1 Combined Bulletins Airport Bulletins KCVC COVINGTON MUNICIPAL General Customs Jul Aug City Bulletins The airport is open to the public 24 hours a day and is only attended 08:00 to 17:00 Monday through Friday and 09:00 to 17:00 Saturday and Sunday. This is NOT an airport of entry (AOE) and does not have customs, immigration or agriculture facilities available. All international arrivals must be done through an airport of entry. The following link provides information from the CBP (Customs and Border Protection) website on all U.S. airport of entry. Covington, United States No Bulletins Country Bulletins United States APIS Requirements The Advance Passenger System (APIS) is an electronic data interchange system which requires carriers, both private and commercial, to transmit traveler data to U.S. Customs and Border Patrol (CBP). This allows the Department of Homeland (DHS) and the Transportation Administration (TSA) to review passenger information prior to boarding flights arriving into or departing from the United States. It s purpose is to provide the ability to identify potential threats and to coordinate with carriers and foreign law enforcement to prevent the boarding of a person of interest. When applied to corporate aviation, both Part 91 and Part 135 operators are required to submit APIS prior to departure - 30 minutes prior for Part 135, 1 hour prior to Part 91. This can completed via the CBP eapis web portal (< or through a CBP certified vendor. All APIS transmissions should be transmitted in UN/EDIFACT Passenger List Message (PAXLST) format. The information submitted must include several data points for all travelers, including passengers and crew members, such as Full Name, Gender, DOB, Nationality, Travel Document Type (i.e. passport), and country of residence.

2 BOE Requirements Navigation A Border overflight exemption allows certain General Aviation aircraft operators (generally private and unscheduled charter aircraft) arriving from some areas south of the United States to overfly certain designated airports for U.S. Customs and Border Protection (CBP) processing. For additional information regarding the CBP overflight execption process, see U.S. Customs and Border Protection (CBP) cbp.gov < or speak to your TSS Specialist at Colt for more information and assistance with the application process. As of Monday, June 17, 2013 U.S. CBP has implemented changes to the current BORDER OVERFLIGHT EXEMPTION process for general aviation aircraft. Please contact your Colt Trip Support specialist if you have any questions concerning the changes to the new process or visit our resource site at and click on the ICON "Border Overflight Exemption Changes" or go direct via cbp-border-overflight-exemption-changes/. The following link provides you access to the official CBP letter outlining the changes U.S. airspace is subject to rules set by the Federal Aviation Regulations (FARs), the Department of Homeland (DHS), and the Department of Defense (DOD). FARs are rules prescribed by the Federal Aviation Administration < governing all civil aviation activities in the U.S. They are part of Title 14 of the Code of Federal Regulations part99.pdf 14 CFR Part 99 prescribes rules for security control of air traffic. CBP and the Transportation Administration (TSA), agencies of the Department of Homeland < (DHS), work together to strengthen general aviation security for international flights. CBP has enacted APIS procedures for private aircraft to send advance notice of their intended arrival or departure into or out of the U.S., and submit manifests of persons on board. DOD has worked with FAA, CBP, and TSA to strengthen aviation security at U.S. military installations nationwide. There are several types of special use airspace that must be avoided when flying in the U.S. Refer to FAA's Aeronautical Manual (AIM </air_traffic/publications/atpubs/aim/>, Section 3-4-1) for detailed information. The FAA has removed six suffixes from use with the domestic flight plan form, replacing them with three new ones. This change will assist controllers with some routing decisions by identifying the GNSS capabilities of an aircraft. Operators requiring PBN routing (e.g., RNAV SIDs and RNAV STARs) must use the FAA ICAO flight plan form, must place an "R" in Field 10 and are now required to add specific "PBN/" data in Field 18. These requirements had not been previously enforced, but failure to follow them now will result in rejected flight plans. Additionally, including "NAV/" in Item 18 is no longer required; however, operators can use NAV/ to omit specific PBN procedures. The volatility of the world's political climate can drive changes very quickly to a proposed destination. U.S. Department of State Government of Canada Foreign travel advice - GOV.UK General Sep Visa Jul For a more personalized threat assessment or recommendation for security please speak to your trip support team. New RNAV SIDS and RNAV STARS are being implemented at number of airports around the US. FAA has observed a large number of aircraft are filing the RNAV codes indicating that they are capable of flying these procedures, but not filing the applicable RNAV SID or RNAV STAR. If your FAA flight plan includes the applicable codes for RNAV and PBN procedures (e.g. R in field 10a and PBN/D1,D2 OR D4 in field 18) and have optionally included NAV/RNVD1E2A1 in field 18, you are expected to file the appropriate RNAV SID or RNAV STAR. If you have filed a conventional procedure, expect to be reassigned the applicable RNAV procedure possibly causing a delay to your flight. Many flight planning providers based their optimized routing on conventional procedures. Pilots must ensure that the optimized routing is amended to use RNAV procedures if the appropriate RNAV codes are used in the IFR flight plan. Simply select the country of destination and then select the nationality of the person going to that country and you will be taken to a page that provides passport and visa requirements