1 STAFF REPORT SUBJECT: Transit Resource Guide MEETING DATE: November 18, 2008 AGENDA ITEM: 5 STAFF CONTACT: Aubrey Spilde, Michael G. Powers RECOMMENDATION: Discuss and provide input on the draft Transit Resource Guide. DISCUSSION: At the September meeting, SBCTAC provided input on plans to update the Transit Resource Guide for Santa Barbara County. Members offered the following suggestions: Add more regional differentiation, South Coast, Lompoc, Santa Ynez Valley, Santa Maria Valley, but recognize interconnections between regions Web based application is good idea but also need printed guides Add location of all transit centers Include system maps, hours of operation and general frequencies of service Stay with large print, perhaps only large print version but fewer copies Consider Spanish version Add phone, fax, , street, mailing address locations of transit agencies Add fares, but indicate fares are subject to change Cross reference with local transit web site information Add 211 connection Structure it in a manner that is easily updated Tie in connections between train, bike, bus Eliminate duplications by using cross references Get Social Service Agency input, e.g., review by Human Services Commission, perhaps early or alternatively have them review a draft Add Frequently Asked Questions (FAQ), e.g. Where do I buy bus tickets/passes, how can I get from here to there, Can I take my bike on the train, bus, I live in Santa Maria so which bus do I take to the train etc. Add Coastal Express, Route 10, and other new regional bus services
2 Dean Palius, Matt Dobberteen, and Barry Stotts agreed to serve on the Transit Resource Guide Subcommittee. Ashley Payne agreed to help and facilitate contacts with social service organizations. After the September meeting, staff put together a draft guide using essentially the same format as the 2002 Guide, but incorporating the suggestions made by SBCTAC members. Staff sent the draft to the Subcommittee for review. The Subcommittee indicated support for the inclusion of maps and schedules, noted that printing in color will be necessary to ensure the maps are useful, and made corrections to some of the information in the guide. Members also made the following suggestions: Add a How Do I Get from Here to There? section. Add maps for all transit agencies (e.g., see the map added for Guadalupe Flyer). Make the headings stand out more. Staff updated the draft guide, incorporating the Subcommittee s input. The draft guide is attached. Some questions SBCTAC could consider include the following: Is this guide clear and easy to follow for the lay reader? The guide gets long quickly is any information unnecessary? Is any information missing? Should there be additional FAQs? Subcommittee members also suggested considering the following changes: Eliminate route maps (e.g., MTD s) and use only maps of service areas (e.g., Guadalupe Flyer s). This would ensure consistency between services and also make it easier to keep the guide current. Add bike maps. This would make it a truly multi-modal (alternative) transportation guide. Shorten the fare and schedule information. For example: o State only that monthly passes are available rather than listing all the different monthly pass prices. o Don t list all the airport shuttle departures (e.g., see Central Coast Shuttle Services in Countywide Transportation). Finally, staff requests that all transit operators review their agencies information for accuracy. 5 Introduction This Transit Resource Guide has been developed to assist residents and visitors in using the transportation opportunities available in Santa Barbara County. This guide is a result of the continued work by the Santa Barbara Transit Advisory Committee (SBCTAC) in assisting the public to identify transportation services in Santa Barbara County. This guide is possible due to the collaborative efforts of SBCTAC, the Consolidated Transportation Service Agencies (Easy Lift and SMOOTH), and the public transit agencies (City of Lompoc Transit (COLT), County Transit, Santa Barbara Metropolitan Transit District (SBMTD), Santa Maria Area Transit (SMAT), and Santa Ynez Valley Transit (SYVT)) in Santa Barbara County. The Santa Barbara County Association of Governments (SBCAG) has produced this guide as a public service. The Transit Resource Guide is divided by the geographic regions of the County: Santa Maria (including the City of Guadalupe), Lompoc, the Santa Ynez Valley (including Cities of Buellton and Solvang), and the South Coast (including the Cities of Goleta, Santa Barbara, and Carpinteria). This guide is also divided by transportation services: public transit (fixed route and demand response), commuter service (fixed route and vanpools), specialized transportation service, private transportation service (airport connections, bus lines, and taxi service), and rail service. 13 Here to There How Do I Get from Here to There? The tables below show which transit services to use to travel throughout Santa Barbara County. If a trip requires more than one service, the services are combined with a +. If there are multiple options, the options are separated by a comma. Following each transit service is a page number, indicating where to find information about the service in this Guide. The tables include the Clean Air Express and the Valley Express, which are commuter services (i.e., they only run on weekdays during peak hours). The tables also include SMOOTH Santa Barbara Health Clinic Transportation, which has restricted ridership. See also each regional section for additional service options (e.g., demand response service, health service transportation, airport shuttles, Chumash Casino Shuttle, etc.), as well as the Frequently Asked Questions section for directions to some specific locations.
