1 Combined Bulletins Airport Bulletins EGGW LTN LUTON Bulletin Type Start End Operating Restrictions Security Dec Apr Sep Sep London Luton Airport is an international airport located 1.5 nautical miles (2.8 km; 1.7 mi) east of the town centre in the Borough of Luton in Bedfordshire, England and is 30.5 NM (56.5 km; 35.1 mi) north of Central London. The airport is 2 mi (3.2 km) from Junction 10a of the M1 motorway. It is the fourth-largest airport serving the London area after Heathrow, Gatwickand Stansted, and is one of London's six international airports along with London City and Southend. Please ensure that you forward a complete and comprehensive GAR ( Aviation Report) with crew and passenger information. If any non EU passport holders are arriving into the UK, Border Force also require a Remote clearance Form to be completed prior to arrival. Please note that we cannot guarantee passengers will be Remote Cleared as this decision is made on the day of arrival by the Border Force officer on duty, however if we have the forms prepared in advance this speeds up the process. Please therefore ensure that all non-eu passport holders also complete landing cards prior to arrival. Copies of both forms are attached - Please provide details in this format only as requested by Border Force. To ensure the correct airport fees are applied when charging, please send us a current noise certificate stating the correct MTOW for the aircraft. See aerodrome AIP section 2.20 for specific details Parking is an issue. Both Fbo's have their own parking space next to the FBO which is similar in size. This is a (1) runway international airport with 5 cargo operators. There are several low cost carriers on the commercial side and 2 full service Fbo s. There is 60 check in desks in one hall; and, a screen and security in the other. There are 28 departure gates with two piers; both hosting 14 gates that are mainly used by low cost carriers with seasonal destination (Wizz Air, Easy jet, Ryan Air etc.) Immigration - For anyone travelling under a Non-EU passport, these persons are required to complete the UK Border Force's new Remote Clearance Form. For further details and Border Force form, please see attached documents. UKBF - United Kingdom Border Force / Premium Service of Immigration Clearance (Free Premium Service of Immigration Clearance) at London Stansted Airport for Passengers /Crew cleared at the FBO, Aircraft, or Remotely will no longer we offered for free. The Premium Service of Immigration Clearance Arrival Charge at London Stansted Airport for Private/Charter Aviation Aircrafts will be This charge will guarantee that arriving passengers/crew will be processed at FBO, aircraft, or remotely without delay. Aircrafts arriving with larger passenger numbers will require two UKBF Officers; and, the charge per arrival may be higher. UKBF has advised that the commencement date for the Premium Service of Immigration Clearance and subsequent charge will be on the 01 APR 2015; and, this will be shown on your invoice at UKBF Premium Service. 3 Handler Dec LLA Cargo centre is used by 5 cargo operators and handles 28,000 Tons of cargo each year. A large cargo hall is located next to the long haul parking facility. Menzies and Swissport does commercial handling; and, they can also assist cargo handling. Fuel Dec City Bulletins There are (2) Fbo s at the field; Harrods and Signature. Both Fbo s have parking space and a hangar available. Both are equal when comes down to quality. Customs and immigrations will come to the Harrods FBO; however, Signature has their own dedicated staff who can perform the duty. Fuel suppliers are: Air Harrods, ASIG, & Shell. Both Fbo s have their own fuel trucks. London, United Kingdom Bulletin Type Start End No Bulletins Country Bulletins United Kingdom Bulletin Type Start End Permit EU Safety Authorizations Oct May Before operating to, from or within the United Kingdom, all foreign registered aircraft must be in possession of an operating permit issued by the Department for Transport s International Aviation, Safety & Environment Division (IASE) under the 2009 Air Navigation Order. This requirement extends to all scheduled and non-scheduled passenger and cargo charters that are not covered by the provisions of the European market access regulations, and to flights carrying out aerial work (e.g. photography, parachuting, flight training). Foreign aircraft require also permits under the appropriate air navigation orders before operating to the Isle of Man, Channel Islands and the UK overseas territories. Before granting any operating permits for scheduled flights, IASE ensures that the services are operating in conformity with the traffic rights and conditions provided under the UK s bilateral air services arrangements negotiated with the airlines states. In the case of non-scheduled flights we seek reciprocity to ensure that UK airlines are allowed similar opportunities from the respective foreign authorities. IASE also ensures that a number of administrative arrangements are completed before an operating permit is granted. These require airlines to provide valid certificates that are recognised by the International Civil Aviation Organisation (ICAO) on competency (ie air operators certificate), insurance, registration, aircraft airworthiness and noise and that aircraft are fitted with a recognised enhanced ground proximity warning system, airborne collision avoidance system and crews are aware of the UK Approach Ban requirements and comply with aerodrome operating minima requirements. In addition, any airline operating aircraft with a maximum take-off weight of 10,000kgs or more in the United Kingdom must also have a security direction (known as the Single Consolidated Direction (Aviation) 2010) served on them and so applicants applying for a permit that involves such an operation should also contact surefaxupdate@dft.gsi.gov.uk <mailto:surefaxupdate@dft.gsi.gov.uk> for further information. EU Safety Authorizations for Foreign Air Operators - PART TCO: Europe has centralized the process to authorize third-country (non-eu) operators performing commercial air transport operations into the EU, thereby replacing various schemes of the 32 EASA member States currently in place. Instead, a single safety authorization will be issued centrally by the European Aviation Safey Agency (EASA) under the new Implementing Rule (Part-TCO) as of 26 May For more information on this, including application forms please go to the following site:

