3 Background Volcanic ash clouds pose a significant hazard in aviation operations. Information on volcanic ash clouds plays an important role in helping meteorological watch offices (MWOs), civil aviation authorities (CAAs), airlines and other organizations to avoid aircraft-related disasters caused by volcanic ash clouds. Close coordination and communication between information providers, including volcano observatories (VOs), VAACs and MWOs, and information users are essential for appropriate response against such disasters, and organizations concerned should be prepared to minimize impacts on ATM from any volcanic activity. 3

4 Background To support prompt response to volcanic ash, relevant organizations should be ready to: - issue/obtain/use volcanic ash information; - conduct air traffic flow control based on information; and - facilitate smooth and appropriate communication/coordination. 5 Overview Overview from VOLCEX Guidance Exercises should be conducted by ICAO on a regional basis. Reports of the exercise or performance assessment should be reviewed by an appropriate sub-group(s) within ICAO region concerned. A volcanic ash exercise steering group may be established by a PIRG to coordinate all aspects of the organization and conduct of the exercises. The steering group should have representatives from, as a minimum, the VAACs concerned, air navigation service providers (ANSPs), airspace users and regulators. Guidance for conducting VOLCEX is provided in Appendix F of ICAO Doc 9766 Handbook on the international Airways Volcanic Watch (IAVW) 5

9 VOLCEX in the Kamchatka Peninsula In 2010, EUR (EAST) VOLCEX/SG was established to initiate a programme of regular exercises in the (far) Eastern part of the EUR Region, targeting volcanoes in/around the Kamchatka Peninsula, with the relevant authorities, service providers and users in three States (Japan, Russian Federation and United States). EUR (EAST) VOLCEX SG has conducted five exercises in Kamchatka (VOLKAM) since Jan. 2013: Karymsky 2. Mar. 2014: Bezymianny 3. Apr. 2015: Ksudach 4. Apr. 2016: Karpinsky 5. Apr. 2017: Koshelev

10 VOLCEX in the Asia/Pacific Region Success of VOLKAM raised awareness of the importance of VOLCEX and helped to establish another VOLCEX/SG in the Asia/Pacific region, which encompasses active volcanic regions with high density air traffic. APAC VOLCEX/SG has conducted four exercises in the APAC region since Since the APAC region covers a wide area, past exercises were designed for volcanoes in the Philippines, which belongs to Tokyo VAAC s AoR, and for volcanoes in Indonesia, which belongs to Darwin VAAC s AoR, separately. In 2017, the SG decided to broaden exercise target areas outside of the above two areas, such as Northeast Asia and South Pacific regions. * APAC VOLCEX used to be called VOLPHIN 10

14 Handover/Takeover practice in VOLKAM17 Appendix F of ICAO Doc 9766 Handbook on the international Airways Volcanic Watch (IAVW) Handover of operational responsibility shall be discussed/coordinated by primary VAAC with adjacent affected VAACs when the ash cloud is expected to be not less than 300NM from a VAAC and/or FIR boundary Tokyo Anchorage Coordination Washington Based on coordination among VAACs, one VAAC issues VAA/VAG for whole part of the volcanic ash cloud for harmonized information. 14

16 Improvement in communication Tokyo VAAC has developed collaborative decision analysis and forecasting (CDAF) procedures with Anchorage and Washington VAACs through exercises. VOLKAM16 VOLKAM17 Furthermore, Tokyo VAAC periodically updates its AFTN destinations and contact information and has strengthen communication with relevant organizations in/around its AoR through exercises. 16

17 Improvement based on feedback Tokyo VAAC has obtained direct feedback from aviation authorities and information users through exercises and improved its products and operations. Examples More frequent advisory issuance for significant eruption events to meet users demands, such as eruptions with ash over FL300. 18 Summary Once a significant eruption occurs, the impact of the eruption on air traffic management is severe, particularly for high density airspace. There are many contributors to volcanic ash hazards mitigation framework, including volcanic ash information providers, air navigation service providers and service users. Volcanic ash exercises provide great opportunities to test a chain of actions and responses with various participating organizations in accordance with regional procedures. Tokyo VAAC has improved its operations and keeps contributing to aviation safety through VOLCEX. 18
