1 STAFF REPORT SUBJECT: Transit Resource Guide MEETING DATE: December 9, 2008 AGENDA ITEM: 5 STAFF CONTACT: Michael G. Powers, Aubrey Spilde RECOMMENDATION: Recommend approval of the revised 2009 Transit Resource Guide. DISCUSSION: SBCAG, SCTAC 1 (South Coast Transit Advisory County), and NCSSTAC (North County Social Service Transportation Advisory Committee), with assistance from several other agencies, published a Transit Resource Guide in SBCAG and SBCTAC are working to update the nearly seven-year-old Guide. The purpose of the Guide is to inform the general public, particularly those with special transportation needs, about the public transit and transportation services available in Santa Barbara County. At SBCTAC s November 18 meeting, the committee reviewed and provided comments on a Draft 2009 Transit Resource Guide. SBCAG staff accepted additional comments from committee members and transit agencies through Wednesday, November 26. Staff incorporated the comments and revised the Draft Guide the revised 2009 Transit Resource Guide is attached. The following summarizes the major changes: Accessibility information was added for every service. The Chumash Casino Shuttle was moved to the Private Transportation Service section. Eligibility information was moved to the top. Logos for private services (AMR, Community Partners in Caring, Chumash, airport connections, taxis) were removed. Information (e.g. address, fares, hours of operation, etc.) on private services (ACS, AMR, Community Partners in Caring, SOS, Chumash, airport connections) was shortened. Fare information was shortened for all services. All maps were changed to service area maps, except for MTD and Amtrak. For Amtrak, schedule and some station information was cut. For Greyhound, some fare information, station hours, and schedules were cut. 1 SCTAC and NCSSTAC no longer exist. These committees were consolidated into SBCTAC

2 A separate entry for SMOOTH was added, and SMOOTH contact information for the 7 SMOOTH services in the Santa Maria section was replaced with a reference to the SMOOTH entry. Reference to Google Transit was added to the FAQs. These changes shortened the Guide by 20 pages. The membership lists will be updated as soon as the information is available. The Guide will be translated into Spanish. Both the English and Spanish versions of the Guide will be posted on the SBCAG website. SBCAG staff suggests that SBCTAC recommend approval of the revised 2009 Transit Resource Guide. ATTACHMENTS: Revised 2009 Transit Resource Guide 2

5 Introduction This Transit Resource Guide has been developed to assist residents and visitors in using the transportation opportunities available in Santa Barbara County. This guide is a result of the continued work by the Santa Barbara Transit Advisory Committee (SBCTAC) in assisting the public to identify transportation services in Santa Barbara County. This guide is possible due to the collaborative efforts of SBCTAC, the Consolidated Transportation Service Agencies (Easy Lift and SMOOTH), and the public transit agencies (City of Lompoc Transit (COLT), County Transit, Santa Barbara Metropolitan Transit District (SBMTD), Santa Maria Area Transit (SMAT), and Santa Ynez Valley Transit (SYVT)) in Santa Barbara County. The Santa Barbara County Association of Governments (SBCAG) has produced this guide as a public service. The Transit Resource Guide is divided by the geographic regions of the County: Santa Maria (including the City of Guadalupe), Lompoc, the Santa Ynez Valley (including Cities of Buellton and Solvang), and the South Coast (including the Cities of Goleta, Santa Barbara, and Carpinteria). This guide is also divided by transportation services: public transit (fixed route and demand response), commuter service (fixed route and vanpools), specialized transportation service, private transportation service (airport connections, bus lines, and taxi service), and rail service. The tables include the Clean Air Express and the Valley Express, which are commuter services (i.e., they only run on weekdays during peak hours). The tables also include Santa Barbara Public Health Clinic Transportation, which has restricted ridership. 17 Countywide Transportation Services Commuter Service Countywide Transportation Services Vanpools A vanpool is a group of seven to fifteen people who live more than twenty miles from work and commute together on a regular basis in a van. Some vanpools are company sponsored, others are rented month to month, and some are owned by the drivers. Traffic Solutions can help commuters join or form a vanpool.
