1. TCO Authorization Application 2. TCO Completion Instructions for Application 3. TCO One-Off Notification Travel notices are designed to inform travelers and clinicians about current health issues related to specific destinations.