Please note: you can apply to amend your permit twice without charge. Any further amendment request will be treated as a new application, requiring completion of a new application form and payment of an additional 75 application fee. Your Permit Certificate is valid for 48 hours either side of the times stated on your Permit Certificate, and we do not need to be advised of any time or date changes that fall within 48 hours of the times stated on your initial Permit Certificate. 24 Hour Contact Number in Case of Emergency In the event of an emergency or a security related incident the Department for Transport (DfT) may need to urgently contact an airline. It is therefore important that all airlines holding a permit provide 24 hour contact information to enable quick and effective communications to be established. In most cases this will be through the provision of telephone numbers for an airline s Operational Control Centre or, alternatively, for an appropriate senior manager with ready access to systems allowing direct contact with an aircraft in flight. This information should be provided to the DfT by to TICB@dft.gsi.gov.uk <mailto:ticb@dft.gsi.gov.uk> or by fax to +44 (0) and updated immediately it changes. The rules for entering the UK are the same for other EU countries. You re responsible for any fees or charges if you don t

What you need to do depends on whether you re coming from: another EU or some non-eu countries (listed countries) < from unlisted countries outside the EU < You must follow different rules if the animals will be sold or re-homed < Your pet has to travel within 5 days of you, or someone else you ve authorized (this must be in writing). If no one can travel within 5 days of your pet, you must follow different rules < You may need additional information or documents to enter some countries with your pet - check with the country you re travelling to. Travelling with more than 5 pets You can t travel with more than 5 pets unless you re attending or training for a competition, show, sporting event. You ll need written evidence of registration for the event when you travel. All your pets must: be attending the event or training be over 6 months old meet the pet travel rules You must also fill in a declaration < confirming that you aren t going to sell or transfer the ownership of your pets. If you re arriving in Northern Ireland use a different declaration form. < You ll have to follow the commercial rules for importing animals (also known as importing live animals < if you want to travel with more than 5 pets that aren t attending or training for a competition, show or sporting event. Other types of pet There are no restrictions on bringing pet rodents, rabbits, birds, ornamental fish, invertebrates, amphibians and reptiles to the UK from other EU countries. Pet rabbits and rodents from countries outside the EU must spend 4 months in quarantine < They need a rabies import licence < You can t bring prairie dogs into the UK if they come or travel from the USA. You also can t bring in squirrels and non-domestic species of rodents from sub- Saharan Africa. 7 Fee Apr UK APD Changes after April 1, 2016 This notice has been amended to reflect the April 2015 changes to rates, band structure and the extension of the child exemption. Review additional information here: < Oct Since 1 April 2015 there is only be 2 bands. Band A will remain the same and all other destinations will be merged into band B. There are 3 rates of APD for each destination band depending on the class of travel: reduced, standard and higher. Flights from Northern Ireland are treated differently from the rest of the UK. The Reduced Rates for April 1, 2016 applies where the passengers are carried in the lowest class of travel on any flight unless the seat pitch exceeds metres (40 inches), in which case, whether there is one or more than one class of travel the standard rates apply. Destination Bands and distance from London (miles) are as follows: Band A (0 to 2,000 miles) l 13 - For travel in the lowest class of travel available on the aircraft Band B (over 2,000 miles) l 73 - For travel in the lowest class of travel available on the aircraft The Standard Rates for April 1, 2016 applies where passengers are carried in any class of travel other than the lowest or where the seat pitch exceeds metres (40 inches), unless the conditions for the higher rate below are met. Destination Bands and distance from London (miles) are as follows: Band A (0 to 2,000 miles) l 26 - For travel in any other class of travel Band B (over 2,000 miles) l For travel in any other class of travel The Higher Rate for April 1, 2016 applies if passengers are carried on aircraft with an authorized take off weight of 20 tonnes or more and equipped to carry fewer than 19 passengers. This is a good tool to use to see if an operator is authorized prior to taking charter trips to Europe.
