4 General ICAO definition - SIGnificant METeorological conditions Background SIGMET information is a concise description in abbreviated plain language concerning the occurrence and/or expected occurrence of specified en-route weather phenomena, which may affect the safety of aircraft operations, and of the development of those phenomena in time and space. SIGMET SARPs: ICAO Annex 3, WMO Tech Regs, Volume II SIGMET Guidance: Regional SIGMET Guide, other relevant publications (a list is provided in the SIGMET Guide)
5 General Background Issuance of SIGMET is a national responsibility each Contracting/Member State designates one or more Meteorological Watch Office (MWO); possibility to delegate the service to another State Phenomena: TS; TC; (SEV) TURB, ICE, MTW; (HVY) DS, SS; VA; RDOACT CLD Importance for users high impact; pre-flight and in-flight decision-making; risk assessment for hazard avoidance; even more important for trajectory-based operations (TBO)

7 Background Required services by MWOs are included in the ICAO Regional Air Navigation Plan for Asia and Pacific (APAC ANP) FASID Table MET 1B 4 VAACs and 7 TCACs are providing advisory information for volcanic ash and tropical cyclones Typical SIGMET hazards TS, TC, VA, TURB, ICE Large oceanic FIRs challenges in monitoring of TS General lack of coordination across FIR boundaries

FIR 2 Lack of information would cause; - Unexpected encounter to hazardous weather (SAFETY RISK) - Inefficient flight route (EFFICIENCY RISK) Issuance of SIGMET should be improved
10 Inconsistency of SIGMETs across the FIRs Challenges -Inconsistency 3 separate SIGMET messages should be issued; FIR 1??? FIR 3 FIR 2? Gaps and discontinuity of SIGMETs between FIR boundaries are another risk Coordination among MWOs for seamless cross-border SIGMET information is required

14 International Efforts for Improvement WMO RAII EG-AeM (Nov. 2014) Agreed to conduct SIGMET WORKSHOP The meeting noticed the activities in RA VI in association with the harmonization of SIGMET across FIR boundaries and invited the Secretariat to provide a contact point from RA VI for experience sharing. The meeting also concurred that it will be useful to hold a SIGMET workshop regarding this issue, in close coordination with the relevant ICAO office(s). The meeting requested the Theme Leader in Meteorological Support to Air Traffic Management and Provision of SIGMETs to contact DRA to confirm funding to initiate the preparation of the SIGMET workshop in Q and to consider modifying his action plan to incorporate these decisions.

17 Aims and Objectives To help improve the availability, reliability and quality of SIGMET information issued by MWOs in APAC Region To promote key user requirements for effective SIGMET service and address the harmonization and alignment of SIGMET information across international boundaries To assist the aeronautical meteorological personnel from the designated MWOs in APAC Region required for SIGMET provision Learn the process of SIGMET issuance through presentations, exercises, and discussions Interpretation of relevant ICAO provisions and guidance materials Practicing the preparation of SIGMET information using tropical cyclone and volcanic ash advisory systems Utilizing technologies such as meteorological satellites (Himawari-8), weather radars and numerical weather prediction