for that citizen traveling to the specified country. DOT Bans All Samsung Galaxy Note7 Phones from Airplanes FAILURE TO COMPLY l Order No. FAA : Any person failing to comply with this Order is subject to civil penalties of up to $179,933 for each violation for each day they are found to be in violation (49 U.S.C. 5123). A person violating this Order may also be subject to criminal prosecution, which may result in fines under title 18, imprisonment of up to ten years, or both (49 U.S.C. 5124). The U.S. Department of Transportation (DOT), with the Federal Aviation Administration (FAA) and the Pipeline and Hazardous Materials Safety Administration (PHMSA), today announced it is issuing an emergency order to ban all Samsung Galaxy Note7 smartphone devices from air transportation in the United States. Individuals who own or possess a Samsung Galaxy Note7 device may not transport the device on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the United States. This prohibition includes all Samsung Galaxy Note7 devices. The phones also cannot be shipped as air cargo. The ban will be effective on Saturday, October 15, 2016, at noon ET. We recognize that banning these phones from airlines will inconvenience some passengers, but the safety of all those aboard an aircraft must take priority, said Transportation Secretary Anthony Foxx. We are taking this additional step because even one fire incident inflight poses a high risk of severe personal injury and puts many lives at risk. Device owners have experienced documented incidents of dangerous evolution of heat with both recalled and replacement Samsung Galaxy Note7 devices. Samsung and the U.S. Consumer Product Safety Commission (CPSC) acknowledged this imminent safety hazard with the company s September 15, 2016 and October 13, 2016 recalls. Additionally, on October 11, 2016, Samsung suspended the manufacture and sale of the Samsung Galaxy Note7 device. The fire hazard with the original Note7 and with the replacement Note7 is simply too great for anyone to risk it and not respond to this official recall, said CPSC Chairman Elliot F. Kaye. I would like to remind consumers once again to take advantage of the remedies offered, including a full refund. It s the right thing to do and the safest thing to do. What air travelers should know - If passengers attempt to travel by air with their Samsung Galaxy Note7 devices, they will be denied boarding. - Passengers who attempt to evade the ban by packing their phone in checked luggage are increasing the risk of a catastrophic incident. Anyone violating the ban may be subject to criminal prosecution in addition to fines. - Passengers currently traveling with Samsung Galaxy Note7 phones should contact Samsung or their wireless carrier immediately to obtain information about how to return their phones and arrange for a refund or a replacement phone. Samsung has provided guidance for customers about refund and replacement options, as well as how to contact wireless carriers, at [external link] < Samsung is also answering customers questions at If an airline representative observes that a passenger is in possession of a Samsung Note7 device prior to boarding an aircraft, the air carrier must deny boarding to the passenger unless and until the passenger divests themselves and their carry-on and checked baggage of the Samsung Galaxy Note7 device. Passengers absolutely should not pack the phones in their checked luggage.

5 Jul If a flight crew member identifies that a passenger is in possession of a Samsung Galaxy Note7 device while the aircraft is in flight, the crew member must instruct the passenger to power off the device, not use or charge the device while aboard the aircraft, protect the device from accidental activation, including disabling any features that may turn on the device, such as alarm clocks, and keep the device on their person and not in the overhead compartment, seat back pocket, nor in any carry-on baggage, for the duration of the flight. The Samsung Galaxy Note7 device is considered a forbidden hazardous material under the Federal Hazardous Material Regulations (HMR; 49 CFR Parts ), which forbid airline passengers or crew from traveling with lithium cells or batteries or portable electronic devices that are likely to generate a dangerous evolution of heat. PHMSA has issued a special permit to Samsung to facilitate commercial shipment of the recalled devices by ground transportation. DOT Friday, October 14, 2016 See all 3 attached documents for additional information In the Air l Laptop Requirements The Department of Homeland Lifts Laptop Ban and implements New Requirements On July 19, officials from the Department of Homeland announced international airports must begin enacting increased screening procedures for international flights bound for the US. The new procedures include enhanced screening of electronic devices, more thorough passenger vetting, expanded use of canine detection, and new measures to mitigate the potential threat of attacks. Laptops and other devices larger than cell phones will continue to be allowed on flights, with the exception of direct US bound flights from Riyadh's King Khalid International Airport (RUH) in Saudi Arabia. The UK Laptop Ban remains in effect; as of July 19, British Airways, Easy Jet, Jet2.com, Monarch, Thomas Cook, and Thomson flights to the UK from Turkey, Lebanon, Jordan, Egypt, Tunisia and Saudi Arabia remain affected by the UK s ban. Additionally, the Mexican Civil Aviation Authority announced on July 19 that all direct flights bound for the United States will be subject to more stringent security measures, particularly with electronics. Devices larger than a smartphone will still be allowed in the cabin of the aircraft, but will be required to be separated from luggage and have any coverings or cases removed when being screened. Passengers should expect longer wait times at security queues and plan to arrive to the airport three hours prior to departure for US-bound flights.
